>> um, not what i signed up for. but i knew these were the conditions. >> reporter: those conditions as i said earlier, there was a time in the late '70s when police were targets in san francisco. one was killed in the park station. another at the ingleside station by radicals who felt it was time to start upping the protest into a violent stage. but that was then. and it got calm for decades. now it's back. real fear that is it could be back even bigger. allen? >> you know, phil, here in the bay area, we have seen oakland police departments, they have doubled up on their officer patrols two at a time. sfpd are they making changes? >> reporter: they are trying. they are already are putting two in a car but they are also trying to get the cars working closer together so your backup is closer. some of these shootings have been done with military tactics and the tactic is you shoot and then if somebody comes in to rescue you shoot them, as well. they have to be safe in approaching and how they reacts even in deadly situations. happening in oakland a small group of protestors changed themselves in the front of the police officers association blocking people inside. down the street more protestors chained themselves to the front of the police credit union. they have a list of demands including the resignation of mayor libby schaaf, the creation of a civilian controlled police commission and money for community programs. this is the first evening commute along the new highway 4. the project to widen the freeway is finally done. and the lanes are now open. there are now more lanes between love ridge road in pittsburg to just west of the highway 160 junction in antioch. kpix 5 reporter jessica flores is in antioch. this has been a long time coming. >> reporter: veronica, that project has been under construction for about five years. it's rush hour right now and traffic is free-flowing. that's why so many antioch residents today told me they are thrilled there are now more lanes on highway 4. bay area residents seeking more affordable housing in antioch paid the price on the road as populations boomed, so did the traffic. 2.5-mile strip. it's just a nightmare. >> reporter: highway 4 in east contra costa county has been ranked among the worst commutes in the nation. robert lancaster is retired in antioch now. but remembers the days it took hours to get to richmond for work. >> it takes some time like it took me like 2 to 3 hours just to get there. >> reporter: but the nightmare commute may be over. today state and local government officials marked the completion of the 1.3 billion- dollar highway 4 widening project which doubles the lanes from 2 to 4 in each direction along the six-mile stretch from pittsburg to antioch. >> it was two-lane all congested and there was no one going nowhere. now that these highways are opened up like this, it's moving great. >> reporter: the project is set to release gridlock for some 200,000 bay area commuters. as for lancaster, he doesn't use highway 4 much anymore. of but in his hillside home above the highway, he says he welcomes the change. when you look out in the morning, what does it look like? >> it was nice. half of what it used to be. >> reporter: the transportation project will include a bart station in antioch opening in 2017. reporting in antioch, i'm jessica flores, kpix 5. >> bart is looking to hire more than 60 people and they want to hire them fast. bart needs engineers and technicians the jobs pay well and the benefits are good. bart says the bay area's high cost of living makes it hard to recruit. bart says the job vacancies will not delay repairs on the tracks between glen park and daly city. bart sent us this video to show what technicians will do to add sound dampening equipment to make the trains quieters for people living near the tracks. work will take place over several weekends between the end of this monday and october. that means people will have to take buses between glen park and daly city during the weekend work. a couple of hours ago the warriors fans said he was pushed over a 50-foot railing at oracle arena during a play- off game got out of the hospital. sal bimbo has had a long road to recovery and so far, no justice. police have made no arrests. kpix 5 reporter juliette goodrich has been covering sal's story from the start and you spoke to him this afternoon, juliette. how is he doing? >> reporter: allen, he is hanging in there. you know, the nba championships have come and gone and yet to this warriors fan, he has been in the hospital this entire time. today he was a little hesitant to talk because he had just gotten out of another surgery. >> how do you feel? >> i'm okay. >> reporter: salvador bimbo has been in the hospital since game 7 of the nba finals with numerous surgeries. a month later sal is up and walking but after his oral surgery today on his broken jaw, it was hard for him to talk. >> when does sal get to go home? >> when is that, sal? >> sometimes i have so many other