tonight, we have team coverage for you and rob mayeda will tell us how long the severe weather will be with us, rob? >> reporter: yes, on the radar it's the outer fringe of the storm now reaching the north bay coastline, you see that in sonoma county, and the santa cruz mountains, the regional view showing us the heavier showers here approaching the coast and the storm, the ample supply of moisture that stretches way out to north of hawaii, we call it the atmospheric river setup, you see the storm of developing offshore, tapping into the tropical plume that once it makes the connection it has the capacity to boost the rainfall rates sometimes an hour or tripling it to the coastline. it could lead to rising creeks and rivers and wind gusts accelerating through the hills tomorrow, and wind gusts up to 60 miles an hour, going into this event, many of the reservoirs, especially the south bay spilling over, anderson, the reservoir we talked about a lot, and the coyote reservoir, lexington, too, we'll see the numbers rise as the rainfall picks up through the morning. the hour by hour outcome on this storm coming up in just moments. all right, as we heard, the water was rushing over the spillway at anderson reservoir and morgan hill, and there could be more rain and serious concerns about flooding particularly in the south bay. nbc bay area's marianne favro has more on the look down stream where there is a lot of concern. >> reporter: well, peggy, the park here in san jose is considered one of the low-lyi%o vulnerable areas right next to coyote creek, in fact flooding in the past, and while a new flood wall may help it cannot stop the risk. tonight at the golden wheel park in san jose, long-time residents are hoping history does not repeat itself. they remember the storms in 1997 and '98 that caused widespread damage to mobile homes. 20 years later there are new concerns about flooding. the santa clara valley water district put out a message warning people here of the high risk of flooding in low-lying areas along coyote creek which runs through san jose. this is one reason why. for the first time since 2006, anderson reservoir and morgan hill is full and spilling over, sending water rushing into coyote creek. people living in low-lying neighborhoods are watching closely the rising waters and doing what they can to clean out debris to prevent backups. >> this may be the most high i've seen in the years i've lived in my house here. >> reporter: there is similar danger in the santa cruz mountains, the san lorenzo river is also expected to rise quickly, creating dangerous conditions. yesterday, a man spotted this in the ben lomond home. >> we were standing here looking down in the river and on the two trees close together down there it appears there was a body. and we called 911. >> reporter: swift water rescue crews confirmed the man was dead and pulled him from the water. his name has not been released but we've learned he is a 46-year-old man from ben lomond, the coroner is expected to perform an autopsy later this week to determine how he died. the water district also sent out a next storm message warning warning them about the flooding near the flea market. reporting live near san jose, marianne favro. and the anderson reservoir not the only one over capacity right now. several others in santa clara county spilling over including the lexington river near los gatos, near 100% capacity and with the incoming rain that means there could be flooding along the los gatos creek. today marks a week since water started to spill over the emergency spillway over oroville lake, nearly 2,000 people were forced to evacuate their homes when that happened. and the increase only temporary, expected to balance the water flow in and out of the reservoir tonight. the water nearly 45 feet below the top of the emergency spillway. state officials say it is not likely the rainfall will create another emergency. well, with more rain coming welcome is under way in orinda where a mudslide has weakened the tower there, there is a picture of the scene in the background. christie smith is live where helicopters had to try to gain access. >> reporter: that is right, peggy, and that is because the area we're talking about is really remote on the north side of highway 24. we're at the staging area where they have a lot of their heavy equipment and crews have gotten some relief tonight because they have not seen much in the way of rain as they try to shore up that hill. late this afternoon, a helicopter sent a heavy bag of material up and over the ridge. neighbors were curious. >> we just saw a noise, that was deafening over our house in orinda. >> reporter: pg&e staging the equipment there at highway 24 near the road, this picture showing what they're up against. the mudslide causing instability there. >> any damage to a transmission tower can be very serious. so we're focused working faithfully and as quickly as possible to make sure we reinforce that soil. >> reporter: if the transmission was impacted customers should not lose any power, but still pg&e is not taking any chances, the slide was reported january 29th and they have been working with engineers to come up with a plan. nearby neighbors worry about their own saturated hills. >> i'm nervous because tomorrow it will be heavy rain and wind. and when there is wind there is fallen trees and i live around huge trees. >> reporter: earlier this month, a home was red tagged after a mudslide crashed into the back of the home, the owner keeping an eye out for any additional movement. elsewhere neighbors are ready for another soaking, hoping their hills hold. >> you know at the top of the hill we're kind of flat, i think for others it certainly does worry them with the trees. >> reporter: now pg&e says that no customers have lost power because of the work going on here, but at this point they're not sure exactly how long it may take to complete. reporting live near orinda, christie smith, nbc bay area news. thank