>> live, from the cbs bay area studios, this is kpix5 news. >> a massive raid on vietnamese businesses tonight in the south bay. operation omni called san jose's largest ever crack down on illegal gambling. >> devin fehely is in san jose where it is all going down. >> reporter: san jose police and the fbi say the common denominator on all of the businesses raided was illegal gambling. something they say that opened a pandora's box of other criminal activity. our cameras were there as fbi agents carted several gaming machines out of the cafe in east san jose. they targeted illegal gambling. fbi agents who participated in the raid were typically tight lipped. >> the only thing i can confirm at this time is we are serving multiple search warrants in the area. >> reporter: they seized 85 to 100 machines in the location. illegal gambling has made this a hot bed of prostitution, drugs, and violence. several customers and employees were detained at each location, but we have no word of any arrest made tonight. it is not clear if or when the businesses will reopen, but they are certainly closed at least for tonight. in san jose, devin fehely, kpix5. >> tonight, we are learning some bay area liquor stores will have to either install or beef up their video surveillance system. as christin ayers tells us, it is a crime fighting tool that seem to be working. >> reporter: mohammed calib says the surveillance camera that went up a few months ago is already paying for itself. >> people will be outside fighting. and the video just takes care of them. >> reporter: it wasn't always that way. in 2013, there were two homicides near this liquor store. they shook the city of berkeley so badly tonight the city council unanimously passed and ordnance requiring stores like this one to install security cameras in trouble spots. >> it will make a big difference. we can then identify people. burglaries, robberies, whatever. we can connect them to the video. >> reporter: the mayor says new numbers shows crime is drastically down in berkeley. violent crime dropped 25% last year with robberies down 35%. the overall crime rate? the lowest it has been in about three decades. bates says that surveillance cameras can only help. >> we don't think it will solve all of our problems but we believe this is an important tool and we are glad to have it. >> reporter: and some people here would love to see the ordnance go a step further. >> i think they should do all the liquor steers. stores. >> reporter: christin ayers, kpix5. >> el cerrito has a similar ordnance. backlash against a group of bikers helping to protect a child abuse victim. tonight, a landlord wants them off his property. they have been outside the child's home ever since her accused attacker escaped from custody. john l. carter overpowered a guard as he was taken to the hospital and got away. >> we will do what we have to do to make sure they are safe. like i said, they are our family now. that is how baca works so we are going to do whatever we have to do to protect them. [ laughter ] that's it. >> a landlord says he believes that he should have been notified before the bikers set up outside the family's apartment. he says he is worried about any legal issues. no sign of carter since last week. massive man hunt on the ground and helicopters overhead turned up nothing. he is scheduled to stand trial on five counts of child molestation. south bay water officials got an earful tonight to raise plans on water rates. they wanted to raise them 31%, but tonight, the santa clara water district reduced the proposed hike to 19.7%. the reason for the rate hike? the water district is losing money as people conserve water during this drought. a final decision on a rate increase will be made in may. not just in the south bay, our ann notarangelo says people all over will be paying more. >> reporter: mud announced a dire forecast as we head toward spring to reach a regular rainy season, we need 27 inches of rain. in the sierra where we usually have six to seven feet of snow, we have one. camanche reservoir is only a third full. mud water customers answered the call to use less water and that miens they are paying the water district less. money the district needs to maintain pipes, water treatment plans or buy water. mud customers can expect an 8% across the board increase this summer as well as an 8 to 25% surcharge. >> our reserves are down for water, money, going into the summer, another dry summer, we do need to ask our customer to help out. >> yeah, it's a tough one. but where's the balance there? >> why penalize us for working as hard as we are working to conserve water by raising our rates? >> reporter: the water district says it is looking into its own operating expenses to see if more cuts can be made, but it has used financial reserves and left less positions open to conserve more. >> that was ann notarangelo reporting. meanwhile, rain is moving in tonight and paul deanno is tracking it on the radar. >> measurable rainfall already this evening. in sonoma, mendocino, and lake county where the light showers continue. we are tracking the rainfall. to our north, hugging 101 of the mendocino sonoma county boarder. you have seen a couple of showers over the past 90 minutes. future cast painting a wet picture north of the golden gate and a chance of scattered showers for everyone. so rainfall totals will not be high, but the impact on the commute tomorrow, it will be. because the roads will be wet for the first time in a long time. we will talk about how much rain and which day we will hit the 80s coming. >> see you then paul. a tiny little fish could be a big obstacle to bringing on the old span of the bay bridge. allen martin said what started as a money saving solution may turn into too great a cost for the environment. >> so the long fin smelt are on a count town to extinction. >> reporter: meet the latest complication at the bay ridge. a palm sized fish in big trouble. >> it is really demonstrating this is a system wide collapse. not just a frail species that can't hack it in a changing world. >> i'm asking can i do this once. >> reporter: just three weeks ago, caltrans announced that it wants to remove the old bay bridge piers with a series of small explosions beneath the bay. a mini implosion they described as more bay friendly. >> so we can really minimize the impact to wildlife. >> reporter: this is not the first time they have run into wildlife concerns. >> at this point, in terms of monitors, we spent $3.3 million. >> reporter: protecting birds on the old bridge has already added millions to the demolition price tag. now, the smelt threatens to do the same. and in that, even conservationists see some irony. >> the greatest threat to the long fin smelt is the lack of fresh water flowing from central valley rivers through the delta and into the san francisco bay estuary. >> reporter: and if you want to compare threat to one species of fish. >> implosion at the bay bridge could be a knife wound to this fish. the lack of flows coming through the delta and into the estuary is a shot to the head. >> reporter: