presidential candidates. clinton and trump will meet for the second debate on sunday. you can watch it live right here on kpix 5 at 6 p.m. the can'tidates for u.s. senate here in california will square off in their head to head debate tonight. kamala harris and loretta sanchez are vying to replace retiring senator barbara boxer. for weeks the campaigns have been sparring over the number of debates and format. harris the state attorney general has a lead in the polls over congresswoman sanchez. tonight's debate will be shown live at 7:00 on c-span and csu los angeles website. right now the leading edges of hurricane matthew are pounding the bahamas. the storm is already blamed for at least 11 deaths. and as hena daniels reports, evacuations are underway at the atlantic coast. >> reporter: hurricane matthew is barreling towards the bahamas after hitting cuba and haiti with 145-mile-per-hour winds. the category 4 storm brought torrential rain to haiti's southwestern peninsula. streets were turned into raging rivers. the water moved cars downed the street with ease as people tried to get to safety. >> it will continue to follow the shape of the coast as we head into friday up to the georgia south carolina coast and then on saturday into sunday it starts to move north and east. >> reporter: matthew is predicted to be closest to the florida coast overnight from thursday into friday. people are stocking up on emergency supplies like food, water and batteries. florida governor rick scott is warning residents to know the evacuation route. >> if matthew directly impacts florida, there will be massive destruction that we aren't seen in years. >> reporter: further up the coast in south carolina, long lines can be found at gas stations after the governor warned an estimated 1.1 million people could be ready to move inland. >> our goal is to make sure that you basically get 100 miles away from the coast. >> reporter: the storm is expected to maintain 130-mile- per-hour winds as it heads towards the eastern seaboard. hena daniels, cbs news. i have compiled a number of different computer models in the weather center with the assistance of noaa to put together a tracking map for hurricane matthew. keep in mind, there you have matthew over haiti. as it blasted onshore at cuba and tangles up with hispanola it lost strength and downsized to category 3 but they gather strength and momentum so watch this as that hurricane moves into the warmer waters outside the bahamas. it becomes a category 4 again with winds in excess of 145 miles per hour moving into the state of florida thursday 2 p.m. with 130-mile-per-hour winds so we have hurricane watches and evacuations in effect at this time for the state of florida. keep in mind that hurricane winds can extend out at least a good 120 to 150 miles so while you may be buffeted with those hurricane-force winds in florida, you're probably beginning to see some of the effects in the state of georgia, as well. we'll continue to monitor hurricane matthew. sunnyvale-based yahoo reportedly created software to search its customers' emails for information requested by the federal government. the reuters news agency cites two former yahoo employees and another source. >> they say that yahoo agreed to a classified directive from the n sa or the fbi. they wanted yahoo to search for a set of characters but it's not clear what specific information they wanted. so far yahoo has no comment. with halloween just weeks away some in the bay area are quite concerned about clowns. kpix 5's jackie ward is live in our newsroom to tell us about the national scare reaching the bay area. >> reporter: this craze that's been at the center of dozens of hoaxes in 23 states. now the oakland school police chief says the threat to his schools is so serious that he put into a violent category. the police chief says creepy clown messages were posted on instagram and directly targeted oakland schools. there were two specific threats to two specific schools but he wouldn't say which ones. the antioch and fairfield school districts have also been targeted. bay area law enforcement officials say there is no credibility to the threats and that the schools are safe. >> clowning has gone through several definitions and, um, part of what's happening in the culture today is that we have individuals who are clearly mentally ill who, you know, are, um, donning masks and scaring people. and you know, the whole clown horror thing, it's a very specific thing that has nothing at all whatever to do with real clowning. >> reporter: so that was sarah moore. she is the director of the clown conservatory in san francisco. she says more than anything, true clowning is not about scaring people. it's about being a human cartoon and making people smile. nationwide at least 12 clowns have been arrested and one school district in connecticut says it will ban clown costumes for halloween this season. in the newsroom, jackie ward, kpix 5. let's check in with roqui for a look at our morning commute. >> thank you, michelle. not looking too bad just as of yet. we have some time still left in the morning but time now 6:06. let's take a look at the altamont pass traffic coming off 205 at justle miles per hour. of course this is our hot spot of the morning. otherwise looking good. slow