bad deeds. the phony trump russian story was an excuse used by the democratic as justification for losing the election. perhaps trump just ran a great campaign. but clinton deflecting blame for her loss. >> oh, of course. i take absolute personal responsibility. i was the candidate. but i was on the way to winning, until a combination of jim comey's letter on october 28th. and russian wikileaks raised doubt in the minds of people who were inclined to vote for me, but got scared off. >> reporter: clinton never mentioning her failure to inspire voters in former blue states like wisconsin, michigan or pennsylvania. or why she lost a majority of white college-educated women? >> did i make mistakes? oh, my gosh, yes. you'll read my confession. but the reason i believe we lost were the intervening events in the last ten days. >> reporter: comey is testifying today and may well being asked about clinton's charge. but even some former clinton aides say she is not really confronting her own political failings for her unexpected defeat. a loss from which, they say, she has not recovered. savannah? >> andrea mitchell in washington. thank you. let's bring in nicolle wallace and steve kornacki. good to see you both. let me start with both of you and the same question. and fairly simple. did hillary clinton strike the right tone? did she draw the right line in terms of the blame she took and the blame she laid at the feet of others? >> i think she got it half-right. it was the most honestly i've seen her describe the process in which she's going to confess all the things she did wrong. but i don't think it serves-i mean he's the worst winner i've ever seen. and she's very publicly going through the ten stages of grief. which will not -- her supporters are still upset. but she's not winning over any converts. >> what did you think? >> if that's truly how she assesses the situation, she thinks she was all set to win except for james comey, give her credit for being honest about it. yes. she didn't grapple with some of the bigger things with this election. the simplest one is i cannot think of an election in modern american history, where the climate was more anti-establishment than it was in 2016. and hillary clinton had 25 years of experience, not just on the national political stage but at the center of it. and i think that was a major ingredient. i didn't hear her grapple at all with that yesterday. >> what about president trump. i mean she kind of trolled him a little bit by saying i won the popular vote. she all but dared him to tweet to her. and he took the bait. >> she's making the same argument she made in that debate where she said, we can't have a commander in chief who can't be baited with a tweet. the voters of michigan and wisconsin thought it was a risk they could take. she got little stuff wrong, like logistics. her plane didn't land in the right states. she needed to make -- the places where i've been interviewing trump democrats, michigan, wisconsin, you know, the states that the she lost are states where democrats have not made any gains. and i'm not sure her appearance yesterday is going to help them there. >> let's pretend the election is over because it is. and let's get to the business of running the government and funding it. if you're a republican member of congress, steve. you're one of the majority in the house and the senate, how do you feel about the president's tweet where he says quote our country needs a good shutdown in september to fix mess? >> this is donald trump responding not just to democrats taunting him. but he's got talk radio. he's got rush limbaugh on conservative radio saying hey trump got rolled on this budget deal and donald trump doesn't like to hear that. the only thing he can come up with is hey the next time this funding comes around we're going to do it differently. we're going to give them the shutdown. if you're a republican on capitol hill, what do you want to do between now and september? you want tax reform done. that's where you want your focus. that's where you want your emphasis. he's side tracking you with talk of a shutdown. >> good to talk to you as always. throwing it back to november 2016. thank you. breaking overnight, a suicide car bomber struck a u.s. military convoy in afghanistan, killed at least eight civilians and injured three american service members. afghan officials say another 25 afghan civilians were in the wounded in the rush hour attack that happened near the u.s. embassy in kabul. isis has claimed responsibility for the attack. there's shock waves this morning. new developments tied to a number of police-involved shootings across the country. let's begin in baton rouge, louisiana. where the justice department has decided it will not bring charges against two white police officers who shot and killed an african-american man back in july. nbc's gabe gutierrez is outside the convenience store where that shooting took place. gabe, good morning to you. >> reporter: matt, good morning. this city had been bracing for the justice department's decision for days. following last year's protests. attorneys for the family of alton sterling thought they would be among the first to know but they now say they have yet to be officially notified. word leaked out, outrage was immediate. the news spread quickly overnight. that no charges would be filed against the two police officers who shot alton sterling. through the night -- >> black lives matter. >> reporter: protesters holding an emotional vigil, at the convenience store where sterling was killed. >> it's been almost a year. and we're still suffering like it happened yesterday! >> reporter: last july police were sent to the store after a 911 caller told them someone matching sterling's description had pulled a gun. on the video, the officers can be seen wrestling sterling down to the ground and holding him down. but what happened before the graphic recording of the shooting is unknown. >> shots fired. >> reporter: an