maps and you'll notice it's all green out there. there was an early morning fatal accident in the sonoma area. highway 116 at east bonness road. it doesn't look like lanes are blocked at this point but you could see slowing if you're driving in the area. westbound 580 so you can see you're under 40 miles an hour out of tracy and then very slow as you make your way into the altamont pass so that stretch from tracy out to dublin is now 39 minutes, a little bit of slowing there. southbound 680 and highway 85 in the south bay. >> thank you, frances. back to that story about american airlines. if you are traveling for the holidays, a heads-up if you happen to be on that carrier. >> concerns right now about a pilot shortage during the crucial weeks, christmas and new year's eve. reporter matt keller live at san jose mineta airport. >> reporter: let's start with the good news. all the flights for american airlines are on time. all the flights here at san jose airport are on time this morning. so that's great for travelers. here's the bad news if you're traveling over the christmas holiday season you may want to make up a backup plan because there are some issues with a scheduling conflict this could be big. the pilots' union says about 15,000 american airlines flights were scheduled without a captain, a co-pilot, or both. the airline says it expects to avoid canceling flights by paying time and a half and using reserve pilots. the pilots union filed a grievance saying the premium pay was not covered by its contract and the airline couldn't guarantee payment. passengers are keeping an eye on what's happening. >> between the holiday season so everybody is traveling. and not being able to get where you need to go is never a fun thing. >> reporter: american is the world's biggest airline. it has about 15,000 active pilots and expects to operate more than 200,000 flights in december. now we'll have to wait and see if this issue is resolved. reporting live, matt keller, abc 7 news. i want to show you this new video coming in to our live desk. it shows tuesday's missile launch in north korea, and you want to look closely here because this is a big deal according to experts. they say this video actually shows a major advance in technology. this is coming from north korean state television. the intercontinental ballistic missile test could theoretically reach anywhere in the u.s. ambassador nikki haley told the u.n. the missile test, quote, brings us closer to war. an expert in nonproliferation from san jose state university says americans should be concerned. >> this is an issue of life and death, an issue of the survival of ourselves and our families, and so it should be taken seriously even though there are a number of other momentous events going on in washington. >> experts say it could be one to three years before north korea has miniaturized a nuclear warhead that could reach the mainland. this video being released this morning, natasha, still a concern. >> thank you, jessica. a vote on the senate gop tax reform bill could come today. more likely it won't happen until tomorrow. all democrats are against the plan saying it will raise taxes for the poor and give big tax cuts to the wealthy. several republicans have not committed yet, but it does look like they may have the numbers to get the bill passed. president trump says the plan will benefit middle class families. he is back at the white house after trying to rally support in missouri. many students are against the gop tax plan. they say it will keep them from writing off student loan interest and put graduate education out of reach. and protest students marched out of classrooms all across the u.s. yesterday. this is video from usc. some uc davis students also walked out. an 11-year-old getaway driver is among 11 juveniles arrested in san jose after a violent crime spree. at least one person got away. abc 7 news reporter katie marzullo has details. >> reporter: it started with a carjacking at communications hill on friday. >> she was assaulted by suspects. she attempted to hold on to her vehicle. and when they drove away she was thrown off the vehicle and hit the ground. >> reporter: san jose detectives say that was followed by seven armed robberies, four carjackings, four car thefts and two residential burglaries. police arrested 11 juvenile suspects after three separate high-speed pursuits. the drivers were 11, 14, and 17 years old. lieutenant paul joseph said kids on violent crime sprees is becoming a trend. >> it is quite alarming and we've been successful in arresting many of them. it seems there's another group that pops up the following weekend. >> reporter: the wilson center works to divert youngsters from the criminal justice system. >> we don't want them to end up in juvenile hall because once you're in juvenile hall, they're just going to learn more about crime with other kids in juvenile hall. >> reporter: the ceo said early intervention is key. >> this is a pattern, then we need to look at our community and say, okay, what is causing this to happen? >> reporter: detectives believe there could be more victims from over the weekend f. you're a victim or have any information you are asked to call police. in san jose, katie marzullo, abc 7 news. it is 5:06. new details on the future of marijuana sales in