shooting was the breaking point. even without knowing the facts, he said it was enough. >> although the facts are still emerging, we know that this morning, a a young woman of color was killed in an officer- involved shooting in the bayview district. the community is grieving and i join them in that grief. >> reporter: in a new era in the history of the san francisco police department, it starts tonight. here's what the "frisco five" says. those people who went on a hunger strike demanding his resignation, they say it is unfortunate it required another innocent life to be taken but this shows the power of the people and the community. in san francisco, mike sugerman, kpix 5. mayor lee named tony chaplin as acting chief of the sfpd. he is a 26 year veteran of the force recently serving as deputy chief of the professional standards and principled policing bureau. according to chaplin's linkedin page, he was tasked with building the new bureau from the ground up. just a short time ago, our cameras were there as chaplin left the mayor's office following his press conference. the acting chief was standing next to the mayor as he announced chaplin's new position. chaplin's linkedin page shows he rose up in the ranks starting as an officer and advancing to inspector, sergeant, lieutenant and commander. he is well regarded in the department. he appeared on kpix 5 news talking about shootings and killing a man in the district. >> if someone is advancing on you with a knife you're not going to use a taser? >> well, it all depends on at what point that person is coming at you what the distance, can you deploy that weapon. but obviously, if they are closing that distance rapidly, no, you're not. >> now, chaplin didn't talk this afternoon after the mayor announced his new position. the news of the police chief change-up coming after san francisco police did shoot and killed a woman driving a stolen car who wouldn't cooperate with an investigation and tried to get away after crashing the car. it happened in the bayview district near elmira street and shafter avenue at 9:45 a.m. kpix 5's emily turner is there. >> reporter: i'm in the exact spot that that woman spent her last moments. you can see some of the leftover debris from the crash. it only took one bullet to kill her. one shot was fired. now we have one more officer- involved shooting in san francisco. this is what we're trying to with all our reforms and everything else to avoid. we want no contact ever to result if ever possible in a officer-involved shooting. >> reporter: except it happened today. >> suspect down. >> reporter: a 27-year-old woman was shot and killed by a san francisco police sergeant in the bayview around 10 a.m. >> officer and partner were on a stolen car patrol. the woman was driving one. >> we have a witness that says that there was a back and forth with the vehicle that the officers moving about. >> reporter: police say that woman wouldn't cooperate with the investigation and was driving forward and backwards after crashing the car in an attempt to get away. she died at the hospital from a single gunshot wound. >> you would never know it when the policemen started shooting what happened there. it's a stressful job. we need 'em and yeah, it's unfortunate that happened. but they're in a tough position sometimes. >> reporter: something that was addressed in today's press briefing by the now former chief greg suhr. >> reporter: these are flowers place here by people paying their respects to the woman shot and killed by san francisco police today. in fact, a few hours at 8:30 tonight just behind me down that hill, there is expected to be a vigil for her. emily turner, kpix 5. >> this latest deadly police shooting comes amid continued calls to revise the department's "use of force" policy. in march of 2014, police shot and killed 27-year-old alex nieto in the bernal heights park. they thought he had a pistol. it was a stun gun. then there's 20-year-old alma lopez a guatemala immigrant killed in the mission in february last year. officers said it was self- defense and he had a knife. the autopsy showed perez lopez had been shot four times in the back. the shooting of mario woods this past december gained national attention after a video went viral showing woods a stabbing suspect refusing to drop a knife in the bayview district. and just last month police fired several rounds at a homeless man named luis gongora in the mission seconds after arriving on scene. the initial call was about a man waving a large kitchen knife. kpix 5's phil matier with us. i know ed lee is a politician. this is a 180, even for him, yesterday told you, i'm standing by the chief. >> it wasn't just ed lee. it was greg suhr, as well. in the wake of this shooting he realized no matter what the facts were, including statements by some police that in fact the woman had tried to back up and run over one of the police officers and his partner shot in the hopes of trying to prevent that, that's not going to make a difference. she is a black woman. it happened in the bayview. she didn't have a weapon and begin the series of events, no matter how hard