That sale would need to be approved by the nba, who is not commenting at this time. Ballmer said he is honored to have his name submitted for nba approval. And that he, quoting with intends to do everything in his power to ensure the clippers continue to win. There could be rough waters ahead. While shelly signed an agreement with ballmer. Donald sterling hasnt given his okay to the deal. And one more wrinkle in all of this. And espn is reporting that Donald Sterling is mentally incapacitated. That could complicate things, george. This might complicate things. That might mean that shelly doesnt have the right to sell the team without his approval. Reporter that means he wouldnt have the capacity to make an agreement or disavow one. She said she has an agreement with him to be able to sell the team. That should give her authority. In just a few minutes we experter inshinseki to meet with president obama about whether he should stay on the job. Talking to a group of Homeless Veterans a few moments ago, he did not resign. But he did apologize. I apologized a the Senior Leader of the department of Veterans Affairs i extend the apology to the veterans of this great country and their families and loved ones who i have been honored to serve. Reporter but it may not be up to him. In an interview with michael and kelly, president obama said his job is on the line. Ill have a serious conversation with him about whether he thinks that, you know, he is prepared and has the capacity to take on the job of fixing it because i dont want any veteran to not be getting the kind of services that they deserve. Reporter as for shinseki, he had a closeddoor meeting with veteran the veterans groups thursday. One veteran leader told abc news, he made it clear, he wont quit. He gave every indication he wanted to carry the ball down the field and solve the problem. Reporter but the drumbeat is getting louder and louder. Well over 100 members of congress, many of them democrats, have called on shinseki to go. As for House Speaker john boehner, he stopped short of saying shinseki should go. But says true accountability lies with president obama. The president is the one who should be held accountable. Half of the cases reported in the last month. Dr. Richard besser is here with more on that. This is concerning. I talked to the cdc. Theyre very worried about this. Measles in 18 states. 288 cases. 15 outbreaks. And all of the outbreaks involved an american, who is not vaccinated, going overseas and bringing it back. The biggest, ohio, where more than 100 people in the Amish Community have gotten sick since someone went to the philippines. Can you get it if youve been vaccinated . Well, 90 of the cases are in people who are not vaccinated or didnt know if they had it, but two doses give you 95 protection. Its very effective. You put out so many warnings. People need to get the vaccinations. What should concerned parents know right now . Two things. First, your children need to be vaccinated on time and fully. I met a baby yesterday, 8 months old, got measles because people around him were not vaccinated. The other is, if youre traveling overseas, you need to make sure youve had two doses of measles vaccine so you dont get infected and bring it back. So many doctors havent seen measles. The Sheriffs Department admits that the deputies who checked on Elliot Rodger weeks before he killed six College Students were aware of his disturbing youtube videos. But the officers did not watch them or search his apartment because they did not believe he was a threat. And look at this. A fire ripping through a warehouse near los angeles, causing the entire building to collapse. Flames shooting through a roof of a metal plant. It spread to adjoining buildings and trucks. Fortunately nobody got hurt here. Ford is announcing a major recall because of a defect that could cause problems, power steering. More than a million suvs are affected here. The government is requiring tanning beds to have warning labels, trying to keep teens from using them. Abcs Rebecca Jarvis has the story. Reporter the fda announcing tanning beds must now carry warning labels. Along the same lines of those on cigarette containers, cautioning anyone under 18 not to use them. We as dermatologists have been trying to deal with this issue for the last 20 years. Reporter the Indoor Tanning Association calling the new rules excessive. Telling abc news their products used properly are safe. But a new Study Released just this week from the university of minnesota, finds that people who use tanning beds have a much greater risk of getting melanoma, the deadliest of skin cancers, even if they have never been burned. And a separate study finds tanning indoors increases the risk of melanoma by 59 . Its almost an epidemic of melanoma in young women that can be traced primarily to these tanning beds. Reporter by 12th grade, 32 of girls say theyve used a tanning bed. A handful of states already use tan bans, including california, illinois, louisiana, minnesota, nevada, oregon, texas and vermont. Were going to turn to a new lawsuit targeting one of baseballs wealthiest teams. A man is suing the l. A. Dodgers and the teams former owner for 50 million after a fight in the Dodger Stadium parking lot left him injured for life. Paula faris has the story. Reporter bryan stow, a former paramedic and