through north flynn and frees up into livermore. we have a new crash in dublin westbound 84 at the 680 split a car that hit a deer. it is all moved to the center divide now. and also southbound 680 is delayed backed up all the way into the dublin interchange. moving over to the antioch pittsburg area you know the drill on highway 4 at this time. it's pretty slow-moving at just about 20 miles per hour between lone tree way and willow pass road. and moving on to the nimitz freeway, looking good right now 238 in san leandro to the maze northbound will take you about 15 minutes. headed over to the bay bridge toll plaza, oh, that's traffic backed up towards the maze now carquinez bridge to the maze westbound along the eastshore freeway will take you up to 25 minutes. then expect 20 minutes into downtown san francisco from the toll plaza. i'll send it to you. >> all right, roqui. thank you. the san francisco police department is trying to crack down on officers using excessive force. it's partnering with the department of public health to use licensed mental health professionals who will work with officers and suspects whenever there's a conflict. five members will be added to the unit to be available around the clock. a lot of kids will be out today for international "walk and bike to school" day and until bay area, day but here in the bay area it's getting political. kpix 5's maria medina is live at san jose city hall to explain how the mayor is now getting involved. maria reporter: yeah. now, if you are getting your kids ready to go to school or about to drive through a school zone the san jose mayor wants you to listen up. almost two-thirds of kids in california live within walking and biking distance of their schools. but more than half of them are driven to school. so later this morning, the mayor and other city and county leaders will hold a news conference for international "walk to school" day but they are also going to push for measure b. if voters pass this in november it would bring $250 million to make sure there's a safe path for kids to walk and bike to school. that's not all measure b would do. the money would also go to reducing traffic congestion with highway improvements and it also will finish the bart extension from san jose to santa clara. if passed, how much is this going to cost us here in santa clara? well, it's a half cent sales tax over 30 years and it's supposedly going to bring in billions and thousands of jobs. live in san jose, maria medina, kpix 5. a new program starts in marin county today to help with the housing crisis. the county is partnering with the marin housing authority to try to help renters find more affordable housing. currently a lot of people are turned away because they can't afford the rent and landlords can't accept certain federal housing vouchers. the county says landlords will be able to accept a lot more in the new pilot program. time now 6:09. the new water conservation numbers are out today and not looking good morning. there's the ferry picking up passengers to bring them into work today. to the west of that bay bridge right there, we have an air temperature of 55. to the east we have 53 at the port of oakland and today warmer than yesterday. we have a warming trend going on. we'll talk about that at 6:17. california water officials plan to release the latest conservation figures today and those numbers are expected to reveal people are saving less water. if that trend continues, and the upcoming rainy season starts slow, state regulators could reinstate state mandated water restrictions. they dropped the restrictions after near normal rainfall last season and turned over control to local water districts. in east san jose some residents who recently lost gas have no water, too. some at hometown eastridge are using swimming pool water to flush toilets. the trouble started last week when a construction crew hit a gas line while fixing a road in the mobile home park. on monday the same team hit a water line. but hometown management said they hope to get the water back this an. more toxic algae warnings at east bay parks this morning. swimmers and pets are not allowed in the water at lake temescal in oakland and quarry lakes in fremont. the lakes are, however, open for fishing. this is the third year in a row that lake temescal has closed because of toxic algae. there's a new push for san francisco to take over a neighboring city. it's the city of brisbane population just above 4,000 which borders san francisco to the south. san francisco supervisor jane kim believes brisbane is the solution to ease overcrowding in her city. she wants brisbane to build more houses or be annexed. brisbane doesn't want it. >> it wouldn't be brisbane. it wouldn't be small. i don't think our kids would be safe. >> i don't think that san francisco should take over brisbane. >> san francisco supervisors discussed the potential of annexing brisbane yesterday. this morning, a spacecraft is very dear to the founder of amazon.com, it will be tested. >> jeff bezos will no doubt be watching as the new shepherd takes flight. part capsule and part rocket, the new shepherd will launch from west texas to see how it could get passengers to safety in case of an actual emergency. the test won't include any crew on board