alameda county sheriff's office investigators said they responded to a call for a welfare check. one of the residents was late to an appointment or meeting spurring the 911 caller to call. deputies then discovered a man and woman dead inside the mobile home and a third person a man in his 30s was still inside the home. >> it's an obvious sign of death. we do believe we recovered the murder weapon. we won't say what the murder weapon is at this point, so we have information that only the murderer will know. >> he says the deputies were surprised to find the man inside the home, but he did not elaborate what the man was doing when deputies arrived. detectives are now interviewing him to see if he lived there, what his relationship with the victims was and determine if he's their murder suspect. deputies are not releasing the names of the victims until next of kin can be notified. live in castro valley, katie utehs. a man knocked out by a transformer explosion in san francisco is released from the hospital today. 34-year-old manuel cruz was talking to robert antonelli outside antonelli's home on saturday when suddenly they heard something sizzling then boom and exploded. antonelli was just outside a window -- just inside a window. he had minor burns to his face. cruz was standing near the grate and was sent flying into the street. he had to be hospitalized two nights with burns. a neighbor said it was terrifying. >> i heard a loud bang. it shook the house a bit. i thought someone had-accident and hit my house. saw a man laying on the ground and saw smoke coming out of the sidewalk. >> pg&e says it's doing a comprehensive inspection in the area and will fix any problems that are found. coming up, sergio quintana will report. two people rescued from a drifting sailboat at ocean beach. police arrested one of the men they had just rescued. police say he had an outstanding warrant, several, that are unrelated to today's incident. both were treated for minor injuries right there on the site. police are on the lookout for a man who attacked and tried to rob four cal students. they pulled over to check out the view at grizzly peak and a man with a gun walked up to them by sign post 21 and hit two of the students. they drove off before he was able to take anything. police searched the area but didn't find any sign of the attacker. important milestones today showing recovery is really beginning in the valley fire zone. >> kids in middletown went back to school and many adults went back to work. >> wayne freeman is live with the stories. wayne? >> dan, there's still a lot of damage here in middletown. take a look. this is just an apartment house or what remains of it. there's so much damage, 1200 homes destroyed there are places that they haven't touched or gone through the stuff yet. this is one of them. yet, as you said in middletown this is the day for symbolically getting off the mat. as middletown enters week three, it is door. a few feet away in the local saloon, tammy moore served up drinks and listened to the hard luck stories of others though she is a hard luck story herself. she lost her home. when did you go back we see and you realize it won't be business as usual for a very long time. her name is delina williams, not only did she lose her house where she'd lived for 15 years but she lost the place where she works. so she's out on two fronts. but she's going to stick it out and come back. the people in middletown say they're not giving up. they survived a fire over a hundred years ago, they'll survive businesses to do more to fight global climate change. some chained themselves inside a bankable. police moved in and arrested 12 people for trespassing and disobeying police officers. it appears the bed bug problem at the berkeley library's north branch has been fixed. crews treating that building today, they finished treating it and officials say it will reopen tomorrow morning at 10:00. officials closed the branch after bed bugs were found at three different locations inside the building. bed bug sniffing dogs will check out the other branches this thursday. bed bugs were recently found in a palo alto library branch as well. opponents of the warriors proposed mission bay arena are proposing an alternative. the site would be along the pier in the city's third street corridor. it would have access to highways and not affect traffic at the ucf medical center. it's just over a mile south of the current proposed site. opponents of the mission bay plan believe increased traffic chance of showers as we head towards thursday. here's where we know that there's going to be some pretty heavy rain. this is in the pacific we're watching hurricane marty. it st category 1 storm with gusts to 100 miles per hour. it is south-southwest of zee juan ta ne-yo, mexico. it is expected to work its way closer to the coast which is why hurricane warnings are up already. kicking up some of the swells. 6 to 12 inches of rain is expected. isolated amounts of up to 20 inches of rain. if you have family or friends there, if you have travel plans going to manzanillo, puerto vallarta, you want to keep an eye on this as it is expected to dump some heavy rain. most areas in the 50s. cooler spots in the upper 40s around santa rosa and napa. you know you're starting to feel the fall feeling in the air when you get going in the morning. so best to dress in layers. tomorrow afternoon you'll see some high clouds like today concentrated around the peninsula, the south bay and the $50,000 for married couples. he says the highest earners will also get a tax break at the current rate of 40% to 25%. >> in other words, it's going to cost me a fortune. >> reporter: the announcement comes as the latest national pole shows dr. ben carson now trailing trump by just 1%. >> i kind of reflects what we've