part to a renewed confidence in the economy and low gas prices. so definitely consider yourself lucky if you are heading anywhere today. no rain here. jackie ward, kpix 5. they had problems on 880 where all lanes are now back open after a sinkhole forced lane closures through most of the night. southbound on 880 near oak street. caltrans worked through the night with heavy equipment to replace the asphalt. cars hit the hole as it widened up so the chp had to shut down three lanes between broadway and oakland. heavy rain was a factor. liza has been watching a traffic alert this morning. >> we have a problem and a chp advisory for west 580 on the approach to 680. that's where they are clearing an accident. the left lane is shut down for 30 minutes now. they expect it to be closed until at least 7:20 this morning. traffic backed up for a mile slow from beyond vasco approaching the dublin interchange on westbound 580 because of that problem. we have also been watching the "sig alert" issued in oakland. east 580 on the transition ramp to west 980, 24, that's the problem involving the busted sand barrels. crews are cleaning up sand in the road. it's slow from 880 on the bay bridge toll plaza. ahem. excuse me. we are off to a chilly start this morning. chilly and breezy. no rain. keep your umbrella handy for tomorrow. here's a look at your current temperatures out the door. 30s and 40s areawide. cooler than we have seen lately. your weather headlines for the day off to a cool and breezy start. dry though a break in the rain today. more wet weather is on the way for christmas eve and for christmas. a lot of folks traveling today. here's what you can expect. no weather delays right now. no arrival delays into sfo but many of the major hubs may see delays today. showers in houston. 30-minute arrival delays in new york. so if you are connecting to atlanta, chicago, houston or new york, expect weather- related delays where it's raining. go to the high country today. tomorrow winter storm warning in effect snow levels around 2500 feet. pass levels seeing anywhere 12 to 24 inches. expect travel delays tomorrow pack the chains. firefighters on the scene of a mobile home fire overnight in vallejo. that started about midnight at the vallejo mobile estates on san joaquin drive. a double wide trailer went up in flames. the fire didn't spread and there were no injuries. a body that washed up on bodega bay beach has been identified as a missing fisherman. [ non-english language ] of roseville was reported missing in october when his fishing boat overturned in tomales bay. he was found in the harbor two weeks ago. one of the other men on the boat was rescued, another died. charges have been filed against a woman accused of robbing and extorting a san francisco supervisor. scott weiner had his phone stolen from him on friday near 16th and mission street. he had agreed to pay to get that iphone back but as he and the woman stood at an atm, a security camera recorded the transaction. now the woman faces multiple charges. two other suspects are still on the loose. investigators are looking into the cause of a small plane crash near castro valley. the plane was going from lincoln to oakland when it went down yesterday. kiet do is live in castro valley with more. crews could not do much of a recovery yesterday because of a stormy condition. but they are hoping that with the calmer drier conditions on tap today they will make some progress at daybreak. family members have identified the pilot and the victim as john sacco at rockland. he is an entrepreneur and industrial hygienist. he worked helping companies avoid occupational health hazards. to give you some sense of the difficult work ahead take a look at this photo from the alameda county fire department. the wreckage of the plane is in the steep wooded hills near castro valley. it struck trees broke apart and will have to be carried out in pieces. it took a long time to find it near palomares road. he lost contact with air traffic controllers about 12 miles east of the oakland airport around 11:30 yesterday morning. >> the pilot reported he was having engine trouble and that is the last information that was given to air traffic control. >> and searchers say visibility was an issue with low clouds, high winds and rain at the time. the ntsb will help out with the investigation. kiet do, kpix 5. police in hayward say that a man died when they tried to police him on a psychiatric hold over the weekend. 42-year-old roy nelson was in the back of a patrol car when he became violent and tried to kick out the windows of the car. officers then took him out of the car and restrained his legs. then he had a medical emergency and died. the coroner is investigating. a pot club won't be added to the tourist shops and attractions around fisherman's wharf. the proposal would have allowed a marijuana dispensary on a busy stretch of taylor street. but the planning commission voted it down after hearing concerns from business owners who worried that a dispensary will attract the wrong crowd. we are hearing competing explanations for a bright light seen over the skies of arizona, nevada and california last night. it's odd. it started about 6 p.m. last night and you can see it there streaking from northeast to southeast for several minutes. the military says it was russian space debris but others say it's debris from a meteor shower. >> every federal judge especially held a law requiring faith based pregnancy centers that abortion is an option. several had sued the state claiming the law requiring them to post