"no apology can excuse trump's degrading comments." tomorrow night, cleernt will likely have a few things to say about the topic at the second presidential debate and due to nfl football, you can watch the debate at 6:00 on cozy tv on comcast, channel 186. now to a developing story in san francisco. a shooting leaves one man dead and another injured. it happened at broad street around 7:00 last night when police arrived, they found two men had been shot. officers say a man in his 20s died and the other was a man in his 50s. he was taken to the hospital and is expected to be okay. so far, no arrests have been made. well, two people have been injured in a fire in the east way apartment building. the fire started around 9:00 last night in a complex in concord and quickly spread to all three floors of the building. at least eight units were destroyed. the apartment building is on clayton road and treat boulevard. it took fire crews a little more than an hour to control the flames. witnesses say they heard explosions during the fire. >> we had heard that it was a balcony on fire t was the initial report. if it was indeed a balcony, the propane tanks from the barbecue would certainly have made some pops that would have sounded like explosions. >> two people were injured and treated at the scene. the cause of the fire is still under investigation. staying in concord, investigators are trying to get to the bottom of a rash of break ins at an lgbt center. it's been burglarized four times in the last ten-days. during the most recent burglary, thieves left hate filled graffiti targeting the people there. the giants may have won the wild card game in dramatic fashion but last night, think lost a nail biter in chicago. giants fans are used to close games but yesterday was just downright a bummer. "today in the bay's" ian cole has an in depth look at the technology. >> reporter: right now, if you're caught under the influence of marijuana, an officer can arrest you following a field sobriety test. they'll ask you for a blood draw to confirm it. the test results take time. but stanford researchers are trying to speed up the process by developing a device that could tell if a person is high within three minutes. >> it's really a matter of public safety. >> reporter: this is the potalyzer, the insides of one at least, a tool they've created for law enforcement to use in roadside stops. >> first, we open the app. it connects to the officer's phone. >> reporter: then the driver would have to agree to giving a saliva sample. >> i'm squeezing the saliva that was in the cotton swab. >> reporter: which is dropped on to the chip. >> and that will essentially tell us how much thc was in the saliva sample. >> reporter: and within three minutes dr. >> here it's saying that the person is not high on marijuana. >> reporter: the group says that the technology was developed for cancer screening but found it could also be used to identify thc in saliva. dr. shan wang claims the potalyzer is more accurate than other tests out there and saves time and money compared to blood tests. >> by the end of the year, we could have prototype in law enforcement's hands. >> reporter: they hope the technology will keep those lighting up from stepping behind the wheel. at stanford, ian cole, nbc bay area news. >> well, a touch of rio in the bay area, our own raj mathai was one of the hosts at the olympia olympians welcome home dinner in san francisco last night. sporting organizing committee have been hosting the vent for more than ten years. it took place at the fairmont hotel. more than 30 local olympians were honored, many of them recently returned from rio, like swimmer missy franklin. >> the first thing i did was cuddle my dog. i mean, that's like one of the hardest things. i don't know how you guys feel, but being away from home for so long is -- it's so hard. >> i totally get that. other big names in the crowd, water polo gold medallist maggie steppens and silver medallist in fencing. the 2020 summer olympics will take place in tokyo. well, they are here, the blue angels, a true sign that fleet week is understood way wa francisco. we caught these pictures of the jets just after they took off from the oakland airport yesterday. also, the parade of ships made their way under the golden gate bridge. for many, the blue angels are the main attraction of the week, more than a million people are expected to pour into the city to watch the festivities this weekend and i was out there yesterday, and as i do when i go to san francisco, i bring my jackets, layers, and i was sweating. it was so beautiful and warm. >> and it's going to be even warmer today, so dress appropriately. dress for summer weather because it's going to feel like summer across the bay everywhere from san francisco to santa cruz, even across our inland valleys today. we're getting a nice start to the day. you can see from our sky camera network, we have clear skies from the north bay down to south bay, beautiful sunrise in the trivalley. as we get going through the day, we are going to warm quickly back to 76 degrees for you in san francisco today, 92 for the north bay, even to the low 90s for the trivalley today and reaching 90 degrees for the south bay. yesterday, temperatures were about five degrees cooler than they'll be today so it's going to feel warmer out there, especially if you're headed to fleet week. here's your focus for the next three days. tomorrow, pretty comfortable, but look at the stark contrast by monday, back to the 60s, got that morning fog and even in half moon bay, we're going to see beautiful conditions for that pumpkin festival that begins this weekend. 