sausalito. the city council has approved a 45-day emergency ordinance to stop all commercial activities starting january 1st when pot sales become legal across the state. according to our media partner the marin ij the council will revisit in january to extend the law or enact more permanent zoning rules. if the city had not taken action the state could have issued licenses to commercial marijuana sales without local review or input according to sausalito officials. "the new york times" summit is under way and governor jerry brown helped kick things off yesterday in san francisco. he said california is currently using nearly 50% renewable energy and 100% by 2040 is not out of the question. california's actively pursuing an energy policy that we can sustain in the face of federal opposition. >> governor brown wants to come up with a forest management plan to reduce kindling and the threat across the state. how would you like to look out your window and see this? a new survey shows oakland is a popular landing spot. more than 8,700 millennials moved to oakland. most relocated from another county in california. smart asset crunched the numbers and found about 4,800 young people moved to san francisco during the same time period but the majority of those people came from out of state. >> interesting. happening today the oakland alameda coliseum board is holding a special meeting to discuss the future transformation of the coliseum and oracle arena. the board is scheduled to talk about time line scenarios for both the raiders and the warriors. the raiders plan to move to vegas for the 2020 season. the warriors are set to move to the chase center in 2019. in addition the coliseum board will discuss the proposed new stadium for the oakland a's at laney college as well as the future role of the coliseum. abc 7 news will be at the 9:00 a.m. meeting and will bring you updates throughout the day and on later newscasts. >> the north bay's new transit agency is a hit. "the press democrat" reports that smart is adding extra cars to some of its most popular trips. service launched in august with two cars going from the sonoma county airport to san rafael. smart officials figured out its most popular times in both directions and say it should give commuters with bikes more room. an annual christmas tree lighting helped raise $165,000 for victims of the northern california fires. >> this video of 555 california street tree lighting celebration. this is the 11th year that former 49ers and raiders hall of famer ronnie lott put the event together. this year's proceeds will help northern california communities rebuild after the disastrous northern california fires. former niners great joe montana was happy to support. >> you can replace a lot of things, but for a lot of people it's their life savings. we feel for them. >> take a look at the tree. it is just all lights. this year's tree 80 feet tall covered with over 200,000 lights. after the holidays it will be recycled locally. >> a nice night for it, too. i think we're going to have a similar pattern today, is that right, mike? >> yeah, mike, and that's great for drivers out there. in fact we're not finding too many accidents on bay area freeways this morning. the bay bridge toll plaza you will find a bit of a backup. looks like they've turned the metering lights on so fastrak at the end of the parking lot. san mateo bridge is fine if both directions. westbound traffic on the right-hand side. less than 15 minutes from hayward into foster city and san mateo. and some slowing in just the usual spot so we're always keeping an eye on westbound 580. tracy out to castro valley. the drive time is now 53 minutes but northbound 101 is looking good up to the san jose airport and also northbound 280 into san francisco. mass transit also a great way to go this morning. b.a.r.t., ace and caltrain report nothing delays. >> we like seeing the green. a republican state lawmaker is hoping to take his fight against the controversial gas tax to the state's highest court. travis allen from huntington beach wants the california supreme court to right the ballot language saying a version from state attorney general reads, quote, a repeal of revenue for transportation projects not a repeal of the tax. he says that's a bait and switch. >> if the attorney general can lie to the california people where is the honesty there? this is about every initiative ever put forward by the people of california. this is direct democracy in california being abused by a politician. >> the tax is expected to raise more than $52 billion for transportation initiatives over the next decade. >> anyone who owns tech stocks is hoping for a rebound this morning. analysts say investors cashed in on tech yesterday and that meant some big losses. san rafael software maker announced it's laying off more than 1,100 jobs. then shares plunged more than 15%. facebook also closed down more than 7%. apple saw a 2% loss. >> i've heard so much about this movie. the movie that has made history for positive reviews is out in theaters right now. we're talking about lady bird, about a teenaged girl based just north of us in sacramento. now it has the most positive reviews ever on rotten tomatoes from 178 critics. there are other movies that have received 100% positive reviews but we're talking