The city of San Francisco went to court today to say that uncertainty is now an emergency. Molly lee is one of the attorneys representing San Francisco in a lawsuit against the Trump Administration. What we did today was file a motion for a preliminary injunction and thats asking for a court order to immediately stop enforcement or application of the executive order. Reporter to stop the executive order, the city has to show theres an emergency. But in this case, the emergency is in the budget. It has to be completed by may 15. But no one knows what money is coming from the federal government. We have not yet received any clarity from the Trump Administration about what the scope of funds at issue is. This places the city in terrible position. We receive over 1. 2 billion in federal funds as part of our annual operating budget. Plus an additional 800 million in multiyear grants. Thats a huge amount of money for the city of San Francisco. Reporter to make matters worse, according to the lawsuit, the 2 billion from the federal government is reimbursement money. That means its already been spent. Lee says the effect of losing federal funds would be dire. Senior programs would likely be canceled. We wouldnt be able to fund homeless services. There would be catastrophic consequence. Reporter the fear of losing federal money was on the minds of some people who turned out to a Dublin City Council meeting last night. New at 6 00, bart will meet tomorrow to discuss raising fares and possibly cutting service. Ridership is down even on the new Oakland Airport connector which was supposed to be a big moneymaker. Our phil matier is riding the airport connector right now. Phil . Reporter thats right, veronica. We are on the connector gliding over the streets of east oakland on our way to Oakland International airport. The idea is that passengers like this for a couple of bucks could skip all the traffic and get a ride to the airport on time. It seemed like a good idea but now its costing money. But to get an idea of the problems, we need to take a little trip back in time. Take a look. It was more than we expected. Next year were projecting that it will grow by 500 riders 500 . When you add in the price of a regular bart ticket can actually offer doortodoor service sometimes at a competitive cost and often more conveniently. Something that has really burst on to the scene and something we didnt anticipate. Reporter the resulting loss in ridership and money is the latest chapter in the connectors costly history. Even before work had begun in 2010, the estimated cost of the threemile line had ballooned from 134 million to 500 million. But as the costs rose, so did the pressure to keep it going. This was built during the recession and it was an important part of putting people back to work. The Obama Administration was firmly behind it. And thats one of the reasons that it was built. Reporter bart board president says the connector losses are now part of barts bigger money troubles that could lead to fare hikes or service cuts. When ridership drops, that has a big impact on our budget. Reporter begin this change, and given the cost of the connector, if you had to do it over again, would you do it . Would you spend the 500 million and face the possible loss . I can tell you i was never in support of it. But that decision has already been made. Reporter now the budget costs because of those empty seats here and in our places cost the bart system 25 to 35 million in the years to come and thats why tomorrow they are going to be talking about something they dont want to talk about, which is cuts to service and raising fares.