74 there, 68 for tomorrow and look at mondays. back to 61 so enjoy today and tomorrow especially at the coastline because temperatures are going to come crashing down. even in sonoma wine country, today, 87 but look at tomorrow. 79, and then by monday, 7 # degrees. so yeah, big cooling trend headed our way, even for monterrey. 72 there, tomorrow back into the 6 0z and 62 by monday, even santa cruz going to be warm, up to 82 there, cooler tomorrow but still nice, 76 and by monday, you'll notice those clouds and cooler conditions. so because we have such hot air in place today across the entire bay, we do have a spare the air alert for the east bay, that's where the most unhealthy air quality will be and every where else, we're looking at moderate air quality from the north bay down into the south bay. all because of high pressure, you get that sinking air that creates stagnant air quality across the bay. but look at the future cast. we're talking some big changes but not going to come until friday. this is about five or six days away. notice, here we go, lining up across the north part of the state, that's going to bring rain in for this next weekend so this weekend, dry, but six to seven days from now, we're going to be tracking not only one system but maybe even a series of three systems as we move towards friday, saturday, and sunday and even for monday. so, that again, about a week away, an early projections are giving us some decent rainfall amounts, probably the most that we've seen all season long. we could be talking more than half an inch for the south bay. this would be by saturday and then more than an inch across parts of the north bay. so again, about a week away, something we'll be watching. definitely make sure you enjoy this weekend because next weekend looks like it could be foggy, gray, and damp. so, here's your forecast for today, again. 90 degrees for santa rosa, 90 for san jose, 86 for oakland, warm there, and 76 in san francisco and you know, michelle, over the next couple of days, it's going to cool off in a big way, even in the inland valleys, back into the 70s by tuesday, even in san francisco, we're going to see temperatures crash by monday. staying in the 60s through the next few days after that, and watching that rain as we get closer to next weekend. back to you. >> thank you so much. much more ahead on "today in the bay." coming up, competing propositions on the ballot. we take a look at a very personal and complex issue of the death penalty. hear from two families who have suffered loss and now are speaking out. they prey on our children, spending billions. addicting 17,000 california kids each year. eventually killing one-third of them. now tobacco companies are spending millions to... defeat prop 56. because in every state that's raised tobacco taxes, smoking rates go down. so who are you going to trust? pediatricians, cancer groups and the califronia pta who all... support prop 56. or the tobacco companies trying to kill it. vote yes on 56. will be two competing balt measures ncerning e death penalty. prop 62 on the ballot next month, there will be two competing ballot measures. prop 62 would repeal the death penalty, while prop 66 would attempt to speed up executions. "today in the bay's" joe rosado jr. has the story of two families who suffered similar tragedies but have different views of capital punishment. >> reporter: there is something therapeutic, if even healing, about the simple act of walking a dog. it's a daily task dion wilson cherishes, but for wilson, there are some wounds that may never heal. >> that's him in the -- his car. >> reporter: in 2005, wilson's husband, dan, was on the job at the police department. >> loved his job. >> reporter: but on a summer day, life turned tragic. >> on july 25, he was shot and killed in the line of duty. nothing can prepare you for telling your 6-year-old that she'll never see her daddy again. >> reporter: police arsed 25-year-old irving ramirez for the killing. >> i wanted the worst possible punishment. impacted h impacted i wanted him to suffer. i actually advocated for him to get the death penalty. i wanted that. >> reporter: wilson got her wish. a judge sentenced ramirez to death. he now sits with 746 other prisoners on california's death row. >> i believed it's what was going to heal me. well, as that wore off, i realized that i didn't feel better. >> reporter: wilson began telling her story to prison inmates as a way to deter them from a life of crime, but after hearing their stories, her view of the death penalty changed. now she speaks out as an advocate for prop 62, which would repeal california's death penalty. >> there's a whole other side of it that we need to focus on, and that's why i'm saying let's just end it. >> i mean, she was a sweet little girl. she