about classics like citizen cane, singing in the rain, and percentage is based on fewer reviews so a big deal. >> should i admit i thought that movie was about lady bird johnson until this morning? "variety" magazine dispute that had on "good morning america." take a listen here. >> it is at odds with our reporting. we talked to dozens of former and current staffers who say that there was general knowledge between staffers, high-ranking executives, other anchors that were on air with matt knowing, detailing, speaking about what matt was doing, pursuing women. >> "variety" claims nbc is sixth day of deliberations in the trial for the man accused of killing kate steinle. >> every detail, every person who walks in and out that have courtroom is scrutinized right now to figure out where the jury could be leaning. amy hollyfield is live for us in san francisco. san francisco. good morning, amy. >> reporter: good morning, natasha. the jury has a few options. they can convict jose ines garcia zarate of first or second-degree murder or of involuntary manslaughter or they, of course, can find him not guilty. zarate was set to be deported. he has a criminal record. but san francisco's sanctuary city law protected him and allowed him to stay. a legal expert told us if he's found not guilty he will still have immigration issues. >> i would imagine that there is a federal hold on the defendant already so that if he is acquitted he will be taken into federal custody. >> reporter: kate steinle is the victim in this case. she was shot and killed while strolling with her father at pier 14 about two years ago here in san francisco. zarate says the gun he was carrying accidentally went off. prosecutors believe he aimed and fired it on purpose. the jury is due back here at 9:00 you the verdict live on air and online. new this morning san jose firefighters had to rescue a man trapped inside a car that rolled over on the side of northbound highway 101. here is a look at the scene. you can see the car flipped over with its wheels in the air. the vehicle rolled down into a ditch near the tule road exit. it took firefighters nearly half an hour to get the man out of the car. he was put on a stretcher and take tone a nearby hospital. we don't know right now how he's doing. san francisco police tweet this had just before midnight last night thanking everyone who came out to support officer lewin-tankel. officers helped plan last night's fund-raiser at the auditorium. the officer was on patrol when he was hit by a suspect's car. he suffered traumatic brain injury. abc7news.com. >> san francisco parking meters could soon cost as much as $18 an hour. it's part of a proposed change to a san francisco municipal transportation program that adjusts meter rates based on demand. right now that demand system is being used on 7,000 meters. it could soon expand to every meter in the city. most meters would top out at $8 an hour. but for special events the meters could go up as high as $18. happening today one of the two men who escaped from a palo alto courthouse will be arraigned. federal marshals tracked john bivins to a hotel on sunday. he had been on the run since november 6th. bivins escaped police in stockton last week speeding past officers in a dead end street. they taught the second fugitive at a nearby walmart. he faces federal charges in addition to the armed robbery charge he was originally in jail for. 11 people will need to find another place to stay after fire raced through two mission district buildings. the flames broke out at a home on shotwell just before 7:00 last night. the fire spread next door in no time. it took firefighters more than an hour to bring the flames under control and the cause is still under investigation. family and friends have launched a go fund me page to help a san francisco family in bruno heights who lost their home in a natural gas explosion. the goodoy family lived here until monday when the blast damaged their apartment. p dw&e says it remains under investigation. the family is still coming to terms with what happened. >> scary because a lot of people there and my house, my home was very bad. event pushing for free tuition at all public colleges and universities. it is happening at 5:00 p.m. at city college of san francisco and that's where tuition is already free-for-all san francisco residents. the school was the first in the nation to do so. now a movement to offer a free college education to every person in california called the college for all act. supporters are trying to gather enough signatures to get it on the 2018 november ballot. a warning if you use the park and ride in mill valley. caltrans is shutting it down this week because of flooding. high tides are expected for the next several days. that lot frequently floods during king tides. this is video from january. mike now with more on these king tides that are expected to hit. >> saturday will be the and what they need. san francisco is testing delivery robots. city leaders are concerned they might pose a threat to pedestrians and create safety issues. the regulations would allow three companies to test three devices in light industrial areas. the robots can't go more than three miles an hour and has to have a human operator on hand. the robots will have to have headlights and warning sounds
