>> and firefighters describe it as an imminent threat to public safety. >> kristin zee is here with the latest on this. >> reporter: the fire is mind boggling, in one day, charring an area as big as san francisco. people are evacuated, schools shut down, roads are shut down and communities threatened. governor brownish yued a state of emergency for san bernardino county. winds gusting up to 40 miles per hour and humidity, low. we watched as crews worked on creating fire breaks. firefighting helicopters gathered water in tandem. cal fire says as bad as this is, it's just one of many they'll face this year. >> we have to make sure we're continuously staying alert. it's not just this fire. it's not just clayton fire last week, it's fire after fire after fire. it's a month of this to continue. >> here is a look at the blue cut fire, smoke is rising if the canyons there. six firefighters this morning, west of cajon pass had to shelter in place. two suffered minor injuries but they're back on the front lines fighting the fire. right now, 83,000 people are affected by the orders. you can get updates on abc7news.com. cal fire stopped progress of a brush fire in morgan hill this afternoon. >> here is a picture we took. the fire was 100 acres and nearby golfers were asked to shelter in place. >> sky 7 was over a brush fire that broke out before 4:00 p.m. in the guadalupe park area in san jose, burning west of highway 87. >> crews were able to put it out quickly. there is no word yet on how it started or if anyone was hurt. and firefighters have gotten the upper hand on that train tressel fire in san jose. flames burned through what appears to be an old train tressel. >> chris nguyen is live. what are you learning there? >> the captain says the fire will be smoldering for another hour, but the good news as you can see behind me, as we zoom into the train tressel, the bulk of the fire is out. that is good news for people m this neighborhood. let's show you the view from sky 7 hd. a train tressel caught on fire in san jose. some vegetation also caught on fire, we've been told there is a homeless encampment in the area. the fire department believes everyone made it out safely. one woman described the shock of it all. >> oh, my god. black stench, the smoke, over the building. i was, oh, my god. i was shocked. >> and here is a look at aftermath of the fire, as for that thick black smoke, that was happening because the train tressel is solid wood, soaked in tar to be weather resistant. you can see thick, black smoke from highway 101 and parts of downtown san jose. as we return, live to the scene, the fire captain says the risk of this fire spreading as been mitigated. the fire department has contacted union pacific. at this point, it is unclear if the line was active. reporting live tonight in san jose, i'm chris nguyen, abc7 news. >> chris, thank you so much. >> in just the last hours, more fire victims in lower lake were allowed to return home. they had been evacuated because of the clayton fire which burned almost 4,000 acres in lake county as well as 175 homes, businesses and buildings. firefighters have this fire 40% contained. evacuees say they found support at red cross shelters. >> when at home, we're in our separate platoons. when together, wonderfulness in people just comes out. you get to talk with people, and share experiences. >> today, pg and e crews replaced poles damaged by the flames. >> air bnb said we're thinking of you, lake county, activate being it's disaster response tool, encouraging hosts to open homes to evacuees. >> st. hellena hospital clear lake is transferred to the southern lakeside hospital, in lake port. executives tell us theçó facili did not sustain damage. >> the fire is believed to be arson, abc7 news reporter melanie woodson joins us with the details of the suspect's first day in court. >> reporter: investigators interviewed the suspect, damin pashlik after he was arrested. investigators have surveillance video of a vehicle they believe is his, at 17 roadside arsons. in one instance, a witness reported seeing the driver of the vehicle throw something out of the window. damin pashlik entered the courtroom after passing out in the hallway. the clayton fire is the most-significant fire he is accused of setting. >> it's a fire that caused mass destruction in this county. >> including destroyed homes. >> i'm surround owed by this turmoil. and it's not right. >> pashlik is charged with one count of arson and one count of attempted arson. according to a probable cause, his vehicle was spotted on 17 different occasions on roadside brush and grass fires. the date of the fire, only then, did investigators say they had enough evidence to establish probable cause. >> you get one shot at this. if you take your shot too soon, you jeopardize bringing someone to justice who needs to be brought to justice. >> reporter: two days after the clayton fire, pashlik quote, could not provide an explanation to being the ignition site of the fires. >> he did not express remorse. yes, he denied it. >> reporter: the deputy d.a. says they do not have evidence he intentionally targeted anyone, nor does he have a motive. >> all i can say is he's presumed innocent until proven guilty. >> if guilty, he could spend the rest of his life in prison. a two years since the 6.0 quake in napa valley, the largest to hit since loma prieta in 1989. the quake did millions of dollars in damage. laura anthony is live to explain new information about a greater risk than realized. >> the napa quake left scientists scratching their heads, dan. it was a 6.0 quake that did more damage than one would expect for a quake that size. that is why scientists are intent on learning from it. >> this gfi records three motions. up and down, left and right, and forward and back. >> these are the seismic sensors that tell the story of the napa earthquake and scientists are set to deploy 900 of them, then, separately they'll trigger mini quakes to learn how the earth responds in various locations. >> where rubber hits the road is trying to understand the risk of the hazards. right? hazards are the faults. risks happen when getting next to them. >> we're chasing after shocks. >> this isn't the first time usgs used sensors after the quake, scientists buried 