apricot way. we were told that the facility was shut down with more than 20 elderly and disabled residents still need. katy utehs was at that facility, speaking to one staff member who stayed behind. >> reporter: heather he was clearly exhausted and emotional, one of three staff members who stayed behind to care for all these people. at this hour the sheriff's offices is working to obtain a search warrant because this could become a case of elder abuse. the sheriff's office is working to identify all the people who lived there, account or them and find out where the staff went and who the owners are? >> maraus rolland is the cook at valley manor community care home in castro valley, where more than 20 people, elderly, disabled and mentally ill were abandoned. >> the management and everything, they just bailed out on the people, so me and my co-workers we stayed until we got help. >> reporter: help came 48 hours later, had that time rolland and two other employees struggled to care for the residents. >> we weren't going to just leave them there. >> reporter: someone from inside the home called for an ambulance and the sheriff's office received a call about a missing person. with those two calls authorities finally realized what was going on. >> how do you do that? we're talking human beings. >> reporter: ray wong's sister with stabilities lived there. he received a letter on thursday saying that the facility was closing, but i couldn't move her them. emts evacuated 14 people and others either let on their own or with family. the sheriff's office still trying to account for everyone. neighborses say that the facility has been mismanaged for years. >> coming to our door and screaming, get me out of here from my bedroom window. >> reporter: some of the people are staying in hospitals, but the sheriff's office tells us there are no serious injuries despite the filth and possible neglect. >> we did the best we could, everybody is still alive. so it's good. >> reporter: we have called california's department of social services to find out why this home was shut down and also why there was no plan in place to relocate the residents? at this point we have not heard back, but we will continue to ask those questions. live in castro valley, katie utehs, ktvu. >> what about the owners and operators? have the authorities received any explanation from them? [ laughter ] lafayette police station, he and his wife have held on to lots of expired medications, and they wanted to do the responsible thing. >> i don't want to contaminate the fish, and the sewer system and get it out of the hands of somebody who might play with it. >> reporter: the dea says a lot of people are still flushing their unused drugs down the toilet or just tossing them in the trashes which can hurt the environment. this event gives people a safe way to dispose of those medications. in northern california this one- day event is expected to get rid of close to 20 tons of potentially dangerous drugs. alex savidge, ktvu channel 2 news. san francisco assemblyman phil ting held a town hall to hem people understand their choices under the affordable care act. he says there is a lot of misinformation about the health care law, but it's going to help the 6 million californians who lack insurance. >> we want everyone who doesn't have health care coverage to call coverage california and at least ask to see what their options are. we think that most them will find that it's cheaper, it's more affordable and that they will get the health care coverage that they need for themselves and their families. >> part of today's presentation was a warning to avoid a phony website called covered california.com. now the actual website shown here is coveredca.com. although the state website has been relatively glitch-free, users have experienced slowdowns and an outage of some search functions. president obama though renewed his commitment to itching the affordable care act saying it's "well-past of the time for some to root for its failure." >> i still would be championing the law even if the website were perfect. i will never stop fighting to help more hard-working americans to know the economic security of health care. that is something that we should all want. >> reporter: the president admitted that the government website health care.gov has been frustrating for users. nearly 700,000 americans have applied for coverage there. >> texas senator ted cruz is calling the government shut down a success because it "got people talking." but he also admitted republicans lost their bid to shut down the affordable care act. >> we didn't accomplish our ultimate policy goal in this battle and we didn't because unfortunately, a significant number of senate republicans choose not to unite and stand side-by-side with house republicans. >> senator cruz spoke last night in iowa at a g.o.p. fundraising event and went hunting there today. although iowa kicks off election season with the caucus, cruz denied having any plans to run for president in 2016. a major development involving the woman sentenced to live without the possibility of parole in california for killing her alleged pimp. there is now that sara kruzan is set to be released from prison. she was sentenced to life without parole. yee's bill became law this year and in june the state board payroll hearings recommended that kruzan be released. her release date has not been made public. some up-and-coming athletes are facing an obstacle that could stop them before they get to the starting line they belong to a track team called the richmond half-steppers. as ann rubin explains. they are learning discipline and speed. >> faster. faster. faster. >> as part of the richmond half-steppers these kids get their track training with a dose of tough love. >> we still do the workout. founded in 1968 the half- steppers have produced 50 national champions, as well as several educators, attorneys and even a judge. >> look we're not just a sports team. we're teaching survival skills. we're teaching these kids ho to become better citizens. >> reporter: trouble, funning has deceased and the coaches have lost city money and economic downturn took a toll, so they are reaching into their own pockets. >> i get chocked up uncan't talk because i know what i have been here to keep this team going. >> reporter: last year the team couldn't afford to go to the big meet and hoping this this year is different. >> i'm so excited. hurry up, we have to go, we have to go, because i don't want to miss the relay. i don't -- i do want to miss the 400, because i hate the 400. >> reporter: so in the coming months they will focus on fundraising in addition, to sprints and drills. >> in my mind nothing is free, really, okay? >> you need a thick wet suit at lake michigan. in the bay area, san francisco 70 degrees santa rosa, livermore and concord. basically a constant for the good portion, nearly immediate coastline, so the low cloud fog pushing into the bay. livermore 60. and oakland last check reporting partly cloudy skies and here is our live camera looking to the bay bridge. the fact that we can see the bridge shows us that we don't have much in the way of dense fog, but that fog near the golden gate bridge pushing into the bay the next 3-6 hours. upper 30s for santa rosa, fremont 49, most of the area starting out sunday morning in the 40s, but a few upper 50s in parts of the north bay. our forecast model starting with gray near the coast and bay tomorrow morning, gradually clearing towards the shoreline. football forecast for tomorrow, in oakland, with the raiders, we're expecting partly sunny skies, winds out of the northwest at 15 miles per hour. and when you are watching the 49ers tomorrow morning from wembley stadium, the weather could be a factor. the chance of rain especially for the second half, the rainfall rates could be picking up. look at that predicted wind speed up to 30 miles per hour. up towards london. back in the bay area, across california, we have this area of low pressure dropping in. this will be the key weather feature tomorrow we're going to cool things off 5-10 degrees and the wind speeds pick un. approaching 20 miles per hour by this time tomorrow night. by monday, this is the coldest day of the week. we'll bring in the chance of a few scattered showers in the bay area and a good bet of some sierra snow level. our forecast model puts this into tomorrow night. the chance of a few sprinkles out there and look at what happens in the sierras?
