called in sick. they say they're upset with ongoing contract talks. chris sanchez joins us live from china basin with how the mta and union is responding. chris, you could say it was a train wreck of a commute, but really not enough trains for that to happen. >> reporter: you know, a lot of the things that are parked are the cable cars. a lot of disappointed tourists this morning, but also a lot of frustrated people who could not get to work on time because of that stalling in the talks. a lot of them waiting a very long time to get onto those cars, and many of those cars packed like sardines. >> it sucks. >> reporter: he's just one of the many commuters caught in the middle of the labor talks between muni operators and the san francisco metropolitan transportation authority. two-thirds of muni operators did not show up for work today. >> more operators called in sick. we're trying to adjust the best we can to provide service across the city. >> i'll definitely be late to work. but i don't mind walking. i probably should have left the station earlier. >> reporter: it's a delay that the union representing the operators and fmta have not worked everything out. there was a vote on friday but the results have not yet been released. the sympathies of the passengers caught in the middle are divided. >> i understand where they're coming from. but then again, i'm not sure what else they're supposed to do. >> your neighbors are the ones that have to go to work. not the board members, everybody else. i wish you would figure out a different way to communicate that, as opposed to just calling in sick. >> reporter: now, i contacted a number of people with local 258, the transport workers union. the website reads, quote, contract negotiations have been very contentious. sfmta says they have nothing to give our membership. now they're crying broke. the most important issues they list on the website are health care, increased retirement contributions, parking, part-time operators, and wage progression wages. >> sounds like maybe we have lost kris there in the audio. but we will continue to check that issue. and there you see the rest of the demands. health care perhaps the most important today. all right. another story still developing this morning. right now the fbi is on a nationwide manhunt for a bay area man. they say this man is armed and dangerous. authorities are looking for this man, 42-year-old ryan chamberlain from san francisco. they swarmed his apartment over the weekend. there they found explosive materials and collected more than a dozen bags of evidence. an fbi source says that crews also found a chemical in the apartment that can be deadly if it's not handled correctly. investigators say the chemical found is often used to assist in suicides and is likely purchased online. chamberlain worked for a well-known media consultant and high-profile politicians, including gavin newsom. those working with chamberlain were stunned by the news. >> ryan, turn yourself in. don't hurt anybody, don't hurt yourself. you know? let's get it all straightened out. you can move on. >> chamberlain's neighbors described him as quiet and polite. here's another look at ryan chamberlain, again, wanted by the fbi. he's described as 6'3", about 225 pounds. he was last seen driving a white 2008 nissan altima with a california or texas license plate. again, the fbi says he is considered to be armed and dangerous, so don't approach him yourself but do call 911. we'll continue to follow this story as it develops. to see more photos and videos, go to our website nbcbayarea.com. extra police officers patrolling in the east bay after a 9-year-old girl was attacked with a hammer on campus last week. the mother of another student lured the girl into a bathroom during recess. this happened on friday. officials say the woman then hit the girl with the hammer. the attack may be related to an ongoing family feud. the news caught one parent by surprise. >> how does that make you feel? >> a little bit scared. you know? maybe they need to get better security. i mean, we have a pretty good security guard, but apparently maybe there needs to be security by the bathroom doors, or, i don't know, that's crazy. >> the 9-year-old was taken to the hospital but will be okay. the woman was arrested. 400 students at the pleasantton school just had a week to cram for a makeup test. the education testing service invalidated their scores because of seating irregularities. testing will take place throughout the week. lawyers for pg&e will talk about the criminal charges filed after the deadly gas line explosion in san bruno. last month, lawyers for the utility pleaded not guilty to 12 criminal charges stemming from the 2010 explosion. pg&e is accused of knowingly and willfully violating u.s. requirements when it came to the san bruno gas lines as well as two other pipes. the explosion killed eight people and injured dozens of others. 38 homes were destroyed. so far, no trial date has been set. tomorrow nearly a dozen pot shops in san jose will take part in the weed for votes campaign. it's an effort to encourage voter turnout for the primary elections. ten medical marijuana dispensaries will give out free pot to those who prove they voted. activists have created a cannabis friendly voter guide. leaders of the coalition say they're doing this to give the right to the election. just search our website nbcbayarea.com weed for vote. a new warning system installed at a bay area school will be tested this morning in a matter of minutes. they get a five-second warning of a mock quake. it's a local version of the statewide system california wants to install. state lawmakers passed a bill to create the testing system last year. but so far, nobody's come up with the $80 million to pay for it. still ahead this morning, trading with the taliban. coming up, new controversy about the investigative unit report. doing business in unmarked cars, with no permit, no valid license on the ride, no proof of insurance. some of the problems at the airport that the officials are finding when they pull over drivers. investigative reporter elyce kershner went undercover. >> do you really just break the law? >> officials say ride service drivers who use their own vehicles and cell phone apps to connect with those who need a ride should not operate at the airport without a valid permit. just in the last few weeks they've identified more than 200 ride service drivers doing business illegally. they've found even more issues. >> we've come up with an unlicensed driver, we've come up with drivers that rent and borrow cars. we've come up with folks that give a phone that is the tnc, you know, app