you, christie, looking now at this dramatic rescue there, three kayakers found themselves in trouble during an overnight camping trip, the strong winds made it nearly impossible for the crew to return to their place in nick's cove. the marin county firefighters bulked the kayakers out of the water, job well done, nobody injured. and people living in a small town north of sacramento are bracing for even more flooding, this is full of water, the town of maxwell, well under a foot of water there yesterday. people rushed to pack up the central items from their homes and rushed to red cross shelters that were set up. now the evacuees returned home today and tried to help sweep up a little bit. but with the next storm coming some say they don't know if they will stay there very long or even bother to clean up. >> some people have four or five inches of water in their house, they say it's not even worthy sandbagging. >> i don't even want to worry about cleaning it until it's done. and makes sense, the boil water alert is in place. and waiting to respond to emergency calls probably caused by the big storm it's expected some of the calls could come in from maxwell, but the central valley is flooded because it is very flat, the geography there just soaks up the water. last week the same team went to the oroville area, because of the threat of the emergency spillway at the oroville dam, now this time the team is in place near the dam before they are needed. >> the governor's office is moving forward, it's a strategic move for them. certainly i hope nobody has to be used but if the teams need to be used they're giving a position to our location to do that. >> and these teams are ready for everything. the menlo park district is trained to help people be removed from fast-moving water and flooding with also helicopters. and heavy rain filled the streets with mud in places like san lorenzo and los angeles county. and now people are allowed to return home. in the bay area more rain is expected down south tomorrow. pounding rain mixed with howling winds is a recipe for there, she also claimed they did nothing about it. and a manager sending a string of messages that appeared to be asking for sex. the woman said when she reported it to upper management, she was told he was a high performer and they didn't feel comfortable punishing him for what was probably an innocent mistake. she said other females reported that they reported the exact same manager for harassment, another manager told her she was on thin ice for reporting these things to hr, and the blog post was described as calling it terrible, anybody who behaves this way and thinks it's okay will be fired. we've structured our ceo to conduct an urgent investigation. there can be absolutely no place for this at uber. also at 11:00, emergency crews worked on a deadly crash at highway 101 at spencer avenue a few miles north of the golden gate bridge, a few miles of road were closed for hours. and president trump back in florida this weekend interviewing new candidates for national that is quickly approaching, and will be here for a while. >> yeah, within the hour heavy rains approaching the coast, by the early morning heavy rain at times and gusty winds to deal with especially during the day tomorrow. so here is the deal across the bay area right now. these temperatures not going to change in the morning as winds pick up out of the south. the south bay peninsula, the rain begins to approach the north bay into san francisco. wind speeds starting to pick up. you will notice this around the south bay where i think maybe some of the stronger winds will be around the peninsula and south bay hill tops. wind bay gusts 30 miles an hour out at san jose airport. sonoma county coastline, you can see the history of some lightning strikes with some of the more intense band of rain and showers, san francisco you're starting to get the rain. it will take a little longer, as the rain is forced to ride up and over in the santa cruz mountains pretty much non-stop rain, once it gets started again, tapping into the trauma off to the southwest, if it's not the wind or rain that could wake you up tonight, thunder also in the mix as well as we head to the morning, the morning, mid-50s to start with more widespread rain. heavy at times as we head through the afternoon and highs tomorrow despite we have the rain, pretty warm temperatures keeping it close to 60. the hour by hour outcome, you see the first wave of heavy rain crossing through mostly into the south bay by noon, central bay still seeing steady rain, by 5:00, santa cruz mountains still in the thick of it. probably not until about 8 or 9:00, we see the rain tapering off, scattered showers heading into tuesday, not a dry forecast on tuesday but a much better looking forecast approaching the middle part of the week, so the rainfall projections shifting, you look at the north bay, the hill tops, coastal mountains could get anywhere from three to five inches in spots. the focus of the storm continues to be the peninsula hill tops, down into the santa cruz mountains and south of san jose that is likely we'll see the biggest rise under the areas creeks and rivers, san lorenzo river expected to go to flood stage as we get into tuesday, guadalupe river right now close to flood stage, we'll have to watch that and see if it goes around san jose. and you will notice as we get into tuesday afternoon, it could crest into 11.4 feet, which will be the highest since about 1998 in february there, we'll watch that, steadily rising up towards eatonville, and another trouble spot expected to go to flood stage late tomorrow night. and even downtown napa, pretty close to flood stage, and gurnville, we expect about two feet over flood stage as we get into tuesday afternoon. winds also an issue, probably the strongest winds pick up as we go into midnight, you see the wind speeds 30 to 40 miles an hour, at that point the rain will have moved on but the strongest wind damage moving