who have passed into that bike lane. reporting live in san francisco, i'm michelle roberts, nbc bay area news. thank you, michelle. right now crews contained a brushfire that scorched about two acres in the oakland hills. broke out about an hour ago in grizzly big boulevard and fish ranch road. they arrived and found no reports of damage except that fire was going up a hillside. again, they were able to stop the progress of that fire. a brutal stabbing inside of a santa rosa movie theater may be linked to another deadly attack. police arrested this man. they believe he's homeless and may have been been in the area for four months. he's accused of a vicious attack inside the roxy theater yesterday. police say he stabbed a man in the throat. also trying to determine if he's the same man who recently murdered a homeless man, also in santa rosa. that victim was stabbed more than 50 times. the growing police sex scandal in the east bay led to another resignation. today, contra costa county deputy ricardo perez quit amid allegations that he had sex -- >> before it spread to departments in neighboring cities. the 18-year-old at the center of the scandal claims she slept with more than two dozen officers. some of them when she was underage. a handful of the officers have been fired, placed on leave or have stepped down since that sex scandal first erupted. there's new trouble for tesla and it could impact all companies with self-driving features. the first ever deadly accident involving autopilot. nbc bay area's damian trujillo joins us with more. >> reporter: dame. >> reporter: we spoke with richard alexander, an attorney in downtown san francisco. egs taken on car dealers -- car makers in the past and he's won in court. alexander says tesla is in trouble. but this is a problem that can be fixed. >> you're in a tesla with -- >> this is promotional video of the model s using the autopilot feature. now the national highway traffic safety administration has put that feature under the microscope after the first ever death involving a self-driving car. the federal agency is calling for an examination of the performance and design of the self-driving mechanism used during the crash. >> tesla has a major headache. >> reporter: the fatal accident occurred last year in florida when the tesla model s was in autopilot mode. investigators say the car failed to brake when a tractor-trailer was crossing a road in front of it likely because the right side of the tractor-trailer was inseparable from the brightly lit sky behind it. attorney richard alexander says the autopilot feature is here to stay but it needs to be perfected. >> we'll see that fully develop with vehicles. but we're at the very beginning of that change. so now is the time to be really ale alert. >> reporter: tesla released a statement about the crash noting their cars have been driven 120 million miles in autopilot but also reminding owners, quote, autopilot is an assist feature that requires you to keep your hands on the steering wheel at all times and that you need to maintain chrome and responsibility of your vehicle while using it. the announcement of a new federal investigation came hours after another federal agency, the ntsb p spoke about the feature on self-driving cars. there will be fatal crashes, that's for sure. i don't think it's going to be stopped this video on youtube. in the description, brown claims it shows his tesla model s autopilot feature saving him from being sideswiped by that white truck you see there. this video posted 2 million views. a tip about a car parked at a campus ultimately brought out the bomb squad overnight. just after midnight, mountain view police got a call about a car parked there. the car pulled away as they arrived. when they pulled the driver over, something suspicious was found inside. ultimately, they called out the bomb squad. but now it appears to have been a false alarm. even though that driver was detained. just a month ago, though, there was an arson near the same area and in that case police found two incendiary devices and scorch marks on a google earth car and part of a building. it's a landmark moment for the transgender community. the pentagon is lifting the ban on those serving openly in armed forces. this could have wide reaching impacts. christie smith joins us from san francisco this evening with the new details. >> reporter: good evening. some advocates here in san francisco believe this is really going to change the lives of those who want a career in the military without having to deny who they are. that other barriers might come down, too. >> i was actually surprised that this happened. i have to say, it's a little emotional. >> reporter: teresa sparks is the san francisco's mayor new senior adviser for transgender initiatives reacting to the policies. >> significant to the people in the service who now don't have to continue lying and not express their truth. >> transgender americans may serve openly. they can no longer be discharged