you originally have. >> reporter: kpix 5's security expert and former fbi agent jeff harp was working in washington at the time of the disappearance. he says federal prosecutors can't afford to lose a case and any number of things could have undermined their ability to -- undermined their ability to win. >> they are going to look at everyone they interviewed. they will look at all the physical evidence they obtained. >> reporter: the mother says today's news makes her sick. it makes her wonder if ingmar guandique didn't kill her daughter, who did? >> all i want is justice. but even if i get justice, doesn't bring calm back to the family that's been fractured by a horrendous crime like this. >> reporter: late today an attorney for condit said, the failure of authorities to bring formal closure to this tragedy after 15 years is very disappointing but in no way alters the fact that mr. condit was long ago completely exonerated by authorities in connection with miss levy's death. ingmar guandique will be released from jail to immigration agents who will then seek to deport him. >> here's the timeline of the case. in may 2001 she disappeared after leaving her apartment in washington. a year later her remains were discovered in a park. in 2010 ingmar guandique was convicted of first-degree murder. last year a judge granted him a new trial after doubts were raised about a jailhouse informant who had been a key witness. we are well into the last night of the democratic national convention. and hillary clinton is getting ready to make a big speech. and she is trying to prove to voters were she had be the first female president ever. weijia jang is live in philadelphia a lot on the line for her. what's she going to need to accomplish with this big speech? >> reporter: allen, she has a lot [ indiscernible ] [ extremely loud background noise ] >> reporter: she has to balance decades of political experience with her personal character. she has the resume' to do the job. but she still struggles with likeability and trustworthiness. recent polls show the majority of voters believe she is dishonest. so tonight is her night to make that connection with voters to try to convey that they got it wrong. so we have been chatting with delegates all day. they want her to appeal to people as a politician, wife, mother and grandmother. we expect her to drive home one of her main points throughout the entire convention which is diversity and unifying the country. listen to what her campaign has to say about it. >> you will hear her about how it takes a village. this is the theme from her 1992 book. in this campaign in 2016, we are talking about how we are stronger together and you will hear her flesh out not just what this means from policy standpoint but specific policies to make our country stronger together. >> just like donald trump's daughter -- >> reporter: we also expect her to talk -- [ overlapping speakers ] [ pause ] >> sorry. just like donald trump's daughter ivanka introduced him at the gop convention, first daughter another former first daughter going to take the stage. how is chelsea clinton expected to make the case for her mom? >> reporter: you know, we expect chelsea clinton to paint a deeply personal [ indiscernible ] the way only a daughter can. [ applause and cheers ] >> reporter: she has already publicly spoke out about the speech, wrote a draft herself and she really wants to express to voters why she loves her mother and why she admires her so much. and so it's something that she is excited to share with americans. >> weijia jang in philadelphia, thank you. let's take a live look inside the convention in philadelphia now. this is william barber on stage. president of the north carolina naacp getting the crowd whipped up before hillary clinton and her daughter chelsea as we said will take the stage. going to be a musical performance from katy perry. our cameras are rolling as the pop star rehearsed this morning. she appeared on stage very casual in a ball cap, track suit, sunglasses. she is expected to sing one of the campaign's theme songs, roar, an anthem for empowering women. we have been checking in with tony russomanno. he is a california delegate supporting clinton. he talked about the mood of the delegates on the final night after getting off to a rough start. >> reporter: well, it's interesting. there was a viral video that got started today that said that the california delegates for bernie were being denied admission to the delegation seats. and that they were being told that their protest signs couldn't be shown and that there was a white noise generator to drown them out. over there you see that sea of green those are all the bernie delegates wearing green. you can see some protest signs and as far as the white noise generator, i went over there, there's a box on the wall. there's nothing coming out of it. and even if there was, you couldn't hear it over the convention. that's just a small number of delegates who were complaining, um, about losing to hillary clinton. but the vast majority of bernie sanders delegates say they want to work with hillary on the election. they are not happy about losing but they know that they are going to work on the hillary campaign. coming up in the next half- hour hear