north and east of us. there is a dense fog advisory for the san joaquin valley. you can see some fog east of fairfield. it could work its way closer to napa and fairfield with petaluma having zero visibility and it is down and could impact the drive this morning for a lot of people. there's one quarter mile or less visibility in the san joaquin valley and thick fog will occur just before sunrise. for today, cooler mornings. you will feel that when you step outside. upper 30s and low 40s for the morning lows and this afternoon, dry and seasonal. i will explain that with the temperatures, coming up. >> with the fog, be sure to refrain from using high beams. you can use your regular headlights are fog lights. >> we are tracking an accident on west grant line road at all to mount past. we will have delays along grant line in what the westbound direction with some backups along westbound 580 that goes through the 205. five. clear to buy rim road, that exited. a heads up there is a list of locations where parking spaces may be converted into loading zones for ride-hailing services. anne makovec explains what the changes are about. >> reporter: this is one of the streets in moreno. we've seen the problem of rideshare drivers dropping off and picking up passengers, breaking the law while doing so pick the cities tracking loading zones where there are no parking spaces, like here on chestnut. the city has named eight streets for the pilot program areas for rideshare drivers. they tend to swerve into lanes to pick up passengers, endangering other vehicles and by close -- bicycles. it involves getting more information on this and they can make a well-informed traffic plan. recent studies have shown they are significantly increasing congestion and san francisco. >> my ear is a little bit deaf from the yelling of people that say we are so congested it is unsafe. >> reporter: some of the potential areas for the program are hayes street in hayes valley, clement street, irving, chestnut in the marina, 24th and bay street in north beach and two sections of howard in soma. the city will pick one or two of those and if it goes well, it could be expanded in many areas, citywide. in order to enforce this, they said the areas will be fenced off, restricted by the app that would take drivers around the area to pick up passengers in the same new york. and egypt air plane headed to cairo and touched the left wing of a london bound virgin atlantic flight. the egyptian airplane had to return to the terminal. the virgin atlantic plane had to be told. >> monday marks the first day back to school for northern california students following a shooting rampage in rancho tehama. a six-year-old was shot twice by the gunman, once in the foot and in his right lung ski. doctors said it is remarkable that he is a little pain and at home so soon. doctors haven't decided what to do with a bullet lodged in his chest. >> he asked me, what about the bullet i have here. will it be taken out? and he asks me those questions. >> he has no intentions of ever going back and his mother doesn't want to pressure him. she said the entire family of 11 is traumatized by the event and plans to leave the town soon. the suspect was identified as 43-year-old kevin janson neal. this is a mug shot from the arrest in january. they said there were seven separate crime scenes as he randomly chose targets. five were killed and he was shot by authorities. >> jury deliberations will resume in a case i put the sanctuary city debate in the national spotlight. yesterday was the first full day of deliberations for this and reporters were not allowed in the courtroom. jose ines garcia zarate admitted he shot kate steinle as she walked with her father in san francisco two years ago. the jury decides whether it was accidental or intentional. jose ines garcia zarate is charged with second-degree murder but they can consider first-degree murder and manslaughter. >> president donald trump faces growing criticism over comments he made while honoring native americans. many call it a racial slur and it's not just what the president said that's causing concern, but where he said it. it was supposed to be ceremony focused on honoring native american code talkers. the focus quickly shifted from those who use tribal language to relay military be tracked through the visibility map and we will let you know where it is getting the worst right now. sunny skies this afternoon and breezy with plenty of sunshine and temperatures in the 60s all week. that is where we should be with average conditions. this visibility, we've seen this in the east bay and further east, in the san joaquin valley and sacramento valley, the fog is really getting sick. for us across the mountains, nice and clear. petaluma at zero visibility and santa rosa approved at 2.5 at the moment. fairfield and napa may be impacted in the next couple of hours. before daybreak, it should thicken up a little bit and we won't see the fog on the bay. 45 in concord and oakland, 43. 49 and santa rosa having temperatures dropping down to 37 degrees. it's chilly in santa rosa. southwest winds, variable but not much of a breeze and we will see the winds pick up. i will show you when that will happen and you can see that to the south, there is a slight low pressure system building and by tuesday night, the winds will pick up because of what's going on to the north of us. the storm system will break across california and not impact the north bay but it will increase the winds and the surf with the northwest flow, 10-14 feet by wednesday. there is a beach hazard statement in effect and every 18-20 seconds we will see big swells coming through with a large surf, rip currents and bigger waves likely. high temperatures today, low 60s and the forecast. 