sewer lines and water lines in the blast zone what i said out last year. all of that money will come from pg&e. the vote happened to come on the same day that utility decided to take full responsibility for the catastrophe that killed 8 people and destroyed 38 homes. pg&e angered a lot of residents when it filed court papers indicating one line of defense might be that residents themselves were neglect. pg&e quickly backed off and poll jaysed now the utility is claiming it will take full responsibility for compensating victims. but tonight an attorney representing 75 residents says that is jaws smoke screen to avoid paying higher damage and some resident who lost their homes say the pg&e announcement should have come long before today. >> 15 months and 4 days. past the incident and the fact that we have to wait this long to get it doesn't help. >> we said in the past and we arecontinue to say now clearly that none of the victims, residents of san bruno or city of san bruno itself is at fault. >> just admitting we are at fault does nothing. it is a meaningless gesture and a smoke screen. >> that attorney says few resident have already settled with pg&e. other settlement talks are under way but there are still dozens of cases out there involving about 300 plaintiffs. the decision by pg&e to admit liability comes before a hearing this friday wher the judge in the case had pressed pg&e to come forward as to what the official position would be whether it would accept full blame for the catastrophe. trial is set for next july. right now the judge is trying to figure out thousand manage all of the cases. live in san bruno, abc 7 news. >> quite a task there. john thanks very much. >> san mateo assemblyman hill has been one of the harshest critic of pg&e since he can motion and has been pushing the utility to test its large delivery pipe across the entire system. late today he issued a statement saying in part now pg&e needs to reverse itself and have the shareholders pay their fair share of pipeline replacement instead of forcing rate payers to cover 90 percent. for public schools across california tonight, the good news is that the bad news isn't worse. automatic budget cut are going to take a small bite out of k through 12 but a much bigger chunk out of higher education. close behind social programs for the poor and the needy across california. capitol correspondent annette has the story. >>reporter: school district throughout california are breathing a sigh of relief. enough tax revenue came in to avoid much of the one and a half billion dollar cut to education that could have meant 7 fewer days of school. >> still not enough. >>reporter: but the mid year trigger cuts will are happen on smaller scale. they automatically take effect next month as part of a state budget governor brown authorized in juchbility among the cuts, school bus service is eliminated. savoring the state 2 48 million dollars. the cal state and uc systems are last ago total of 200 million dollars more. services for the disabled are being flashed 100 million. tuition for community college students will go up 10 dollars a unit this summer. that's on top of a similar hike this fall. to absorb 30 million dollars in cuts. >> california has very sound finances. we are on the road to recovery. and the trigger cuts which are pulled today are a part of that process of fiscal discipline. >>reporter: republican budget leaders say the trigger cuts were necessary and show the temporary tax hike did not need to be extended. >> we have proven yet again and again that those tax increases were not needed to balance the budget. >>reporter: but critic say the prison of cuts over more taxes is too high. that they elimination of bus service hits poor urban rural kids. >> many in the community have no other choice. parents can not afford another car to take the kids to school. >>reporter: trigger cuts also mean another 7500 fewer slots in subsidized child care. she warns a similar cut hurt her last summer. >> because my son is unable to attend preschool and there are no other options for us, i have been unable to work and forced to resign. more family in my position. >>reporter: the mid year cuts total 1 bill dollars. the governor used this opportunity to tout the plan to tax the rich and raise the sales tax by half percent to avoid even deeper cuts. voters have a say next november. in sacramento, pachl bc 7 news. >> well despite the cuts there could be good news for college students. state senate president sign berg is manage to offer legislation next year to create electronic library of freebase ick text book. that could save the typical student up to 1300 dollars a year. students have complained they are forced to take-out loans and work longer hours than they spend in the classroom just to afford the books. >> some union workers in do could -- contra costa county agreed to take cuts in wages and ben fights keep their judges. last week workers packed the supervisor chambers to complain about proposed cuts. well today under attentive deal 4400 employee will accept 2.75 percent wage cut and increases in their share of both pension and health care cost. the trade off is that each worker will get an annual 