greg suhr had tried to turn the department around, this was just going to be the straw that was going to make it impossible to go forward. >> the investigation hasn't started. the details -- not saying they don't matter. the investigation hasn't concluded. we haven't begun and almost the judgment is made. its being made in a political sense. that's because san francisco and police now are an incredibly politicized group. it is a political issue. it involves race. it involves gender. it involves also the rising rents in san francisco the general discontent. there are a lot of things that this is focused in on. if you have been to the protests it's more than just about police. there are already some push backs. scott weiner gave supervisor just texted me saying he is opposed to this. he said that given the conditions and the animosity in the city is a new chief going to make the reforms chief hr was trying? there was reluctance by mayor on this past because the only one who could do it was greg suhr the confidence. that ended today. >> so because it's this multilayered onion, is this going to be enough? is the resignation going to be enough? >> i doubt it. i doubt it. i think scott weiner is saying that, as well. if you look at san francisco's biggest problems, homelessness, traffic, affordable, has anybody been able to solve any of those problems? it's going to be a question now whoever comes in are they going to be able to change things or are they just going to get rolled around, as well? because so far, we haven't seen a lot of movement on those reforms or the issues of tasers or anything else. let's hope. it would be very interesting to see if this is the beginning of a new chapter. >> phil matier thanks. police protestors are outside san francisco city hall this evening. we are following that and we'll have more reaction to the chief being fired at 6:30. new at 6:00 the san jose police department is looking to restore its ranks by recruiting in hawaii. kpix 5's len ramirez is at sjpd headquarters to explain the interesting strategy. >> reporter: san jose pd continues to struggle just to maintain minimum staffing levels. just this past saturday, 21 officers, an entire division's worth of officers, were held over from their day shift into the night shift, another 3 to 6 hours of work, just because there weren't enough officers to patrol the streets of san jose. and that is why san jose police recruiters are now going to places like hawaii to try and fine new officers. >> all right. here we go. on your mark, get set, go! >> reporter: for san jose police recuters a ticket that paradise may be just what's needed. >> good time. >> reporter: finally fill the ranks back home on the mainland. >> everyone thinks it's paradise and they are on vacation but it really is a lot of work. >> reporter: a team of san jose recruiters is in hawaii this week holding job fairs and testing potential recruits. >> you get over $35 an hour while you're in the academy. >> reporter: the pay is good starting at over $84,000 a year. that's about $25,000 more than honolulu police rookies make. but they are targeting hawaiians because they may be some of the only people who won't get sticker shock when they see san jose rent and home prices. >> just as spf expensive to live there as -- just as expensive to live there than here. >> it's really good for him. cheaper up there. so it would be better off for to us go there. reporter: home is home to military people who can use their service in lieu of some of san jose's college requirements. >> this is the first time we brought the testing here. it's not easy for applicants to fly back and forth for the testing so we are coming out here and bringing it to them. >> reporter: after four days of recruiting in hawaii, they have 60 applicants. out of those 60, after the written test, the physical tests, and the rest of the recruiting process, they have about 30 officers that they hope to bring to an academy here in october. live in san jose, len ramirez, kpix 5. this november, voters could determine the future of the death penalty in california. earlier today, crime victims. prosecutors and other death penalty supporters submitted 593,000 signatures. for a ballot measure that would speed up the appeals process. opponents already turned in signatures for a separate initiative to do away with executions. each side needs about 366,000 valid signatures to qualify for the ballot. no one has been executed in california in a decade because of ongoing legal challenges. three-hour waits missed flights and all-around travel misery, a bay area airport isn't waiting for things to get worse. the major move to get passengers a break. >> an across the countryd the t-s-a says... it could the new normal. but we've learned one bay area airpor why are long security lines clogging airports across the country? it could be the new normal. we have learned that one bay area airport is making a change to keep people moving. reporter da lin on how oakland is enlisting outside help. >> reporter: a short security line at the oakland international airport this afternoon, workers say we missed the