>> reporter: good evening, dan. we are expecting a large crowd in the school board hearing chamber which is behind me. they will be walking through that door over there. they will be upset about the head coaching staff resigning. all they will protest the possible expulsions of nine players in connection with that hazing scandal. aside from a statement the so superintendent has not spoken on these matters until three hours ago. >> people don't have all the facts. but we understand there's going to be a lot of commotion around this. >> napa unified school district superintendent patrick sweating under a lot of pressure lately. today he spoke with abc 7 news hoping to bring context to outside criticism. >> there are certain areas mandatory. they are called mandatory expulsions by the state of california, department of education. the education code. and this falls underneath the mandatory expulsions. >> napa police say there are 16 possibly involved in the hazing. today they had no other choice except to bring the case into the case. >> it went directly to the police because of the seriousness and gravity of the situation. >> parents weren't notified that their students were being brought in togivestatementsto police officers. parents weren't notified that private investigators were taking statements. >> then yesterday an escalation when head coach resigned and much of his staff reportedly followed. the superintendent said he wishes the coach had stayed but he insisted on hand-picking his staff without district approval. >> the biggest thing that we need to improve on is to make sure that all of our coaches understand all their responsibilities. >> what changed between last year and this year? >> we have a new athletic hand book that were distributed to coaches. in this case some coaches did not receive the hand book and they did not know the procedures. >> whose fault is that? >> the superintendent didn't answer that question but in summary did say this. >> does it feel like a mess? are told the situation should be cleared up by about 8:00. >> president trump is sparing few departments from major cuts in his new budget. $1.15 trillion proposal cuts into 12 of the government's 15 cabinet agencies. here is a look at the budget by the numbers. the defense department's budget would increase by 10%. the biggest boost for military since the 1980s. 19 agencies including corporation for public broadcasting and national endowment for the arts would lose all funding. the state department faces a 28% cut. ea facees a proposed 31% reduction which could affect all of us living here in the bay area. ac 7 news reporter kate larson joins us in san francisco with the break down of the impact. kate? >> reporter: you know, it cost a lot of state and federal dollars it keep the water clean for wind surfers and sailors to create access to beaches and bike paths like the one here near chrissy field. but now people are worried that trump's proposed budget is jeopardizing the bay. >> up there longer. from our rooftop camera, these are the forecast features seeing high clouds and patchy fog. warmer tomorrow for st. patrick's day then rainy pattern this weekend and next week looks pretty wet. mainly clear skies with low temperatures generally in the upper 40s. and as we look ahead, satellite image of a large plume of moisture moving in our direction and that's an indicator of the wet weather to come. let's look at our rain fall chances over the next seven days. chances of rain fairly low over the weekend. chances for rain increase significantly going into next week and each of the first three days of next week storm activity ranking one in the storm impact scale with stronger storm, moderate one on thursday ranking two on the storm impact scale. so here is a look along the weekend animation starting saturday morning at 8:00. mostly cloudy and we will see some light rain develop in the bay. by don't expect the rain on saturday to reach any part of the south and is a wider definition of millennials. they define it as ages 16-24. in san jose those folks pay an income tax race of more than 22%. slightly lower in san francisco. two cities make the top ten list. when you look at data for older millennials defined adds people age 25-44 san francisco has the highest taxes in the country. closely followed by san jose. slightly more than a third of income goes to tax. oakland and fremont also make the list. tied at number 6. with nearly 31% effective tax rate. >> airbnb's impact on the housing market inity home city, san francisco, leads tonight's bay area business watch. critics say the influx of short term rentals is hurting the housing market for permanent residents. last april airbnb started a policy called one host one home which is exactly what it in the courtroom today testimony heard from climb lab analysts and investigators who examined a stun gun, knife and batteries found at the safeway. fingerprints they say points to garcia-torre sp. >> the prosecution says he is violent to women, takes women and he not only kidnapped la mar but he killed her. >> the defense focused on whether the fiker print found on efd was reliable and possibly tainted. the dna got transferred to the stun gun and he testified it was embarrassing and he is not sure how that happend. >> what you see the defense do is try to suggest if it wasn't done properly at beginning it doesn't matter what the evidence showed at end. >> steve la mar has been in court everyday, but the anniversary today made it difficult. >> it is always a sad day but we're thinking of
