out of san jose this morning. fifteen to twenty people are displaced after a three-alarm fire broke out in their building around 3:30 this morning. a resident heard an explosion, then saw the roof on fire. the flames destroyed the entire roof of that 8-unit apartment complex on walnut blossom drive. firefighters are saying there is significant water and fire damage to all the units. the red cross is now on the scene helping those residents. fortunately no one was hurt. you may have seen a mysterious light in the sky last night for a good 20 or 30 minutes, which added to the mystery. here's video from glen cameron, who shot this from southbound 280 in san mateo county near the san francisco international airport. you can see how brightly it shined over the freeway. then this video from our abc affiliate in san diego shot near chula vista. there's an explanation from the u.s. navy. around 6:00 last night the navy fired an unarmed try dent missile test flight off the uss kentucky, which was off the coast of southern california. you can see the bright flash in this video. people in the bay area are describing a similar sight. >> it was beaming off the lake and it was so bright it was shooting up in the air. it was awesome. it was weird. a spokesperson said missile testing is not routinely announced since the information is classified prior to launch. people have been sending us pictures and videos from all over, using the #abc7 now. karen sullivan's picture shows a cone of light tracing behind the rocket. and these pictures show a duller light but it's filling jose. all four people on board walked away. you can see it flipped over on the runway. it happened around 8:45 last night at the reed hillview airport. a single-engine cessna was landing when the landing gear hit the side of the runway. only one passenger went to the hospital with a minor injury. the federal aviation administration is investigating how a skydiving demonstration killed a sky diver in madera yesterday. thousands of people at the festival witnessed the tragedy. a reporter from our sister station in fresno reports on what went wrong. >> in a split second a family festival became the scene of an accident. >> everyone was just pointing at the sky, and i looked to see someone falling in the parachute. >> authorities say a 65-year-old sky diver was taking part in an airshow and was trying to land at a madera airport. >> the victim's chute was tangled. attempts were made to disrupt the tangling of the chute. they proved to be unsuccessful. >> hundreds of feet away the victim's first chute landed among a row of trees. witnesses say this is video of that first chute landing in trees far away from his body. >> out of the corner of our eye we saw the loose parachute and it was flying all by itself like a deflated balloon, going down by itself. the sky diver himself fell next to alex's truck, who said he was in that very spot just minutes before the crash. >> sounded like a car hit something and turned around and sure enough, it was the gentleman that had fallen between the cars. the federal aviation administration is now involved in the investigation to find out how exactly this tragedy could have happened. abc7 news. a car crash caused a gas leak in san jose. abc7 news was at san philippeway road near silver okay elementary school where a car flipped over yesterday afternoon. the crash knocked over some policy. one bent causing a break in a four-inch gas line. it took pg&e crews nearly two hours to stop the creek. a blue ribbon commission in santa clara county investigating a jail inmate's murder said it may have to quit before ever finding answers. the commission just learned the county has secretly hired a team of private consultants to do the same job. abc7 news reporter cornell bernard has the details. >> i have concerns about how this commission can receive. that's a former judge. she opened the first meeting of the blue ribbon commission. 25 volunteers from all walks with a common goal, investigate jails in santa clara county following the death of an inmate last august. three deputies were charged with his murder. but cordell said she was shocked to learn the county hired a private consultants to do the same job in secret. the results will be kept secret, even from this panel, who appear to be doing the same job. cordell believes th consultants hired to protect the county from future lawsuits. >> it's to expose everything, liability be damned. >> they got this lotter friday, and it notified them about the paid consultant, whose findings would only compliment the blue ribbon's commissions work. >> we need more and more transparency, not anymore secret commissions. cordell said if the commission's findings aren't taken seriously, what is the point? >> a what i want is to, one, look at the jail from top to bottom in the open. that's what i want. supervisor cindy chavez said the board wants a complete investigation. >> our objective is to get as many eyes into the jail as possible. and what concerns me is the idea that there's something secret going on when there is not. >> the commission will meet again in two weeks. cordell said she wants more information about the consultants and their goal or else she'll step down. cornell bernard, abc7 news. loud, banging noises and still too early to say what caused the crash. sierra leone is free of ebola, but one of its neighboring countries is not. 42 days have passed, twice the incubation period, since the last case was dispatched in sierra leone. nearly 4,000 people there died of ebola in the worst outbreak in history. now in neighboring begin any, health officials have recorded seven cases of ebola in the past 21 days. this is a move that seems to defy logic, getting rid