close to midnight. coming up we'll have a closer look at the seven-day forecast to let you know if we get a break from the storms coming up, back to you. and still to come at 11:00, a fight at police in san jose are searching for somebody who shot two men near the san jose state campus happening about 3:30 a.m. near third street andçó san carlos, police say when they got to the scene they took both victims to the hospital. witnesses say they heard shots after an argument broke out. and happening at 2:00 a.m. this morning as the 98th off ramp at oakland, the highway patrol says the officers were wrapping up a dui stop when they saw flashes of gunfire nearby. neither officer was hit, but there were shell casings found, so far no suspect has been found. police say a woman was walking with her dog through palo alto park last night when a ran threw her tos ground and tried to rob her. when the suspect tried to put his hand over her mouth-to-mouth stop screaming, she didn't stop biting, and the dog bit him too. the suspect is still on the loose tonight. the woman was not injured, neither was the dog. good dog. and still to come, we're tracking a very dangerous storm on lk at our s we are under a micro climate weather alert, heavy rain expected to fall in the bay area in the next 30 minutes. let's take a look, this is the radar we're talking about. after this evening this storm will ramp up tomorrow night, potentially a lot of flooding out there on the roads. meteorologist rob mayeda has been tracking the storm. >> yeah, in the last half hour we're tracking thunderstorms in the coastline, later on, you will be watching the rising russian river, but tonight there could be thunderstorms as the rain crosses the coast. in san francisco, you see the rain heading downtown and rain now starting to make the drive over highway 17 approaching the south bay as we'll see moderate to heavy rain at times, heading towards tomorrow morning with a chance of embedded thunderstorms. we have a flood watch, bay area wide through the area, you will see now and notice the time stamps, 7:00 a.m., some areas at ben lomond could see half an inch of rain, maybe close to an inch in san jose. this morning, the story will be locally heavy rain, temperatures in the mid-50s of couryes you wd your umbrella, as the wind picks up and the cold front comes through that is when we'll see the stronger winds. in fact, the evening into midnight could get gusts, given how saturated it is in the bay area, a distinct possibility as we head through tonight we'll give you the full-timeline as far as how long it is in the bay area. all right, serious concerns in the south bay tonight, water spilling over the anderson reservoir near morgan hill, for the first time in more than ten years, nbc bay area's rick boone spent the day there where tensions are high. >> you really do see the power of it. >> reporter: anderson reservoir now dealing with intense overflow. the spill way sending more of this water from a full reservoir straight towards the coyote creek, heading towards san jose in low-lying areas. >> this is higher than i have seen in the last five years, may be the highest that i have seen in the whole nine years. >> reporter: and this resident says he is worried the rising creek combined with rain could mean flooding for him. now before the creek could possibly get closer to see home he is cleaning storm grates and clearing debris, doing whatever he can to avoid water backing up on his block. >> just in case things overflowed, it would have to have proper drainage. now as we just mentioned the anderson reservoir is spilling over. let's look at the comparison, this is from albert rivas who sent us two photos, the one on the left is what it looked like last week, that is why the creek is overflowing quickly, we would love to see your photos, you can post it to our facebook page. and the sunniville fire department is tweeting out this picture, saying firefighters are trying to test before the bad weather moves in. well, unless you are making big money it is pretty hard to keep up with prices here in the bay area. the affordable housing crisis has people struggling to make ends meet. >> the affordable houses are often illegal, and senior investigative reporter vicki nguyen has more. >> reporter: there are some of the toughest laws on affordable housing, that some say are not enforced. that leaves people looking for alternative ways to live. >> it was like the nicest space, the cheapest. >> reporter: she shows us her home for the past year and a half, a tiny office she rents for three 100 a month, in santa clara. >> i don't use like a blanket or pillow. >> reporter: she knows it's not legal. >> but it's safe. and it's mine. >> reporter: a saratoga native, cat graduated at the top of her class from regis university in denver. when she returned to the bay area, the entrepreneur found herself in a catch 22. >> four people owe me money. >> reporter: two qualified to be hired for hourly wage jobs, but she is not earning enough to afford housing. she has lived in offices, a friend's back yard shed, and many nights, in her toyota corolla. cat is one of millions who struggle to pay for housing in california. the data shows more than one and a half million households pay more than 50% of their income toward rent. >> it's hard for my own staff to live in this area. >> reporter: diane buchanan has worked with the problem. last year, city responders talked about complaints about people living in spaces such as shacks or sheds. >> no suspeanitationsanitation, they're digging holes in the back yard. >> reporter: but she says it's hard to understand how many people live this way, she says many are in illegally converted garages like these, poorly vented spaces with open flames and water heaters that can release deadly carbon monoxide gases. >> do you think people just don't realize how dangerous it is? >> i think it is a ticking time bomb, none of the inspectors want to see people living in these