father of two, disabled for life, seen here publicly for the very First Time Since he was beaten into a coma outside Dodger Stadium during the teams Season Opener in 2011. The wounds from that violent attack, still visible. And now, hes fighting another battle. This one, in court. I do hold the dodgers responsible. So, we want whats fair. And for them to step up and take care of bryan. Reporter in an exclusive interview with abc news, stows parents and his lawyers say they are seeking 50 million from the l. A. Dodgers and former owner, frank mccourt, claiming they provided insufficient security. This isnt a situation where you can just charge all of the money and put it in your pocket. You have to make sure the people are safe. Reporter Marvin Norwood and louse Louis Sanchez pled guilty to the attack earlier this year. Sanchez was sentenced to eight years in prison. Right now, its fundraisers and whatever he can get to pay for his care. She was telling her mother how much she loved her and everything. And she was just thats what i felt like i was doing. I started telling her, she was going to be okay. Hes like a hero. Reporter two, complete strangers. Today, so thankful for each other. Were going to be, like, bonded forever now. I just i look at her and its like my sister. Reporter biancas parents, thankful, too. The contract was signed by shelly sterling, who said she was acting under her authority of the sole trustee of the Sterling Family trust. But Donald Sterlings lawyer says he has not okayed the deal. The airline is being fined 200,000 for tv ads promised 59 flights from atlanta to new york and chicago to l. A. But no seats on those routes were made available. President obama about to come to the White House Briefing room to address the growing scandal at the Veterans Administration and the growing calls for the secretary shinseki to resign. He met with the president at the white house, we saw him leaving moments ago. Up to 126 members of Congress Called for him to resign. I want to go to john karl at the white house in the White House Briefing room. Yesterday, you asked jay carney twice if he had confidence in the general, he didnt answer. I asked the question six different ways, no answer. The white house not able to answer the question of confidence in the cabinet secretary. It went on for 45 minutes. It is significant since the president is coming out alone. He also said, as we saw on good morning america, he is going to have a conversation about whether he has the capacity to do the job. Now question will hear the results of the conversation. He doesnt have support on capitol hill. Go to jim avila. It comes out of misconduct at 17 facilities, up to 1700 people lost, heres the president. Good morning, everybody. A few minutes ago secretary shinseki and rob nabors who i temporarily assigned with the v. A. Presented me with the departments initial review of the v. A. Facilities nationwide. And what they found is that the misconduct has not been limited to a few v. A. Facilities, but many across the country. Totally unacceptable. Our veterans deserve the best. Theyve earned it. Last week i said that if he found misconduct it would be punished and i meant it. Secretary shinseki has now begun the process of firing the people responsible, including Senior Leaders at the phoenix v. A. Canceled bonuses for the v. A. Senior executives, and ordered the v. A. To contact every veteran in phoenix to get the veterans the care they need and deserve. But this morning you also heard rick take a truly remarkable action in public remarks he took responsibility for the conduct of those facilities and apologized to his fellow veterans and to the American People. And a few minutes ago, secretary shinseki offered me his own resignation. With considerable regret, i accepted. Rick shinseki has served his country with honor for nearly 50 years. He did two tours of combat in vietnam. Hes a veteran who left a part of himself on the battle field. He rose to command the first cavalry division, served at army chief of staff and has never been afraid to speak truth to power. The secretary of the v. A. , he presided over record investments in our veterans. Enrolling 2 million new veterans in health care, and delivering disability pay to more Vietnam Veterans exposed to agent orange, making it easier for veterans, posttraumatic stress, Mental Health issues and traumatic brain injury to get treatment. Improving care for women veterans. And reduced veteran homelessness and helped 1 million veterans, Service Members and their families pursue education under the post9 11 g. I. Bill. So ricks commitment to our veterans unquestioned. His service to our country is exemplary. I am grateful for his service as are many veterans across the country. He has worked hard to investigate and identify the problems with access to care. But he told me this morning, the v. A. Needs new leadership to address them. He does not want to be a distraction because his priority is to fix the problem and make sure our vets are getting the care that they need. That was ricks judgment on behalf of his fellow veterans. And i agree. We dont have time for distractions. We need to fix the problem. For now, the leader that will help move forward is sloan gibson, who will take on the reins of the acting secretary. He started three months ago, but he too has devote