directions. reporting live in dublin, emily turner, kpix 5. a teen saved his little brother from a house fire. we have more on the younger brother's condition. >> reporter: a 13-year-old boy is recovering in the icu here at the children's hospital in oakland thanks to the heroic effort from his brother. >> reporter: the morning after the firer to through this home on cherry way in hayward, neighbors are reliving the moments. this man ran to the home as smoke was pouring through the windows. >> lady was hollering for help, and the guy behind me, he kicked the door in and we pulled one guy out, and he was on the couch. there was a lot of smoke in there. >> reporter: paul said he was able to get the person to safety, and while that was happening, another neighbor saw the 18-year-old in the window of the second floor and was confused as to why he wasn't jumping out, but he quickly realized the boy was trying to save his 13-year-old brother. >> at the window sill was his younger brother, and he was trying to pull him out. at that point, the neighbor grabbed the ladder, and it was a community effort to pull him out. the brother jumped on the ladder, pulled him out to the window,er and helped him slide down the rest of the ladder. >> reporter: the fire started around 8:45 last night according to the alameda county fire chief. it began in the living area on the 1st floor, gutting the room and damaging it heavily from smoke, making it uninhabitable. the father of the boys said his 13-year-old is in the icu. he didn't share the extent of his injuries. >> if it wasn't for the brother, he wouldn't let go of that window sill for nothing. he was up there the whole time, and he would not let go until he got his brother out. >> reporter: the family is now staying with relatives for the time being. the cause of the fire is under investigation. in oakland, jackie ward, kpix 5. a dozen construction workers have been injured, some falling 2 stories into wet cement. it's on auto road downtown. the workers were pouring concrete around 9:35 friday morning when the floor fell out from under them, and some workers were left hanging from the scaffolding, and investigators said the subcontractor, largo concrete incorporated is now under scrutiny. >> they want us to preserve the site. they want us to see what happened. >> the cal osha and city engineer are investigating what caused the crash. cal osha said it has inspected the company 11 times in the last 5 years, and four of them were accident-related inspections, and three of the 11 inspections conducted statewide resulted in violations for workplace safety hazards, and largo concrete is based in southern california, but it has an office in the bay area and the company has been in business for more than 25 years. investigators in oakland say that a fire at a homeless tent earlier this month was the work of an arsonist. no one was inside of the tent at the time. don lynn telling us there's been other fires at the same encampment. >> reporter: the east bay express showing an arsonist about to burn down a homeless man's tent. it was just after midnight on may 15th. a man walked one a bike and lit the camp on fire. it took about 15 seconds. a witness saw the arsonist but did nothing to stop the flames. a few minutes later, the fire destroyed everything inside that belonged to john retox and a friend. they were lucky no one was inside. >> disgusted nervous. >> reporter: he's back at the same spot with with a new tent and donated clothes. >> my shoe strings are holding up the pants that are not really my size, but yeah, you can see, the shirt is little tight on me. >> reporter: there were a couple of fire extinguishers, and this is the cashier at a nearby liquor store, and he has been working for 2 months to get back into permanent housing. he's not sure who is after him. on the same night of the arson, someone else set fire to jason werth's shelter. >> you're putting the gamble on our life. >> reporter: the fire destroyed his truck and rv. jason was emotional it took him years to save up for the two vehicles. >> i really don't got nothing. >> reporter: he suspects a neighbor paid someone to set the fire to force them out. he says the neighbor has been harassing the homeless, and bang at john's campsite, he said he is not going to let someone bully him. >> i'm going to stand tall and not run. >> reporter: oakland police are investigating the fires, but the fire victims say even if the police catch the bad guys, they have already lost everything. in oakland, i'm da lin kpix 5. the san francisco lawmakers are pushing for legislation to protect undocumented immigrants from being evicted. the proposed law would prohibit landlords from disclosing information related to a tenant's immigration status, and landlords who intimidate tenants or call immigration authorities can be sued for up to a year's worth of rent. >> they maybe don't have no papers, but