been seeing out on the road. just tremendous crowds with enormous enthusiasm. >> china's economy have caused wall street to worry. the dow closed just one point over 16,000. and the nasdaq fell 142 points closing at 4543. tough day on wall street. president obama clashed with russia's leader over the syria crisis as the two addressed a meeting of world leaders today in new york. president obama and russia's president vladimir putin shook hands and had a tense toast during today's u.n. general assemb assembly. he defended a recent surge of support for bashar al assad claiming it hopes to find isis terrorists. president obama called al assad a dictator who slaughtered his own people. he also offered to work with russia to fight terrorists. >> when a terrorist group beheads captives, slaughters the innocent and enslaves women, that's not a single nation's national security problem. that is an assault on all our humani humanity. >> following the speeches presidents obama and putin head a meeting to discuss the crisis. putin says he does not rule out joining air attacks on the islamic state. the former new york prison seam stress who helped two convicted murderers escape is now heading to prison herself. today a judge sentenced joyce mitchell to between two and seven years in custody. mitchell admitted smuggling in tools that inmates richard matt and david sweat used to break out of the prison in june. today she tearfully apologized. >> i've never been so disappointed in myself, and i not only let myself down but my family. my husband and my children are my life. t escape set off a three-week manhunt that left matt dead and sweat wounded. she may have to pay restitution totaling $119,000 to help cover the cost of the manhunt. the chp is now investigating after officers say metal tacks placed on a peninsula road flattened the tires of about 20 bikes. it happened on kings mountain road in san mateo county. the cycling community is fighting back. sergio quintana has the story. >> reporter: andrew shul is a member of the cycling club that had eight riders get flat tires on kings mountain road. it ruined the ride but no one was hurt. >> once the tacks get embedded sometimes it takes a while for the tires to deflate. it could be a while before you realize. and if you're going at a high speed at that point, it's very easy to lose control of the bike with a high-speed crash. >> reporter: these are the tacks that have been found along kings mountain road. what's most disturbing about the most recent ipt, it seems someone carefully planted them. >> somebody had placed the tacks pointy side up inside a crack on the road so they were there affixed and guaranteed to give flats. >> reporter: cyclists tell us they've been getting their tires taken out by tacks for years. the chp and sheriff's office have been told about it. but no arrests have been made. kings mountain road is popular with by sicklists and even equestrians. whoever is laying out the tacks are making this dangerous for everyone. one man is raising a $10,000 reward. >> this is sabotage that's putting people's lives in danger. it's a serious problem and something has to be done about it. >> reporter: if there's a silver lining here cook says groups that a facebook rant begging everyone to stop the reproductive plan question. the post shared almost 40,000 times. >> it feels like not a big deal to you, it might be a really big deal to the person that you're asking. >> reporter: bingham posting a random ultrasound image she found on the internet to catch everyone's attention. then bringing this is just a friendly psa that people's productive and procreative plans and decisions are none of your business. the post was inspired after her friend had to go through a stressful and heartwrenching year of fertility treatments before conceive herg son only to begin fielding when is baby two coming questions within a month of his birth. >> i couldn't believe it. none of your business whether or not there's baby two or baby three or if there's only on so strongly but saying it is pretty clear it hit a nerve. a new study finds that many women with early stage breast cancer can skip chemotherapy without hurting their odds of beating that disease. the research sponsored by the national cancer institute says a simple genetic test can identify those women who are likely to respond well to hormone therapy. in the study women who skip chemo based on their genetic test scores had less than a 1% chance of cancer occurring within the next five years. so quite promising. u.s. dietary guidelines are being criticized for being biased. >> a new treatment for older adults with depression. >> u.s. dietary guidelines influenced nearly every aspect of how we eat from information on food labels to school lunches. new guidelines are expected this fall, but some say the standards were vulnerable to internal bias. one ohio state university professor says the committee that determines the food guidelines leaves out important health studies when making decisions. the british medical journal says many could have a conflict of interest. more than half of older adults with depression don't get better with anti-depress ants. adding an anti-psychotic medication helped many of those patients. a new study found significant differences between lung cancer patients who have smoked and those who have not. the portuguese researchers found that nonsmokers who got lung cancer were more likely to be women. in addition, those lived twice as long after the diagnosis than the smokers. there's an app that tracks overeating behavior. it's called by circadian clock. people do a lot more snacking than they realize. many consume most of the calories in the day after 6:00 p.m. from the nasdaq, i'm jane king. he here's to your health. the state website is not nearly what