his life to serving the country and the veterans. His grandfather was in world war i, his father was a tail gunner in world war ii. He graduated from west point and was a rangers, and served in the infantry. And most recently, the president and ceo of the uso which does a remarkable job of supporting our men and women at war, their families, our Wounded Warriors and the families of the fallen. He has 20 years of private sector and nonprofit experience to help build a 20th century v. A. , and i am grateful to him. I made it clear that reform should not wait. Proceed immediately. Ive asked rob nabors to stay at the v. A. Temporarily to help him and the department through this transition and complete his own review of the v. H. A. We will look for a new permanent v. A. Secretary and confirm the successor and fill the post as soon as possible. Were going to do right by our veterans across the board. As long as it takes. Were not going to stop working to make sure that they get the care, the benefit, the opportunity that theyve earned and that they deserve. I said we wouldnt tolerate misconduct, and we will not. I said that we have to do better, and we will. There are too many veterans receivie ining care right now w deserve our best efforts and an honest assessment if its not working. I visited men and women in uniform at different stages of service. Our new west point graduates, crew in afghanistan, our military families at arlington. What i saw is what i have seen in every service member, veteran and Military Spouse i have had the chance to meet, a selfless, cleareyed commitment to serving their country the best way they know how. Theyre the best our country has to offer. They do their duty. They expect us to do ours. So today i want every man and woman who served under our flag to know, whether your tour has been over for decades or is just about to end, we will never stop working to do right by you and your families. Let me take a couple question questions leo. Mr. President , what changed in your opinion of the secretary in the last few days. You had confidence in him, even coming in today, saying it was time for him to resign. What made the difference in your mind . Ricks judgment. I think his belief that he would be a distraction from the task at hand. Which is to make sure that whats broken gets fixed so that his fellow veterans are getting the services that they need. I want to reiterate, he is a very good man. I dont just mean hes an accomplished man, i dont just mean that hes been an outstanding soldier, hes a good person. Whos done exemplary work on our behalf. And under his leadership, we have seen more progress on more fronts at the v. A. , and a bigger investment in the v. A. , than just about any other v. A. Secretary. Cut veterans homelessness by 24 . Brought in folks who had been exposed to agent orange who had been waiting for decades to get the services and benefits that they had earned. Making sure that posttraumatic stress disorder and traumatic brain injury was dealt with in a serious way. Making sure we had facilities for our women vets who all too often werent receiving the kind of Specialized Services that they needed. So hes been a champion of our veterans, and where theres problems, he has been ready and willing to get in there and fix them. So with the disability backlog that had shot up as a consequence of the admission of the agent orange veterans as well as making it easier to apply for posttraumatic stress disorder disability claims, when it spiked, he went at it in a systemic way, and we have cut it by 50 over the last year or so. Hes not adverse to admitting where theres a problem and going after it. But we occupy not just a an environment that calls for management fixes, weve also got to deal with congress and you guys and i think ricks judgment that he could not carry out the next stages of the form without being a distraction himself. And so my assessment was, unfortunately, that he was right. I regret that he has to resign under these circumstances, but i also have confidence in sloan, and i share Rick Shinsekis assessment that the number one priority is making sure that problems get fixed so if theres a veteran out there who needs help, that theyre getting a schedule, and theyre able to come in and see a doctor, and that if there are facilities that dont have enough doctors or nurses or do not have enough space, that that information immediately gets in the hands of decisionmakers all the way up to me and all the way to congress so that we can get more resources in there to help folks. And that seems to be the biggest problem i think thats the thing that offended secretary shinseki the most during the course of this process. You know, he described to me the fact that when he was in theater, he might have to order an attack just based on a phone call from some 20somethingyearold corpoor ral, a corporal, and he has to trust hes getting good information and its life or death. And hes deeply disappointed that the bad news did not get to him, and that the structures werent in place for him to identify this problem quickly and fix it. His priority now is to make sure that happens. And he felt like new leadership would be would serve our veterans best, and i agree with him. Joe mattingly. Mr. President , based on the earlystage audit that the secretary presented to you, is