are about to feel the intensity of the storm. tiffany, how is it looking there? >> well, cornell, in just the past hour you can certainly feel both the wind and the waves have picked up in intensity. the drizzle i mentioned earlier, that has gone away. i will step out so my photographer can show you the big flash. these waves are unpredictable but we've seen crashing over the seawall, all the way across the street, hitting the driveways on the other side of the street. i'm sure a lot of pacifica residents will tell you this is a relatively typical morning. but one boater told us he is sure that it is fixing to get ugly later tonight. a small craft advisory is already in effect at pillar point harbor in half moon bay. we saw boaters working there to prepare for today's storm. they added extra buoys and sealed up everything tight. one man who lives on his boat said he knows it's going to be a rough ride on the storm today. now families all along the coast are expecting high winds, heavy rain, and more massive waves like we've been seeing all morning. and for fishermen who have already lost income from a disappointing crab season this, weekend weather is one more reason they told us this is the hardest winter in years. >> we've had some really bad weather. march, especially is always a bad weather month for us. it seems like you can count on march being difficult to fish. we've had more rain and wind than we've had, higher swells than we've had the last two or three years. >> and just one common sense reminder. local authorities are asking anyone who lives along the coast to make sure any surf boards or kayaks really are locked uptight because in the past both have been swept out to sea and then they have had to make rescue attempts when in fact it turned out winds could make things dangerous in your own backyard. pg&e spent yesterday trimming trees. keeping the branch and trees apart is a 365-day-a-year job, not just when the storm is here. >> the wind will come up and move the tree just a little bit, and sometimes the weakened roots can't take the extra pressure. >> though it may be too late before this weekend's storms, arborists suggest trimming trees so you don't have to worry about them falling on cars or homes. residents say they are used to the usual problems but know things can change in an instant. abc7 news reporter melanie woodrow in snow here in king available. kingvale. a lot more snow on the way. because of the storm this weekend san francisco is opening up two emergency pop-up shelters that can hold up to 200 homeless men and women. first is at the county fair building on ninth avenue. it opens at noon today and cannot hold pets. the second is on grief street. it opens at 2:00 p.m. and pets are allowed there. the shelters will provide transportation to those who need a ride. san francisco department of public works will hand out free sandbags to city residents at its operation yard to the on cesar chavez morning, radios used by oakland police officers are working again after a brief outage last night. abc7 news has learned the radios went down for 11 minutes friday night around 11:30. the department said officers had to rely on their cell phones to communicate with each other and with dispatchers. cause of the out am is not known. there's a war of words between the santa clara county sheriff and the head of a blue ribbon commission looking into conduct at her jails. sharesive incensed at a retired judge calling her comments insulting, if not illegal. we have the story. first came the cameras. thursday cameras captured a fight. the chair of the jail reform commission has since commented in the media that the fight could have been avoided if those tick inmates hadn't been allowed to mingle. sheriff took offense and fired off hang angry letter. >> i think it needs to be made clear what she's saying is not factual, it's a lie, it's dishonest. >> cordell declined to give an online interview. she doesn't want to distract from the work of the commission. but she said in a letter i was clear in my letter if the officers knew they didn't get along with each other, then it wouldn't make sense to let them out at the same time. then she said sheriff, me think you dost protest too much. >> and not only would we do that because it's not the right thing to do, but the supreme court said it's illegal for us to do that. >> cheryl i have asked her to produce all our documents about jail operations, and the sheriff is asking for an expert to intervene in the fight. this is a picture people near key commute times. laura anthony has the story >> there is a problem, a technical issue that bart says is happening specifically on eastbound trains traveling through the transbay tube. >> cars with older equipment is experiencing spikes in volley tan. and they were getting damaged. >> so far 80 cars were affected, taken out of service temporarily at bart maintenance yards. bart said