oklahoma city. this is one of the sooner state's largest earthquakes on record. roofs have crumbled and bricks have fallen to the ground. many people have posted pictures of cracks in their homes. for now, no reports of injury. in humboldt county, a magnitude 5.6 earthquake struck last night. its epicenter was 60 miles out in the ocean. a tsunami is not expected. so far, no reports of damage or shaking on land. stay with abc 7 news for breaking updates and follow us on twitter. breaking overnight from l g atlantic city, new jersey, a $20,000 reward being offered for information in a deadly officer-involved shooting. authorities say police approached a group of people outside the caesar's casino early this morning. a person opened fire, critically wound wounding an officer. police returned fire, killing one of the suspects. officers are looking for two people wanted in connection with the shooting. san francisco police are investigating an incident at a dog park where a man kicked another person's pet. it happened at dubose park. witnesses say a few dogs got rowdy. the hound's owner reportedly went after a black lab. >> reporter: the video starts with a man pulling the guy in plaid away from the black lab. other dog owners urge him to leave. he starts screaming instead. >> take that [ bleep ]. that's why i'm mad. >> reporter: the owner of otis tries to lead the black lab away. look at the left side of your screen. the man slams his boot into otis's belly. >> i was convinced he had broken the dog's ribs. >> reporter: another witness tackles him to the ground. the man grabs his bassett hound and leaves. corina lopez was there with her great dane. >> it was definitely terrifying. i took his phone and said don't come back to this park. >> reporter: they first noticed the aggressor because his bassett hound wasn't fixed, and that can lead to problems. fisher says the skirmish wasn't anything unusual. >> they all got their dogs. i can't tell you how many times it happens out here. >> reporter: many in duboce relieved to hear otis is doing well. but the violent kick has people talking. >> i've been coming here for 30 years and never seen anyone get that crazy over a dogfight. >> reporter: police are investigating. in san francisco, tiffany wilson, abc 7 news. santa clara police officers are looking into holding their own boycott against the 49ers following quarterback colin kaepernick's critical comments toward law enforcement. the police officer association sent a letter to the 49ers saying its members may stop working home games. they're angry at kaepernick's comments as well as socks he sore depicting police as pigs. the police department says it will issue a statement today. the 49ers reiterated kaepernick's right to freedom of expression. he's donating to communities affected by racial injustice. in thursday night's preseason game, he heard the boos while kneeling in protest. he decides to kneel to keep his message focused on in jujustice. after the game, kaepernick said he'll donate the first $1 million this season to help marginalized communities. bay area groups believe he could do a lot of good. >> it could be helpful, for one thing, in addressing affordable housing. we need more housing here in the bay area. it could also be addressed with spending more dollars on mental health services. >> thursday, kaepernick and his girlfriend made the first donation, $60,000 worth of backpacks for kids in harlem and the bronx. a man that many people equate with preferential treatment and sexual assault is now free. former stanford swimmer brock turner left jail today, facing an uncertain future. he plans to live with his parents in ohio where an angry reception awaits him. abc news reporter katie marzullo explains. >> it's a decision i'm not happy with. i think it should have been a state prison sentence. >> reporter: turner is expected to go home to green county, ohio. the sheriff there tells abc news post cards will be mailed to homeowners to alert them that a sex offender lives in the area. protesters are already there. this is where turner has lived for the past three months, a cell he shared with five other inmates. >> there's a lot of reasons a person is in protective custody. basically they're at risk while they're here. >> reporter: the sheriff's office said turner received hundreds of pieces of hate mail. hours after turner was released, a rally outside the jail calling for the judge who sentenced him to be recalled. lawmakers and elected officials stood beside survivors of sexual assault. >> sexual assault is never the victim's fault. no one is ever asking to be sexually assaulted. >> the district of santa clara county is unsafe because of judge persky sit on the belgium right now. >> reporter: judge persky is currently only hearing civil cases. turner will be on probation for three years. katie marzullo, abc 7 news. >> brock turner's sentence has inspired new legislation that would guarantee prison time for sexual assault. current laws allow for a leaner sentence if the victim was unconscious and not forced. the bill would mandate three years of jail or prison. the aclu opposes the legislation because it creates a mandatory minimum. but senator jerry hill says it allows for probation in certain situations. >> a judge can impose probation. but the judge would have to outline and clearly articulate on the record what the unique circumstances are that he or she would not be imposing the mandatory minimum sentence for this. >> governor jerry brown has until the end of the month to sign of it. a second bill would expand the definition of rape to include all forms of penetration. be the first to know when news breaks by downloading the abc 7 news app. court officials ared blamed for letting an inmate, victor rodriguez, go erroneously. he was in jail for threatening to shoot