but bezos is developing the new shepherd with his company called blue origin so that one day it will take people on brief trips to space. >> sign me up. >> really? >> yeah! of course! >> i think we are the adventurous ones. >> definitely. i'm surprised bezos didn't call [ laughter ] >> scary enough on the roads let alone space. >> are things scary today? >> not too bad. no crashes to -- no new crashes to report at least. let's start with a live look at "dreamforce" in san francisco. this is howard street and just to let you know, it's still closed between 3rd and 4th and this is all the way into late sunday night. so monday, you will be free moving through howard in the city if you drive there or use that road in the city. moving on to the south bay, northbound 101, 280/680 split to 237 only slowdowns in the area right now, will take you about 15 minutes. downtown san jose and the guadalupe parkway, those commutes are looking good. now, on to a different story your bay bridge toll plaza, the metering lights are on and traffic is backing up towards the maze. the maze to downtown westbound will take a heavy 20 minutes to get into the city. to the nimitz freeway, looking good in both directions so far. a different story later on in the morning. 238 to the maze 20 minutes in san leandro. the altamont pass off 205 at 11 miles per hour, so slow conditions all the way through north flynn road. and it frees up a bit but if you are heading into dublin here's a look at the sunol grade. that's pretty slow-moving due to an earlier crash right there on westbound 84 and that's a look at traffic. roberta, what's going on over there? >> you know, roqui said that it wasn't spooky or scary on the roads this morning. you're going to be so busy tomorrow afternoon. we have football. are you ready for football at levi's stadium and then we also have the warriors at s.a.p. center. so expect a lot of traffic in the san jose to santa clara area. right now, this is ... is the scene looking out on our live weather camera over the bay bridge toll plaza from the transamerica pyramid. yesterday 64 in half moon bay to 75 in sonoma. today slightly warmer after a very cool start in the 40s in livermore and in redwood city. napa is down to 43 degrees. that's the coolest temperature so far this autumn season. the winds have been fluctuating up to about 10 miles per hour right now down to about 7 in san francisco. these winds will be relatively light and now returning to more of an offshore about 5 to 10 miles per hour during the afternoon hours. the coast -- what do you see here? the coast is clear. that's because we are seeing the beginning of that offshore setup. so here's what you need to know for this midweek forecast. sunny and mild today. slightly warmer than yesterday. a little bit more seasonal tomorrow, which means warmer. and then friday through the holiday on monday, above average temperatures even though we are seeing light fog returning on sunday afternoon along the seashore. this is the huge dome of high pressure. it's nudging that area of low pressure well to the north of us to traverse to the east. as the high gets closer to the coast, air mass will get warmer. great visibility for the blue angels. 64 monterey bay. 70s in the central valley. 21 degrees in truckee. how did it get so cold so fast there? >> reporter: he hasn't at the daily white house briefing press secretary josh ernest said he didn't know if the president had been briefed on the situation. 10 years since the signing of the global warming solutions act in california. it established a program to reduce greenhouse gases statewide. today in sacramento, governor brown former governor arnold schwarzenegger and other dignitaries will gather to commemorate the event. california could get more money to fight wildfires if a push from the white house pays off. its budget director is calling on congress to increase funding for the u.s. forest service the biggest firefighting force in the u.s. it spend more than $1.6 billion fighting fires in just the last year. the forest service estimates that the fire season is 78 days longer on average than it was back in 1970. 6:32 right now. let's check weather with roberta. >> that's crazy hearing 78 days because i consider fire season 24/7, 365 days a year. we still have fires in the mammoth area, stanislaus and putting out some smoldering stuff as far as the soberanes fire is concerned. loma is doing well so that's certainly all good news for us here and we have the cooler conditions really assisting our brave firefighters. good morning, everyone. we have dipped into the 40s at this very early hour. this is our live weather camera. can you see it? look. you can see mount diablo. visibility is unlimited. we are in the city of san francisco, diablo is about 45 miles due east. and we can see it. clear skies, temperatures 48 degrees in redwood city. it's at 48 in livermore. we dip to 43 degrees in napa this morning for the coolest reported temperatures so far this autumn season. san francisco is in the mid- 50s. the coast is clear. and we are on our way to an offshore flow. again, here in the bay area, at least all the way through saturday, temperatures are going up average high in san francisco 70. so pretty close to spot on. near normal in oakland. still a couple of degrees below average in san jose. 60s with the sunshine at the beaches today. 