from kpix 5 political analyst melissa caen. and cbs news will have special coverage of the democratic national convention right after this newscast. scott pelley will be live in philadelphia at 7:00. new at 6:00 traffic gridlock. south bay commuters know it well. it happens when there's a week night concert at shoreline amphitheater. kiet do reports from mountain view with a plan to solve some of the headaches. >> reporter: we're live here at shoreline boulevard where some motor officers are here to monitor the situation and make sure everybody behaves. they have had a lot of people with blocking this ingate section. he is here to make -- intersection. he is here to make that safe while he is here at least. this backup coming off 101 can get stuck for a mile or more. they are throwing officers out there to see what works. it's thursday night and anyone coming to the keith urban concert at shoreline amphitheater will be heading into a full blown traffic beta test. >> there's a hypothesis and we are testing it. >> reporter: concert traffic into shoreline has been bad for decades but add to that the booming number of tech workers in recent years and it's maddening. so live nation working with mountain view police have been running a pilot program experimenting with various lane closures and detours. today they are trying a shutdown of shoreburg way connecting with charleston road. so far, so good. recently in an effort to keep traffic going they tried shutting down la ave. neat it's street with people going on 101. by forcing the detour turning right into concert traffic it added at least 20 minutes to the commute of people trying to get home. local business owner is okay with it since it's supposed to benefit thousands backed up on the highway. it's for the greater good? >> it is. i think it's a great idea. i hope it works. if it does i hope they do it for the morning commute traffic. >> reporter: kim thinks it's a great idea that is failing. the inconvenience of a few hundred people here saves a lot of headaches for thousands out there. do you think that's fair? >> i guess it would be fair if it worked. >> reporter: mountain view police say it's too early to say if closing the road is working and that the one-mile stretch is a constant work in progress. what do you say when they say it's horrible? >> it's a pilot program only closed for a couple of hours and we absolutely hear their concerns and we'll go back and looking and seeing, was that the right course of action or are we going to need to go back to the drawing board and think of something else? >> reporter: this is shoreline boulevard to the right and this is la avenita that they had closed. this pilot program ends on sunday. then they will look at the traffic data and decide what to do going forward. kiet do, kpix 5. a protest is ending in the union district. union janitors demanding higher wages shut down streets near market and first. minutes ago police started making arrests. they are holding signs that read justice for janitors. the contract expires on sunday. they have been demonstrating all week. this traffic alert for you, too. there will be no service between the daly city and glen park bart station this weekend. part of a noise reduction project. free shuttle bus will be running between those stations. the balboa park bart station will be closed completely. if you are using bart to get to sfo or millbrae, add an hour. investors scooping up bay area real estate will have to come out of the shadows. a new program requires all cash buyers to real share their eye tis, including san francisco, santa clara, nature is and los angeles counties reveal their real identities. the program is an expansion of a pilot that the feds launched this year in new york and florida. officials say a significant portion of hidden all-cash transactions that they initially investigated indicated possible crimes. the disclosure rule goes into effect on august 28. it is the finishing touch for one of the bay area's hottest up and coming neighborhoods. the multiremodel that shows how much this once affordable area has changed. >> the man accused of shooting a bay area officer caught at a standoff at his mother's house. the comments giving clues to his motive. >> trying to adjust to society after being locked up for 30 years. bay area man seeing cell phones in person for the first time. and the inspiring way he is getting back on his feet. >> more smoke, moving over the bay area. the south bay specifically. more heat away from the water. and more 50-degree temperatures at the beach. when will things change? one day where it all changes. tell you when it is coming up. ,,,,,,,,,,,,,,,, oakland neighborhood. officials unvield the new and improved latham square in the uptown area. it's part of the city s . down we're getting the first look at the new and improved latham square in the uptown area. it's part of the city's revitalization efforts. as da land shows you the improvement not without a price price. da. >> reporter: the re-opening of the latham square is another example of some of the major changes we're seeing here in uptown from the types of businesses here to the changing demographics. latham square. >> waiting a long time for this. >> reporter: the heart of downtown