and this is what it looked like at harborside health care in oakland where joe cha keeny and his wife decided to try medical marijuana for the first time. >> hope to get some pain relief mainly. >> reporter: how old are you? >> 87. >> cannabis is being used mostly for intoxication purposes. what you see here is cannabis being used mostly for wellness purposes. >> reporter: fortune just named steve did i angelo one of the top seven influencers in the marijuana industry. this is the biggest dispensary in the country, serving 1500 people a day. inside this lab, they extract compounds from cannabis to create capsules and ointments. >> patients instead of, say, going and buying a gram or two of cannabis flowers and trying to figure out how many hits they should take, they know exactly how many milligrams of exactly which therapeutically active compound they're getting. >> reporter: in california several initiatives are gathering signatures to legitimize recreational pot for adults over 21. what could potentially be the last illegal 420 day in san francisco, police left the crowd alone but zeroed in on parents. >> there were four parent that's we came into contact that had very small children. >> reporter: they were escorted out, those parents at least. one hot dog vendor was arrested. but otherwise for most of these folks it's just a very chill, peaceful afternoon in the waldos in the early '70s because they would hang out against the wall. this is 1971 after school. they would speak about finding this cannabis pot they had heard about and wanted to search for. they would meet every day after school at 4:20 p.m. and they coined the term 420. they would talk about it amongst the parents and nobody knew what 420 was. but they all knew because they were in the group. the students by the way never found the crop. it is a bhueautiful day, bu changes are on the way. >> spencer christian is now here with the accuweather update. >> it is a lovely weather all to grow. here's our forecast animation starting 7:00 p.m. notice an increase of clouds overnight, possible sprinkles by tomorrow morning at 5:00 as the morning commute gets under way. we'll see sprinkles scattered about the bay area during the daytime as well as early morning. then overnight tomorrow into friday morning, rain arrives. friday showers just in time for the friday morning commute. i'll give you a look at how much rain we're going to get and how long it's going to last in just a moment. >> thank you, spencer. drivers are in fear after yet another fatal shooting on an east bay freeway. >> it happened on highway 4 in pittsburg last night, the 18th shooting since last november on an east bay freeway. >> reporter: last night's shooting was there on highway 4. it came through that fence and ended here on california street. it is unsolved but not all of them are. an april 1st shooting on highway 4 has resulted in an arrest. you would think multi-agency police task forces would be investigating all of these. it's hard to find an agency to talk to about that. but we do have more about last night's incident. this afternoon, these three young men lit candles at the spot where the car came to rest. we know the victim as a 28-year-old antioch man. they know him as 8-ball. and their memorial wished him peace. the shooting happened last night just after 8:00 with the victim's car heading west near reason avenue when he was shot, crashed through a fence and onto california street. the crime kept nan from getting home. >> i could tell by the scene something bad happened. there were a lot of unmarked cars blocked off here, police cars. i knew somebody had to die tlnchts was the 18th shooting on east bay freeways since november of last year. the majority happened at night, most gang related. police say that means the victim was targeted by the shooter and they weren't random. >> i think a lot of it is also a crime of opportunity, if and when they see somebody they're feuding with on the freeway. it happens there. unfortunately. >> reporter: but for those traveling at night, there is concern and the belief that these are crimes of opportunity won't satisfy everyone. >> that's something i have thought of in the past. it could be an innocent person driving by, could get shot as well. >> reporter: the chp is the lead agency in the investigation, although they're getting help from pittsburg police and other local departments. chp is not giving on-camera interviews at this time. some locals we talked to say they aren't living in fear. >> whatever is going on between him and whoever shot him or something, i mean, i feel safe. >> my first impression is probably it wouldn't happen to me. >> it's too bad it's got to go down like that. a lot of people get hurt, you know? >> reporter: eric thomas, abc 7 news. traffic on 8 a 0 in union city is moving after an accident crippled the morning commute. sky 7 hd was over the scene where lanes were closed in both directions. it happened just before 8:00. traffic was moving again by 11:00. the highway patrol investigating a fatal single vehicle crash on northbound highway 17 near