signs detailing all reproductive health services violates their first amendment rights. but the judge said those signs provide truthful and nonmisleading information. and do not restrict free speech. friends of the man who was shot and killed by san francisco police three weeks ago will hold a fundraiser today. they are raising money for the family of mario woods. the event featuring local musicians and comedians starts at 6:00 at the elbow room until san francisco. police investigators say that woods was carrying a kitchen knife when officers shot him in the bayview district. it led to changes in police procedure. the u.s. military member killed in a suicide attack in afghanistan includes a woman who helped break ground in the armed forces. kpix 5's mark kelly has more on her legacy and her marin county connection. reporter: the deadliest attack on u.s. forces this year killed 6 service members near bagram air force base in afghanistan. among the dead, air force major adrianna vorderbruggen, the highest ranking officer killed and one of the first openly gay women officers killed in action. the tal land is taking responsibility claiming this is the suicide bomber that rammed his explosive filled motorcycle into the american foot patrol killing 6 including vorderbruggen. the victim had a bay area connection. her in-laws live in this quiet san rafael neighborhood. this is her with her family. the couple married in 2012 after the repeal of "don't ask, don't tell." major vorderbruggen championed hard for equality in the military. a group supporting lgbt military families wrote today, vorderbruggen leaves an indelible legacy of strength and selflessness to all those touched by her life. the military lost a champion for the lgbt cause exactly five years to the day since "don't ask, don't tell" was repealed. in the newsroom, mark kelly, kpix 5. fantasy sports websites are under growing scrutiny in california. a bay area assemblyman is urging state attorney general kamala harris to shut down the betting sites in california. daily fantasy sites like fanduel and draftkings have exploded in popularity this year. but assemblyman mark levine says it's just gamble and needs to be outlawed to protect consumers. both services are appealing a decision to shut them down in the state of new york. a bizarre custody battle in marin county is over. a duck named juanita escaped from the bello gardens assisted living facility in san anselmo in september. then she got placed into a wildlife hospital in san rafael. the agency wouldn't legally return her because of permitting issues. but the residents are sad. they missed their duck so congressman huffman stepped in to get the duck back to the gardens. the senior center can keep her as an education wild animal. juanita, back home had a few hot spots out there fortunately over at the dublin interchange all lanes are open and the earlier accident that we have been reporting to you west 580 before 680 is now gone. drive time 28 minutes now is what it's going to cost you to make the drive between the altamont pass and the dublin interchange. two lanes of traffic shut down at east 580 to westbound 980/24. a clean-up is in progress. in san jose, north 101 approaching oakland road. there's an accident now blocking the left lane. it has traffic backed up from the 280/680 interchange but you can see all the green on the sensors our map of the south bay picking up light traffic for 280 approaching downtown. no delays for the guadalupe parkway if you have to catch a flight at mineta international airport. no delays for either direction of 87. so that's in good shape. the bay bridge toll plaza backups it the 880 overcrossing, 25 minutes between the bay bridge toll plaza and downtown san francisco. so not too bad this morning. a high wind advisory still in place for the san mateo bridge. this wind advisory issued by the chp they are warning a very blustery condition especially along the high-rise section soft span. no delays and no problems on the san mateo bridge. on the peninsula traffic does well in both directions of 101 outside sfo. the rest of the commute is fine. 880 which was problematic overnight we had a big sinkhole approaching oakland that's been cleared up and that's been repaired and all lanes are open for you. blustery conditions out there. wind advisory from the chp though not from the weather service. it is pretty breezy out there. wind speeds so to 20 miles per hour in some locations. 49 in concord. 44 in livermore. 49 in san jose. 39 in santa rosa. so off to a chilly start. we are getting a break in the rain today. weak ridge blocking that rain just temporarily. the rain however will return tomorrow as a cold front passes through tomorrow morning. and then showers continue throughout the day tomorrow. timing it out with futurecast dry today but as we advance into this time tomorrow take a look, if this was a regular commute, it would be a tough one. hopefully not a lot of people commuting at 8 a.m. on christmas eve but if you are, grab the chains if you are heading up to the high country because we'll see snow at low elevations down around 2500 feet. showers continue throughout the day tomorrow. snow showers as well in the higher elevations. midnight christmas eve into christmas morning, yes, that's when santa will be out flying around and we will lifted up out of the gulf of mexico so we are really watching this area in particular. >> reporter: storms grounded several flights at san francisco international airport tuesday. rounds of heavy rain are expected to cross the eastern half