deputies with an ak-47 rifle. the sheriff's department says rodriguez called the jail thursday night and was told he needed to surrender himself. as of this morning that has not happened. we're hearing from the woman at the center of a bay area police scandal. whereas minute abuslin, also known as celeste guap, spoke from her jail cell after a violent confrontation with security staff at the rehab security where she was getting help for sex and drug addiction. she refused to talk about the incident but instead made a plea for her release. >> i want to go home. >> there is no word whether guap will be allowed to return to the rehab facility. this morning a hurricane watch remains in effect for oahu and maui. locals are keeping a close eye on hurricane lester, a category 2 storm. the high surf warning is in effect. waves are expected to peak at 25 feet today and could impact low lying areas. lester is weakening by the hour but is expected to remain a hurricane through tomorrow. and i'm sure we have many bay area folks headed there this weekend for the holiday. >> just got an update on that. all watches have been discontinued. >> good to know, okay. >> we're certainly getting the rain, thunderstorms. and the storm will be weakening. but another argen returns in a bit with the full accuweather forecast. a man in antioch is facing 18 criminal charges this morning, 15 of them related to sexual assault on two teenage girls. after police arrested 43-year-old cory murphy, they found an incoherent woman in the back of his van. they say she is not the only victim. abc 7 reporter katie utehs has more. >> reporter: this van is best described as creepy. at worst, it's the scene of multiple attacks on women. >> i swear to god, i saw that guy a million different times. >> reporter: police say 43-year-old cory murphy drugged and sexually assaulted at least two teenaged girls. investigators' case against him started with an alleged rape at the economy inn back in february. a 16-year-old woke up disoriented and reported being attacked by murphy and 27-year-old rose ann pinal. then in july, a 14-year-old girl was drugged, sexually assaulted, and raped in the same location. with murphy and pinal accused plus a third woman implicated, 23-year-old sarah denzer. >> it's just crazy. >> reporter: the three are in custody and being held on $4 million bail each. other victims or witnesses are being asked to contact police. in antioch, katie utehs, abc 7 news. napa icon margaret mondavi passed away yesterday, best known as a wine maker, philanthropist, and artist. she joined robert mondavi. she had been battling stomach cancer. she was 91. new details this morning about a woman injured by a falling limb in san francisco. her husband said she suffered a setback this week. the family send us a picture with her two daughters. we'll have that on abc7news.com. it was taken thursday at the hospital. her husband says she had a fever for three days. she was taken from physical therapy to emergency care where doctors found a bladder infection. as you'll recall, the 100-poundstone broke her spine last month. we're told she may never walk again. 8:15 is our time. spacex officials say they're reviewing 3,000 channels of video data effort in to find out the cause of thursday's launch pad explosion. it happened during a prelaunch test and destroyed a rocket and a satellite. right now, the trouble appears to have started somewhere near the liquid oxygen tank in the upper stage of the rocket which was being fueled at the time. from 7 on your side, our partners at "consumer reports" want an official recall of the samsung phone used by 2 million people. the galaxy note 7 has had problems with battery fires. samsung has halted sales. customers are still finding them for sale in stores and online. >> without an official recall emergency personnel say teaching students the technique could save thousands of lives. 34 states have already adopted mandatory cpr classes in schools. the mayors of san francisco and oakland are banding together to add some fizz to some hotly contested ballot measures. abc 7 news was at san francisco city hall yesterday as mayor ed lee promoted measure v in san francisco to tax soda distributors. beverage companies call it a reaggressir regre regressive grocery tax. >> the amount of money big soda is spending for these deceptive ads is shameful. but parents here want their children to be healthy. >> a recent study found berkeley's tax on sugary drinks cut soda sales by 21% in low income neighborhoods. we can expect a lot of traffic in san francisco this holiday weekend. and the golden gate bridge district is trying to make sure that things flow as smoothly as possible. so the district will be closing the welcome center parking lot in the vista point parking lot to personal vehicles through the weekend. the lots will be closed until 5:00 each day. the department of forestry is warning us to be extra careful when camping this holiday weekend. fire risk is extremely high with five years of drought. make sure to get a permit for a fire and clear debris within ten feet of the flames. if swimming, wear a life jacket. drinking and swimming is just as bridge, cooler than normal this weekend. warming trend starts for the holiday on labor day, it will last into the upcoming workweek. highs today on the cool side. the winds picking up. only upper 50s reporter: he's a long time immigration reformer accused of providing fraudulent advice to immigrants in the city. a hearing on that case is set for this month. today donald trump is scheduled to visit an african-american church in detroit. yesterday he started the labor day weekend with a private meeting with black leaders in philadelphia. a dozen african-american business, civic, and religious leaders from the community spoke to the republican presidential