allen martin, kpix5. well, as we sit tonight, department of fish and game says the implosion permit is still likely to be approved. we still don't know if smelt concerns will deliver a larger price tag. an university of oklahoma fraternity member says a racist song was "a horrible mistake." parker rice issued an apology today saying his actions were wrong and wreckless. rice says he made a horrible mistake by joining into the singing and encouraging others to do the same. and that now infamous video, rice appears to be the ring leader. he seems to be leading a long that used the n word and talks about lynching. parker says the incident was likely fueled by alcohol. the parents of another student seen in the video also issued an apology. both students have been expelled from the school and the fraternity was closed as of midnight tonight. [bleep], [bleep], [bleep], [bleep], [bleep]. >> even more fallout for the fraternity. the house mom is seen singing along to a rap song in 2013. she had said her fraternity members were not racist and she was shocked by the video. hillary clinton spoke for the first time about using a private e-mail account while she was secretary of state. but the issue is not likely to go away any time soon. clinton said no classified material was sent on her personal account. and no government rules were broken. federal regulations require federal records on private e- mail accounts be preserved in an agency record-keeping system. clinton says she handed over 30,000 work related e-mails. >> looking back, it would have been probably, you know, smarter to have used two devices. but i have absolute confidence that everything that could be in any way connected to work is now in the possession of the state department. >> not good enough for republicans in congress who are now playing to call clinton to testify about her e-mails. a tenant landlord squabble escalates. >> she cut the internet and cable. >> the allegations being leveled that tenants say are aimed at forcing them out. >> cruel tactics to eliminate cats. what an east bay school district is doing to rid itself property of strays. >> and vacation pictures found after years floating in the ocean. why the finder has made it her mission to >> long time tenants say they are being bullied. they claim their landlord is making their lives miserable in hopes they will move out. kpix5's mark kelly on how they are fighting back. >> i live here forever. >> reporter: sylvia smith has called this apartment home for four decades living under three other landlords. but her newest one has this 70- year-old grandmother at the end of her rope. >> she said big, son of a gun. >> reporter: sylvia says when landlord ann kihage swain bought her rent controlled apartment, the rent was $1,700 a month. it didn't take long for the problems to begin. >> the number of things she is doing are straight out illegal. >> reporter: the other tenants say swain is harassing them. not depositing the rent checks. >> she cut the internet cable. didn't restore it for three weeks. >> it is unbelievable. >> reporter: people from different walks of life, but people with below market value rent saying they are getting evicted for violating their lease in some way or another. >> this is the new kind of eviction we are seeing in san francisco. we are seeing fake three-day notices. and lease violation. >> reporter: we spoke to swain's attorney who declined to gone on camera but says her client is asserting her right as a landlord and calls these tenants troublemakers. sylvia says she is no troublemaker. she merely want to spend her life in this home near her family. in the mission, mark kelly, kpix5. some claims tonight that cats are being trapped and then left to die under an east bay high school. animal rights groups say the district is boarding up access under the liberty high campus. killing the feral cats that have made the crawl space their home. cat lovers say there is a better solution. >> this is a door, that we one, we actually gave them. but they don't use it. but it is a door with a clear view. and it only goes in one direction. so the cat accounts go out. they see the light and go toward the light and get out, but they can't get back in. >> the animal groups working the school district in brentwood will bring their concern to a board meeting tomorrow. we reached out to district officials and so far, no response. well, we are all a little guilty of spending a little too much time on our smartphone. tonight, we are learning it could have some serious effects on our health. cate caugurian on the conditions some doctors are now calling text neck. >> reporter: smartphones keep us connected but they are also tear our bodies apart. how often are you on your phone? >> half the day. >> the entire day. >> a lot. >> reporter: when you are on your phone, chances are, you are not in the upright position. this is what doctors call text neck. neck pain as a result of constantly looking down at our electronic gadgets. cell phones, laptops, tablets. marketing groups found out people pick up their phone 1500 times a week means we are on the phone a lot and more people are feeling the strain. >> sometimes i feel like myself hurting from like looking down at my phone a lot. >> i have a crick in my neck from trying to look at my phone. >> reporter: dr. robert marcus, a doctor says we should get smarter about using our smart devices. >> the theme of it is to bring objects to you as you assume proper posture rather than you bending over into them. three inches and you triple the forces through these muscles. >> reporter: even bending our heads at a slight angle could have major ifect. they weigh 10 to 12 pounds. at 15 degrees, they weigh 27 pounds. and at 60 degrees, we are straining them at about 60 pounds and the dock says it is not just the neck we have to worry about. >> that is a big system from brain to fingertip that's we are trying to preserve. >> reporter: in san francisco, cate caugurian, kpix5. tonight, a southern california woman is hoping to return a long lost camera to its rightful owner. she found this camera in its rusty waterproof case in chest deep water off la jolla over the weekend. there were girls playing in the water from over three years ago. >> i looked at the pictures an thought about it all weekend and thought this is a moment these people want to remember. >> well, she posted the picks on social media in an effort to track down the girls tonight. we know she is connected with at least one of them who lives in south carolina and will be back in san diego next week. >> amazing. the power of social media. >> there you go. well, also amazing, we are so grateful for, rain. >> let's take a picture of it tomorrow morning and frame it. it might be a while before it rains again. but it is here. the north bay already getting some rain. watering your lawn for you. keep your fingers crossed. rain on the radar. santasanta rosa, ukiah, super light showers but it beats nothing and we have showers on the radar no. let me take you to the other coast. it doesn't look the same as herement is that greenland?