lexington reservoir. a flatbed truck went off the highway near bear creek road around 1:30 p.m. it fell 100 feet down an embankment. the driver died at the scene. a 3-year-old girl was hit by a car this afternoon in east oakland at 98th avenue and birch street shortly after noon. sky 7 hd was overhead after the incident. the driver of the car stopped and cooperated with police. the girl is expected to recover. a shock for the family of an 8-year-old girl who was shot and killed in oakland. >> darnell williams now on trial for murder insisted investigators reexamine his cell phone records. he thought it would help his defense. it did not. >> abc 7 news reporter melanie woodrow spoke with the family and joins us outside the al immediate dua count yoi courthouse. >> reporter: the people rested their case today. alicia's grandfather says he's somewhat dumbfound by this latest development but not entirely surprised. he says the man who is accused of shooting and killing his granddaughter has pulled shenanigans during the trial. he's hoping this late he one will bring the family justice. this picture of little alicia flashing a smile and peace sign fingers is her grandfather's favorite. >> she touched everyone's life. >> reporter: darnell williams is accused of shooting and killing her 13 riddle for examping this bullet holes. >> some of the evidence is really heart wrenching. >> reporter: now new evidence, suspect darnell williams insisting investigators reexamine his cell phone records. >> the phone was one of the main pieces of evidence that i've seen that got him into the trouble. >> reporter: fremont digital computer forensics expert ken bryant used new software finding more imajz of guns on williams' phone that could have been used in the murder. in 2008, abc 7 news covered bryant when he was a student studying cell phone forensics. >> i haven't seen that many cases where somebody lael really tried to bring up evidence almost on themselves rnchtsz the defense attorneys did not support the idea. >> he doesn't seem like the brightest person. >> reporter: alicia ales grandfather says he's not able to attend court every day. >> any step closer to closure is good news. great news. >> reporter: for the family of the little girl known as ladybug, closure is justice. >> as long as it's the right person and it's solved, i'll be happy. at least to some degree. >> reporter: with new evidence possibly making that more likely. in oakland, abc 7 news. take a look now at what federal agents believe is the largest drug tunnel in history. it runs from a house in tijuana to a lot in san diego. agents discovered this tunnel last week after witnessing some suspicious activity at that lot. the department of justice photos some of the seven tons of marijuana and ton of cocaine from the tunnel that spans 800 yards. eight football fields. it was equipped with a rail system, lights as well as a large elevator. six people now face charges. still ahead on abc 7 news at 4, the changes coming to san jose after a broken fire hide rand created problems during a fire over the weekend. some relief for renters in the south bay. the decision after a long and contentious meeting. plus, the reprieve for alexander hamilton. he'll stay on the 10, but there will be a new face on the 20. at 4:11, a live look at 101 in san rafael. leanne melendez has a look at how that switch came to be. tenants are getting some relief after of a marathon nine-hour meeting that city council voted to slow the rate of rent increases. >> matt keller with the details rnchtsz both sides of the rent control debate were passionate during the san jose city council meeting that didn't end until after 2:00 a.m. >> i want to save to buy a house. it's like a second mortgage just to pay my rent. >> these rent control laws you're bringing to me is like the housing department buying the biggest chain saw and chopping down all my trees i work so hard to improve. >> reporter: the ordinance in place since 1979 is no more, gone is the 8% annual cap. in its place, the city council approved several changes including lowering the annual rent increase cap to 5%, landlords can bank unused increases and pass them along the next year but only up to 8%. the council is also having city staff to develop a rental registry to help with enforcement of the ordinance and an anti-retaliation for tenants. jennifer loving sent me this statement saying, it was exciting to see the community rallying around preserving and increasing affordable housing. but a spokesman from the california spokesman said the council's actions are not a solution to the housing challenges. he said the council should consider the proposal for a billion dollar affordable housing bond. mayor sam liccardo says that's a possibility. >> we're now working with the county to discuss what a countywide housing bond might do, recognizing we might get more resources that way. >> reporter: in may, the council will take up a few more issues related to the rent control ordinance including relocation fees and the possibility of a rent freeze until this ordinance goes into effect later