There is one in martinez on monday, then in walnut creek and lafayette yesterday and two more in brentwood early this morning. They want to keep all information close to the vest. They really want to catch this person because the patterns in this case are getting dangerous. William cutting his vacation short, coming home to this. His car set on fire in his driveway inches from his home. That could have spread, and especially with people in there, youre talking lives and thats sad. You cant this guy has to be caught. Reporter investigators believe the person see here in the surveillance tape my play a role in knowing how a second car in brentwood caught fire. That fire a couple of miles from the landrums home parked in the driveway. We know tonight the car fires in lafayette, martinez, walnut creek and two in brentwood are linked. What we do know is there are some characteristics of the fires that all have some commonality. Reporter investigators are confirming five related car fires this week, but there could be many more cars intentionally set beginning earlier this year. They were not home when their car was set on fire and are feeling uneasy tonight. It is dangerous. You know, you dont expect this in a neighborhood. Investigators released this sketch of the suspect. Happened yesterday afternoon as the woman was walking with her child in the palo alto. The man was hiding in the bushes and suddenly jumped out and exposed himself as the woman walked by. Take a good look at the sketch. The suspect is described as a white man in his mid 20s, 6 feet tall with dirty plond hair and a socalled man bun. Not your usual suspect. S t the ucsf psychiatrist arrested in San Francisco on child porn charges. Police say Billy Lockhart and his boyfriend had hundreds of photos and videos and that lockhart used the ucsf wifi to up load them. Nbc bay areas jean elle has more on the case and the suspect. Jean. Reporter lockhart is in ucsf residency program. He spent time with patients in the psychiatric unit until his arrest on tuesday. They pulled him out of the department and had him in cuffs. Reporter franky said a crowd of police swarmed his home on buena vista tuesday. The fbi were here, in fbi jackets. Reporter internet crimes against children unit arrested psychiatrist dr. Billy lockhart and his roommate former porn star benjamin martin. Police say they had hundreds of images of child porn. Lockhart is accused of using wifi at ucsf to up load the images. Neighbors were stunned. We didnt know the extent. We didnt know he was an aspiring doctor, whatever, with incredible credentials. He went to yale and everything. Reporter ucsf says lockhart started his residency in 2016 spending one supervised month working with children. He also worked at zuckerberg San Francisco General Hospital in psychiatric emergency. Police say when they searched his apartment, they found hundreds of illegal images on both mens Electronic Devices. Neighbors are relieved police are zeroing in. Now with people online a lot of times, im sure theres a lot more possibility that they can be caught. So, thats a good thing. Reporter in a statement time ucsf says it takes this matter very seriously and dr. Lockhart is on investigative paid leave. Both men are facing a felony charge. There was an exchange between them and the suspect. Some time later a truck pulled up alongside them and started shooting. Both of the people, the passenger and the driver are in serious condition. California is gearing up to spend some big money on a first of its kind project. The goal is to make bay area free ways safer after a series of shootings. East bay leaders have identified 13 shooting hot spots along interstate 80 and highway 4. They want surveillance cameras and other hightech equipment installed. If shots are fired in these hot spots, an alert will be sent immediately to the chp. Every time a shooting happens, it feels to us it is a matter of time before stray bullets hit innocent commuters. More men are now coming forward saying they were scammed at strip clubs in San Francisco. After our Investigative Unit brought the issue to light, San Francisco prosecutors say they dont have enough evidence and the clubs say thats for good reason, because they say it never happened. Heres Investigative Reporter jaxon van derbeken. Reporter atlanta i. T. Professional is one of a growing number of San Francisco strip club patrons who say they have been ripped off. The 33yearold recalls how an improve two celebration at a club at the end of a business trip turned into a nightmare that he says left him blacked out with tens of thousands of dollars of sudden debt. It is actually kind of ruined my life at this point. My credit is ruined because i dont have the money to pay it, you