sentenced to six years in jail. the san francisco police union is requesting an investigation into chief william scott's recent round of promotions. that's according to a letter from the union obtained by the "chronicle." according to the "chronicle," the union sent the letter to the city's human resources department. it states that the officers association has gotten complaints from both male and female members because only men have been appointed to scott's command staff. the letter adds, quote, to add insult to injury, one female member of the command staff was also the most senior ranking member of the command staff and an lgbt member was reassigned to the airport bureau. the police union says they haven't yet gotten a response. a new audit shows that the raiders owe more than $800,000 in parking fees. they have to pay the authority that runs the oakland coliseum. according to the audit the team has only been making minimum payments since 2013. they owe an estimated $25,000 it break down the fees and tax. zara california roads are in bad shape but do you want to pay for it? this bill means it would cost the average californian about $10 extra.so this would cost the average californian about 10 bucks more a month to drive a car. it is a $52 billion road and bridge repair bill. the bill calls for a 12-cent a gallon gas tax increase. a registration fee increase would cost on average about $48 a year and electric cars would pay an extra $100 a year since they don't pay gas tax but still use the roads. california already taxes a gallon of gas 18 cents cents. yet the state has a backlog in road repairs of almost $140 billion. and it shows. >> god's honest truth, this is needed. if we don't do it, the roads will crumble! >> reporter: we did a poll last week after that plan was released. and out of 500 respondents, only 23% think we need the extra money. 61% think the state needs to make better use of what it has. the bill does have a provision that says the money raised can only be used for transportation. >> this is a heavy lift. i have been governor for 14 years. i know what i'm talking about. you you have to pay for it. with new money. >> reporter: california already taxes a gallon of gas 18 cents. yet the state has a backlog in roadway repairs of almost $140 billion. the bill does have a provision that says the money raised can only be used for interesting. but that doesn't mean exclusively road repairs and that could mean public transportation. so that's one of the sticking points for some of the lawmakers that are now on the fence. >> so the bill needs a supermajority to pass. how many votes are we talking? >> reporter: it needs a two- thirds majority in both houses of the legislature to pass. that means almost every, single democrat in the legislature needs to vote in favor of it. it look interesting to see how much it runs on party lines. if the republicans say no almost every democrat in the legislature has to vote in favor of it. >> thank you. today president trump will meet with his chinese counterpart at mar-a-largo. they are expected to discuss north korea's missile program and u.s. trade with china. discuss the smart train in marin. smart officials say they are close but not yet ready to have federal inspectors sign off on the system. they still need to test the electronic warnings and train control systems. they hope to launch the service for passengers very soon. the sfmta has scrapped annual fees for hundreds of taxi medallion holders. the vote spares about 700 drivers from paying $1,000 in yearly fees but more than 1,000 will have to pay because they don't have the same full time driving requirements as those who benefit from the waiver. the city council in union city has approved a new rule to protect renters from unjustified evictions and harassment from landlords. it requires landlords to meet certain requirements before evicting renters. landlords will also be gathered and used over 10 years. republican assemblyman matthew parker said the democrats new plan is more of the same. their so-called reforms are smoke and mirrors continuing to send driver tax money to pork projects that have nothing to do with the roads. now, this has been a real slash campaign on both sides. the proposal was just announced last week and since then we have been hearing ads on the radio from both sides and there's major lobbying behind the scenes. >> this is politics. so sounds like this is another partisan issue. how does it affect the vote? >> reporter: it is. the governor is trying to -- the governor is trying to sell it for all of us using the roads but it's republicans speaking out against it and if they all say no the governor needs all the democrats to get behind it to get the two-thirds majority needed. some democrats are from areas where people drive a lot like the central valley. so they are facing some major pushback from constituents. >> thank you, anne. governor schwarzenegger -- former governor schwartzenegger schwarzenegger is taking aim at president trump again this morning. the former governor blasted the proposed cut to after-school programs while speaking at the national after school summit at usc. >> try to balance the budget on the backs of the kids. i think there's something wrong. this is why i spoke up and this is why i challenge him on that. and he has talked so much about making america great. and i just feel like taking $1.2 billion away from the kids is not making america great. >> the comments come on the heels of a feud between trump and schwarzenegger over low ratings on the show celebrity apprentice. several california prosecutors are protesting the new immigration policy. they are standing behind the state's chief justice who objected to immigration raids at courthouses. the prosecutors including the san francisco and alameda district attorneys sent a letter to the trump administration. it says courthouses should not be used as bait in the necessary enforcements of our country's immigration laws. federal officers have arrested immigrants who are showing up for court in california and at least 4 other states. today the santa clara valley water district holds its first of three public meetings after tension between a recent meeting between the city and water district officials. mayor sam liccardo said the district left it with flawed data to make predictions about how much water the coyote creek channels could handle. but the district maintains that city workers had plenty of time to warn people of a crisis and failed to do so. today the department of water resources is holding a briefing with new details on the oroville dam. crews are still figuring out how it will cost -- how much it will cost to repair the storm battered spillway. experts say it will cost up to $1 billion to rebuild the concrete waterway. the state has not released any official estimate. meantime a large part of lake oroville near the dam has been roped off by buoys and is coasted off to boaters because of the repair project. a live look now at the ocean beach this morning. avoid the water as strong pretty bad out there right now. i'll send it to you guys. this just in. oakland firefighters are finishing