oakland and the entrance as to uptown. >> a place to sit down, relax and chill. >> reporter: three years of construction is done. water floats in the fountain for the first time in 75 years. >> it's beautifying the area. >> downtown oakland has seen dramatic revitalization. and as a lifetime oaklander that's exciting to me. at the same time, i recognize that it does create a threat, a threat of displacement. >> reporter: but many say displacement is already happening throughout oakland especially in the desirable uptown area. high rents not only forced out families but mom and pop shops. >> they were here when nobody else want to be here. >> reporter: ray stanley owns a law office next to latham square. he has seen a lot of small businesses close down. >> take affirmative steps to make sure we protect the culture and the flavor and the people that made oakland what it is. >> reporter: go to craigslist and type in downtown oakland. prices start in the high 2,000s and we are just talking about one bedroom apartments here. i found listings at this complex called the uptown and they start at $2,800 eye month for one bedroom. -- a month for one bedroom. with uber expanding moving into the old sears building, some think rents in uptown will rise even more. but city leaders say they are working to protect existing affordable housing and new low income units. >> building another 150 units of affordable housing. we are in the process of including 15% affordable in the new properties that the going to be right here at 1911 telegraph. >> everybody loves progress but you don't want to leave people behind. >> reporter: that's tough, trying to find the right balance between progress and share the wealth. the mayor earlier this year announced her plan to create 17,000 units of housing to try to ease the situation in oakland. by the way, entertainment here will continue until 8 p.m. live in oakland, i'm da lin, kpix 5. a suspected gunman is under arrest after police say he targeted an oakland police sergeant just moments after she was hurt in a car crash. >> i just got shot at! [ indiscernible ] >> police say the man shot into sergeant clark's suv near 73rd avenue in oakland saturday. she wasn't hit. but she had injuries related to the crash. the suspect took off. police tracked the man down in stockton. sources tell kpix 5 he ran to his mother's house. he got into a six-hour standoff with officers and was taken into custody early this morning. police say the man's motive may have had something to do with anger toward police officers for the recent shootings of black men. some folks in the east bay are raising concerns about more freight trains especially oil tankers that could move through a sensitive area. two plans are in the works to increase capacity through niles canyon. one would move crude oil from out of state to central california. another would reroute trains going both into and out of the port of oakland. they would use the same tracks as amtrak and ace commuter trains. last month an ace train heading to stockton derailed into alameda creek along niles canyon in sunol. about 12 people were hurt, four seriously. now a coalition of residents worries about oil trains derailing in that same area. and they are also concerned existing tracks are not in good enough shape to hang longer more frequent -- to handle longer more frequent trains. today we learned the name of the man killed in the soberanes fire. 35-year-old robert reagan died when his dozer rolled over tuesday. he was a contractor from fresno county hired to work the fire lines. in the meantime, the soberanes fire has now burned more than 27,000 acres and it is just 10% contained. >> wow. that's right on the coast and the other day i asked you, aren't they get the fog to help? no. >> no. it's such a shallow marine layer that it's not even making it more than a mile or two inland at the coast. we are seeing that shallow marine layer hanging out for one more day. it's not making it to you in concord or livermore and look at the results. oh, it's hot! we'll cool down in gilroy this weekend. the air quality is better for everybody going to the garlic festival. winds will change. 90s for your garlic pleasure for the weekend. there will be many folks who want to fly a kite. cesar chavez park mild 64 degrees breezy as well but hey you're flying kids. that's what you want. here we go with our weather headlines. fog is already streaming through the golden gate another mild night away from the water. san francisco overnight low tonight is 54 foggy degrees. one more day, one more hot one away from the water. one more day with up to 45- degree temperature spread from 100 in livermore to the 50s in some spots along the coast. 