officer can be seen pulling something from sterling's pocket. police say it was a gun and sterling was reaching for it. back then, i talked with the owner of the convenience store. did you see mr. sterling reach for that gun? or threaten the officers with that gun? >> no. no. >> reporter: for days after the shooting, protesters filled the streets. dozens of arrests were made. almost immediately the justice department opened a civil rights investigation. now, sources familiar with the case tell nbc news, prosecutors concluded there isn't enough evidence to bring charges. but sterling's sister, reached by phone, says the officers should be arrested. >> it's not okay with me. because now y'all are going to let these two officers walk, and that's the end of it. i guarantee you, if i shot somebody, and they didn't even point the gun at me on anything of that sort, i'd be in jail. so, why they [ bleep ] not in jail? >> reporter: city officials are now pleading for calm. overnight there were peaceful protests in and around this convenience store. the state could still bring charges against those two officers. but that decision would be up to louisiana's attorney general. matt and savannah? >> gabe, thank you very much. now, to texas, where police have fired the officer who shot and killed a 15-year-old boy as he was leaving a party. police officials say roy oliver violated several departmental policies in the shooting death of 1y0rden edwards. the teenager was killed on saturday night when oliver fired multiple rounds at the vehicle he was riding in. the police said he was driving aggressively toward the officer. officials changed that account, after viewing body camera video that showed the vehicle driving away from police. edwards' family is calling for criminal charges against the officer. in south carolina a surprise plea deal for the former north charleston police officer charged in the shooting death of an unarmed motorist. michael slager pleaded guilty. to violating the civil rights of walter scott. slager's murder trial ended last december. in a hung jury. and part of the deal, the state of south carolina will not file new charges. slager was fired after cell phone video of the 2015 shooting went viral. outside the courthouse tuesday, scott's brother said his family was very grateful that the process is over and that they have justice. back to that amazing video we showed you at the top of the show. a small plane crash north of seattle.ow. a small plane crash north of seattle. this incident caught on a dashboard camera. watch the right side of your screen. the plane plummets to the ground over a busy intersection. as you see it crashes into the power lines and a massive explosion is set off. officials say the pilot had just taken off from a nearby airport when the plane lost power. neither the pilot or anybody on the ground was injured. but the crash did knock out power to thousands of homes in the area. now, to a disturbing incident at a baseball game that has the boston red sox in damage control mode. the organization apologizing for racist taunts from fans at fenway, aimed at an opposing player. today, craig melvin joins us with more on this. >> reporter: good morning, guys. earlier in the season, the red sox and the baltimore orioles got into heated arguments over controversial slides and close call pitches. the bad blood between the teams took a dark turn monday night when baltimore's adam jones claims he was being targeted with racial slurs by a small group of red sox fans. the fallout was swift. but some of the red sox fans tried to diffuse a tense situation. baltimore orioles all-star, adam jones receiving a gracious round of applause from red sox fans at fenway park. taking the feel of being the subject of racist slurs. jones heard the "n" word from stands. one person threw a bag at peanuts at him. that fan was quickly ejected. st >> throwing things on to the field is unfortunate. our backs are turned. we don't know what you have. we don't know the intent. >> adam jones over. >> reporter: jones says he's endured racial taunts in boston before. >> and back. another great catch. >> reporter: but called this the worst he's seen during his 12 years in the league. >> my immediate reaction was of disgust. it was sickening, maddening. >> reporter: red sox president, sam kennedy, met with jones before the game and delivered a heartfelt on-air apology. >> what he heard is unacceptable behavior at fenway park. it will not be toll rall rated. >> reporter: mookie bets, urged his support. saying we are better than this. the city's mayor lashed out whomever was responsible for the racial taunts. >> a fool. i'm going to call him a fool. her a fool. i like to say worse. >> reporter: through the uproar, jones is being praised for his handling of the controversy. fwh it's bigger than the game. this is a game. this isn't life or death. there's bigger issues in the world than a baseball game. this is purely entertainment. >> this controversy in boston is happening as the league itself celebrates the 70th anniversary of jackie robinson breaking the color barrier. the number of black ballplayers has dropped significantly. the current percentage, single digits. >> it was a nice gesture for fans >> well, you know, he was open to a collaboration. so much of the celebrity work these days is transactional. and what we brought to him was an art project with the photographer, ryan mcginley. we were thinking what we wanted to do with our summer issue, we are in a divided country. and we wanted to find a common ground that we can celebrate, which became the national parks. that's what i presented to the photographer and to brat pitt. that's what he signed on for. he said it was his dream to ride his motorcycle through white sands national park. so, we took him to do that. and you see, there's a different level of collaboration with us. >> i was struck at how open he was about the alcohol abuse and all the other things. and just how introspective