you're going to pay because counties and cities just tack on all these fees. what you do is go to the county and you type in your ticket number, your actual citation number, and it will tell you exactly how much you're going to owe. you go down to the bank and get a loan, i guess. you know what? i'll post on our website, there's a link that then takes you to all the counties. i'll post that. >> that's great, michael. thank you. stephanie p. asked there's a movie theater in our town that regularly lets kids in under the age of 17 to r-rated films. do theaters enforce or does law enforcement? >> law enforcement isn't part of this. there are no government regulations about this at all. this is all an industry standard. motion pictures association of america. they set up this rating schedule. all of the movie makers pay into it, and then they put a -- you know, a g on it or the r or whatever rating, then they send it off to the theaters. then the theaters can do whatever they want. there are no rules about this. there are no punishment for the theaters. the theory was they take so much heat from the local population that they would stick with the rules. the majority of them do. so if you don't like it, complain. >> good idea. a guideline, not a rule or a law. nancy s. e-mailed, if an item is purchased and then shortly thereafter reduced in price is there a law for the store to refund the difference. >> nope, nada, not at all. first of all, just ask. if they say no, then try to return the item. if they don't have a posted return policy, then they have to give you seven day. so then you go return it -- this happened to me one time. i bought a computer for a family member. the next day apple introduces the new one, this is before they that story tonight. >> reporter: it's no secret that in this town there's a certain animosity between bicyclists and drivers. now that conflict has finally reached city hall. >> i plan to veto that regardless of the vote. >> reporter: mayor ed lee's veto. a proposal that would make a stop sign similar to a yield sign for cyclists. meaning they could ride through without stopping if they believe it's safe. levy believes it would confuse cyclists and pedestrians. >> i think having a roll through in contradiction to what everybody else expects to have happen in a four-way stop or a two-way stop simply invites confusion and therefore disaster. >> reporter: the bill's author says bicyclists already know what's good biking behavior. >> looking out for people and slowing down and not blowing through at a high speed. >> reporter: bicycles versus car, a contentious issues that came to a head in july when a captain began cracking down on cyclists who ignored biking control. bike riders protested organizing stop-ins, demonstrations where they stopped en masse at every stop sign and red light which caused huge traffic backups. avalos says he's got six votes to pass the legislation, but so far not the eighth required to override the mayor's veto. the bicycle coalition is a strong lobby. >> it's unfortunate that the mayor's confused about this or not dedicated to safety as much as we'd like to see. we're going to continue pushing this. >> reporter: one member they can forget about lobbying, mayor lee who just renewed his membership to the bicycle coalition this year. vic lee, exploded. we talked with a man who survived that blast. what he's telling abc 7 news. two people are found dead in the quiet town of castro valley. what police were surprised to find inside the home. sandhya patel. it feels like fall out here. >> live from the kgo tv broadcast center, this is abc 7 news. a man who was in the wrong place at the wrong time knocked unconscious by a transformer explosion. tonight he is released from the hospital and just happy to be alive. good evening. i'm dash ashley. >> and i'm cheryl jennings. it happened in vernal heights in san francisco. one man was quickly treated. the second walked out of general hospital today. sergio quintana was there to get the story. >> reporter: he was able to walk out of the hospital on his own two feet this afternoon after being thrown several feet by that electrical explosion. residents tell me they're happy he's okay, but they say this isn't the first electrical fire on that block and they want pg&e to do something about it fast. miguel cruz was injured after saturday's explosion. he says he's feeling a little better. his friend robert antonelli was also injured in the explosion but not as seriously. antonelli sent us these pictures of cruz in the hospital this weekend. he didn't want to talk to us on camera saying he's been advised by a lawyer against talking with the media. still, he describes what happened to us in vivid detail. this is where the explosion happened saturday morning. there used to be a grate over a transformer box. now there's a steel plate. cruz was standing right here and was hurled into the street. one neighbor ran out of the house to see what happened. >> went out, looked, nothing there, looked the other way, saw a man lying on the ground and smoke coming out of the sidewalk. >> pg&e crews were there all day assessing the damage. the company released a statement on this exploes that reads in part, the safety of the public and our customers is always our top priority. our thoughts and prayers continue to go out to the two people who were hurt in this incident. residents on the street say there have been other electrical box fires in this neighborhood so this weekend's incident is upsetting. >> all of these transformers are about the same age and they should be replaced. my understanding is that this one actually was inspected recently. and my neighbor was told it was fine. >> reporter: a spokesperson says the company is still trying to figure out what caused this explosion. sergio