67 san francisco. in between places with a warm day but not hot including you in fremont 83. vallejo 86. santa rosa 87. mountain view 82. the onshore flow returns. the marine layer pushes farther inland and we will finally begin to cool down this weekend. we are down to the 80s and 90s inland not cold not cool but just not as hot. 70s near the bay will be very comfortable near san francisco bay this weekend. and at the coast you have been chilly and will stay chilly and next week we cool down even more below average near the bay. by the middle of next week, about a week of cold remember last week then a week of hot this week then another week of cold. that's what's next. >> there's the cycle. >> thank you. ♪[ music ] stepped outside the prison walls into a different world. a bay area man shares what it's like to start over after being locked up for 30 years. >> and all aboard! the navy sends a message with an unprecedented tribute to a san francisco gay rights icon. ,,,,,,,,,,,,,,,, to one san francisco man who's new beginning just started... after decades of behind bars. endings are often just beginnings. mike sugerman talked to one san francisco man whose new beginning began after decades behind bars. >> whoa! whoa! >> reporter: i bought lunch for kenneth green today. even at a $10 sandwich shop he was shocked at the prices. >> a good burger 30 years ago was like about $2.50. seriously. >> reporter: it's been that long since he had a chance to eat a good burger because for the past 30 years, he has been doing time for second-degree murder. he killed a fellow drug dealer. but in the past few weeks he traded his prison id for a california driver's license. hard to imagine emerging into society after 30 years of being away. >> it was overwhelming. it was a culture shock. >> reporter: come out into the real world and everyone around you is staring at those square little pads. he saw them from tv in prison but not to the extent they have taken over our lives. >> face-to-face contact, that's lost. i see that that's lost right now. it's really lost and that's a shame. >> reporter: 30 years even going to the bathroom is much different. >> the toilet flushing by they self? the hand driers coming on by they self, the water coming on by itself. >> reporter: kenneth green came out of prison with $200 and good wishes and that's it. luckily he quickly got a job and something he knew. he cleans up crime scenes for a private company. this was a double murder in oakland. >> the most important thing about it was i got a chance to meet the grandmother and pray with her and let her know that i was once one of the guys that create these crime scenes and now i'm cleaning it up. it was very, very fulfilling to do that. >> reporter: after lunch, kenneth was on the way to a job interview. he has his hazardous waste clean-up job and does carpentry as well but he is eager to get established and back on his feet after 30 years. >> i just want to tell you, bro. >> reporter: working hard to stay off the streets and already an inspiration to steve, who spent 25 years in prison but has been homeless four years since then. >> i'm definitely going to make it. i'm going to be a success story, you know what i mean? you gonna hear about me. you gonna hear about kenneth green. i'm going to be a success story. >> reporter: i hope this is the first one to be told about him. 76% of former inmates said finding work after being released was difficult or impossible. i hope that's not the case for kenneth and i don't believe it and this is my last day after 37 years of covering bay area news and i figure i have done 10,000 stories and the most fulfilling are the kind i did today telling stories like ken green. people's stories who make me feel better about the world around us. and i hope that some people have felt better about the world around them, too, hearing these stories. >> so you're transitioning, too? >> i'm off to new york to be a granddad. >> fantastic. we're going to miss you. we're not done you. we are going to bring you back at the end of the newscast. >> you always made me smile. >> see you in a bit. >> women of all ages will be watching when hillary clinton talks. melissa caen spoke with some young californians at the convention. how the first woman presidential nominee is giving them something to dream about. >> the search for answers after a former east bay quarterback dies suddenly while pursuing his dream of becoming a u.s. army ranger. i found her wandering miles from home. when the phone rang at 5am, i knew it was about mom. i see how hard it's been on her at work and i want to help. for the 5 million americans living with alzheimer's, and millions more who feel its effects. let's walk together to make an even bigger impact and end alzheimer's for good. drawing board. they will no s convicted... but t our top stories at 6:00, prosecutors in the chandra levy murder case are going back to the drawing board. they will not retry a man who was convicted but then granted a new trial. prosecutors now say they just can't prove their case. levy was from modesto and an intern in washington, dc when she disappearedded in 2001. former congressman gary condit admitted to having an affair with her but was cleared in her death. in the south bay a new test program is trying to ease traffic caused by week night concerts at shoreline amphitheater. some roads are closed. keith urban tonight is the test run. all eyes on hillary clinton tonight the first woman know am no for president takes the stage sometime within the next -- the first woman nominee for president takes the stage sometime within the next hour. she is trying to prove she is trustworthy. retired general john allen just wrapped up. now as we mentioned earlier, chelsea clinton will be introducing her mother hillary tonight and like her