>> our thanks to rick. and most republicans did, however, manage to agree to hand the victory to the nation's banks. >> vice president mike pence cast the final vote to break a 50/50 tie in the senate to repeal an obama-era banking law that would have allowed consumers to join class action lawsuit toes sue their banks or credit card companies. >> republicans say the law would have harmed the free market. senators lindsey graham and kennedy broke with their party in voting against the bill. we're also getting a look at what may be a new piece of the puzzle into the deadly ambush on troops in niger. investigators are combing through video. showing militants in the vicinity on the day of the attack. abc's brian ross has the details. >> reporter: u.s. intelligence authorities are examining this video of a militant group active in the area of the niger ambush. young men with motorbikes and heavy weapons, shouting "allahu akbar," "god is great." trying to see if they are involved in the ambush. 20 of the attackers were killed and the rest escaped on motorbikes. the video is provided by a former u.s. military expert in west africa. the images reportedly sent around the time of the attack to residents of the village where it happened. the men speaking in local ethnic dialect. >> one says if we catch them, what will we do with them? one says we'll decapitate them. another guy says we'll fight them with weapons. >> reporter: the video was actually shot by the leader of the local militant group who is named abu ali, who last year pledged allegiance in another video to isis. >> he is certainly one of the high-value individuals that the u.s. government is looking at. >> reporter: u.s. forces have been in niger for four years now, waging a secret war against terrorists that also involves the cia. >> are they taking risks? they are. >> reporter: two senior u.s. intelligence officials tell abc news that the mission went from reconnaissance to kill or capture after the unit received information that a high-value target had been located some eight hours away. they were ordered to move on his location but found nothing. >> did the mission change? that's one of the questions being asked. it's a fair question. >> reporter: the ambush took place as the unit returned to base, low on sleep. their movements now being tracked by the militants. help did not arrive for two hours. investigators have been told that a second green beret team was supposed to chopper in, but the second team never made it. and the question is now, why? >> i don't think there's any question. >> reporter: corker was an early supporter of trump. but asked if he would do it again, he said no way. it all comes the same day the president traveled to the capitol to rally republicans on tax reform. >> mr. president, any comment on -- >> reporter: but his feuds are over-shadowing his agenda. >> does any of this make the president pause and wonder if he is doing anything wrong? that he bears any responsibility >> i think the voters of these individual senators' states are speaking in pretty loud volumes, i think, that they were not likely to be reelected, and i think that shows that the support is more behind this president than it is those two individuals. >> reporter: now the white house says senators corker and flake had fallen out of favor with their voters and weren't likely to be reelected anyway, but a reminder, the president still needs their vote on his big ticket items, especially tax reform. they have a two-vote majority. and now you have these two top republicans who don't have the pressure of re-election and aren't exactly inclined to fall in line with the president. but on the other hand you have conservatives happy to see them go. a source close to steve bannon tells us his reaction?