this year. >> housing prices are making the dream of owning a home difficult for america's millennials. a new survey finds 37% of millennial renters have saved nothing at all for a down payment. in larger metro areas, renters younger than 35 that are saving have just an average of $5800, less than a fifth what's needed for the typical 20% down payment on a starter home costing $175,000. governor jerry brown's oakland hills home is going on sale. sky 7 hd was over the sprawling 4,000 plus square foot home along skyline boulevard. brown and his wife bought this home ten years that means probably slow and slippery commute for those driving. as there will be a lot of wet pavement at that hour. but the bulk of the rain moves through quickly giving way to widely scattered showers by midday, isolated. it will end by early evening on friday. by 7:00 p.m. friday we project rain totals from 0.04 inches to 0.3 in hayward. nearly 0.3 in oakland just under 0.4 at napa. low temperatures tonight under partly to mostly cloudy skies will be generally in the mid-50s. it will be a pretty mild overnight period. of course there's that chance of some spotty sprinkles so wet spots may greet early morning commuters tomorrow. in the daytime tomorrow, we'll see increasing clouds and the chance of some spotty sprinkles or light isolated showers. highs will be mainly in the low to mid-60s at the coast, upper 60s to low 70s around the bay and upper 60s to low 70s inland as well. here's the accuweather seven-day forecast. after friday's rain, mainly sunny skies on saturday and sunday. it will be breezy on sunday, in fact, a breezy pattern develops sunday, continues through monday. it will be pleasantly mild with high temperatures up around 70, 72 degrees inland and cannabis, of course. this is the moment they all light up for one giant smokeout. and you can see the crowd is just enormous there in golden gate park. >> they were talking about 15,000. it looks larger than that. this event has grown year after year. last year we covered it and at 4:20 you just saw this giant plume with everybody smoking in unison. in california, medical marijuana use has been legal since 1996. they're talking about an initiative in november that would make recreational use legal. we'll see if that comes to pass next election. >> right. >> of course it's still illegal under federal law. >> right. >> different states have made different sanctions for it. >> i'm guessing not everybody there has a medical marijuana card. >> i'm thinking you might be right. >> the help today for the ahuna family whose car was burglarized in san francisco. the thief took medical records and medicine belonging to the 13-year-old in the city to undergo brain surgery. this picture and he points to the fact that he was the only one to beat trump in one of the districts here. he actually beat him here in manhattan. as he put it, he crushed cruz elsewhere in new york. so he says if it goes to a contested convention, which he thinks it will, he believes that he will have a shot at getting the nomination. >> thank you so much, marci. hillary clinton will be back in the bay area in may for another fund-raiser event. that news from abc 7 news political analyst and politico reporter. this event is a lot more affordable to attend than the last one. tickets will be as low as $45. this is aimed at attracting young millennial voters, the low dollar ticket a dramatic contrast to her fund raiser last week when george and amal cle y clooney were there. the cost for that per couple was $300,000. president obama is in saudi arabia looking to ease difficulties between allies. he met with the king today. the summit tomorrow will focus on regional stability, iran and the fight clouds tomorrow, look for highs from mid-60s at the coast to low 70s around the bay and inland. let's talk about the temperature trend around the bay area for the week ahead. tomorrow we'll see a high of 72 in san jose, just one degree above average for this time of year. but the high will drop sharply to only 63 on friday and the entire bay area will actually see a rather significant cooldown on friday and temperatures bounce back up to the average level over the weekend. that cooldown will accompany our chance of rain on friday. here is a look at our rain chances for the week ahead. only a 20% chance tomorrow, maybe some spotty sprinkles but a 70% chance of morning showers on friday. it looks like our next slight chance of rain will be wednesday of next week. still ahead on abc 7 news action after fire crews discovered two fire hydrants were broken and found out as they were fighting a fire. >> janet oh is live with the story you'll see only on abc schae7 news. >> reporter: reven after residents made complaints, no one knows why this fire hide rant and another nearby weren't fixed sooner. this townhouse was destroyed by flames and today a city leader says she never want thz to happen again. two fire hydrants didn't work when firefighters arrived last weekend. the fire killed two family pets. now the city's vice mayor is concerned and has plans to make changes to the