64 in santa clara and 63 in fremont. areas are 2-3 degrees above average and pretty comfortable with the way for loading zones for ride-hailing services. kpix5 has anne makovec joining us with the latest. >> reporter: this street in the marina, one of several areas the city is now looking at, turning some parking spaces behind me into loading zones. the rideshare company like uber and lyft, the city is saying that it is a pilot program with rideshare drivers tending to swerve into other lanes to pick up passengers, endangering bicyclists, pedestrians and other vehicles. part of this is on the driver's trip with more informed traffic plans. studies show they have a significant increase in congestion in san francisco. >> we ask them to use data and share it with us so we can figure out where the good drop- off points are for the customers and four hours, as well. safe ones. >> reporter: here is the list of potential areas named for the pilot program by the san francisco examiner. 8th street in hayes valley, clement street, chestnut in the marina, 24th in the valley, bay street in north beach and two seconds -- two streets in sonoma. they will expand from there. it will be what they call geo- fenced through the app, meaning that the app will steer drivers away from the lot of people are concerned about the program with increased congestion. parking is a major flashpoint and losing any parking spots, especially for businesses around here is questionable. the city is really basing this pilot program on feedback and they are sure to get plenty from both sides. back to you. >> wet weather has put a temporary halt on cleanups for hard hit parts of wine country. neighbors and coffey park said they are tired of delays and take matters into their own hands. they started an organization called rebuild coffey park and have taken on the task of information resource gathering and providing a united front for 600 people. >> we are organizing and getting it together to take care of each other. 200 people have the same message but we are doing it individually, sending 200 separate emails versus one voice of organized 200 people all on the same page. the city, the country, builders and insurance companies need to listen to them. >> rebuild coffey park has talk to developers and builders and divided up the needs. >> massive plumes of dark ash are billowing out of a volcano in bali, indonesia. officials think it may erupt and have ordered evacuations in the area. the smoke is so thick the airport has been closed for three days already and they said it could be like this for weeks. >> can you imagine! >> at night, and had an eerie glow the fog will thicken up and we will likely see this to the east with the san joaquin valley getting a dense fog advisory with a lot of thick fog this morning that will intensify for the next couple of hours until about 9:00 today. the headlines for today, this is what we will see -- cooler mornings and drier afternoons with seasonal conditions. sunny and 60s is where we should be at the end of november. the next storm by the weekend. metering lights at the bay bridge toll plaza about 16 minutes ago and the backup is stretching beyond the maze. we are looking at about a 13 minute ride from the maze into san francisco and here is a live look at the macarthur maze , right where 80 and 580 come together and that is definitely showing slowdowns. 580, on the approach toward the maze, near highway 24, still looking okay. you can see brake lights on the right side of the screen starting to tap as they approach the maze. the san mateo bridge getting crowded west bound and in the green for travel times. just under 15 minutes between 880 and's 101. the rest of the ride showing slowdowns out of antioch over to 242 and that is a check of your traffic. >> two nail bombs sent in the last two months to bay area residents made it through the u.s. postal service. on friday, and nail bomb was sent to the home of a police officer. he was off-duty at the time. the officers opened the package. the bomb exploded and the wife of one of the officers suffered minor trauma from the blast. they believe it was created by the same person who mailed another bomb to a home in east palo alto on october 19. the father was hurt when he opened the package. it was sent to his son and they shared the same name. there working to reconstruct this so that the mailing label with the serial number on all labels can be read. >> these things are dissected very, very carefully. they look for all the pieces and parts and will do dna analysis and fingerprinting analysis and will construct as much as they can to see where the parts are made from. >> police said both packages were 11 inches long, too big for a mailbox and that is why they had to be hand-delivered. >> and east bay priest accused of sexual misconduct is on leave pick that pastor is father van dinh. the alleged victim came to livermore police and said that the priest orally copulated him last wednesday in the church living quarters. the catholic diocese of oakland confirmed that van dinh is being investigated and said the allegations did not involve a minor but fell within the protocol of the diocese for clergy misconduct. the diocese considers all allegations of misconduct seriously. >> a man accused of sexual harassment is resigning. raul bocanegra, a democrat from the san fernando valley, said he would quit next september but then came under pressure from legislative colleagues to step down right away. yesterday, he relented. seven women have accused bocanegra of sexual misconduct. he said, quote, i sincerely hope my decision to resign immediately does not embolden those using this serious problem in our society to advance their own personal and political gain. in a separate case, the state senator lost his chairmanship. tony mendoza, a democrat, faced allegations that he behaved inappropriately towards three women who worked for him. today, they voted to remove him as chair of the committee that oversees the banking and insurance industries. >> senator al franken apologized for his alleged behaviors and admitted he let people down. four women have accused him of groping and in one case, a forced kiss. he held a short news conference outside his senate office and said he feels embarrassed and ashamed. >> i'm going to try to learn from my mistakes and in doing so, i've been doing a lot of reflecting and i wanted to be someone who will add something to this conversation. i hope i can do that. franken says he does not remember touching women inappropriately but promises to cooperate with the investigation by the senate ethics committee. >> a judge ruled the military must move forward with the policy