up at the scene of an apartment fire right now. it started just after 5:00 this morning on pearl street. not very far from 580 and 980. at least 15 people were displaced. one person had to be rescued but no injuries reported. it appears a candle started it. a bay area plan suspected of killing his ex-girlfriend in front of her two young children is now behind bars. but it took a search across multiple counties to find her him. officers brought 43-year-old "lawyer dushan mcbride" into richmond headquarters yesterday afternoon. authorities say called from the community helped them find spect at a sacramento fast- food restaurant. he is accused of shooting 29- year-old rashanda franklin as she drove her children to daycare. surveillance video shows the driver pulling up beside her car, pausing during the ambush shooting and then speeding away. an update this morning on a deadly officer-involved shooting in napa. the suspect was shot and killed by officers. he has been identified as 65- year-old steven connor ferry. investigators say he drove a car out of a garage on bueno street and started firing at officers. they fired back killing ferry. several officers are on leave this morning penning the outcome of the investigation. -- pending the outcome of the investigation. a bay area woman is about to pose one of the highest bales in history. she is accused of murdering her ex-boyfriend. kpix 5's maria medina is live in redwood city to tell us what she agreed to do to get out. >> reporter: good morning, kenny. she has agreed to be put on house arrest and also surrender had your passport and here's a breakdown of the bail amount. she agreed to post $62 million in property and $4 million in cash. one of the highest bail amounts in u.s. history when she posts it. she accused of conspiring with her boyfriend and another man to kill her ex-boyfriend the father of her children. the father of her children. >> she is no more likely to flee because she has money than anybody charged with a serious crime and the constitution assumes that. that there's yesterday. we did get some good news on the job market this morning with the labor department reporting a big drop in initial jobless claims down 25,000 to 234,000. that's the second lowest level since the recession ended. labor delivers its march jobs report tomorrow. the economists are expecting to gain around 180,000 jobs. adp earlier this week said the private sector added over 260,000 jobs. that was way more than expected. amazon continues to conquer the retail world. online sales growing so it needs more people to ship stuff. and it says that it's going to add 30,000 new part-time moving at just 13 miles per hour. so pretty slow conditions there and down to 242 and 680 into walnut creek moving slowly, as well. but then we have a problem in pleasanton. southbound 680 at sunol boulevard a four-car crash. it's off to the shoulder. but, of course, the damage is done. you're moving at about 30 miles per hour. and it's just adding to those normal slowdowns you would see in the area. moving now to the bay bridge toll plaza, if you are heading the maze to downtown that's about 20 minutes but getting there from richmond is the issue. rollover crash off to the shoulder but you see you are stuck in that 18 miles per hour slowdowns there and traffic is backed up into hercules and we have a new crash to tell you about westbound 80 at appian way in the backup. crash in the two left lanes and you're moving at just nine miles per hour. so not good. i'll send it to you. >> thank you, roqui. a look this morning at damage from tornadoes that hit the midwest and south over the last 48 hours a dozen tornadoes destroying homes, trees and power lines. areas also got pounded by heavy rain from the storms. atlanta picked up nearly 4 inches of rain in just 24 hours. that caused a cancellation of hundreds of flights at atlanta's international airport. roberta is tracking rain in our forecast. i just saw across the wires also there is a tornado warning in effect for portions of central florida. very unusual places with inclement weather. we are now picking up some showers according to our live hi-def doppler radar. these showers are in advance of heavy rain in santa rosa on highway 101 but looking towards the pacific ocean and look at that cluster of yellow and orange as we zoom on in. it appears as if we have some light rain that's now falling around the golden gate bridge. let's verify that. pavement is now getting wet. if you look at the cars they are using their windshield wipers. can you see this? it's light rain falling there. you need the umbrella as you step out. winds increasing in san jose southeast at 11. otherwise the winds are still pretty much under 10 throughout most of the bay area. these winds are a big part of the story. everywhere, the wind gusts are to 65 miles per hour over into the tonight through your friday morning. winds up to 35. yellow is the high wind watch. bottom line it will be breezy then windy. then blustery. with the spotty showers today the increasing winds overnight we'll see the heaviest rain and the gusty winds. most people will be asleep at that point and friday on-again, off-again showers before a second wave hits us on friday night. here's the activity as it begins to push into the state of california. all from a cold front. this has a history developed in the gulf of alaska, and it has stayed on its current path every day for the past 10 days. now it's tapping into a little bit of subtropical moisture. by the evening commute, rain across the north bay, sliding into the central bay. into the peninsula. then the heaviest rain overnight. there you have it. midnight tonight, through about 3, 4:00 in the morning hours, when most people begin their commute around 5:00 in the morning. lots of ponding and puddles on the road a sporadic shower throughout the day. then there's that second wave that comes through on friday night. and by the time that pushes out, we are going to have the lingering showers in its wake until saturday early afternoon. this fast-moving system will be out of here on saturday around 6:00 in the evening hours. but up to an inch, inch and a quarter throughout the urban areas, easily two to three inches of rain in the wettest locations. this means at least a foot of snow around lake level. it's going to start as rain and then it will be snow by lunchtime tomorrow. that purple highlighted area means that we have a winter storm watch in effect for the greater lake tahoe area. temperatures starting off warm but then dipping to the 30s over the weekend. heavenly will need the chains if you are heading to the south shore according to our tahoe report. so over the weekend, the snow tapers off on saturday evening. on the north star side of the mountain which is north shore, you will have rain first then snow again tapering off by saturday night. same in alpine meadows on the north shore. today temperatures in the 60s at 81 yesterday, 72 today. you will feel the difference. again, the wind is the other side of the story today. those blustery winds up to 65 overnight tonight, storm watch throughout friday tapering off on saturday by 6 p.m. a