or otherwise separated from the military just for being transgender. >> i had served in the military for three years in the navy during the vietnam years, and i can't even imagine trying to serve as an open anything. >> she believes this landmark moment could signal a bigger shift. >> since the largest federal agency in the united states is now declaring that there is no prohibition, there is no discrimination, that could take a ripple effect across the federal dwoft in every aspect. >> in the castro today, reaction was swift. >> we look to our government for better or worse. what they say does have broad sweeping poignancy. i think it's important. >> i think that's the way it goes. go forward. lean there's new fallout regarding a former 49ers player and his controversial visit to a high school. the hayward school board placed its superintendent on paid administrative leave while it investigates ray mcdonald's talk at tennyson high school. the former 49er and accused rapist spoke to students about self-discipline. many parents were upset. the superintendent didn't know about the visit and later apologized. tennyson high is trying to determine who did invite mcdonald to campus. the next time you feel the ground shake, you will be able to find out where an earthquake happened and if it was as big as it felt. one of the biggest names has a plan to help you get earthquake information faster. scott budman joins us now. this involves google and your smartphone? >> that's right, jessica. it's rolling out as we speak. a new way to get information on earthquakes, which we're known for in the bay area thanks to the other thing we're known for, technology. of all the events that have us reaching for our smartphones, earthquakes instantly shake up our social media feed. now tech giant google says it's updating search results to bring us more information faster. >> because people will be searching for earthquakes and trying too figure out what's going on around them. >> now, you can find out about the latest quake as soon as it hits. be it google search or desktop or mobile device. >> get tips on how to stay safe and the aftermath and aftershocks. >> information that often gets to us from the u.s. geological survey. >> more information on the cell phone will help you. >> reporter: now it will reach you faster. usgs is fine with that but it worried that the google plan comes with limitations. >> i think the difficulty is going to be it will work probably very well for small earthquakes but once you get to a larger earthquake, we could have saturation of cell phone service. >> not to mention potential power outages that keep you from charging your devices. but when things start to shake, you'll get more going mobile. you can already see some earthquake information through google search. so far organized by the size of the quake. raj and jess, back to you. >> scott, thank you. the bay area labeled a mega region. what does that mean and how is it impacting our traffic and housing? >> reporter: two dogs apparently euthanized by mistake on the same day at this shelter. emily kirchner live in martinez tonight. why the shelter says it happened. a pretty pleasant evening in oakland as the bay bridge series wraps up. what about the holiday weekend ahead? we're going to track temperatures starting to cool down and a chance of thunderstorms, at least in part of the forecast. a look at that when we come right back. a coding error might be to blame for an animal shelter accidentally euthanizing two dogs. the dogs actually had homes waiting for them. now the rescue groups are trying to understand how this all happened. elyce kirchner is in martinez with the exclusive interview. elias, what's the explanation? >> the animal rescuers we spoke to says they notified the shelter that one of the dogs had found a home. instead, the animal was euthanized. she says it wasn't the only fatal mistake that was made that day. >> updated things, there's a group ready to take her, it's a miracle. >> she said barbie, a pit bull mix had found a home. >> not just one but two rescue groups in that pile. >> another group in petaluma. both found a way to save the dogs from being euthanized at the animal services in martinez. or so they thought. >> something in the paperwork or something went wrong. >> instead, on june 18th, barbie was euthanized. in fact, she wasn't the only one. >> the same day that barbie was euthanized, there was another oversight with another dog named tommy. >> our priority is on saving lives. clearly, we didn't hit the bar with that this time. we're going to use it as an opportunity to learn, get better. >> the agency admits, barbie was accidentally put down. most likely due to a coding mistake. in fact, on the day she died, barbie was supposed to be saved and have a biopsy on a tumor. >> when our medical team went to take the animal to do the biopsy, they had seen that it was not in the kennel where it was supposed to be and checked the system. the system had outcomed it as