allowing transgender work crews starting in january. the ruling clarifies an earlier decision that blocked president donald trump's ban on transgender troops. there are two current federal injunctions against the order. the order said transgender servicemembers cannot be removed from service based on gender identity. in july, president donald trump tweet it he would ban transgender people from serving in the military in any capacity. >> this time of year, people are looking at gains in the stock market to help them live. if you have a taxable brokerage account, you might want to use the highly appreciated stocks and mutual funds for your charitable contributions. you are able to write off the current market value, not what you paid for them. you can escape taxes on the accumulated gains. for those retired, if you are taking required minimum distributions from your retirement account, you may consider a qualified charitable distribution. this allows you to give up to $100,000 directly from your ira to a public charity and if you don't surveillance video from sunday afternoon in turlock shows the girl was home alone when the stranger knocked on the door. she did not answer so he entered the home and then encountered the girl in a closet where she was hiding. she screamed and hit the man who fled the scene and he realized she was calling 911. >> the men arrested for flying a drone during the 49ers game tells his side. they said 55-year-old, tracy mapes through the drone over the stadium and released anti- media flyers and then went to the oakland coliseum. he said he was a freelance cameraman for 10 years and did it as a [laughter] the roads are fairly quiet. we are tracking the usual slowdowns, but not bad. if you are getting ready to head out the door, happy tuesday. and look at your ride on 101 northbound through morgan hill, you will start tapping on your brakes with speeds dropping to about 30 miles-an-hour and a 10 minute ride to cochran. it continues to be sluggish as you make your way further north up toward 880 with speeds dipping right around 35 miles- an-hour. travel times joe greene, just under 25 minutes from this area. 280 and 85 in the green. 880 not in the green, yellow southbound of san lorenzo toward highway 84 with the travel times a little over 15 minutes. not bad. at the bay bridge toll plaza, we are showing green and that backup stretches to the east shore freeway and along the 580 approach to the maze. do expect slowdowns. out of antioch, slow downs our building and you have not seen any red on 580, in the yellow with a 30 minute ride between 205 and 680. let's get the forecast. i want to show you the mountains, right now. fresh powder came down and this picture was posted by the heavenly ski resort. it is open and people are enjoying it. they got a few inches a brand- new snow and looking at squaw valley, they call this the november powder. if you are into that, it's a good reason to go there. looking pretty good. in the 24 hour period yesterday, 8-12 inches at mammoth and 7 inches at alpine and 5 inches for heavenly. here's a look at what's going on with the golden gate bridge. we can't see the top of it. we are starting to see some fog rolling in, not quite impacting visibility, yet. the north bay seeing 45 degrees and concord and oakland, 44 and 37 in santa rosa. pretty chilly and the map shows a glimpse of the foggy forecast. their building along the bay and it looks like a long oakland, it is not going to impact the visibility markers. for napa and petaluma and santa rosa, 2-mile and it improves in fairfield but might see some trouble just before daybreak when the fog is expected to thicken up. the winds are calm and across the east bay, southwest winds at four and westbound vallejo at three and you can expect a little bit of storm action and it will be hovering around the pacific and they been getting back to back rain but we will see the impact in the form of wind for us across parts of northern areas. we will feel the breeze, tuesday into wednesday and on wednesday, dangerous surf with the beach statement in effect all day wednesday, 10-14-foot waves. a rough surf. the high temperature for today, low 60s. 64 in santa clara, milpitas, 63 will be your high. the east bay in the low 60s and some areas were upper 50s and a little cooler. a degree or two warmer than yesterday. 59 for berkeley, novato 61 and to the north, cooler and upper 50s for ukiah. the 7 day forecast, to give an idea of what you could expect this weekend, a slight chance of rain in the forecast and it won't be a very significant storm and possibly will dip down from the gulf of alaska to impact the bay area. not much measurable precipitation and until then, sunshine and 60s in the forecast. shark attack victim recovers at home. what his father said about the accident. a horse is lucky to be home in southern california after taking this action. police had to save him from his owner. he says his son is expected to make a full recovery.. grigor azatian (grigg-or ah-zot-tee-ahn) and his father the father of a diver attacked by a shark describes the ordeal and said his son is expected to make a full recovery. grigor azatian and his father went spearfishing in monterey county on friday. a shark bit grigor azatian several times in his right leg and authorities believe it was a 16-foot great white shark. grigor azatian and the kids say that he faces a long recovery and will have another surgery later this morning. if all goes well, he could go home to southern california tomorrow. nearly 80 miles away from home, a cat was reunited with his owner last week. the feral cat was found in san francisco and they discovered that his home was in san joaquin county from the microchip. he had been missing for a month. they don't know how he ended up in the bay area but he has been found. >> a cat in the bay and a horse in the sky. the horse fell down a ravine in southern california and tumbled down a hillside on sunday morning as a person wrote it. neither was seriously hurt in the rider walked out to get help. the flying horse the next morning, the helicopter crew arrived to hoist the animal to safety. >> it is 5:55. the controversial raid, the meeting oakland police now have planned. really?