there a sense that there was criminal wrong doing . And i guess more broadly, how much responsibility do you personally bear, this is an issue you campaigned on and cared about deeply in your administration now that were at th point . I will leave it up to the Justice Department with the criminal wrong doing. In terms of responsibility, it is my administration, i take responsibility for what happens. This is an area i have particular concern with. Many this predates my presidency. I was on the Veterans Affairs committee. I heard firsthand veterans who were not getting the kinds of services and benefits that they had earned. And i pledged that if i had the chance of serving as commander in chief and president , that we would fix it. The v. A. Is a Big Organization that has had problems for a very long time. In some cases, management problems, in some cases, funding problems. What weve tried to do is systemically go after the problems we were aware of and fix them. And where we have seen our veterans not being properly served, whether it was too many Homeless Veterans, or a disability claims process that was taking too long, we would go at it and chip away at it and fix it. When it came to funding, weve increased funding for v. A. Services in an unprecedented fashion. Because we understood that its not enough just to give lip service to our veterans, but not being willing to put our money where our mouth is. And so what i can say confidently, is that this has been a priority, its been a priority reflected in my budget, and that in terms of managing the v. A. , where we have seen a problem, where we have been aware of a problem, we have gone after it and fixed, and have been able to make significant progress. But what is absolutely clear is this one this issue of scheduling is one that the reporting systems inside of the v. H. A. Did not surface to the level where rick was aware of it, or where we were able to see it. This was not something that we were hearing when i was traveling around the country. The particular issue of scheduling. And what were going to have to do as part of the review, make sure we get information about systems that arent working. I just was talking to rob nabors, and he described to me, for example, just in very specific detail, how in some of these facilities, youve got Computer Systems for scheduling that date back to the 90s. Situations in which one scheduler might have to look at four or five different screens to figure out where theres a slot and where there might be a doctor available. Situations in which theyre manually passing requests for an appointment over to somebody else whos then inputting them. All right . So you have in many cases old systems, broken down systems. This is stuff that isnt imminently fixable, but we have to know about it. And the big concern that ive got, and what im going to be interested in finding out is how is it that in a number of these facilities, if in fact you have veterans who were waiting too long for an appointment, that that information didnt surface sooner so that we could go ahead and fix it. One last point i want to make on this. When veterans have gotten access to the system, the health care itself that they are receiving has gotten high marks from our Veterans Service organizations and the veterans themselves. So i think its important to keep in mind that what the review indicates so far, at least, is that there have been Great Strides made in the actual care provided to veterans. The challenge is getting veterans into the door, particularly for their first appointment in some cases. And where they dont have an established relationship with a doctor, and theyre not in the system. Part of thats going to be technology. Part of that is management. But as Rick Shinseki himself indicated, there is a need for a change in culture within the v. H. A. And perhaps the v. H. A. As a whole or the v. A. As a whole, that makes sure that bad news gets surfaced quickly so that things can be fixed. And i know that was the attitude of secretary shinseki, and what was what he communicated to folks under him, but they didnt execute. And thats a problem. Christie parasons, last question. Thanks, mr. President. You said it was the generals own judgment that made the decision for you here. If i remember correctly, secretary sibelius offered her resignation after health care. Gov failed, and you decl e declined to take it. I wonder if theres scapegoating taking place here. Meaning . Meaning the dysfunction within the department seems to have been very deep and very widespread. So lopping off the head of it really the best step to take Going Forward here . What im asking is, is there a political reason for removing him other than going straight to the problem of the bureaucracy. So the distractions that rick refers to are in part political. He needs to be at this stage, what i want is somebody at the v. A. Whos not spending time outside of solving problems for the veterans. I want somebody spending every minute of every day figuring out, have we called every single veteran thats waiting . Have they gotten a schedule . Are we fixing the system . What kind of new technology do we need . Have we made a realistic assessment of how long the wait times are right now, and how are we going to bring those wait times down in certain facilities where the wait times