500 dollar bonus to offset those costs. >> and at the port of oakland tonight operations are slowly getting back to normal after protestors force partial shut down yesterday. but some of the very workers that demonstrators said they wanted to help wish the whole thing had never happened. jonathan bloom explains why. >> i think the process went pretty well yesterday. we would say success. >>reporter: the words from a member of the organizing committee come one day after the march that shut down much of the port of oakland. now open the very spot where the march ended truck drivers sit in line not making money as shipping terminals slowly get back up to speed. occupiers say it was worth it. >> we are maybe hurting the bottom license for wawb day but thinks much larger movement we are talking about. >> well that is like hit meg upside the head to help me. this is not the way to do it. >>reporter: he owner a small trucking company says his bottom line will be hurting for more than two weeks because of the protest. not just from sitting in line. but from late fee when shipments don't make it on time. >> occupiers didn't understand when we told them you are hurting us. >>reporter: high up in the air long shore men back at work moving containers on off ship and union said they lost money time. small number of workers were able to get paid yesterday for at least part of the day but most were not. they were turned away and told to go back home. by the employers. told they would not be paid. >>reporter: port spokesman says operation did partially continue during the blockade and defended the decision to keep police on the side lines. >> there are times when minimizing disruption may mean not con fronting escalating the situation. and we had to make those decisions on a moment by moment basis. >> that sends a message that they have learned from the past that they can not stop this movement. >>reporter: as for the truck drivers who lost money, occupy oakland is extending an olive branch. >> bunch of folk are starting a fund to help drivers that lost money yesterday, while some drivers appreciate the sentiment. >> from what i heard from truckers if they try and come to the port again it's going to be a serious issue. >>reporter: as you can see much different scene tonight. no people here. jaws few trucks. still wait to go get caught up on the shipments. as for how future protest will be handled by the city and the port, they tell us they decided to support the city administrators effort to do a 6 month pilot program to study the parking issues and to make recommends. a move that will come too late to help this driver who got his ticket only 4 minutes ago. >> so i got to borrow and do that you will so icap pay this ticket that i don't have. >>reporter: city of oakland will roll out pay stations like these throughout the entire city. now the city administrator who oversees parking regulation ins the city of oakland says that until then they will work with those who are still using coin meters to make sure that they are petitioner's hit the streets to gather signatures to recall her from that job. as political reporter mark matthe matthews explains her handling of the occupy oakland encampment led to much of the support of the recall. >> when protestors first pitched camp in the plaza mayor kwan supported them. problems with the camp grew she eventually withdrew the support. then opted to be out of town when police moved in the first time. after a violent confrontation the camp was cleared. but then the city let protesttors back in. kwan called for a peaceful and voluntary exit which the occupiers ignored. and eventually police had to go back in and move them out a second time. that has solidified support for her recall. >> not a campaign about persuading people. she has persuaded the people of oakland that we need to avoid suffering 3 more years of these kinds of disasters. >>reporter: recall supporters that we talked with most often cited kwan handling of the occupy protest. >> i don't like the way she is conducting the whole occupy thing. >> i believe that she miss managed the occupy oakland situation. >> she is not difficult size i have enough. vacillates. won't address the issue. >>reporter: last week kwan called the recall a distractio distraction. >> city has a lot of important issues i think recall like i said are difficult vice i have distractive and hurt maybe some of the initiatives. >>reporter: today council member pat agreed. >> on balance it's a very negative thing. >>reporter: she sits on the finance committee which today heard funding for the police was 3 million over budget and 1.7 million of that correctly due to the occupy protest. james ban was on kwan steering committee when she won the mayor race. i asked him what she should be doing new. >> my advice would be just to continue doing the good job of being mayor and let the work of being mayor be many there. >>reporter: if the recall petitioner's can collect 20,000 signatures by the middle of next may organizers say they will allow time for candidates to file and to run for mayor on that same recall ballot. reporting from frank ogawa plaza, abc 7 news. >> investigators with california lottery