it's a problem that's been happening intermittently for some time but became more frequent lately. to keep it from happening, bart has taken this west oakland substation offline, although they don't think it's the source of the problem. >> we are still trying to figure out exactly what caused it. we about major inspections, looked at the third rail, the tracks, found nothing. >> bart expects to a dismal february, and things really beginning to crank up. we have a decent couple of storm systems on the way. we are in the warm sector right now, meaning breezy winds, lighter rain showers, and live doppler 7hd confirms that most of of the activity is in the north bay. about you you can see some of the cells here offshore, enhancing some of the rainfall from sea ranch through bodega bay. and point reyes. otherwise on highway 101 from santa rosa to petaluma, novato, down through san rafael, it's certainly lighter rain. kind of hit-or-miss as you head over the richmond san rafael bridge. 580 right here. into tibion it's wet, but you go over into berkeley, just some moisture in terms of mist and drizzle. and through livermore, 580, pleasanton could see a few light showers. otherwise more activity in the santa cruz mountains from pescadero, half moon bay, southward and scotts valley. we will look for an energetic jet stream and a steady plume of moisture that extends all the way back to the philippines that will get us wet right through midday monday. this is a 3. the third time we've seen a 3 on the storm impact scale. meaning this is a big one, a strong one. anywhere from 1 to 2 inches of rain lower elevations, 2 to 4 inches in the hills with wind gusts over 50 miles an hour. that means the possibility of downed trees. some of you could have your power out. hopefully the garbage cans are secure and you have been picking things up around the lawn and the house. because the southerly winds right now just breezy and they will keep us mild in the low 60s. oakland. you see the flag just blowing lightly there. and temperatures from the upper 50s through novato and morgan hill. the sutro tower camera you see the dark clouds here. strongest storm here with a moderate chance tomorrow, a chance of thunderstorms. sunshine tomorrow. but take a look at the color here. the oranges represent anywhere from 35 to 45 miles an hour winds in san francisco from noon to four. here's the pa pass angle of of the cold front with 45 to 55-mile an hour winds from 6:00 to 8:00 at night. we look at the rain throughout the morning hours, here it is in the north bay, 10:00. scattered throughout the ref of the bay. and by 11:00 it begins to sink a little further south. and it really comes together by 2:00 with some moderate rain all throughout the bay. and 5:00 the front is offshore. there it is. you can see the reds. and remember, the gusty winds will be accompanying that frontal passage, and by 11:00 things really slow down considerably and they lighten up in terms of rainfall. for the burn area of clear lake and middletown, we are looking at this afternoon through tomorrow morning for flash flood possibilityies. possibly elsewhere as well. light green, light rain in between heavier buses. 2:00 this afternoon, 4:00. and the heaviest here in the orange at 8:00. here we get through the first system and we have the second one on the way tomorrow. that's late tomorrow. a 2 on the storm impact scale. we go through the morning hours we will have hit-or-miss showers into the afternoon. and on sunday. it's not until later on, after the 8:00 hour where we see the passage of this system and we put the rainfall totals together with today's, over an inch and a half in san francisco. and then we will take this through monday, midday. everyone picks up three inches. almost close to four inches in mountain view and san jose. so winter storm warning from 10:00 tonight. the rain will change over to snow after midnight. and then through 4:00 tomorrow morning we've got 1 to 2 feet from tahoe city to donner to incline about a foot, 60s today with gusty winds. the rain and wind increases and then we look for the chance of thunderstorms tomorrow. some leftover showers on monday. only dry day looks to be tuesday. with then we get going again with 2s on our storm impact scale for thursday and friday. so making up for all of february's rainfall it as we look at the bay bridge. there are powerful el nino influenced storm. expect it to arrive in the bay area today. biggest one of the year so far. here's lisa argen with what and when we can expect it to arrive. >> yes. this is our time after that abysmal february. we've been seeing some light rain through the overnight hours. now we are lacking at a few areas of enhanced moderate rain on the point of the north bay around point reyes. also a little bit further to the south through inverness. still offshore and about ready to move into san francisco. as we head east it's light rain through san rafael, mill valley, 580, the richmond san rafael bridge and mist and drizzle through berkeley this morning. 