who attacked a couple this morning. kimberly tere joins us with the details. >> reporter: police say this attack was gang related and comes on the very first weekend san jose police rolled out a gang suppression program. san jose police say a couple was walking down the sidewalk when they were confronted by a group of suspected gang members. >> they took the victim's purse from her when the male try intervene he suffered a head injury. they were transported to local hospitals. >> reporter: the suspect took off running after the attack. the police don't know the extent of the injuries of the victims. this comes on the first weekend of summer and the first weekend the san jose police started rolling out a three-phase plan to crack down on gang violence. >> you will always see deterrence to crime i think that is yet to be seen. >> reporter: it includes patrols in june and july and a gang suppression unit. >> it will bring to work some peace to the streets but it's only going to be for a while. >> reporter: david works with youth to keep them out of gangs. but it's a temporary solution and in the meantime kids are still being recruited. >> they are getting younger and younger. they are angrier. and they're looking for something and they're finding it on the streets. >> reporter: madrid says what needs to happen is a community working with police to make the streets safer. >> we do need the police. we need their help. we need their presence. but we also need our community to step up. we need to take back our home. >> reporter: this can only happen if parents get involved and kids an identity other than one found through gangs. 40 additional officers were sent into neighborhoods considered hot spots for gang activity. this will continue through june and in july more officers will hit the streets. live in san jose, kimberly tere, nbc bay area news. new at 11:00 a jewelry store burglary and hit and run. an employee of a store was hit by a car after chasing a man into the parking lot of a mall. it happened at east ridge mall. the suspect had been looking at rings and got nervous when the employee asked to see his i.d. before showing him more rings. the man ran off and the suspect ran into her with his car. he was hit in the leg but not seriously injured. now to developing weather. it is officially summer. but it doesn't look or feel like that. a live look at the golden gate bridge where it is foggy, cool and damp and tomorrow it will be wet. concert goers had to pull out their umbrellas in san francisco today. and there is more wet weather to come. let's go to anthony slaughter in the weather center. >> it was a couple hundredths of an inch. overnight we have more shower activity. it's about 200 miles off the california coastline and showers showing up in northern california. and this will arrive in time for the morning commute. make sure you take it easy tomorrow morning. the roadways will be slick. we haven't had rain like this since april. we are talking april 4th the last time we had a decent amount of rain in san francisco. now over the next 24 to 48 hours we are expecting .1 inch up to 3/4 inch and that would put san francisco at receiving the most rain not only in a two-day period for june but for the whole month. if we get more than .11 inch in san francisco that is the most rain we have seen in june altogether. this is a big deal. we'll track the timing on the rain and let you know when the 90s are in the future. the wait will soon be over. the supreme court's decision on same-sex marriage is due this week. in 2008 voters passed proposition 8 in california. legal experts say that it's not surprising that the decision has been long in coming. >> hard to find five justices on any of these cases to come not just to a decision but the reasoning for the decision. there are many different reasons. and they all know they are talking about a setting precedent. when you set precedent you want to be very, very sure of what you're doing to make sure it stays. >> and there are many possibilities. the court could uphold prop 8 and the ban or strike down prop 8 allowing same-sex marriages nationwide or just in california. it could rule supporters of prop 8 don't have legal standing to defend the law or the case should not have been reviewed in the first place. the pride flag over richmond city hall is parking controversy. the mayor decided to raise that flag after a gay counsel member asked him to do it. the employees sent out e-mails questioning the mayor's decision. jim rogers says that the flag should not come down. >> in richmond we think that diversity is a source of strength, not a weakness. we are here to celebrate and support diversity. that's what that flag is going up on the flag pole is all about. >> this is not the first time the flag has flown over the city. stay with nbc bay area for continuing conch of those decisions regarding gay marriage. cheryl hurd will be reporting from washington, d.c. tomorrow morning and have reports in the bay area when the ruling comes down. developing news out of south africa tonight, nelson mandela is clinging to life in a pretoria hospital. doctors are doing everything possible for him but in the past 24 hours he has taken a turn for the worse. he has been in intensive care for two weeks. well wishers are leaving notes and flowers for him outside the hospital. he contracted tb in while he was in prison. new details in the manhunt for edwards snowden who leaked classified information about the electronic surveillance program is heading to ecuador. wikileaks says diplomats and legal advisers have escorted him to moscow where he will spend the night before letting to cuba and on to ecuador. the prime minister says that his government received request for asylum for snowden. >> i want to get him caught and brought back for trial and i think we need to know exactly what he has. >> the u.s. officials say that snowden's passport was revoked before he left hong kong. that would complicate his travel plans but not necessarily thwart them. a home is destroyed after an early morning fire in san jose. it started at 3:30 at south garden court. the firefighters say the family of three woke up to the smell of smoke and made it out of the home. the father suffered minor burns. there were smoke alarms in the home but they were not activated. authorities identified the woman who died when the van she was driving plunged into the san francisco bay. she is debra crenshaw of san francisco one of several people in the vehicle when it went into the water. everyone else escaped. the vehicle and her body were pulled from the bay on saturday. police are investing why it drove into the water. still ahead, high anxiety. commuters get relief tomorrow. seeing other folks go through it that brings up the anger. >> recounting the terror, a gunman storms a high-rise building, what has changed in the last 20 years? and the gunman stormed a high-rise building in san francisco and killed eight people before killing himself. it was and is the worst mass shooting in san francisco history on july 1st, 1993. it changed many lives