The crowd at the Lincoln Memorial was extremely fired up. It was one of the biggest nights of his life so far. There were bands, fireworks, speeches and a lot of energy from the thousands of supporters who were there to cheer him on now, later tonight there will be a series of balls around washington, dc and we expect the president elect to address a dinner that he is at right now with some campaign donors. Reporter first it was the storm. Now the surf. Santa cruz is getting pounded by monster waves some as high as 20 feet and only going to get bigger. Its huge. Lots of rocks to splash on. Its gorgeous. Surfs up reporter but only a few surfers at the lineup. The waves were big but sloppy and surfers like drew whistler paid the price for getting just a few good rides in. Make a big drop and makes it worth getting out there and doing the work to paddle around for it. Reporter up the coast in davenport, the waves were even bigger bringing out the crowds but not just to look. The surging ocean churned up the sand making prime conditions to hunt for seaglass, fragments of blown glass were dumped on the beach by a nearby art studio years ago. Today the sand polished pieces are little treasures often used in local jewelry will you finding them was a little life threatening. Contra costa county just declared a local emergency to help cover the damage from the last few storms. They have racked up more than 9 million in repair and clean up costs so far. This washed out section of Alhambra Valley road in pinole is a third of that. The Emergency Declaration will allow the county to apply for state and federal disaster relief. The board of supervisors needs to ratify it. That will happen next week. Hundreds of homes and businesses in the south bay will soon be safer from flooding. Crews break ground tomorrow on the Permanente Creek flood protection project. But now, Fremont Police have been trying for over a month to find the gunmen but they dont have basic forensics like fingerprints or even a picture of the faces without the masks they were wearing that night so now they are turning to the public for your help in identifying the suspects in the case that they desperately want to crack. Reporter detectives released a Security Camera video hoping it would jump start their stalled search for the four gunmen responsible for a violent Home Invasion robbery. In fremonts Cameron Hills neighborhood back in december. Theres some very unique identifying clothing they are wearing specifically the shoes and the very recognizable some of their pants. Investigators say the suspects were Wearing Masks when they took the two women a mother and daughter hostage at gunpoint while they ransacked the home for an hour. They were violent at times, searching the house diligently looking for cash, primarily, asking where the cash was. Reporter police say the suspect roughed the daughter up even breaking her finger during the attack. Investigators say because they wore gloves and masks its tough to identify them or crack a case as disturbingly violent as it was apparently random. Everything that we have kind of look at so far makes us believe that this was random. They may have been followed from the restaurant. We cant quite connect that. Reporter the young woman whose finger was broken in the attack was treated at the hospital for her injuries. She is going to be okay. Thats a factor of what were doing. Reporter she thinks people have given up. For lack of action. Others have moved away. Something she doesnt have the means to do. In years past, hundreds of protestors blamed Pacific Steel for increased cancer rates in the community. Janis lost her husband to cancer two years ago. Its a responsibility of the industry to make sure that they are operating without harming either their workers or community members. Reporter i did reach out to Pacific Steel and showed up in person for this story but was told there would be no comment on the permitting process. In West Berkeley, Susie Steimle, kpix 5. An ongoing battle may be ending. Hikers in marin county say cyclists who use the trails do so at dangerous speeds. Now they could face a fine if they are caught. Kpix 5s emily turner live at Marin County Civic Center with how officials are tracking their speed. Reporter this is similar to a road speed trap but up until now it hasnt carried any weight, just a warning and say slow down but thats all about to change and with it, marin county open space district hopes there will be a change in the culture of these trails. This is destroying the peace of mind of hikers and youre all on notice. Feel like theres been a strong institutional discrimination against cyclists. Theres not been a lot of progress in this area not to the amount that we as dedicated trail riders would like to see. Reporter the battle over marin countys open space district is not new. Bikers and hikers havent been able to get on the same page when using the same trails. So the county hopes these lidar guns will be a peacemaker. [ beep beep ] reporter after years of complaints from hikers about speeding bikers, the open space district invested in lidar guns and has launched a trial phase to weed out those speeders. Out of the 66 bikers clocked, 11 were speeding. Four were above 50 miles an hour limit and then the 7 were above the 5 miles an hour when passing. Reporter violators didnt get tickets. This time. But going forward, they will. There was a crew of two rangers and one deputy tasked with the open space districts lidar guns and after this meeting these lidar readings will have peace. But whether they are too sharp or not sharp enough remains to be seen. They will now have teeth. Everybody is passionate about using the open space and we all want to protect it the best we can and there just needs to be ongoing discussion on whats the most appropriate way to use it and share it. Reporter penalties for these violations come in the form of fines and they are tiered so firsttime offenses are different than second and so on and so forth. And remember, it all has to do with violating the speed limit which on the trails again is 15 miles an hour, 5 miles an hour when passing someone or going around a blind corner. Hidef doppler is showing most of this is just a thick cloud not really rain but there could be a few sprinkles in this and this is going to change big time as we approach midnight tonight. And as this low approaches, the winds pick up to 30 to 50 miles an hour so we have strong southerly winds with this and thats a storm fetch that will be driving the high surf and on top of the high surf, high tides that are up to about 5 feet tomorrow so there will be some coastal flooding from the combination of the high tides and high surf. Here comes the rain. Midnight tonight we get hit but hard and friday 4 a. M. We have heavy cells over the central bay area so you will probably be awakened by rain, thunder and lightning before sunrise tomorrow. Between 4 a. M. And 4 p. M. Tomorrow, waves of moisture that will continue overnight friday night.