70s from san mateo all the way into sunnyvale. santa clara valley, settling into the mid-70s through the rose garden district. willow glen, alum rock, alviso, 70s east of the bay. outside number 78 degrees. slightly cooler than that in antioch. 78 also in fairfield. and north bay numbers from the 60s at the seashore through the mid-70s in the sonoma and glen ellen area. the full forecast is still coming up featuring the blue skies for the blue angels at 48 after the hour. hey, roqui, have you ever been up in a jet? >> you know what? i have been up in what was it called, it was, um, -- [ inaudible ] >> i have been up in an airplane plenty of times it was some kind of plane and it was fun and scary and i felt like i couldn't -- nevermind. [ laughter ] >> let's talk about traffic now. orange starting here with mass transit, you remember that troublesome ace train yesterday? well, we have some trouble again this morning. train 3 is delayed eight minutes out of stockton. otherwise mass transit is on time. south bay northbound 101 at trimble road it's a two-car crash there and it's backing up traffic all the way to brokaw. your alternate would be 280 if you want to avoid that crash. that traffic moving all the way down to just 20 miles per hour. moving over to the peninsula, slow along the san mateo bridge off the toll plaza. 880 to 101 westbound will take you about 20 minutes. otherwise, looking good throughout the area. i'll send it to you. you will likely see a lot of kids out and about this morning. it's international walk and ride your "bike to school" day. and with the election only weeks away, one bay area mayor is using the event to reach out to voters. kpix 5's maria medina is live in san jose to tell us what the mayor has to say. >> reporter: good morning. moms and dads out there you guys may be saying this is me, about two-thirds of kids who live in california live in walking and biking distance of their schools but more than half of them are actually driven to school. so later this morning, the san jose mayor and other city and county leaders are going to hold a news conference for international "walk to school" day as well as push for measure b. he that's at san antonio elementary school in san jose. now, if voters pass measure b, this november, it would bring $250 million to make sure that there is a safe pathway for kids to bike and walk to school. that's not all it would do. it would reduce traffic congestion with highway improvements and finish the bart extension from san jose to santa clara. so if passed, exactly how much is this going to cost us here in santa clara? well, it is a half cent sales tax increase over 30 years and it would supposedly bring in billions of dollars and thousands of jobs. live in san jose, maria medina, kpix 5. >> maria, how else would the money from measure b be spent? >> reporter: yeah, so measure b would also supposedly, um, repair, um, streets and potholes in 15 cities as well as help improvements with caltrain and transportation for the disabled and senior citizens. back to you. fremont police are looking for the person who reportedly set more than a dozen fires. firefighters believe that an arsonist set 15 fires in the warm springs districts sings july. authorities say that most of the fires were set in bushes, trees and dumpsters. usually on the weekends from saturday night into sunday morning. several suspects have been taken into custody in connection with violent home break-ins throughout the bay area. last month robbers pistol- whipped an orinda man and shot his wife' member of the city's school board. in the last few months, thieves have also targeted homes at livermore, fremont and danville. police believe the six suspects now behind bars may be linked to at least the orinda robbery. it is 6:37. vice-presidential debate provided some fireworks as the nominees took advantage of their turn in the spotlight. kpix 5 reporter melissa caen will join us to break it all down. ,, it's "hump day" and we have sunshine at the beaches in the 60s. a slightly warmer day around the peninsula at 74 degrees in sunnyvale. you will top off at 70 degrees with 70s common across the santa clara valley. we'll have a bit of a breeze late day northwest 10 to 20 east of the bay. 78 degrees in brentwood, tracy, oakley, discovery bay, byron and mountain house. 66 antioch. 60s in stinson and bodega bay then 75 to 77 degrees in wine country and then up north far reaches of the north bay, 77 in windsor. change in the forecast that you need to know about. the details coming up. twitter has never turned a profit but there may be companies interested in buying the san francisco-based company. for the latest, let's go to kcbs radio's financial reporter jason brooks. good morning. >> reporter: good morning, michelle. good morning, kenny. speculation has been hot for two weeks on twitter potentially selling itself. the "wall street journal" is now reporting that the company is expected to start taking offers as early as this week. a number of firms have been reportedly interested in buying twitter including "salesforce," google, also disney, at&t and microsoft. [ laughter ] >> all right. currently 48 degrees in redwood city, 48 degrees