morning rush when the line was a few hundred deep and stretched to where this musician is playing. ♪[ music ] >> i especially like it because, you know, they're here and they hear the music and see the tip jar. >> reporter: workers say the tsa line can be rough between 4 and 8 a.m. but still, nothing compared to what we see at the other busy airports. >> they come here and they look at it and they say oh, my god, you know, they are astounded. >> reporter: oakland is trying to keep passengers happy. the airport will hire 30 security guard to help speed up the line. the airport says the guards won't be screening passengers. instead, they will do nonessential tasks like reminding passengers to remove their shoes, take the laptops out and have boarding passes and identification ready. the tsa welcomes the help. they say it will free up tsa agents to focus on screening passengers. >> anything that can help speed up the process is great. >> i think it's a good idea. i know there's been a lot of complaints about the length of time to get through security. >> reporter: the tsa says the strong economy means more people are flying. long security lines at some of the nation's busiest airports are causing some people to miss their flights. oakland is the only bay area airport to hire security guards to assist the tsa. it's going to cost the airport about $42,000 a month. those guards will start in mid- june. at the oakland airport, i'm da lin, kpix 5. students at gunn high school have to retake their ap exams because the school messed up. so far roughly 200 math and science exams were tossed out. the school wasn't following the guidelines to prevent cheating. look how closely students can sit near each other. but the principal says it was an honest mistake. >> because we have had such a good track record and have used the same testing tables and same testing protocols and everything, our assumption has been that everything has been according to ap guidelines. >> this mistake is going to hurt for those students. each exam takes between three and four hours to complete. in our bay area watch a car hitting speeds of 100 miles an hour slammed into this house in santa rosa last night. the 18-year-old drive plowed the bmw through the garage before stopping. police say nobody was hurt in the accident. officers also say no evidence drugs or alcohol were involved. the search is on for a hit- and-run driver in fremont. police say the suspect hit a 64- year-old man as he was crossing the street leaving him with major injuries. it happened just after 5:30 this morning at fremont boulevard and central avenue. the suspect was driving an older model maroon or burgundy color car. san francisco is going to pay more than $2 million after a woman fell at the palace of fine arts and lost her ability to walk. it happened nearly three years ago. the woman had been out with friend when she climbed on what looked to be steps but fell 10 feet. the steps are actually planters filled with dirt. the man filed a similar suit in 2009. that suit ended up being dropped. the city put up warning signs but more may soon be done to prevent this type of accident from happening again. a little cooler today but still beautiful outside. but changes are coming. >> yeah. cooler and hotter for us. it's all relative terms. most of the bay area doesn't make it to 105 or get really cold so, you know, the porridge is still just right. still the goldilocks forecast. it was markedly cooler away to watch the a's and yankees. should be a summer seasonal feel out there with the breeze, the clouds and the chilly temperatures. it will be a partly cloudy night tonight. and it will be a cooler night tonight compared to the past several. that onshore flow is going to drop temperatures down to the upper 40s and low 50s. let's talk specifics and look at some of the overnight lows which will be the north bay mountains and east bay hills to have the best chance. we'll watch futurecast throughout the day. there could be a few sprinkles in san jose and morgan hill and a few showers near mount diablo and tore mount st. helena tomorrow as futurecast shows showers. showers saturday for all of you was. the cooldown continues tomorrow. from the 90s and 80s to the 60s and 70s today. tomorrow for at least a week. kite surfing hot spot or environmental disaster? the legal battle over plans to transform this island into a playground for sillicon valley. >> and the warriors certainly on fire! sweeney bought this small delta island it was in bad shape. the levees were breached in several places allowing water to cover at least part of it. as the new owner, he says by law, the suisun marsh preservation act makes that his problem. >> when you buy the property you have a compliance period to make sure the levees are watertight and flood structures and gates work. we complied with the plan. >> reporter: now the san francisco regional water quality control board is proposing a $4.6 million fine for repairing those same levees. they say the old levees were left open too long and now most of the island is their jurisdiction. and that means permits. >> when it was purchased