are too long. If we need more money, how much more money do we need to ask from congress . And how am i going to make sure that congress delivers on that additional funding. Thats what i want somebody at the v. A. Focused on. Not how are they getting secondguessed and, you know, speculation about their futures and so forth and so on. And thats what rick agreed to as well. With respect to secretary sibelius, at the time, i thought it would be a distraction to replace somebody at hhs at a time when we were trying to fix that system. And i wanted to stay focused, because i knew if we beared down on it and got folks enrolled, then it would work. So in each instance, my primary decision is based on how can i deliver service to the American People and in this case, how can i deliver for our veterans . And because they are people of integrity, i think in both the cases of secretary si belius, ad certainly with rick shin se ski, their view is whats going to deliver on the behalf of folks who he said were let down. She had so much knowledge about what was going on. Does someone with three months in leadership in the department have the capacity to attack the problem quickly now . Were going to need a new v. A. Secretary. Sloan is acting. Sloan is the first to acknowledge he has a learning curve that hes got to deal with. But the nature of the problem that has surfaced and has been the cause of this attention is one that we can start tackling right away and without completely transforming the system, we can immediately make some progress. Were going to have some longer term issues that were going to have to take care of. So my first step is, everybody whos out there waiting, get them an appointment. If we need more doctors, lets figure out how we can serve some doctors in there to make sure theyre getting the help that they need. What i wanted to make sure of, then, is that even if its still patchwork, how do we make sure that theres no slippage between somebody making a phone call and them getting an appointment scheduled. And lets have a realistic time for how soon theyre going to get an appointment. Those are things that dont require rocket science. It requires execution, it requires discipline and focus. Those are things that sloan has. There are then going to be some broader issues we have to tackle. The Information Systems inside the v. H. A. Those are probably going to have to be changed. That will cost some money and will take some time. But it has to be implemented. And changes in the culture of the v. H. A. Because as i said, theyre providing very good service, medical treatment, to our veterans when they get in the system, but they dont have, apparently, the state of the art operations that you would want to see, for example, in a Major Medical center or hospital. Now, keep in mind, those of us who are outside of the v. A. System and try to get an appointment with a doctor in the private sector and try to get an appointment for, you know, schedule for a hospital visit, there are probably some wait times as well. We have to figure out what are realistic benchmarks for the system. And my suspicion is with not only the veterans from iraq and afghanistan coming back, but the ageing of our vietnam vets who may have more chronic illnesses, may need more visits, we may need to get more doctors. And we may need to get more nurses. And thats going to cost some money. Which means thats going to have to be reflected in a veteran Affairs Budget which i have consistently increased, even during fiscallytight times. Theres been no area where ive put more priority than making sure that were delivering the kind of budget thats necessary to make sure our veterans are being served. But it may still not be enough. And were going before we start spending more money, our first job is, lets take care of some basic Management Issues that i think can be fixed. All right . Thank you. President obama with palpable regret, accepting the resignation of Eric Shinseki. After meeting with him this morning, showing a review showing that the problems with the provision of health care had spread from individual facilities across the country, and become a systemic problem. I want to go to Martha Raddatz whos known the general for a long time. Its clear the president did not want to do this. He wanted to back the general. But as he said, the general himself determined he had become a distraction to fixing the problems. Reporter im certain, george, that the general did not want to resign. He did not want to be viewed as a quitter among the veterans. But you heard president obama say this was as much a political decision as well, and general shinseki thought he was a distraction. But the public face he put on this. General shinseki is very impassive. He was not a strong handler of this situation. He didnt really speak to the press. He doesnt really speak to the public. Ask you need a very strong, passionate person, to deal with Something Like this, and especially to speak to those veterans. Already getting some reaction to capitol hill. The chairman of the house Veterans Affairs committee, jeff miller said they are not going to get a honey moon. Whoever replaces him, sloan gibson, the acting secretary, as the president said, he will search for a fulltime secretary. Were going to return to regular programming. For many in the west, its gma.
