Major shakeup at the California Coastal commission as members have ousted their executive director. Kpix 5s anne makovec joins us live at San Francisco to explain why environmentalists are so upset about this move. Reporter the California Coastal commission controls land up and down the coast and a lot of people are concerned about the longterm impact of yesterdays decision. Commission voted on a motion to dismiss the executive director. That motion passed by a vote of 75. Reporter and with that, executive director Charles Lester was fired by the commission after a fouryear run. It was a stunner for the audience of mostly environmental activists who say he was ousted in favor of a more developmentfriendly director. My state is not what it used to be. My town is not what it used to be. Dirty politics is coming in and its not fair. [ crying ] reporter Commission Members say their decision was all about lesters management style and poor communication skills. Commissioners felt they had tried and tried and tried to get what they wanted. In the performance of the executive director and they didnt. It had nothing to do with the outside forces or politics. Nothing to do with developers. Reporter now, the California Coastal commission has a lot of power over any future development along the coast with an eye on protecting the environment as we deal with rising seas and a growing population. That decision to fire lester takes effect immediately. The commission is meeting again this morning at 9 00 in morro bay. Live in San Francisco, anne makevoc, kpix 5. Streets closed in San Francisco for super bowl events will reopen sooner than scheduled. Heres whats shut down for more than two weeks. All the closed streets are re opening tonight. A homes man in San Francisco could be in line for a reward for helping capture two Orange County jail escapees. He alerted people that the pair were in San Francisco after he spotted the stolen van. Matthew chapman alerted Police Last Month that the pair were in San Francisco after he spotted the stolen van the escapees were using. The reward could be up to 100,000. The areas now being guarded by at least two sheriffs deputies that we can see from our Vantage Point one up high one down below this hill. They have been here since yesterday sealed off the area. This is an orchard across the street from Gavilan College. Now, this all began yesterday when neighbors saw activity. Divots were sent to the scene as well as searchandrescue crews. We do not know what type of human remains these are or how long the remains have been here or in what condition they are. It is also not clear if its a man or woman. The big question everyone is asking is, is it missing teen sierra lamar . The crime scene this morning is about 20 miles away from where sierra vanished back in 2012. Search and both scenes are rural back roads. This crime scene is more heavily traveled because its across the street from Gavilan College. Sierra is the morgan hill teenager who went missing nearly 4 years while walking to a School Bus Stop in the predawn darkness. Her body has never been found. Authorities eventually arrested antolin garciatorres and charged him with kidnap and murder. Sierras blood was found this is car and his dna was found on her clothes. Commission members say he failed to communicate effectively with the board. They think lester was ousted to bring in a more developer friendly director who could accelerate development of the coast. I had offered a path forward to help deal with those issues. The communication is a twoway street. And i feel like, um, i am a a good communicator generally speaking. A berkeley man behind bars after taking a dangerous and very destructive drive in the east bay. Police say this man intentionally smashed into dozens of cars including some Police Cruisers while rampaging through several cities. He was arrested after a chase that lasted an hour. It started around 8 30 yesterday morning east 23rd street and coolidge avenue in oakland. The suspect was finally caught on hearst avenue in north berkeley. One woman told us what it was like to watch him in action. See this car like going off the road like hitting cars like slicing them and then i pulled over because he hit me, i started honking but he didnt stop so then he sideswiped the car in front of me as well and like he couldnt get through so he just like hit this bmw and her car got really messed up. Oakland Police Department says a pregnant woman was among the victims struck. She is in the hospital and is expected to be okay. A sheriffs deputy and civilian pilot died in a Small Plane Crash in Tulare County on wednesday. The cause of the crash is unclear. The armed occupation of a wildlife refuge in oregon by ranchers nearing an end this morning. The four remaining men say they will put down their weapons and turn themselves in. Yesterday, nevada rancher klein bundy was arrested. He is the father of ammon bundy who started the armed occupation weeks ago. One of the ranchers was killed last month during an arrest attempt. The spread of the zika virus has hit closer to home. Theres another case in california. Yolo county Health Officials confirm a person has tested positive for the mild case of that virus. This person got infected while traveling outside of the united states. See we dont have any concerns about so we dont have any concerns about that happening in yolo county or sacramento. The zika virus is spread by mosquitos. Its linked to birth defects. The summer olympics will be in brazil this year and the u. S. Olympic committee is now hiring two Infectious Disease specialists. But it expects to deliver between 80,000 and 90,000 vehicles this year. Thats 30,000 more than 2015. Also expects the mass market priced model 3 to be unveiled march 31st and for production and delivery to start in late 2017. Tesla pricing that car at 35,000. Its stock is heading higher on the optimistic forecast. Not quite so optimistic for twitter. The company did top earnings in the recent quarter. Revenue up almost 50 . Andria borba reports on the incidents that prompted the legal action reporter it was september 25th, 2015, when apprentice field ironworker james brown said his job near the bay bridge on caltrans Maintenance Facility made his stomach turn. While i was working on the job, my foreman threw down a hangmans noose. Reporter james says it looked Something Like this. 20 minutes later, the racially charged incident repeated. One of the coworkers had threw a rope at me and told me to put it around my neck. Reporter and then at the end of the day, the only other africanamerican on the adams and smith job site found a rope on his car. James went to a shop steward and reported the incidents. They tried to apologize, say that he said that he was going to take care of it. Nothing ever happened. Reporter james, father of two, says his hours were cut after that. And then he was told there was no more work for him. Thats retaliation which is against both federal law and state law. I think about it all the time. Day to day. You know . Its a traumatic situation for me. Its something i never experienced. So its there in my mind all the time. Reporter kpix 5 reached out to the utahbased company but did not hear back. On the adams smith website the company touts its work on the bay bridge and says they are committed to maintaining a company that creates employee pride. Brian mccormack, james attorney, says their actions indicate otherwise. They think they are a Big Corporation that can pick on the individual and nothing will happen. Sierra is the morgan hill teenager who went missing nearly 4 years while walking to a School Bus Stop in the predawn darkness. Her body has never been found. Authorities eventually arrested antolin garciatorres and charged him with kidnap and murder. Her blood was found in this car and his dna was found on her clothes.