was a tidal wetland on private properly when federal and state waters are present, one needs authorization to conduct activities in those waters. >> reporter: while the permit requirements from maintenance and repairs are being disputed, all levee work is stopped. mandated to put them in and mandated to take him out. how's that work? >> that's the question for the superior court. >> reporter: yup. everyone is eventually headed to court. today, sweeney filed suit against the bay conservation and development commission, who he claims is joining the water quality board. >> meanwhile -- in addition to his three pet goats, he is operating an exclusive kite surfing club for executives complete with shipping container lounge, fake grass carpet to stay out of the dirt, and composting toilets and surplus trailers. all for clients who may arrive by helicopter on his private island to enjoy what he says is some of the finest kite surfing in the state. this whole confusing matter goes before a superior court judge in august, who hopefully will determine just whose rules should be applied. on announcing this afternoon that he asked chief greg suhr for his resignation and he agreed to step down. this turned out to be the last straw for the mayor. another deadly officer-involved shooting. it happened this morning in the bayview district. police shot and killed a woman driving a stolen car after she wouldn't cooperate and tried to get away. reporter joe vazquez is live at city hall with reaction to the police chief's resignation. joe. >> reporter: liz, quite a bombshell announcement. behind me in front of city hall you see that orange carpet there. there's a gala taking place but there's also a small group of demonstrators. this is supposed to be a large protest. the announcement of the resignation, took the winds every wind out of the protests. folks were celebrating. they had mixed feelings. on the one hand another person died. on the other hand, they achieved their goal that they have been talking about for weeks now the resignation of the chief. among the crowd, some members of the frisco five hunger strikers. >> it's taken too long. the people have spoken too loudly. it's about time that the demands of the people of san francisco and the world were clear, we need to fire chief suhr. >> hour to the people! >> reporter: how does getting rid of chief suhr solve the problem? >> that's again one part of the problem. leadership says we are watching you. you cannot operate as though you were free range and you were held responsible and to a higher standard to those without a badge. >> we need to move forward and come together. we are divided over this issue. i think we can only implement the reforms effectively and quickly if we have a new leader and we have leadership that is about uniting our city. >> reporter: supervisor jane kim the first supervisor here who last week called for the stepping down of the police chief. she said she honored his 30 years of service. she said she spent much of the day crying because of the news of this young lady who was killed today. the mayor had a lump in his throat as did many of his staffers when he made that announcement today. i can tell you that spoke with someone who was in a meeting with chief suhr this afternoon. community member from the bayview who said that the chief himself was in tears not because he was talking about losing his job but because he was giving his condolences to the community and to the family of this woman saying that it was just awful that she had to die, um, you know, the folks in the bayview who had met with the chief today told me that he has given a long career of service and many of those years in the bayview and they said that, you know, what, they did not blame the chief specifically. but they said that they believe that the situation was out of hand and the mayor said it's time for new leadership. reporting live at city hall, i'm joe vazquez, kpix 5. san francisco public defender and police critic jeff adachi is speaking out on the chief being fired. he says the fatal shooting of mario woods last year was a turning point for the department. >> i think at that moment in time we needed the police chief to say that's not the way this should be done. i always believe that chief suhr cringed when he saw what happened in the mario woods shooting, that if he were there at the scene, he would have done everything possible to make sure that didn't happen. >> and we'll have much more reaction to this latest police shooting coming up tonight at 11:00. the other big story, growing suspicion that an egyptair jetliner was brought down by terrorists. it disappeared off radar as it approached the egyptian coast last night. 