live to explain what is going on. vic? >> this is a tense situation here, we're on the corner of coy drive. if you can pan over, that is blossom hills estate number two. you can see some flashing lights that is a focus, take a look at his mug shot now. the operation is going into his fifth hour. we're told a brief foot chase through the park and apparently the suspect ran into that unit. he made may be hiding in. residents told us they got a reverse 911 telling them to shelter in place. s.w.a.t. team members surrounded the unit. neighbors were evacuated. and negotiators called in. they fired what is called hot insend yary gas into the condo. we noticed a robot appeared and they asked for equipment, heavy equipment, which could mean they will be perhaps drilling a hole through the ceiling into the attic to try to get the suspect out. we don't know for sure, but that seems to be the path they're going. so, again, this is in its fifth hour, this operation is in its fifth hour, contractor is responding? >> reporter: we called and stopped by the general raktor's office today, so far, no response to abc7 news. the general contractor has 15 days to file what is known as a notice of defense. if it does not, the license will be revoked. the contractor board alleges this balcony accident could have been prevented. cslb says segway construction did not follow plans and specifications when building the balcony. >> if things were done with the correct materials and up to standards, we believe that that collapse would not have happened. >> the balcony collapsed with 16 people on. six died and seven were injured. the contractor state license board is recommending suspending or revoking segway construction's license, alleging the general contractor did not follow trade standards, that it did not properly pressure treat or water proof the materials used. >> segway is responsible for everything that happened on that project. >> most of the people injured and