of trash by getting rid of trash cans but that's exactly what they are doing at this beach in san francisco. and park officials say it's think more trash cans and bigger trash cans. >> instead the national park service removed garbage cans in a campaign commonly known as pack it in, pack it out. i think in theory it's a great policy. i the effort. >> i don't think it's a good idea. i can't imagine it work being for everybody or they are on a bike, this won't take out their trash. the others say the old trash bins weren't working anyway. there's always trash. >> sometimes on the weekend when we walk the dogs we will bring bags and gloves to pick up and we are always filling them up. she came out more than a week ago. rangers have spent significantly less time cleaning up garbage, from several hours to 15 minutes. so far the experiment is working. even if it's counterintuitive. >> humanity doesn't follow rules, not all of francisco got ready this weekend for the possibility of a wet el nino season. students, parents, neighbors of lakeshore elementary school spent yesterday building a rainwater catchment system on campus. it involves planting and replanting trees, clearing dirt and redirecting water away from storm drains. they wanted to put every drop of water to good use. it's raining tomorrow, and we're hoping that we can even catch some rainwater and it will have an immediate impact. >> the volunteers took home an important lesson about san francisco's water supply and where it originates hundreds pushing along santa cruz. then here cops our low overnight on sunday. just a few showers. but then the cold activity with the unstable air and the low moves overhead. 7:00 from the north bay to the east bay, some heavy downpours. then 8:00 we have more downpours in the north bay, the peninsula, into the east bay. and it'sa going to add up to some pretty impressive rainfall totals. oh the first system pretty weak, a couple hundredth to a quarter inch from concord and a tenth for mountain view. then we go into the second phase with the heavier downpours. this is where it's hard to pinpoint where you get the heavy downpours, how much rain you get. that's why it fluctuates greatly electric a half-inch to a third of an inch in mountain view. that's the fast right now. ed second system more heavy air. we will have about 8 to 10 inches in donner and kirkland a wider area of light rain flour and althougherring snow levels tonight into tomorrow. you will feel the difference. it be cool near fisherman's wharf. it's usually held on market street. this year organizers moved it to fisherman's wharf in an effort to attract a larger crowd. the mayor, police chief and fire chief ever expected to attend, as well as more than a thousand veterans. the parade begins at 11:00 this morning. a major veterans organization is suing the city of san francisco. the legal battle is over office space in a building dedicated in their honor. but the vets are feeling dishonored and they will be back in court later this week. >> veterans from many of the nation's wars gathered at san francisco's superior court, supporting a lawsuit against the city. >> they have basically treated us like the ugly stepchildren. >> veterans have been saluted with a beautiful granite memorial and reflecting pools on a site with earth from some of the battlefields. the legal battle is over the building next door. the war memorial veterans building was recently renovated, and just reopened. and while it was dedicated to veterans back in 1932, the lawsuit alleges they are now being pushed out, in favor of high society tenants like the opera and other arts organizations. >> every time a veteran entity 41 morgan hill. half moon way upper 40s and a winter weather advisory for the sierra nevada with about 2 to 7 inches of snow expected. and upper elevations perhaps a foot. so chain controls likely tonight, as the levels begin to lower, the snow level, i should say. 45 novato, 43 livermore and concord at 50. the own snow levels lowering tomorrow to around 4,000 feet. cold air in place, heavier showers. but today it's all about this weak cold front slicing through the bay area at about 11:00. downtown we have the parade, the veteran's day parade. could be a little wet for you. rain to berkeley and vallejo right on through daly city, looks like. by about 1:00 we are picking it up around 580, danville throughout redwood city, redwood shores and right on into santa clara, san jose, gilroy by about 3:00. then it's over and we get a little bit of a lull. a few pop-up showers. here we are 11:00 sunday night and into the monday morning commute looks wet with heavier downpours like last monday. 9:00 in the north bay. east bay, heavier showers. peninsula gets into it by about noontime. by the afternoon and evening, still some showers possible. we will put those two areas of rainfall totals together. this is the first one. a tenth to quarter of an inch. the second one throughout monday night we are looking at a third to half inand it will be much, much colder tomorrow and some of those downpours may make it railroad, very tricky on the roadways tomorrow and likely the snow late today into tomorrow through 4:00 a.m. as the winter weather advisory. and looking at about 7 inches kirkwood, 10 inches perhaps around donner and 4 inches donner city. it will be a chilly one today. low to mid-60s but not as cold as tomorrow with scattered shout throughout the day. santa clara looking at game time 1:05, 65 degrees. scattered showers throughout the afternoon. the accuweather seven-day forecast. more rain, possible thorpe tomorrow and then looking dryer, railroad chilly mornings tuesday and wednesday. all watt up into the low 70s by next weekend. well, good! >> yeah.