followups with dentists, my arms, head doctors, i don't know. >> reporter: from his hospital bed three weeks ago his father asked him about that night. >> what do you feel about game 7? do you remember what happened? >> yeah. i remember what happened. >> do you want to talk about it? >> no. >> you don't want to talk about it no more? >> no. >> what do you have to say to that person that did this? [ indiscernible ] >> reporter: today sal told me he remembers certain moments from that night. he knows there was a fight between warriors fans and cavs fans and he somehow got caught in the middle before being thrown over a 50-foot railing near section 220. police are still investigating and talking to witnesses. >> we don't have video up in the upper area where the fall took place. so as of now, we only have eyewitnesses of the fall. we are waiting to get witnesses on what happened up there on the upper level. >> reporter: sal is looking forward to going home soon to see his wife and two children. he just doesn't know how soon that will be. >> standing out here and talking to us, we appreciate it. it's nice to see you standing. >> thank you. >> reporter: get to go home at some point, haven't said much of anything? >> reporter: you know, they did reach out to us because they wanted to find out how he was doing specifically the team. and in terms of the warriors security, they are investigating cameras and looking into what they can do in their end and no video has surfaced to give them concrete information. >> thank you. once again, the cost of a new home in the bay area has hit a record high. the median price of a house or condo reached $712,000 in june. that's up 8% from may. in san mateo county, the median price for a home was just over $1 million. that's up 13% from last year. in santa clara county up 4.5% to $860,000. and then in alameda county, up 7.6% to $705,000. in oakland, the city council approved two proposals to help renters. both require landlords to file a petition if they want to raise rent more than 10%. one of the proposals will take effect after a city council vote next week. the second proposal will be on the november ballot. it will expand the city's just cause ordinance which prohibits landlords from evicting tenants without good cause. however, duplexes and triplexes occupied by the homeowners will be exempt. dozens of small quakes in study tectonic plates. >> reporter: like most of california, hollister is on shaky ground and with a swarm of numerous small earthquakes over the last few days, the ground is shakier than normal. >> according to the internet, it's about 18. >> reporter: strong? >> um, about 4, 3. 2.5. i felt that one. >> reporter: but scientists with the usgs say there's much more happening below the surface than just the earthquakes you can feel. and a new study suggests that smaller earthquakes are happening on a nearly regular schedule tied to the phases of the moon. just as the moon's pull focus the ocean tides, scientists say it has the same effect on hard ground. >> every day when the full moon -- we're actually standing in relation to the center of the earth, about this much higher. >> reporter: dr. johnson says precise sensors located in parkfield on the central coast have been detecting deep tremors on the san andreas fault. scientists studied 81,000 of them over nine years and compared the data to tidal cycles. they found these tiny earthquakes were much more likely to occur during the waxing period when tides were getting higher putting added pressure on the san andreas. >> it applies a very small loading extra loading and unloading, on the san andreas fault as a whole. it's huge on the nancy reagan fans this is a small loading. >> reporter: scientists will continue studying to see if the tidal cycles have direct relationships on larger earthquakes that reach the surface but there's no reason to believe that the current earthquake is tied to the moon. >> certain characteristics yiannopoulos. the account is pulled. the political right has jumped on this as liberal media squashing free speech. >> if anybody thinks they have freedom of speech on social networks, they are wouldn't go on camera but said, quote, our rules prohibit inciting or engaging in the target of abuse or harassment of others. >> all the companies have a terms of service. no one reads then because house in san francisco. it was unused for years but now back open to the public. john ramos shows us the changes made to the century old theater. >> reporter: the south san francisco opera house on 3rd street was constructed in 1888 to be a performance venue. but the 1906 brought down the curtain on that. it was unused. >> it was iconic and we wanted to activate the space. >> reporter: so today after a two-year remodeling project, what's commonly called the bayview opera house is re- opening. and while the interior hasn't changed its look, the biggest change will be who will finally get to see it. >> the americans with disabilities act