system. >> when residents call to have it fixed, we need to have the water company who's involved in this, in this case muni water, notify the fire department immediately. >> reporter: municipal water system is in charge of handling complaints for the fire hydrants on sugar creek drive. two was found to be broke be, one with a hole. municipal water says they typically make same-day repairs but they have no record of calls about the hydrants in this neighborhood. >> by knowing that information, we'll allow us to better perform our job rfrnlts the fire department says they don't run into this problem too often, but add the two-way communication will be vital. residents say they're just glad all this talk is leading to real progress. >> it could have been my home. it's my neighbor's home. it's in flint, michigan. three officials are facing jail time. they were criminally charged today following federal and state probes into the city's lead contamination problem. stephanie ramos has the details. >> reporter: the first wave of criminal charges now filed in the flint water crisis. >> so many things went so terribly wrong and tragically wrong in flint. >> reporter: michigan's attorney general announcing three officials are now charged with felonies, including official misconduct and evidence tampering. two state environmental rel aal regulators and a flint water plant supervisor face five years in prison. >> they failed in their responsibilities to protect the health and safety of families of flint. >> reporter: flint's drinking water became contaminated when the city switched to using the flint river as its water source for more than a year. the attorney general alleges these officials knowingly lied about water tests required on certain homes before the transition, leaving nearly 100,000 residents exposed for months to potentially hazardous levels of lead. >> no one is above the law, not on my watch. >> reporter: michigan governor rick snyder believes the water in flint is drinkable again and plans to drink it for a month. >> he wants us all to use the water in the filters again rnchtsz the governor stopping by this home with high lead levels filling up gallons to tap water to take home to drink. investigators say it doesn't end here. for them, it is personal. >> it really hurts when i have friends, personal, close friends, they live here. >> reporter: before the charges were announced, more than 20 senate democrats called for massive new investments in water infrastructure systems because of concerns over lead contamination across the country. stephanie ramos, abc news, washington. >> a plan to defeat the zika virus is in the works in southern california. uc riverside researcherers think the solution to stopping the mosquito borne illness may be the mosquitoes themselves. they're working to creating mosquitoes immune to the virus. researchers say they can also genetically modify mosquito eggs to produce zika-resistant offspring. it would need fda approval. bacteria in your mouth may hold clues to pancreatic cancer. >> p and the life expectancy for white americans has dropped. >> few survive more than five years after the diagnosis of pancreatic cancer. doctors are eager to find a way to diagnose and treat it sooner. a new study suggests the presence of certain mouth bacteria could help identify those who are at higher risk of the disease. there are five previous studies that showed that gum disease, bleeding, swollen gums, missing teeth are associated with an increase in pancreatic cancer. life expectancy declined slightly for white americans in 2014. it's a troubling sign that the stress among younger and middle-age whites are dying at ever highing rates from drug overdoses, lowering the life span as a whole. the new data show in addition to drug overdoses, liver disease and suicide deaths were also happening more often among white americans. well, there is some hope for reversing type 2 diabetes. new research uses a strict liquid diet on 30 people who have lived with type 2 diabetes for up to 23 years. nearly half of those had a remission of the condition that lasted six months after the diet was over. the study brings hope that diet changes can reverse diabetes in some cases. and finally, could a superfood cocktail cure a hangover? yes, according to a new book. t it includes chia seeds, bee pollens and eucalyptus mixed with alcohol meant to offset the negative effects of booze. is it new coke all over again? coca-cola, coke zero, coke life and diet coke, also known as coke light, are all getting makeovers. these are the new looks of the cans here. the beverages will be color-coded now, red for coke, black for zero, silver for light, and green for life. are you getting all this? >> i'm writing it down. >> the word "diet" does not appear on the new can so it can be confusing. this is part of coke's taste the feeling campaign which is the first time the all coke trademark brands have been featured in a single campaign. the rollout begins later this year. i guess we should point out just the packaging is different. they're not changing the flavors. >>