know. I have a mortgage, we have a car note. I have student loans. Pretty normal person. Reporter so far 29 people like him have filed reports of fraud against six strip clubs over the last three years. At this point we are hitting a wall. Reporter alex, the San Francisco District Attorneys Office says the case is frustrating. The prosecutor in me is suspicious of 29 incidents occurring. That is unequivocal, but the prosecutor in me is also limited by admissible evidence. Reporter bsc management, the company that runs the six strip clubs says thats because theyve done nothing wrong, but they wont comment on any specific ongoing dispute. He says he was wrapping up a business trip in october 2015. He says he was having a drink at a bar when a man suggested going to a strip club. Once at the new century, binart says he asked for water and drank it from a plastic cup. Maybe five, ten, 15 minutes later it was black. Reporter when he came to in his hotel room, he recalls being surrounded by three strangers. I thought i was hit by a freight train. Soreness over my entire body. Reporter when he questioned the woman and two men in his room, they left. But binart says that was only the beginning of his trouble. I finally started when i got to the airport i was missing three credit cards. Reporter he says he called the Credit Card Companies and disputed the charges. American express agreed to refuse payment for nearly 7,000 at the Louis Vuitton store . Union square. But he is in civil court over a 65,000 bill at the new century. Why would i do this, agree with it . It makes no sense. People who know me im very frugal to start with, let alone go spend 65 grand in a single night. Reporter while he awaits his day in court, the club just won a legal battle with another patron who claimed they, too, had been drugged and ripped off. He ended up paying a 37,000 tab plus 24,000 in club legal fees after the club produced video of him signing off on transactions. The club says in court papers that he used a, quote, tactic common among regretful Gentleman Club customers. Falsely reporting his charges as fraudulent. There were actual civil cases that were filed where the evidence actually supported the strip club. Reporter and he points out civil court has a lower burden of proof than criminal court. Its a lot of money here. Over 345,000 at this point in total that were looking into. But, again, we need to be able to connect the dots and we want people to come forward. There is something going on here and people need to come out forward with this and not be embarrassed by it. Well have an updated look at our rainfall chances. And the thing that is going to set off the most recent changes is this tropical low pressure that is already beginning to move into place. It is going to stay in just about the same spot all the way through next tuesday, continuing to pull in some chilly unseasonably cool air. Not only that but ramping up the wind. Right now it is mainly helping to keep low clouds in the immediate coast line areas of fog in the north bay, peninsula and also for the east bay. I definitely think well hold onto this fog for tomorrow morning. With the peninsula expecting the best chance here, there are low clouds lingering and 52. A colder start for the trivalley, but sun mixing in and watch for early fog in San Francisco with 51. Partly sunny here for the north bay and 52. I want to focus in on the wind next because that will be the thing we need to get through tomorrow. You can see at 6 30 in the morning its not too bad. 10 to 20 Miles Per Hour. But then by tomorrow night heading out for an evening out on the town, were going to start to see that wind pickup anywhere from 26 mile per hour gusts in San Francisco to 29 in Half Moon Bay. Also 24 in livermore and 26 in san jose. So, if you can deal with the wind, we have a pretty nice day coming our way into fridays forecast. Well have mostly sunny to partly cloudy skies by the afternoon and temperatures three to six degrees below average. That puts us at 64 in milpitas and 67 in san jose. For the east bay were also down way below those upper 80s and low 90s we had earlier this week. Just 66 in pleasanton and 63 in oakland. For the peninsula you have 56 in Half Moon Bay and over towards belmont 65, palo alto is our warm est at 67. San francisco 61 in the mission, up towards the embarcadero 59 degrees and again winds gusting 20 to 30 Miles Per Hour. The north bay we go as mild as 69 in napa. I do think the wind is going to stay with us in the extended forecast right through saturday. 10 to about 20 Miles Per Hour. Well be dry on mothers day for sunday and then still some rainfall chances next tuesday and wednesday. Only upper 50s and low 60s for the interior valleys. Check it out.