connected phone, and given it to someone else to drive. >> coming up tonight, why the heads of uber and lift and side karsay the airport is being unreasonable and that's why they are resisting getting the permits. at least kershner will have the full investigation tonight at 11:00. a stanford professor is out on half million dollars bail after he was caught with a hand grenade in his luggage. this is the photo of the world war ii hand grenade. gary cox was boarding a flight at l.a.x. he told the "l.a. times" it was an honest mistake. he said his father used it as a paperweight for decades. after his father died, cox was bringing some of his father's belongings home to palo alto. he never thought the grenade still had explosive capabilities. the terminal was evacuated. the bomb squad destroyed the device. cox police told him charges would be dropped. >> that is shocking. released hostage sergeant bowe bergdahl is resting this morning in germany where he will begin his transition from taliban captivity back here to life at home. he was captured in 2009 by the taliban. he's been their hostage now for five years. it's reported sergeant bergdahl's medical condition was worsening, so there was a urgency over a 30-day law requiring lawmakers to be notified of a prisoner release. he was traded for five taliban leaders held at guantanamo bay. some say this put other americans in danger. >> the number one way that al qaeda raises money is by ransom. kidnapping and ransom. we have now set a price. >> however, for sergeant bergdahl's family, their son's release has been a long time coming. bob bergdahl even grew a beard and immersed himself in the taliban culture so he could understand what his son was going through. they say they're very proud of their son. >> i'm proud of how much up wanted to help the afghan people. >> freedom is yours. i'll see you son, my beloved son. i love you so. >> now the family says that they've not yet talked to their son and don't know exactly when sergeant bergdahl will be returning back to the united states. bergdahl's release will come as news for a veteran artist here, the welcome news for them as they painted this mural in san francisco. it says, free bowe. it was painted on geary street back in november of 2013. supporters in his hometown are planning a huge celebration along the streets of hailey, idaho. also, at a local coffee house there, welcome home signs simply cover the walls. as we mentioned, bergdahl is still in germany this morning getting medical care there. we don't know exactly when he'll be returning back to the states. new at 11:00, russia wants an emergency meeting of the u.n. security council to call for an immediate cease-fire in ukraine. this comes as ukrainian forces are making significant progress against pro-russian forces. the meeting is scheduled for less than two hours from now. the council expected to introduce a resolution, and call for negotiations to end the violence. for weeks, eastern ukraine has been the scene of deadly clashes between government troops and pro-russian insurgents. new developments this morning in the search for madeleine mccann. they're searching an area of the resort where the young girl was last seen seven years ago. here's the latest. >> reporter: searching for madeleine mccann seven years later, detectives sealed off a field, amid reports they're looking for her body. a happy outgoing 3-year-old girl. full of energy. madeleine's parents, kate and jerry, have waited years without answers, campaigning around the world, even meeting the pope. at one point, they were arrested. now people here are braced for more news. >> we would like it to be resolved. >> i think hope is probably long gone. >> reporter: madeleine disappeared from her family's vacation apartment just a short walk from where the police are searching. the stunning question, could madeleine mccann's body be buried in this seaside resort. they chose this site after an investigation that included analyzing cell phone records. >> if they discover human remains, that would be a massive step forward for the inquiry. >> reporter: and police are said to have suspects they want to interview, to finally find out how a little girl could simply disappear in this picturesque place. we don't know why they are focused on this specific site. we don't actually know if they'll go so far as to dig. it may be the detectives are simply following every possible line of inquiry. if you were madeleine mccann's parents, that's what you would want, right? >> absolutely. a british tourist in town the night of her disappearance says it actually could have been an accident because there were a lot of holes in the roads around the resort. he thinks the little girl could have fallen into one. british police began a review in 2011 after appeals from her parents. the president announced new rules to cut carbon monoxide emissions from power plants. some of the new rules don't go into effect until he's not president any longer. that means the new rules could very well be overturned. but for now, the plan is to give power plants until the middle of 2018 to cut our carbon emissions by one-third on average. some plants more, some less. mr. obama does not need approval from congress on the plan, but congress can come up with new laws which could returned. a live look now at san francisco. i just want to tell you about this, because actually, rather normal for this time of year. standard for late spring, early summertime. we get cloudy overcast skies in the morning. cool coastal temperatures. meanwhile, beautiful day inland. a little drizzle expected overnight and tomorrow morning as well. this is typically the patter, i can see this pattern, i've seen it go on beyond ten days before. the sunshine comes back out in two days. we're talking about a warming trend. set your futurecast in motion and you can see for the most part, they're situated right over the san francisco bay and the city by the bay itself. let me show you the difference between emoryville and your inland cities. san francisco bay, socked in with fog. we are entirely sunny at this point. over the south bay, most of the tri-valley as well. this is where we're headed today. comfortable conditions. about 77 degrees on the way to the east bay. in the south bay, we'll be at room temperature along the peninsula. 61 degrees, cool for today, and tomorrow in san francisco. but this is what i love showing you. we always trade off here in the bay area. by the end of the week, it will be a little bit on the warm side for your inland valleys. we'll get to the 70s at the coast. beautiful beach days ahead and the warm-up continues into this weekend.