he seemed to be in this interview. were you surprised by all of that? and i want to support you in being the palestinian leader who signs his name to the final and most important peace agreement that brings safety, stability, prosperity, to both peoples and to the region. i'm committed to working with israel and the palestinians to reach an agreement, but any agreement cannot be imposed by the united states or by any other nation. the palestinians and israelis must work together to reach an agreement that allows both peoples to live, worship and thrive and prosper in peace. and i will do whatever is necessary to facilitate the agreement to mediate, to arbitrate anything they would like to do, but i would love to be a mediator or an ash ray or the -- arbitrator to get this done. peace also means isis is a threat to all groups who cherish human life. president abbas has spoken out about these groups and we will continue to build our palestinian forces to counter and defeat terrorism. i also applaud the palestinian authorities continued coordination with israel. they get along unbelievably well. i had meetings and at these meetings i was actually very impressed and somewhat surprised at how well they get along. they work together beautifully. but there can be no lasting peace until the palestinian leaders speak in a unified voice against incitement to violate and violence and hate. there's such hatred. but hopefully there won't be such hatred for very long. all children of god must be taught to value and respect human life and condemn all of those who target the innocent. as part of our efforts to move forward toward peace today, we will also discuss my administration's effort to help unlock the potential of the palestinian people through new economic opportunities. lastly, i want to note the positive ongoing partnership between the united states and the palestinians on a range of issues, private sector development and job creation, regional security, counter terrorism and the rule of law, all of which are essential to moving forward toward peace. i welcome president abbas here today as a demonstration of that partnership, that very specific partnership that we all need to make it all work. and i look forward to welcoming him back as a great mark of progress and ultimately toward the signing of a document with the israelis, with israel, toward peace. we want to create peace between israel and the palestinians. we will get it done. we will be working so hard to get it done. it's been a long time. and we will be working diligently. and i think there's a very, very good chance and i think you feel the same way, mr. president, thank you very much. [ speaking foreign language ] >> translator: mr. president, as far as the affirment or solution, we believe that this is possible and able to be resolved. i am firmly believing that this is possibly, we are able to resolve it and i also believe that we will be able to resolve the issue of the refugees and issue of the prisoners. according to the international law, according to the terms of the international law, the international legitimacy and the various relevant references, in terms of reference in that regard, and based on what is stipulated in the previous treaties and agreements, that no unilateral steps must be taken to get ahead of the agreement and discussing those issues. >> okay. >> good. thank you. thank you very much, everybody. thank you. thank you. >> as expected, no questions from president trump, no questions being answered by president trump and palestinian authority president mahmoud abbas after making joint statements, both men optimistic about the future and the possibility of a peace deal. notably, president abbas talking about a two-state solution. we didn't hear that from president trump. let's go to correspondent kristen welker there at the white house on the north lawn. how much is this administration putting in this peace effort, which, of course, thwarted the previous administration? >> reporter: they are putting a lot into this peace effort, lester. i've been speaking to senior administers officials who say this is a key priority for this president. in fact, he has tapped his son-in-law jared kushner with leading that charge. a lot of people have wondered if he has enough credentials to take that on. he's someone who has no government experience. he is someone who is an observant jew, though, and the president trusts him and believes he is the right person for this job. but there are a number of sticking points. you talk about the two-state solution. that's one of them. during this lunch that these two leaders are about to have, we anticipate that president trump is going to press president abbas on halting payments by the plo for militants who are being jailed by israelis. that's a major sticking point for the palestinian -- for the israelis. on the other hand, president abbas will likely press president trump on these continued israeli settlements. that royals palestine januaripa well as them moving the capital from tel aviv to jerusalem. this is a high-stakes meeting, lester, one of the key priorities for the new president. >> speaking of complicated issues, health care. we understand the president has been doing some personal lobbying on behalf of trying to get a deal. where do you think this stands? >> reporter: the president has been working the phones overnight trying to convert the no votes to yes for the new plan to repeal and replace obamacare. and one of the key sticking points there has to deal with pre-existing conditions. the bill could allow insurance companies to increase payments for those who have pre-existing conditions. we know that there is an amendment in the works to try to deal with that for lawmakers here at the white house today, talking to president trump about that amendment, they came out and talked to reporters afterwards and said the president was sold on this amendment, but the question is, can they get to 216 votes?