they do pay the rent on time. they are good, good residents, the ones you want to keep. scientists tested a giant whale caricous that washed up. it's just north of stintson beach. more on the clues about how the whale may have died. >> reporter: researchers said the whale that washed ashore on wednesday had injuries consistent with being struck by a ship. >> we were able to find several broken ribs, and when that happens, we want to look and make sure there's evidence of hemorrhage. that means it happened before death. >> reporter: the blue whales are the largest animals on the face of the earth and are endangered. fewer than 10,000 are left in the world this one was well known to researchers a young adult female spotted a dozen times off the california coast dating back to 1999. her death today drew quite the crowd. >> it looks like the whale has been pretty badly injured. that's more of the curiosity of it. >> reporter: jonathan goldman brought his family to check out the whale but he would have rather seen it alive and in the open ocean rather than beached and broken. >> quite shocking to see the creature of such magnificent broken and washed up. >> reporter: river to get ready. >> it's running between 3,000 and 4,000 cubic feet per second. think of that as two or school buses going by every second. on a busy weekend like this one coming up, we could have rescue upon rescue upon rescue. >> the next few days, the best times to get in are before 9:00 a.m. and after 4:00 p.m., otherwise, it could take hours to find a parking space. construction on one of the main roadways at fso started back up last night. if you're flying in or out of the airport this weekend, expect delays, and sfo says the repaving project was scheduled to be completed before memorial day, but wet weather this spring delayed the work, and anyone who has driven in san francisco lately will tell you, traffic has gone from bad to worse, and this is a live look right now at the bay bridge toll plaza, and you can see the fast track lanes are moving right along, but it's bumper-to- bumper in the other lanes. sure, there's the ride share drivers, but more construction as reporter: in oscar's 18 years, the city has added 100,000 people, and that means more cars and some are getting more attention han others. -- than others. uber and lyft, there's too many of these congestion management, and we asked him about each of the challenges, starting with what you may call the ride share mystery. >> unfortunately we don't have a lot of information about how big of a piece they are. -- they are. more data is needed. data that could help us understand the problem and new rules, a limit on cars, and so far, companies like uber are not exactly sharing despite the threats like this from the mayor. >> you want to work with mayor lee right now. if you don't, we will have to make some decisions about decongesting the streets without you if you're not going to participate. >> reporter: you're having a conversation about getting more data on ride share. have you gotten that far with freight yet or is that still -- >> yeah, you know, we would like to know more there as well, for sure. >> reporter: when it comes to freight, we are actually falling behind. seattle, for example, will start to roll out a new freight management experiment later this year. >> reduce the number of failed first deliveries or reduce the amount of time a truck is spending in their load and unload space. >> reporter: as f challenges. >> the terminal will not be around forever. >> reporter: either with the rattling road improvements you're driving over right now, but many of the new challenges they are here to stay, and in some respects, we are at square one trying to figure out how many lyft and uber drivers are out there. >> we are trying to solve the congestion problem and give people as many alternatives as possible. >> reporter: the truth is making this work will mean a traffic system that looks very different from what we have now, and getting there will be much like the drive-thru the city. it's -- the drive through the city. it's going to take awhile. >> it's something we can't solve overnight. decongestizing. i learned a new word from the mayor. [ laughter ] we look at the golden gate bridge celebrating 80 years of proud service. traffic on that is fairly light as we look at the numbers right now. oakland at 65. livermore, 71, and san francisco, 69. santa rosa at 69 as well. it's chilly on the shoreline with the cold ocean temperatures and a brisk sea breeze, and that's a natural air conditioner, keeping things cool by the shore. inland, warming it up a bit. high pressure, a bit of a bump in the pressure over the area, and to will give us the numbers coming up slightly as well. tomorrow it may be a notch or two warmer before we cool down again by tuesday and wednesday, and what is driving all of this, how many low clouds do we get?