candidate. trump also met with the mother of a murder victim. he'll spend the holiday weekend reaching out to minority voters. hillary clinton is set to return to san francisco on september 12th for another fundraiser. this is video from last week when she appeared in piedmont. in an invitation obtained by "the chronicle," organizers this weekend for the canonization of mother teresa. tomorrow the nobel-peace-prize-winning nun will be recognized as a saint. she dedicated her life to helping poor and sick people in india and across the world through her missionaries of charity organization. critics have questioned how her work actually benefitted those she treated. but a santa clara university ph.d. student who met mother teresa does not question her impact on this world. >> i met mother teresa when i was 18 years old. she had come to our parish church. what really touched me was her compassion and her gentleness. and when she blessed me, i felt a sense of her deep joy within. >> mother teresa died 19 years ago at the age of 87. 8:34 is our time. police departments on both sides of the bay area came together to recognize one of their own yesterday. san francisco police officer riley bandy was praised for helping to stop an armed robbery in oakland. >> in front of his family, friends, and colleagues, officer riley bandy of the san francisco police department was recognized for the quick thinking he displayed while off-duty in oakland. >> i see a guy point a rifle at a citizen and, you know, i confronted him. when i did that, he pointed the rifle at me. >> reporter: the silver star medal from oakland police is the department's second highest honor for bravery. in july, officer bandy was out for a jog and unarmed when he saw an armed robbery in progress, a 16-year-old boy trying to take someone's cellphone. bandy yelled at the suspect. >> the suspect backed away from the victim and fled on foot while officer bandy pursued the suspect on foot and called 911 on his cellphone, all at the same time. >> reporter: officer bandy stayed on the phone with dispatch as he followed the suspect. although it appeared to be a rifle, it was later determined to be a b.b. gun. but it doesn't take away from the heroics of that day. >> we'll put our life on the line defending you. we've been sworn to do that and that's exactly what we're going to do. >> reporter: the recognition came as a surprise to officer bandy. >> i take it personally and people try to victimize people in our community. i didn't want him to get away with it. >> officer bandy's commanding of valor. b.a.r.t.'s new seat hog rule is now in effect. it allows b.a.r.t. police to run criminal background checks on riders and issue citations to those taking up more than one seat on frequently crowded trains. the new rule applies during weekday rush hours from 6 to 10:00 a.m. and 3 to 7:30 p.m. violators could face fines and repeat offenders could get jail time. b.a.r.t. service between glen park and daly city is shut down through labor day. the transit agency is performing maintenance on the tracks between stations. the work began at 6:00 a.m. today. a free bus bridge is being provided to get passengers through the closure. b.a.r.t. warns the bus bridge could add an extra 60 minutes to your trip. as many as three jupiter this morning that nasa is saying is unlike anything uncountered in our solar system before. the juno spacecraft shows the planet as barely recognizable. juno also sent back sounds as it approached jupiter. you're about to hear radio waves that come from the auroras that circumstanti circle jupiter's north pole. the radio emissions are the strongest in the solar system. 8:41 is the time. happening today, the annual art and wine festival in millbrae this weekend definitely worth checking out. these are scenes from last year's festival. downtown is transformed into a mardi gras style atmosphere with lots of wine to drink, foot to e food to eat, and of course plenty of artwork. it runs from today until tomorrow from 10:00 to 5:00. hopefully some sunshine for those folks. >> anthony has more. >> reporter: the afghanistan national women's soccer team is headed in the right direction and tuning up in the bay area for competition here and overseas. and they're intent on breaking through barriers, not just in sports. >> everyone has a fire in their heart. >> reporter: her family left war-torn afghanistan when she was 10. >> what inspires people, small girls in afghanistan, to say, if they look at us and say, i want to be like here, she did it, i can do it. >> reporter: a team founder, 29 years old, lived under constant threat in her home country simply because she played football. >> it was not a safe place for us. we faced a lot of threats, a lot of warnings. >> reporter: this year, khalida reached out to a navy grad who now place for the houston dash. >> it's not to see not only these girls are getting the opportunity to play, but girls in afghanistan are getting more opportunities to play because of the coverage that we are getting together visibility at the coast but we're getting sunshine as well. hermine is really wreaking havoc along the eastern seaboard, from virginia to new jersey. winds are at 65 miles an hour. and the concern extends all weekend long with rip tides and the higher than normal storm surge. it's going to strengthen before it weakens again. so all weekend, the labor day weekend, really a washout and dangerous here with two to four foot storm surge. you have to watch out if you're along the eastern seaboard, drive a crummy labor day. but as we get towards the tropics, hurricane watches discontinued. still a category 2 with 100-mile-per-hour winds, but we'll see it weaken. by sunday, tomorrow, it's still a hurricane, but no threat to hawaii. we're looking right now live from mt. tam. you can see the