father, chelsea will try to paint a humanizing picture of a humble hillary clinton. kpix 5 political analyst melissa caen has more live from philadelphia. this is a big moment. for all women. >> reporter: tonight we have chelsea clinton introducing her mom. people out there might be surprised to know there are a fair number of children here in the convention hall up in the guest section. a number of moms and dads brought their daughters and sons to see this historic moment. we actually spoke to a couple of california delegates who brought their children. we interviewed 9-year-old natasha singh who says she is amazed to be here and that when she grows up, she wants to be it the u.s. surgeon general. and we spoke to her dad about why it was important to him to bring his daughter to this event. >> i think it's a very good place to get to see how [ indiscernible ] works. she is young and i wanted her to come and see and see the excitement and meet people and get to know how [ indiscernible ] [ loud background noise ] >> to be a doctor for a while i might want to run for president because it seems like something that would be [ indiscernible ] to do and would be, um, amazing. >> reporter: now, the second girl's name is aida jack. she is 12. and she says being here is inspirational. >> so melissa, we saw some patriotic people at the republican national convention last week. in fact, i think i saw norah o'donnell wearing a white dress with blue stars, a red belt. are you seeing more of the same this time around? >> reporter: yes, we are. again, another fired up audience here lots of red, white and blue, flags, buttons, there are bernie sanders supporters and men dressed up as well as the women. so this night, this thursday night of the convention, is the most festive night at the democratic convention just like it was at the republican convention. >> loved it. that woman in the hillary dress. amazing. 5 and kbcw 44/cable 12. soldier from walnut creek has died. he had just started training to become an army ranger. 21-year-old second lieutenant michael parros got sick after training at fort benning, georgia. he was treated for an illness caused by low levels of sodium in the body but it is not clear whether that is what killed him. parros was a former quarterback at de la salle high school in concord. he went on to play at west point where he graduated in may. a san francisco civil rights icon is being honored by the u.s. navy. former supervisor and korean war veteran harvey milk will have a navy oyler ship named after him. it's the first time in history the american military has honored a gay man. the usn harvey milk is an oyler designed to bring fuel to american naval ships at sea. it's called a symbol of the military's shifting position on lgbt military service. coming up, of the star of soccer, the mls all star game kicks off in san jose. how the bay area has become a hotbed days. ridge to our south and east been there all week long and hangs out for one more day which means one more hot day away from the water before things change and the catalyst for that change is way up in age raj, alaska. we don't care that much usually what's happening in anchorage but that low heads here. it will induce a stronger onshore flow and lopez will allow the marine layer to get thicken -- low pressure will allow the marine layer to get thicker. it will be nicer to get outside this weekend. the transition day is saturday. better air quality for all of us. more of that ocean ago, he had this infectious enthusiasm for life and this optimism and i kept thinking he would grow out of it. [ laughter ] >> there's none of this filter between him and the audience. sometimes all this stuff can get in the way of the camera and the microphone and the business of putting it together with mike there's an absolute transparency. he connects. he connects with his colleagues. he connects with his friends. he connects with the butcher in my neighborhood. >> with mike, you know, in serving him and watching him on television, when he comets in, he is the same guy you see on television. >> the pastrami is to die for. >> critical care series on the crisis in bay area emergency rooms. >> reporter: no one knew it at the time but this report on emergency rooms almost became the end of mike's story. >> san francisco's emergency delivery system is bursting at the seams. >> did this right before you wound up as a patient in the emergency room. >> fire rescue. >> somebody came running in saying one of our reporters passed out. >> do you have any shortness of breath? >> yeah. >> reporter: my aorta was peeling away. >> you have a scar on your chest and every day you get out of the shower you know you're lucky to be alive. >> reporter: life is special. i know that. and every day is a gift. but sometimes the wrapping is all you care for. >> he doesn't worry about getting old. >> reporter: it's cool. it means you're not dead. >> it just made him relax even more. he let go. he just let go a lot more. [ bell ] >> hi. >> hi. >> we're with channel 5 television. we want to see what you got for christmas. a suitcase? how old are you? as a public official, are you telling the people of san francisco it's okay to run through the streets naked? >> do i personally have a date?