was a funny girl. she was a pretty girl. >> reporter: tragedy also thrust mark clas into a life of advocacy after his 12-year-old daughter, polly, was abducted, raped, and murdered in patalooma in 1993. career criminal richard allen davis was convicted of the crime and also sent to death row. >> i believe that the system did exactly the right thing in this instance and that he deserves to die for the crimes that he committed, as do all the others. >> reporter: clast supports the competing prop 66 on the november ballot, which aims to speed up executions by changesing the appeal system and hiring more attorneys to handle inmate appeals. >> we need to pass proposition 66 to clear up that backlog, to clear up the various barriers that currently exist. >> reporter: california's execution chamber has been silent since 2006, following numerous legal appeals over the manner of lethal injection. while wilson and clast may disagree on the merits of capital punishment, they agree the system thanks for joining us. i'm michelle roberts with anthony slaughter who's been telling us about some heat. i'm predicting some bad traffic on the way to the beach today. >> oh, yes, leave early because you know highway 17 headed to santa cruz really starts to bog down. temperatures will be in the 80s and 70s. we're starting off the day a little cool, chilly start to the day but don't be deceived because we're going to warm quickly under high pressure, a little bit warmer than we were actually just yesterday. so, that will leave places like san jose near 90 degrees today, even livermore up to 90, 76 for san francisco. so we'll have a wide range of warm temperatures to hot temperatures and then it cools off over the next couple days and we're tracking rain in that long-term forecast. if you're just joining us, you may not have heard about it, but we're talking about three systems as we head toward friday, saturday, and sunday about a week away. we'll keep tabs on it and talk about that in about 15 minutes. >> so enjoy it now. >> yes. big time turning now to the east coast, hurricane matthew has been downgraded to a category 1 storm while people in florida assess the damage, homeowners in the carolinas and georgia are bracing for what's to come. take a look at video to have the waves crashing on to the streets in charleston, south carolina, overnight, as the hurricane matthew hit this city. the national weather service in charleston says the heavy rain is bringing in some high tides and setting records even. cars were a rare sight on the streets of savannah, georgia, overnight. heavy rains and high winds pummelling that city as matthew took aim. thousands were evacuated, and the people who decided to stay were on their own. >> first responders will not be allowed to respond in conditions that endanger their personal safety. >> the mayor of charleston, south carolina, is reporting this morning that about 80 streets have been closed in the city. the bay area is stepping in to help people who are in that line of hurricane matthew, and for many in silicon valley, the help comes until the form of tech. business tech reporter scott budman has the story. >> reporter: leaving home on behalf of the red cross, she's heading to the heart of the damage wrought by hurricane matthew for as long as three weeks. >> when the water starts rising, there's nowhere for the water to go and so it's going to spread out into the houses and people are going to be flooded out of their houses t ones that thought it couldn't happen and they'll come into our shelter. >> reporter: tech help for victims is coming through the air. we found several companies working on drones to provide phone and wireless service from above to areas affected by natural disasters. >> and be able to deploy to emergency location and provide high bandwidth communications for the emergency response community in a communication denied environment in the aftermath of a natural disaster. >> reporter: at the same time, a group of bay area tech executives are working to raise money together to help the victims. >> so i called all my silicon valley exec friends to join this noble cause and since then, the response has been tremendous. in terms of sales force, google, amazon. >> reporter: on the ground, and from the air, the bay area is reaching out. scott budman, nbc bay area news. >> clinton. some of the remarks about women are too graphic to air on tv, and today, many republicans are condemning what he said. nbc's brian moore brings us the latest from washington. >> reporter: an comments on an "access hollywood" bus were captured on an open mike. months after marrying melania, he bragged about kissing and groping women without permission. trump issued a statement saying, "i apologize if anyone was offended." . >> i've said some foolish things, but there's a big difference between the words and actions of other people. bill clinton has actually abused women, and hillary has bullied, attacked, shamed, and intimidated his victims. >> reporter: among those offended, party chair reince priebus and several other top republicans. house speaker paul ryan said he was sickened by what he heard and said trump would no longer be attending a wisconsin event on saturday