56 passengers and a crew of 10 were on board. flight 804 took off from paris just after 11 p.m. local time headed for cairo. but after a series of sudden and erratic turns it apparently plunged into the sea. we have the latest developments live from reporter jonathan vigliotti who is in crete. jonathan. >> reporter: allen, it's been a day of ups and downs and false alarms. but so far this massive search has turned up nothing. >> reporter: crews are searching the mediterranean sea for the wreckage of egyptair flight 804. the flight was headed from paris to cairo with 56 passengers and 10 crew on board. this person says her niece was an egyptair flight attendant. we still have hopes she says. the aviation minister of egypt suspects terrorism but experts say it is too soon to tell. >> could it have been the pilot, mechanical failure, a bomb? all of these things will be revealed when we find the jet. >> reporter: the crew did not make a distress call, although the egyptians say an emergency beacon may have been activated. crete's defense minister says the plane was flying at 37,000 feet when it suddenly dropped and turned sharply before disappearing from rye radar. >> what happened to this airplane the way it came down tells me something catastrophic happened with it. >> reporter: a u.s. navy plane joined the search effort. >> relevant authorities are doing everything they can to try to find out what the facts are. >> reporter: the fbi and french authorities are assisting in the investigation. >> the search will resume early tomorrow morning but the weather is supposed to be windy and that's expected to cause some delays and complications. >> jonathan vigliotti in crete for us, thank you. a remarkable story of survival after a man and his dog went missing for three days in the placer couldn't wilderness. >> cody, cody, you're okay. >> he and his dog were hiking monday when they got lost some east bay politicians.... some of the best v.i.p seats are j according a ticket to the warriors play-off game isn't easy or cheap. >> but for east bay politicians some of the best seats are handed to them. only on "5," mark kelly investigates who is snapping up these pricy freebies for themselves. >> reporter: for a basketball fan, what could beat this? watching one of the greatest players of all time perform magic on the court. from the front seat of a vip suite. and all without having to pay a dime. so who are these lucky fans? and how did they snag a warriors play-off ticket that today sells for more than $1,000 for free? turns out, a lot of them are east bay politicians. under a contract with the coliseum complex, three premium suites like this one are reserved for the coliseum authority board of commissioners. the alameda county board of supervisors, and the oakland city council, as well. >> the city owns part of this so that's why we get it. it's not like the warriors or the a's are giving us a gift. >> reporter: oakland city council member dan cobb says he gives most of his tickets away to local nonprofits, community advocates and to hard working staff. >> of course warriors games are at a premium these days. everybody wants warriors ticket. and we give most of them away. ro we combed through hundreds of publicly posted for rums that elected officials are required to file going back to january of 2015 and found kolb used 18 warriors ticket for himself and family and gave away 182. but his fellow council members are, dare we say, a bit less generous. take oakland city councilman abalance guillen for example. there he is in the council's luxury suite cheering the warriors against the trail blazers in the play-offs. during halftime he posted about it on instagram. according to the data we compiled, he has been to see the warriors for free 36 times in the last year and a half. face value of the tickets he claimed for himself? $76,000. then there's councilwoman lynette mcelhaney. she rarely misses a game. she has been 41 times in the last year and a half. face value of her tickets? $125,000. >> this whole process of giving the tickets to public officials really gives -- could give the public reason to distrust the government in oakland. >> reporter: hannah callahan with the center for applied ethics at santa clara university says the ticket are supposed to be used only for public purposes. >> this is a public resource. so this would be like using a city vehicle to take your family on vacation. >> reporter: the purposes listed in the policy include rewarding a city employee, a community group, a school, or a student. unfortunately, we found politicians often using tickets for themselves instead with excuses like, we're viewing contribution of facility, that's guillen's favorite and oversight of facility. mcelhaney uses that one a lot. >> how many times do you have to go to an event to actually oversee the facility? >> reporter: we wanted to talk to the council president mcelhaney about her ticket use. [ inaudible ] after waiting a while and chatting with the friendly city employee at the front desk we gave up and councilmember guillen who sent his scheduler out to talk to us. you're with ab al? >> yes. >> reporter: can we talk to him about the warriors? >> he is in a meeting. >> i'm disappointed there's not a more transparent process. they have a duty to maintain and preserve the public trust. the government doesn't work when the public loses trust. >> reporter: mark kelly, kpix 5. >> to be fair, the council members we mentioned also do give tickets away but it raises another issue. who are they giving to?