of the country ahead of spring-like weather christmas day. travel experts believe that more people are traveling because of an increased confidence in our economy and lower gas prices. from sfo, jackie ward, kpix 5. there should be a break in the wet weather today. it's time for clean-up in some parts of the bay area which got too much rain this week. this parking lot in mill valley, this happens because of the king tides. not really because of the rain. but there were heavy rains there that coincided with the tides and it will happen again today. the seasonal high tides will be around all week, low-lying areas will see a surge of flooding. trees crashed on a stable. when crews arrived yesterday morning they discovered that one of the horses had died. in the sierra the snowpack is now 111% of average for this time of year. that snowpack of course is critical for the bay area's water supply. according to the state there's twice as much water content in that snow compared with a year ago. >> but that also has to be set in the context of a five-year drought. we are three months into aivity year of drought so -- a fifth year of drought so it will take even much more precipitation this winter to even give us a shot at getting out of the drought. >> another round of rain is coming and, in fact, it could get santa wet as he takes this point. atlanta, chicago expecting thunderstorms. showers in houston. rain in new york. and we have been seeing arrival delays this morning connecting through new york keep that in mind. expect delays. mild weather for the time being. how are the roads? i'm assuming empty. >> not so empty. we have a couple of hot spots out there. lighter traffic spots in many areas. northbound 101 approaching old oakland road. backed up beyond the 280/680 interchange. northbound 101 earlier accident cleared from the interchange. all lanes are open. vasco approaching the dublin interchange. keep in mind in the oakland area we have that problem involving the broken sand balance. crews are on scene cleaning up east 580 to west 980/24. traffic is flowing well heading to and through the clean-up zone. meantime, over at the bay bridge toll plaza, the metering lights are on and we are getting updated only taking folks 10 minutes from the backup to get into downtown san francisco. that's a look at your "kcbs traffic." today los rios for the family of an oakland girl declared brain-dead are heading back to court. relatives of jahi mcmath are filing a new federal lawsuit. she was ruled brain-dead two years ago following complications from tonsil surgery. family members are asking the courts to declare that jahi is alive. earlier this month, the girl's father filed a lawsuit against the hospital and the doctor involved in the operation. a fremont man accused of helping a terror group overseas will stay behind bars. prosecutors say adam shaffi vowed to shed blood and possibly die for an al qaeda- linked group. yesterday a federal judge denied him bail. he was arrested over the summer afghanistan trying to board a flight from sfo to turkey. he said he was going to help syrian refugees. >> he didn't do anything wrong. all he did was just said something maybe is not proper about the way he -- he doesn't like the way things are going. maybe he doesn't like the way muslims are treated. >> shaffi separated from his family in turkey and said he was going to help muslims. the family reported they were afraid he had been recruited. a small plane crash near castro valley. the pilot was killed when the piper 32 went down yesterday. it was headed to oakland from lincoln. kiet do joins us live from castro valley with that story. >> heavy winds and rain r the weather will alleged chinatown crime boss raymond "shrimp boy" chow says he did not have a hand in two murders. yesterday he was cross-examined by the cross-examination in his racketeering trial in san francisco. chow said undercover agents tried to drag him into conversations and force money on him. his lawyers argue government agents entrapped him. >> he said in two words i would never have taken any money if it was connected to any criminal activity, he said love and respect. >> a government agent who posed as a mobster said chow gladly accepted bribes. prosecutors say chow either ordered or gave permission for the killings of two chinatown rivals. some homeowners in santa clara county are about to get some money back from the government. the county is sending refund checks to more than 200 property owners in gilroy. the properties were improperly assessed. and people paid too much money in property taxes. and some of them have been overpaying for a decade. checks are going out in the next week and some of those refunds could be up to $30,000. time is 6:39. troubling results from infections in a bay area tour bus company involved in a terrible crash. >> and members of a south bay see you at 7:00. >> thank you. bay area reservoirs meantime beginning to creep up with the rain we have been having lately. this is the lexington reservoir near los gatos. the reservoir is low. it's 80% of normal for this time of year. even in a wet year this reservoir does tend to look low. but a much different story in the north bay. this is the kent reservoir. it's 132% of average. it is so much water that it is spilling into last night creek. >> well, about 1500 youngsters will need a new place to play soccer for almost two months all because of super bowl 50. the president of santa clara youth soccer says that he just learned last week that the nfl has plans for it. they are going to use the