as scheduled. hillary clinton tweeted, "women have the power to stop trump." as the stage for burn a house, knowing that there's people inside a house. >> investigators say they hope to get their hands on neighborhood surveillance video to help solve this case. a boiler room fire at a hospital prompted the evacuations of staff and patients on two floors. the fire started around 2:00 yesterday afternoon at the regional medical center. within an hour, crews were able to contain the fire, but there was still significant amount of smoke on the second floor, forcing many patients to stay out of the building for a for hours. no one was hurt but two patients were transferred to other facilities. with no winning season in about 15 years, you expect an east bay high school football team to be down in the dumps. but players say this year is very different. the team that has every reason to fail is winning. "today in the bay's" cheryl heard has their inspiring story. >> reporter: friday night football. richmond's kennedy high school eagless against the albany haiku gars. george jackson is the eagles head coach. >> we're 5-1. with we have a very unique group of young men on our team. we have multiple kids on our team who have been shot. you know, we got kids homeless. >> reporter: a team succeeded against the odds. >> i live by myself. >> reporter: akeli nelson is the team's top receiver. his father was killed on the streets of richmond when he was only three months old. for him, this team is his family. >> we grew up around people that were shooting, killing, don't mean we want to be like that. >> reporter: this team may be winning on the football field but their goal is to win at life. in order to do that, they know that education is the key. >> make sure you got your workout, boss. drop below a 2.0, you will not play on the football field with us. >> reporter: kenneth singleton's "field of dreams" were almost taken away three years ago when he was robbed and shot twice and landed in a coma. he almost died and last year landed on a team that means everything to him. >> i love into the 60s by monday and half moon bay, the pumpkin festival happens this weekend there. we'll be looking at temperatures until 70s and into the 60s and that will be the general trend across the entire bay area. today will be the warmest and then we'll start to see our temperatures fall off over the next seven days so if you're hearded to wine country this morning, 87 this morning and back into the 70s into tomorrow. tomorrow back into the 60s and as we start off the workweek, low 6 0z, santa cruz seeing the same trend as well. and then low 70s as we head toward monday. so because of the hot air, we do have a spare the air alert in effect and it looks like the most unhealthy area will be east bay and south bay but moderate across most of the bay today. keep that in mind if you suffer from respiratory ailments. watching the storm system that's going to move this way by friday so we have all week to wait for this thing to get here so there will be lots of discrepancy between the computer models. in fact, two computer models, one of them brings the storm system right through and another one brings it to the north. so friday, we'll get soour firs shot of seeing showers. saturday, this system here, coming in behind the first one, the one computer model wants the bring it through the bay area and another wants to send it north so this will be something we watch as we head towards next weekend. it does look like, though, the first sim first system is going to give us an impressive amount. half an inch to three quarters in the east bay. we'll be watching. in the our team settled an international airline complaint for kim in san francisco, saving her $1,577. michael needed help switching his cell phone carriers. it left $650 in limbo. well, we got him his $650. and pamela in the north bay, she asked us to jump in when she had difficulty returning one of those as seen on tv products, the kitchen gadget. well, $89.87 is back where it belongs, pamela's talking about her terrifying ordeal. two masked robbers shot carol brown twice and pistol whipped her husband. investigators are trying to connect six people who have been arrested for several home invasions in that neighborhood to the shooting. she has released a statement after leaving the hospital and says, in part, my sincere hope is that something good can emerge from this frightening incident and that the tremendous goodwill i have been privileged to receive can benefit others who need support. new list is out and you do want your list to be on this one. the state is calling out the most wanted tax delinquents, people and businesses who failed to file made the list compiled by the state tax board. they owe a combined tax debt of nearly $400 million. >> honestly, no one wants to be on the list and we don't put people on the list lightly. we reach out to them and send them a couple letters at least saying you may be on the list, please contact us to resolve your personal income tax issue. >> tax officials started releasing the list in 2007 and say the bad publicity actually works, helping the state to recover more than half a billion dollars. well, she's already made