having been euthanized. >> it shouldn't have happened. in a place where every day it's literally life and death. any mistake can mean death. >> reporter: the animal services says that the second dog named tommy was euthanized because he wasn't officially adopted. they are now launching an investigation into hopefully prevent this from happening again. reporting live in martinez tonight, elyce kirchner, nbc bay area news. >> thank you. a dozen proposed control gun laws. among them, berkeley senator lonnie hancock's bill would bar high capacity magazines holding more than ten rounds. another co-sponsored proposal for lost or stolen firearms. other bills, clarify stealing a firearm as a felony grand theft. limit the purchase of one per month. and firearms only loaned to family members. all the bills are headed to the governor's desk. jerry brown has been vocal about the number of gun laws coming his way. he's likely to sign some and perhaps veto others. i wish i had sort of a genius cap and a crystal ball and predict his decision-making. it's always been a little tough on this issue. but it's my hope that he'll do the right thing and sign a good number of those measures. >> won't have to wait long. the bills will be signed no later than tomorrow when the governor leaves for a european vacation. it's no secret that the booming population and surging housing prices created a mega region. researchers say more people than ever are living outside of our nine bay area counties. but commuting in for work. take a look at this map. the mega region includes counties in and around sacramento, northern san joaquin valley and monterrey bay. all the long distance commuters, that means more traffic on the roadways and more stress on the mass transit. bay area council says big changes are needed. the group recommends building more regional rail lines and streamlining the permit process to build new housing. bay area council also stresses the need to make sure any high-speed rail system works to better connect all of our areas. two south bay communities are stepping up to help those impacted by one of the most devastating fires of the season. people in gilroy and morgan hill have been collecting water, baby food, diapers for victims of the fire near lake isabella. donations have been rolling in for two days. several began the drive today to kern county. >> i really feel like we're out of the affected area and can possibly help in any small way, that's enormous. that's a big huge help for the folks what lost so much. >> fire destroyed 285 homes and scorched more than 46,000 acres. as of tonight, it's 70% contained. bring in our meteorologist rob mayeda looking at the holiday weekend. i think it started already for some people. >> lot of sunshine. temperatures actually a little hot in a few spots again today. we did see temperatures up to 94 degrees in concord. san francisco, 68 degrees. 70 in oakland. 88 in sonoma. napa, 88 degrees. livermore today, once again thanks to a slightly weaker sea breeze, got up to 98 degrees. redwood city, not bad. 79. san jose, 86. morgan hill, close to 90 this afternoon. we're still seeing mid to upper 80s south of downtown san jose. some of the microclimates, you're seeing temperatures cooler than that. we'll take you to the east bay where you can see temperatures still in the mid-90s. walnut creek 91. check out the clash of the climates. micro climates as you get into oakland and alameda. 66 and 80 degrees and closer to the ballpark there. oakland. 70 right now. should be picture perfect for the start and actually the finish of the bay bridge series. first pitch temperatures in the 60s and upper 50s with patchy low clouds towards the end of the game. for the evening plan, san jose and the tri-valley, still warm. 70s and 80s through 8:00 tonight. eventually 50s to low 60s. the low clouds and fog begin to fill back in as we head towards tomorrow morning. you'll see that in the east bay and the peninsula. could see mixed in times. as we head through the afternoon tomorrow, high temperatures similar to what we had today with mid to upper 80s. south of san jose and for san francisco, highs in the 60s. north bay, mostly 80s and still 90s out toward the tri-valley. as we get into the weekend, we'll begin to see cooling. check this out. pretty busy across the southern and central sierra. if you have travel plans tomorrow, heading to the high country, watch out. we could see renewed thunder shower activity. south of lake tahoe tomorrow afternoon. we'll let you know what to expect for the rest of the weekends. it farewell kisses aside, this is not a done deal. because the reality is last week's brexit referendum is not legally binding. with many believing a parliamently vote is required to break ties with the eu. more than 4 million people called for a second redo referendum which might make sense after a google trend showed what is the eu as one of the most popular uk searches after the vote. >> stunning crime. >> stockton was beaten and robbed