fields as a village for 6,000 members of the media. city council member elisa gilmore is among those upset about the plan. she says the fields have special grass. it could take months before children can play on it again. >> obviously, the soccer community doesn't trust what they say in terms of bringing the soccer park back to usable. >> a bid for the super bowl contained and offer giving the nfl use of all city-owned facilities near levi's stadium. it is quarter to 7:00 and traffic isn' so bad but we have hot spots. >> the sunol grade southbound 680 blocking two lanes of traffic. this is southbound 680 approaching south mission. and because traffic has been so quiet for 680, it's not really causing much of a backup for this part of the sunol grade. do keep in mind north 101 in san jose, that's going to be slow for you. an accident at old oakland road has one lane shut down so traffic has been backed up beyond the 280/680 interchange and stays heavy toward the accident scene as again chp is still clearing up the problem. 580 looking better. there was an earlier accident westbound 580 right at 680 so right at the dublin interchange. but all lanes are now open. and traffic has recovered just a brief delay approaching and passing vasco road. the rest of the commute if you plan on heading out of town, heading up to the snow, make sure to pack your chains. our chain restrictions now are on 80, 50 and state route 88. meantime closer to home, over at the bay bridge toll plaza, the earlier backups are beginning to dissipate just a brief delay now leaving oakland heading into san francisco. the metering lights are still on. so much lighter than usual on this holiday week. meantime the san mateo bridge we may have a new problem because traffic is very slow now in the westbound direction approaching midspan. so be prepared for those backups now and i'll have another traffic report and another update on the san mateo bridge in a few minutes. eastbound is okay. clear cool and breezy this morning. if you are leaving the house hopefully you have the day off and you can stay in bed. heading out to the car and off to the mall, color 49, 50 san francisco, 39 in santa rosa. chilly this morning. a weak ridge is blocking the rain just temporarily. a cold front tomorrow morning and rain throughout the day along with some snow. it's been low elevations in fact we might see cold enough air to feel a little bit of snow here in the bay area. maybe atop mount diablo. it could be a white christmas eve for us. today, however, cool, dry and breezy a mixture of sun and clouds rain does return tomorrow along with the snow. now, up in the high country, let's put it this way, if you are traveling to tahoe today, you might want to leave -- this week, leave today because tomorrow it may be difficult to get up there. winter storm warning in effect snow levels above 2500 feet. so pretty low pass levels looking at anywhere from 12 to 24" of snow. grab the chains and anticipate travel delays on the road tomorrow. today looking good. are you? new revelations about a tour bus company weeks after the crash in san francisco when 20 people were hurt last month when a bus went out of control. the inspection yielded 61 violations. 29 francisco slamming into a union square construction site, the california highway patrol inspected the entire fleet of city sightseeing buses. chp motor carry specialist kevin dee was in charge. >> brakes and other things not functioning and steering issues. >> reporter: of the six buses he inspected four were removed from service. they got an unsatisfactory rating in several areas including 45-day inspections. >> the documents indicated any kind of issues or violations, that they would need to correct, in other words, they were all clean slates. >> reporter: but -- >> my inspections didn't indicate the same thing. >> reporter: among other problems, a backup brake system that wasn't working on one bus. it was flagged but that was it. >> not much other than have them fix it. >> reporter: some of the drivers didn't have proper licenses and couldn't be tracked if they had a major offense like a dui. >> the driver records that we found to be an issue weren't really the drivers themselves, it was the company issue. >> reporter: robert cartwright is the attorney for the bus driver involved in the union square crash. he says the chp's findings don't surprise him. >> just shows in general the way that the company operates and they operate in a way that cuts corners when it comes to safety. >> reporter: city sightseeing has 120 days to correct the problems mentioned in the report or the chp could revoke their license. in the newsroom, andria borba, kpix 5. the company released a statement that reads, in part, the chp review identified certain issues that they have directed us to resolve. we resolved all the vehicle related matters right away with most issues being fixed on the day of the inspection. we have instituted operational changes to our internal processes to ensure future compliance. city sightseeing has 120 days to fix the problems, otherwise the chp could revoke its license. two people are in jail after a shooting injured four people outside of a san leandro nightclub. it happened about 2 a.m. on monday morning outside club caliente. police say the two people responsible were arrested yesterday. investigators think one of them was preparing to leave the state trying to make a getaway. >> what we are trying to narrow down is what happened inside and outside to cause the fight. there were words exchanged. we don't know if alcohol