is a federal mandate so whenever you renovate something over a certain amount you have to actually bring it all up to code with full accessibility. >> reporter: now a sweeping new ramp welcomes people in wheelchairs to every part of the building. one was was pushed out 12" to make the new restrooms compliant. the balcony was reinforced for seismic safety even though no one cast use it anymore because it's not wheelchair-accessible. and finally, the entire back wall of the building had to be replaced when dry rot was discovered inside. it's an example of the challenges of bringing a historic building into the modern age. >> it's kind of like the analogy of pulling in a sweater. you pull at a sweater and everything comes apart. >> reporter: but the real jewel of the remodel is what's out back. a grass play area, beautiful butterfly garden and outdoor stage with plenty of room for wheelchairs in the audience a building that's welcomed the [ sarcastic tone of voice ] >> reporter: so today what they're saying is, they are pretty happy with donald trump's choice of a vice president. you guys might remember but mike pence endorsed ted cruz in the primaries. so cruz supporters are happy that he is going to be on the ticket with donald trump. happy that he is an evangelical. they say they know a little bit about pence and they are eager to learn more tonight about the man and the politician. >> it's definitely a move in the right direction for conservatives. i feel like governor pence has represented indiana well, with his movements lowering taxes. it's reassuring for conservatives. so i think it's just that. >> okay, and so in addition to that information, we also talked to some california delegates about how they are feeling about the convention so far and the pick of governor pence. now, remember, in california, the winner of the republican primary actually picked who the delegates are going to be to represent him so donald trump actually hand-picked the california delegates, needless to say they are super, super intense trump supporters. so for them, the name that matters on the ticket isn't pence, it's donald trump. >> i was a trump supporter from day one. you know, honestly, i knew that he was going to choose the right person whoever it was. i knew he was going to thoroughly vet them and decide who he feels he could work best with. that's really what it's about, who is going to be right for the country and who is going to be a good partner for mr. trump to work with. >> in addition to mike pence's speech tonight, the other sort of big moment is going to be when ted cruz speaks. question is, will he endorse? the scuttlebutt around here is that he will stop short of an actual endorsement. he actually had a campaign rally today with his supporters. so it doesn't look good for an endorsement. if that took place, it would be a disappointment. sounds like, um, ted cruz is taking the stage right now. actually. as you can hear, big reception in the hall. very popular here. i'm sorry -- [ applause and cheers ] >> so at any rate, they are exciting. we are going to be standing by to see does he endorse? if he doesn't, tomorrow's theme is make america one again. and that could be a problem if ted cruz and his supporters aren't still on board. >> all right, thank you so much. we are going to go ahead and listen in to ted cruz what he has to say. maybe you didn't know this. i didn't know this. but when kids get free crayons in the restaurant they are used once and they throw them away. >> that's very familiar. >> sharon chin shows us this week's jefferson award winner who had a better idea. >> he sure did. bryan ware discovered more than half a million pounds of nonbiodegradable crayons end up in landfills every year so he came up with a colorful idea it recycle and help kids at the same time. bryan ware stacks trays of used crayons for his volunteers to sort by color. some used only once. >> most restaurants just throw them away due to health reasons. >> reporter: so using his manufacturing expertise brian designed a way to give old crayons new life. >> it's not acceptable to just take it and reuse it. how do i take that and recycle it into something new that's meaningful to any child? >> reporter: he formed the nonprofit the crayon initiative. in the last year, it's donated new crayons to kids in 35 hospitals in 12 states. how does he do it? several days a month, brian takes over the kitchen in his danville home. he melts the old crayons in several induction cooktops and pours the wax into molds, cools it off, and outcomes 4,000 crayons in 8 hours. his wife and son help, too. each box has eight colors. they bring comfort to young patients. >> those are so cool. huh? >> mommy! >> reporter: the 4-year-old and her mom have made countless visits from their tuolumne county home to lucille pack around children's hospital in palo alto. meadow has suffered complications from a stem cell transplant to treat a relapse of leukemia. >> are you having fun right know?