in livermore. so far 43 in sonoma. dave our weather watcher in napa is reporting 44 degrees. able to see the stars this morning. we do have lots of clear skies coast to inland. we are starting to see an offshore flow. on this wednesday, here's what you need to know. sunny, mild, warmer than yesterday, tomorrow more seasonal, warmer in the afternoon. and friday through monday the holiday, above average temperatures just about each and every day. satellite-radar this is our area of low pressure providing rain showers throughout the pacific northwest ejecting east bouncing off the ridge of high pressure that's building and strengthening and traversing towards the state of california according to our futurecast. as it does so the air mass will warm up and then we'll see again those temperatures above normal. today 70s throughout the central valley. low 70s in ukiah. it is currently 21 degrees in truckee going up to 54 degrees today. 60s and better air quality in monterey bay back through carmel and pebble beach. 60s and 70s here locally today up to 78 degrees in brentwood. notice 80s inland thursday but we are watching the bay temperatures for fleet week celebrations. we couldn't have painted a better picture. by the way, tomorrow, are you ready for some football? the 49ers tomorrow night on kpix 5. 76 degrees and clear skies. the only vice-presidential debate of the campaign season is in the books and it provided plenty of memorable moments. kpix 5 reporter melissa caen joins us now and this was a spirited debate more than we expected. what were your impressions? >> so before the debate, people were calling this the battle of the blands or the thrilla in [ indiscernible ] owe expectations were low but it got pretty dicey. i heard one person describe it as two dads, two sucker dads arguing with a ref for 90 minutes over their kids' game. so it got actually so much cross talk so much interrupting that it got distracting frankly, um, looking at 90 minutes of this. a number of people on twitter and elsewhere were saying, you know what, i'm tuning out. atlanta is on. i'm leaving this debate right now. it turned some people off. [ overlapping speakers ] >> it was that for a lot of the debate. now, some people are doing different counts. the numbers that i saw were that kaine interrupted pence 39 times to pence's 19. one gop strategist said it was kaine interrupted 64 times. whatever the exact number, we do know there was a lot of kaine interruption most from him. >> after a debate like this everyone wants to talk about who won the debate last night. the republican national committee website declared pence the clear winner before it started. are there any real winners in a debate like this? >> i saw one post-debate poll that gave the options pence, kaine, or donald trump's twitter feed. so, um, [ laughter ] >> so this is definitely unconventional. the cnn poll showed mike pence won. we are going to talk later this morning about the [ indiscernible ] focus group of undecided voters in ohio on "cbs this morning." 22 of the 26 said that mike pence won this debate. and you know, look, is it going to move the needle? maybe. mike pence was able to get some folks who were on the fence or maybe going to, you know, sort of begrudgingly vote for donald trump more of a reason to do so and more of a reason to feel comfortable with that decision with pence as his running mate. so if anything was accomplished it was that that was the big accomplishment. >> so there were multiple reports out this morning claiming donald trump is furious with his running mate because there were certain times where pence passed up opportunities to defend trump's position. what do you make of those reports? is it true? >> well, so, the reports to be clear are anonymous. so no one from the trump campaign for obvious reasons i would guess has come out and attached their names to the reports. we have two separate anonymous reports that trump is upset because kaine repeatedly put pence on the spot and said defend trump's position on this or that and pence repeatedly dodged those challenges. >> six times tonight i have said to governor pence i can't imagine how you can defend your running mate's position on one issue after the next. and in all six cases, he has refused to defend him. >> don't put words in my mouth. [ overlapping speakers ] >> and yet -- >> i will give you an opportunity to do that -- >> take them one at a time. >> more nations should get nuclear weapons try to defend. >> he they ever said that! >> to be fair, donald trump did say at one point that it would be probably a good thing if countries like japan and south korea became nuclear because of their proximity to north korea. at the same time, trump has also said he is against nuclear proliferation. [ laughter ] >> that's how difficult it is to fact check a debate like this. so the folks inside the trump campaign, unnamed sources say trump was upset that pence didn't defend him well enough and a lot of people thought pence did so much better than trump did in his debate. people even title and saying pence should pinch hit for trump in sunday's debate, as well. that can't be good for someone like trump. >> it's fair to say donald trump tweeted after the debate saying pence won big. great job. >> he also got support.