inside of her richmond apartment. not only did the suspect repeatedly punch her in the face but he took a prize coin given to her by the president. >> pete suratos joins us with more. this has the attention of the white house. how is she doing? >> reporter: betty was beaten pretty badly but she's recuperating. think don't know if this was targeted. but i spoke with one neighbor and he thinks otherwise. here's 94-year-old betty reed sos kin back in december introducing president obama. during that meeting, she received a special presidential coin as the nation's oldest park ranger. the richmond native gives daily tours at the city's rosie the riveter museum. the tours are now on hold. >> this is a vicious heinous crime. this is vicious enough for anyone at any age. >> a burglar broke into her second floor apartment monday morning around midnight. the suspect punched her in the face before taking electronics, jewelry and that special coin. but that wasn't the worst of it. >> the suspect then continued the assault and dragged her out of the bedroom into the hallway and managed to straddle her and punch her several more times in her face. >> it will take time to heal the wounds and the white house plans to get her another coin. but in an interview with the east bay times, betty says she refuses to be seen as a victim and wants to get back to work as soon as possible. police say the suspect is a slender male between 5'8" to 5'10". >> i known her since she moved in. she's one of the nicest individuals that you would ever want to come across. >> betty's neighbor kenneth moody says he has trouble believing this was a random attack. >> whoever did it had to know something. they had to know something. what? i don't know. but i lockdown at andrews air force base. the false alarm about an active shooter came from workers who saw people with guns in a place they didn't expect. it turned out to be an active shooter drill. with all that's happened in turkey this week, tensions and security have been high, especially with the fourth of july weekend approaching. security leaders say it is safe for americans to celebrate. >> continue to go to public events but be aware and be vigilant. public awareness and public vigilance can and does make a difference. >> for the fireworks in washington, d.c., thousands of people, this is' always do, will fill the national mall. this was last year. today the mall was calm. police are planning to keep it that way. the road to rio is taking extra security scrutiny after police swarmed the copa cabana beach. all of this weeks before the volleyball teams compete there. they were looking for evidence of body parts washing ashore. that finding rattling nerves internationally. because 70 bay area media organizations joining together to report on our homeless epidemic. one of the biggest symbols of this problem was a giant homeless camp in san francisco that was recently cleared out. so where did all those people go? here's joe rosato, jr. >> it will be five years in october since i've been homeless. i moved out the next day. >> reporter: you never know exactly where the path through life will lead. >> i never knew what i wanted to do when i grew up. >> reporter: somewhere her life skidded off the main road and on to the sidewalk. >> if you would have told me seven years ago i would be sleeping on the sidewalk or eating out of trash cans, i would have laughed at you. >> with a college degree behind her, she took to san francisco streets as part of the occupy movement. she's been on the move ever since. >> i have to move constantly. whether it's the police, local businesses or residents. >> she was among 300 homeless camped on san francisco's division street. a massive tent city that came to symbolize the depth of the city's homeless epidemic. >> we all make that whole area our home. yeah, it was crowded. >> cameron was there in march when the city showed up to clear the camp and replaced it with barriers. >> that was a crazy morning. that's when everybody was spread out. >> camps from division street have blown across the city like dry leaves. kids sit perched beneath -- former division street camper, ryan palmer now lives here. >> this thing about life is being able to adapt to whatever you need to do next. >> faulkner lives blocks from the original division street camp. >> as long as i know, there's always been a homeless spot. >> just a block away from there at least for now, lives lou. >> there's a lot of people apart. i made fresh blueberry pancakes. >> she's known as mama dee because she looks out for her fellow street dwellers. >> she has her own struggles. >> the cold really affects me a lot. >> so for the sake of her escaped after a nasty end to a high-speed chase. incredibly, the officer driving this crumb pd cruiser walked away from the crash. the chase started in dublin and ended 20 miles away in oakland. near the end of the chase, the patrol car crashed into a light pole, and three parked cars before hit thag building that