conditions, and we know we have to move them out. >> this is a solvable problem. >> ben metcalf is the director of housing. his agency is in charge of making sure cities provide affordable housing but it's powerless when they don't. >> there is nothing to guarantee those cities actually develop and build? >> yes, that is right. there is no penalty for not building today. >> reporter: metcalf is working to change that. the state's first in-depth housing assessment revealed an average of 80,000 homes built in the last decade, far lbelow the 180,000 needed to keep the housing current. some places like san francisco and pleasanton only issued a fraction of the permits promised for building housing. >> although we hold them accountable to plan for the growth, we don't hold themab themableable for the growth to actually happen. >> reporter: the governor wants lawmakers to stream line legislation. >> there is not a lot of compassion. >> reporter: meanwhile, cat bowls says she is putting her struggle in the spotlight, so people can see the other side of the housing crisis. >> i just like to be honest and if it helps people i'm not afraid to say this is who i am and this is my story. >> reporter: on any given night, some 118,000 people experience homelessness in california, but [crying] ahhhhhhhhhh! everyday price and no extra monthly fees, unlike cable. speeds up to 45 megs, for $30 a month. candidates for national security adviser - president trump spent the day at his florida resort interviewing candidates for national security adviser after michael flynn resigned last week. now we're getting a look at the draft memos, with details for possible guidelines for deporting undocumented immigrants. kelly o'donnell has more. >> reporter: behind the president's retreat at mar-a-lago beach, president trump is interviewing four job candidates today to replace the fired national security adviser michael flynn, all with military and national security backgrounds. the white house chief of staff insists they will not be made to choose the team. >> the new nsa director will have total and complete control over the nsc. >> reporter: the president will roll out plans on the immigration. >> general kelley, now secretary, really doing the job. >> reporter: and the draft memo reads like a blueprint for the president's priorities. at a saturday night rally, mr. trump emphasized deporting criminals. >> get them the hell out of here, bring them back to where they came from. >> reporter: there was a recommendation to hire 10,000 officers for immigration. making deputies to assist. and other priorities, looking at the documented and undocumented. and parents who pay smugglers to bring children into the country should be prosecuted. >> if these memos should go forward and even if they don't their intent is to create fear and chaos in communities across the one. >> reporter: rob mayeda here now with the big story of tonight and on through just pretty much all tomorrow. >> at least through the afternoon, the outlooks, and so far the weather models picking up on the weather should pick up now. beginning to see the rain across the bay area, including with that the thunderstorms. and the view in tiburon, in santa rosa you can see lightning bolts showing up along the sonoma coast within the last hour or so some heavy showers sweeping ashore with thunder. san francisco, and the view across the golden gate bridge, how tomorrow will look, with the gusty winds hopefully with respect to schools, they could have the day off with president's day. and the peninsula, you have the rain there. san jose right now, relatively dry, breezy, winds to 32 miles an hour. the rain here lurking off the coast in the santa cruz mountains, downpours coming in the next hour, the morning much like we're seeing now rain on the increase, temperatures in the mid-50s, high temperatures tomorrow, winds pick up out of the south even if the rain could get highs in the low 60s. so a mild way initially with the snow, out towards the sierra, 7,000 feet, gusty winds, hour by hour storm, pockets of heavy rain coming through, for the morning commute, notice the central bay and the santa cruz mountains from noon to 5:00, really seeing the heavier rain there west of san jose, by 9:00 you see the winds picking up pushing the weather into the bay area. scattered showers, the main rain events will have ended at this point, one of the things changing, some of the weather models perhaps a little less coverage of intense rain further north. still the pockets of red, pink and purple picking up areas of four or maybe five inches. the focus of the heavy rain looks to be the santa cruz mountains and the areas around morgan hill. the other component to watch will be the wind speeds, picking up. and the rain tapers off, with the wind increasing, the cold front passing through the bay area, so wind damage could be at its highest around midnight as we head into tuesday morning, notice the wind speeds do calm down like most of the weather as we get into tuesday morning. we'll see chances of showers, mid-week thursday, friday, relatively dry, and right now saturday, cold system drops down the coast so we'll keep the chances of showers going through the end of the week. it's the pattern here, cooler and drier, lower storm levels meaning a lot less rain, gulf of alaska storms which is good news for the snowpack, and should mean lower rain totals with that system. next few hours, pretty tough, potential winds, gusty winds along the creeks and rivers depends on where they get the heavier rain band, seems to be in the santa cruz mountains during the day tomorrow. tuesday, wednesday, showers trending drier for at least a couple of days this week into thursday and friday. and still to come, not the way you want to lose your cadillac. you can say it again, that is painful. this vehicle here, we'll show you what of happens coming up next. trt=:05 ter/ cono you just s... a man iwisconsin boy am i glad i ain't out there -- oh!