forever but changed the direction of the gun control debate on a national level. diane dwyer covered the shooting 20 years ago in the city and has a look back at what happened, what has changed and what may be to come. >> reporter: it's been 20 years since we got word in the newsroom that a gunman was on a rampage inside that building at the corner of market and california in san francisco. the sirens blared on that hot july day 20 years ago when a gunman opened fire using weapons with held fire trigger systems. he targeted the pet it and martin law offices. >> he came around the corner and i looked at him and tried to determine if he was an employee and he started shooting. >> reporter: as the employees ran from their offices and emergency crews rushed to the scene he moved through the building shooting people. when police tracked him down he shot himself but he had killed eight people and wounded six others. among them a 33-year-old who left behind a husband and ten-month-old daughter. >> we cannot bring jody back but hopefully one day i can tell my daughter megan marie that her mother's death was not vain. >> reporter: in the weeks and months after that shooting steve joined other victims' families and dianne feinstein to lead the charge for national gun control. he testified before congress with his daughter in a baby backpack. when i spoke to him recently he tole me he was shocked he was learned of the weapons used in the attack. >> he had 32-round clips and assault weapons that could fire three to four shots a second with these hell fire triggers. he could put six to eight bullets in the air a second. that's legal, really? oh, my god? in america? >> reporter: within months congress passed the assault weapons ban and the president signed it into law. but much has changed since then. ten-month-old megan is now 20 years old and in college. and the assault weapons ban has long since expired and congress rejected it a new round of gun control laws in april supported by senator feinstein. >> when i saw the families from new town, you know, lined up outside, you know, when all the people in congress were going in to vote and then they turned them down. they didn't vote in favor. i was so stunned. because i thought for sure this time. >> reporter: carole kingsly's husband jack was gunned down 20 years ago and her son has grown up without a dad. she takes pride that california has the strongest gun laws in the country but the shootings in new town, connecticut were overwhelming for her. >> it's seeing other folks continue to go through it that brings up the anger an the frustration and the voice. >> reporter: the voice that was thrust upon the two 20 years ago and they are using that voice today to try to make change again. >> i think you have to go focused and small. i own guns and have been a republican most of my life. i believe that people should have able to have firearms. i'm a strong believer of. that where i draw the line is saying that anybody regardless of their mental state can buy a firearm, i have a problem with that and i think most americans do. i don't think anyone needs more than a ten-round clip. >> reporter: 81% of americans polled supported background checks. >> as a nation i hope that 20 years from now we can look back and see significant shifts. >> reporter: both will be together this friday night with senator feinstein marking the 20th anniversary with a fundraiser for the law center of san francisco. that's an organization that grew out of the shootings and is dedicated to promoting what they call responsible gun laws. i'm diane dwyer, nbc bay area news. the family of a missing san francisco 19-year-old held a vigil today to announce new developments in their case. he has been missing since may 21st. he has a traumatic brain injury. and he should be listed as medically disabled. it will bring in more resources including national attention from the fbi. >> john's medical condition puts him in serious danger of death if he is not found soon. >> the change in status means entering his information into a national database so if he shows up in a different state officials will identify him. expect delays tonight. construction crews got to work on hey 17 in scotts valley. they are working on a six-mile stretch of the highway. california transwill close the lanes in both directions resulting in 10 to 15 minute delays. the project is set to be done in the fall of next year. in the south bay new carpools lanes opened at 880 at carpools lanes opened atyk,i ad lane on the southbound ramp from brokaw. next week they will retime the traffic signals on that busy road where morning backups have been snarled. turning to prayer to end a wildfire in southwest colorado. high winds are fueling the fire that started june 5th. because of the bad weather firefighters have been unable to make containment lines around the blaze. it has consumed more than 70,000 acres. daredevil nick wilenda. >> 1500 feet above the colorado river gorge. a balancing pole in his hands, a two-inch thick steel cable under his feet and no harness. if he falls, he dies. >> you know, it was strengthuou. airliner. we will have delays tomorrow. san jose, oakland and san francisco airports got a trace of rain. over the next 24 to 48 hours we are watching this atmospheric river. is it the jet stream and an area of low pressure that is coming out of the gulf of alaska taking aim at the bay area. it's unusual for this time of year. we have been telling you how dry it's been all year long and this has been the most rain we have got all season from one given storm. we are grateful for that because of the wildfires that we have been seeing are outrageous. tomorrow morning starting at 5:00 you notice from the golden gate bridge points northward there will be pockets of mist and drizzle across the san matteo bridge down into the south bay even though the computer model is not showing that. as we head through the day you will notice a lot of low clouds. tomorrow night another area of rain pulls into the picture. it will be with us until tuesday and give us another quarter inch in some locations. notice the rainfall rates for the next 24 to 48 hours. the south bay a trace to .15 inch. anything at least .10 inch or .15 inch will be enough to get the ground wet and alleviate the wildfire conditions. in the east, danville and livermore or concord, .15 inch out of this system. that is the most we have seen all year long. the peninsula, this is where we will see more rain, .35 inch. and the most rain that we are expecting out of this system will be in the santa cruz mountains. that is where areas could see .75 inch. that is great news considering we have had wildfires every week. highs tomorrow will be comfortable where they were today. 66 in san francisco. 71 in san jose and 74 for livermore tomorrow. temperatures are headed on the warmer side. by wednesday we are back in the mid-80s. as we get to the next weekend we are talking about 90s in the picture. we are heading back to beach time weather as we get to next weekend. today, tomorrow in the next 30 minutes, you