580 into livermore. looking at a few light showers. san ramon, a little wet pavement and westward back through 280, san mateo, wood side some light showers. look what's offshore. we will see enhanced rainfall throughout the morning hours before the big event is to come. hollister, gilroy, some wet weather. this is what i'm talking about. we have a strong jet stream and a very powerful cold front. a couple elements coming together to bring gusty winds and potentially flooding rains. but 10:00 today you see still getting most of the rain in the north bay. but by 1:00 there's heavier cells offshore. we will be looking at the strongest impacts in terms of heavy rain and wind, over 50 miles an hour from 6:00 to 9:00 tonight from the frontal passes. between now and then it's do you know pours on and off with the wind strengthening. and after the frontal passage we will have less rain and wind. and the number 2 on the storm impact scale arrives tomorrow night. it takes us through monday morning. we will tell you how much rain, how much snow in a few minutes. cornell. >> sessions at c2 education center in san francisco. >> it definitely has helped. it made me more comfortable. >> at c2, rates are as high as $5,000 for nine months of tutoring. david kemp is the ceo. >> it's not just the test prep the student receives. it's being able to receive the college counseling and the college admissions help. >> more than 99% of the students go on to college. the director says whether students benefit from tutoring varies. >> some students need to actually work with an individual, whether it's a one-on-one situation, or someone that's in a classroom setting. >> others may do well studying on their own using a test preparation book for free online tutoring. anyone who takes the pre-s.a.t. preparation test are offered free classes from the kahn academy, designed to boost their scores. the old test was a predictor of how well a student will do in college. but this marks the return of the 1600 as the perfect score. >> the test is becoming harder from a content perspective. >> the best preparation for the new test might just mean school itself. >> rely on the coursework they are doing and all the day-to-day work they are doing in the courses. >> stephanie is a freshman at lowell high school with her heart set on harvard or stanford. she's already prepping for the new s.a.t. >> i'm looking at the different questions that will be on it and how different it is from the old s.a.t. >> he's already taken the old s.a.t. and the new one. he decided to stick with his old scores as well. >> i did better on the old one so i thought i should stick with this one. >> students have the choice of taking either the a.c.t. test or s.a.t. test. if they take them both, most colleges will accept their higher score with their college applications. i'm michael finney, on spring break or something? >> well, it's back with a vengeance in the next couple of days, into next weekend, as well. >> two storm systems to speak of this weekend. right now live doppler 7hd picking up some moderate rain in the north bay and along the coast. just about to push into san francisco. and this is just the very light stuff out ahead of a very powerful, strong storm system. so right around highway 101 between petaluma and west of novato, a pretty good downpour. sea ranch and inverness we've had light rain. offshore here it's just about to move into south city, around 280 on the peninsula. and san francisco getting your head wet. it's been quiet in the east bay. but we've had a few sprinkles here and there around oakland and hayward. just around 580, looking a the a few light sprinkles. but the santa cruz mountains has remained active. looking at more rain from pescadero right into the central coast around monterey w he have a very energetic impulse. more energy. a strong cold front. these two bright, white cloud masses coming together, sending a very powerful storm system our way. this is the third time we've seen a 3 on the storm impact scale. that means anywhere from 1 to 2 inches of rain. 2 to 4 in the hills. and wind gusts possibly over 50 miles an hour. this is a view from our exploratorium camera, pier with the breezy winds since yesterday. it's kept temperatures up in the low 50s. san jose, oakland, good morning half moon bay. 57 for you you. strongest winds on the coast. looking at a few breaks in the clouds. 59 for you in concord, fairfield, novato and napa, 58 in santa rosa. so san francisco with the cloud cover right now. we're hooking at our strongest storm of the year is today with the cold frontal passage from about 6:00 to 9:00 tonight and a moderate storm tomorrow with a few peaks of sun. some thunderstorms possibly, and by monday we will see as much as three feet of rain common around the bay area. so our wind