600 of them along the rupture. >> beautiful. >> they discovered the system was 25 times bigger than they thought. >> if you include the calaveres as well as this fault system and north, they appear to be connected. it's possible they can generate a much-larger earthquake. >> we have had cracked plaster and dry wall. >> david's home sustained damage in 2014. now, he'll host one of the sensors in his backyard. >> getting more information is denial. denial is not really a good strategy for making their way through the world, i don't think. >> scientists hope what they learn will also be good for the rest of california for years still to come. in napa, laura anthony, abc7 news. san francisco police want help finding some graffiti suspects and they have very clear surveillance pictures to work with. abc7 news joins us live with the story. vic? >> reporter: the taggers struck this fashionable neighborhood and the richmond district. this is greenwich and fillmore. the security camera got a shot of the suspect. take a look. you may know them. take a good look at the couple. the images are as clear as day. >> we believe he's familiar with the area, maybe a resident of the area, so we're hoping anyone who sees this footage or photo of the suspects that they can identify him. >> the video from the camera perched at the entry way of the laverne apartment building. the clean cut young man and woman, tagging walls of the doorway. it's across the street from balboa cafe. police believe they're responsible for a bunch of graffiti in richmond. here is another graffiti on 10th and gehry and 12th, another nasty one. >> with the words being said, it does seem antiwoman, very racist. >> it's just disgraced. it's not good for the neighborhood. >> reporter: was very brazen. very dangerous. >> he's referring to the shooting in this picture. showing a gunman leaning out of a passenger side window, firing a handgun. anr car that you can't see ng at here and someone in the other vehicle may have been shooting back. >> this is a residential area. there are residences on both sides of the streets and a number of rounds fired. two shooters we're aware of. >> no one was hit and proper damage was minor. >> one parked vehicle was hit. and that is the only damage that we're aware of right now. we're not aware of any injuries, no one reported being injured. there are no reports right now of any gunshot wounds. >> police say this behavior is rare inside of the city limits and they're hoping this picture triggers someone's memory. >> we're hoping to get tips and information from the public. they know, they recognize the vehicle in that picture or person. >> in emeryville, eric thomas, abc7 news. >> there was a tragedy at san francisco's ocean beach this morning. take a look at lifeguards after pulling a woman in her 40sñi fr the water. the woman found floating 20 yards off shore near lincoln way. she was rushed to the hospital in critical condition. later she died. there is no word on how the woman ended up in the water. one person is in critical condition after a head on collision near city college in san francisco. it happened on justin avenue around 4:30 in the afternoon. officials say the driver of the red honda had a medical emergency and crashed into the suv. then hit a parked car and forced it into the garage of a day care center. >> tomorrow is a spare the air day for the bay area. over half of air pollution comes from vehicle exhaust. so commuters are encouraged to carpool or take transit tomorrow. >> good plan. san francisco. 66 in oakland. 75 in morgan hill and half moon bay, 67 degrees. this is a view from emeryville it's 73 now in santa rosa. 85 in fairfield and 91 in livermore, it's slow to cool down there. here is a view from above the clouds. we'll have a foggy morning with coastal drizzle. tomorrow, as you mentioned will be a spare the air day. overnight, lots of low clouds and fog and low temperatures on the mild side, mid to upper 50s, here is our forecast at 11:00 tonight, notice low clouds and fog aross the bay. 8:00 in the morning will be foggy with reduced visibility in the north bay, east bay, south bay. around the bay area, so might be a slow go for morning commuters but by late morning to mid day, fog will have given us a mainly sunny day over the bay and inland. high temperatures mainly in the low to mid-80s. upper 80s in morgan hill and gilroy. highs 72 in san mateo. 77 palo alto. on the coast, a bit cool. half moon bay, 61. downtown san francisco, a high of 67. north bay, we'll find highs 78 in sonoma and napa. east bay shore line, 72 in oakland, 75 hayward. and inland east bay will have highs in the upper 80s to mid-90s. walnut creek shows haze in the air there. tomorrow, poorest air quality in the inland east bay. here is the accu-weather forecast. so, it's beginning to cool down gradually right now. we'll see further cooling friday and saturday. complained of skin irritation. the chain had swapped out the traditional toy for a fitness tracker. the devices were part of a promotional campaign for mcdonalds to project a healthier image. target plans to add single stall rest rooms at american stores. the $20 million change is to address lingering concerns about transgender bathroom use. the policy is to allow customers to use rest rooms of their choice. some support the i'd why and others say it makes them uncomfortable. only 300 stores don't have a single stall rest room. target closed at 70 after losing almost five points. the dow up, transportation congestion. >> buses which reduce car use need congestion relief. they travel the same clogged roads as everyone else. a shuttle service launched today timed to match the first day of class. the shuttle runs from 7:30 in the morning until 6:45 every weekday. lyft drivers took time out from shuttling people around and volunteered to deliver backpacks. there were 4500 in all. drivers stuffed them and delivered them to 80 schools. the effort was a big relief for oakland teachers. >> in past year, we've had to call teachers and put them in their car. so it's a minor inconvenience for them. >> they will be handed out at every school to students in need. civil rights legend john louis is at the university of san francisco. he met with high school students part of a tour to