you saw. also in oakland, a family is trying to sort out the damage after a black toyota, a camry right there, crashed into their home. police tell us the driver appeared to have lost control coming off northbound 880 at high street not far from the oracle arena. the car snapped a fire hydrant and hit a telephone pole before ending up in this house. no word on why that driver lost control. a critical warning about some of the most popular cars in the u.s. government says the owners of 313,000 older model hondas and accras should stop driving them immediately. the warning after tests show previously recalled airbag inflators in the cars could be more dangerous than taking pictures and videos at concerts. apple has a patent for technology that would stop a smartphone cameras from being used in certain venues. here's a drawing of the actual patent. it shows the smartphone camera that would receive coded infrared signals and the signals would be beamed out in certain venues altering what you see on the phone. it's being considered for movie theaters as well. condo complex. jess/2ot nbc bay area responds to some upset residents of a san jose condo complex. >> they say they were having trouble with a basic service, mail delivery. consumer investigator chris chmura has more. >> criminal caused this problem real i am. homeowners say a slow response from the post office added frustration. back in april, the letter carrier wasn't the only one who opened the mailboxes at the new horizon's condo complex. >> they were broken into. >> thieves forced open the mailboxes and destroyed the locks. >> this was open. this was open. this was open. >> mail service stopped. instead of picking up letters steps from their condos, residents like sue alexander were required to drive to the post office. >> it was really a hassle. >> john shirley was ticked too. he reached out to us after the boxes had sat unrepaired for a month and a half. >> we had to go pick up mail for six weeks. maybe a couple days. it was six weeks and i'm like i got to do something. >> we reached out to the postal service and within two days, it delivered it. the boxes were fixed. >> in a statement, a post office spokesman acknowledged the residents' frustration. he said the work was not done as expeditiously as customers wanted. he explains that a repair backlog led to the delay and new horizons had to wait its turn. he said we had the work order in coup with the maintenance department along with many others. sue allen doesn't buy the coincidence. she believes our call prompted action. >> thanks to you. >> the post office told us it puts repairs in a priority queue and it kind of came through for northern california in the bay area. as we wrap up the rainfall season today, about 80% to 100% of average total here. that was the glass half full. now the glass half empty, unfortunately, as you may know, southern california, these totals lower than you would expect in a strong el nino. 50 to 65% in l.a. here we go. >> the dry season beginning now. taking us into september. temperatures usually as you get to this time of year can soar into the 80s and 90s. earlier this afternoon in the tri-valley, still pretty hot at 88 degrees. interesting summer spread of temperatures, 4:00, check out ocean beach, 64 degrees. cool sunshine and 92 degrees here. almost a 40 degree spread of temperatures from half moon bay and the concord. something that's uniquely bay yar. you get that 40-degree swing of temperatures. check out fairfield. 17 miles per hour. that will eventually pull in low clouds tomorrow morning. livermore and san jose, if you're having dinner the futurecast for the fog. spilling into the east bay. maybe not quite into the tri-valley. by mid to late morning, clearing skies. but that marine layer late tomorrow will thicken up hinting at bigger cooling into saturday and sunday. high temperatures tomorrow upper 80s around san jose. 60s still closer to san francisco. temperatures in the 80s around the peninsula and to the north bay, highs in the upper 70s in san rafael. low 90s towards the tri-valley. if you're going to get an early start to the holiday weekend on the coast, it looks fairly cool, if not mostly cloudy through the day. we're going to see highs there in the 60s. keep in mind, if you head up to the sierra, south lake tahoe, temperatures in the 80s. around yosemite, numbers in the 70s and lower 80s. watch out for late-day thunder showers. we saw some of that today around yosemite. chances are, a little more in the front. into the weekend, low clouds on the coast. this is going to bring in more cooling, not so much for friday, but you can see the timeline at the top of the screen. by saturday, more of that cool air begins to spill on in. our holiday weekend forecast, temperatures dropping likely out of the 90s for a couple of days. that's going to be nice for the tri-valley or the south bay. temperatures in the 80s. as we approach fourth of july on monday, temperatures will climb a little bit. maybe
