star players for the start of the nba finals. >> they announced that klay thompson suffered an injury and vomited after the game. under concussion protocol he cannot practice until doctors determine that he is symptom flee. >> we'll just follow the doctor's advice. >> nba finals start next thursday against cleveland right here on abc 7. concussion protocol requires a player to pass several tests before he's cleared to play again. our reporter will go in depth on how severe that concussion could be coming up at 5:00. i just got off the phone with someone who's very close to klay and was told in their estimation this was a mild concussion. not a doctor, just what they're telling me. and the person said that the expectation is that klay would be able to return to practice sometime early next week, perhaps monday or tuesday and will almost certainly be ready to play on thursday. concussions are tricky, though. nobody knows for sure how this is going to work out. the warriors are going to come up with a plan a, assuming he can start. and they will rae'll have a plan b. compare the baseline to where you are now. there's no phony business or phoney-baloney, he's not going out until he's cleared. people were buying up whatever piece of warriors gear they could find. the hot item, anything that says western conference championing authority rgs trying to clamp down on countersel counterfeit gear. they haven't been to the finals since 1975. >> and abc 7 is the only place can you watch the warriors in the finals. game one is next thursday at oracle arena. game two is the following sunday that's also at home at oracle. games two and three on the road at cleveland. it will be necessary it's probably going to be a seven-game series. we want to turn to some other news this afternoon. at least 24 people have been killed in texas and oklahoma by storms that just pounded the region this week. >> areas already devastated by flooding could expect more rain this weekend. brandy hitt with more. >> reporter: the south under siege again. >> i ain't never seen this much rain in my life. >> reporter: more heavy rain pounding oklahoma and texas, with floodwaters now crippling dallas. roads, entire golf courses under water as kayakers tour the damage. >> there's a 18 wheeler stuck under here. >> interstate 31 also flooded, looking more like a parking lot. angry drivers here stranded. >> i'm pretty much stuck. [ bleep ]. >> reporter: the danger not stopping some from attempting to cross. this officer trapped in his suv had to be airlifted out of the water. >> that is rising water coming very fast, very hard and there is nothing that we can do to stop that other than stay out of its way. >> reporter: rescue teams have responded to more than 260 calls since midnight. >> we have two more trapped in high water. people standing on top of the car. >> reporter: the severe threat bringing the threat of tornados. people near rivers are packing their belongings before it's too late. >> the river hasn't kregsed yet and there's still rain coming so it doesn't look good for us. >> reporter: the blanco river continues to rise as search and regular cue continue looking for seven people missing for nearly a week now. this is drone coverage of that search. wimberley, texas. >> spencer christian is here with a look at the weather conditions causing all that havoc in texas. >> it's been stunning. i don't know how that devastating flooding in texas. a line of severe storms pushed through texas, now pushing into parts of arkansas and eastern oklahoma and missouri. let me give you a closer look. we have a tornado watch in effect for this area where we have that severe line of thunderstorms reaching into western oklahoma into arkansas into the south wherein corner of missouri and a new outbreak of storms in the texas panhandle right now and in eastern new mexico. we're watching these storms right now as they intensify in eastern new mexico. they're pushing directly toward the texas panhandle. things are relatively calm now across texas but we do expect another outbreak of storms in the northern and central parts of the state during the overnight and early morning hours, by mid fight tomorrow we'll see another round of potentially violent storms in the extreme southwestern part of the state. of course our heart goes out to everyone affected by these storms in texas and oklahoma. we would like to see some of that rainfall. our meteorologist shows us the possible bay area connection. >> and what's happening in texas may give us a clue to our weather here over the next year. so we look into the pacific, see what's going on with the ocean waters, and they are certainly very warm for this time of the year. anywhere from one to three degrees above normal signaling that el nino is under way. and it is doing the soaking rain in the south right now. another clue, hurricane andreas we have a category one storm. our first-named storm of the season and el nino favors a very active season. noaa gives it about a 30% chance that our el nino will move in in the winter season in the next couple months. it would favor a pretty rainy west coast and very rainy south. we're already seeing the rainy south right now. so hopefully we could see some of that moisture get funneled into the west coast. now there are no guarantees during an el nino season but the signals right now give us a better setup to see soaking rain later this year. >> all right, it would be great to see some rain here. so we're hoping for a strong el nino. >> desperately need it. thank you, spencer. only on abc 7 news. neighbors in walnut creek who say they were blindsided by the placement of a sex offender in their neighborhood seek to have him removed. >> neighbors did not learn he was there until a month. they tell the judge the 71-year-old seven-time offender should live somewhere else. they say his placement means the jessica's law, meaning it's far from a school or markpark, but neighbors say it's too close to too many children. >> when they do place people out in the middle of nowhere, the outcry is, hey, we can't supervise him. >> laura anthony was the oelg television news reporter in the courtroom today. and she will show you why his attorney says he is not a danger to children. the man accused of killing seven people in a shooting in oakland is heading back to court. a judge today ordered a mental competency trial. in 2013, a judge ruled that gough was not competent to stand trial for the shooting. a jury trial on the issue is scheduled to begin on september 28th. a construction worker was rushed to the hospital after falling 20 feet inside the san francisco museum of modern art. he was standing in an elevator shaft when the scaffolding gave way. the man broke one of his legs. he's listed in skabl condition. the museum has been closed since last summer for renovation. all cement has been removed from oakland's glen echo creek. an east bay mud sub contractor accidently spilled the cement. now that it's removed, crews begin to restore that dreek and the wildlife habitat. and that's going to take months to complete. one community has more than 10,000 residents, and none have a water meter to track their individual usage. >> ross moore may be the only one that has a homeowner's association. janet janet oh is there. >> reporter: it is hard to tell when you see the lush green out here, but a lot of the grass sa being replaced. and it's among the many things they're now doing. piece by piece landscapers have been busy redesigning parts of the ross moore community in walnut creek. >> we're going to take all this out and replace it with mulch and paths and boulders and drought-tolerant plants. >> reporter: the issue here is that residents don't directly pay a water bill, included in their homeowners association fees. they also don't have individuater meters to track usage. >> this has three or four meters for the whole area. and that covers the landscaping and all of the personal home usage. >> reporter: and so the different residenting have been finding creative ways to conserve water. many of the sprinklers have been capped or shut off. grass is being spray painted or replaced with fake grass. >> everybody cries about it and i don't blame them but then they put something else in there. >> look at this. this is plastic grass, and it's beautiful. can't tell. >> an acre in lawn in that walnut creek area requiring over 6,000 gallons a day in the peak summer. >> reporter: ross more has already converted 2.5 acres. there the national archives office. they can be viewed by family members and researchers. a newly redesigned event features a musical line up and food and drink and changes from last year's earthquake. fans will develop on sunday as clouds increase. satellite image shows a ridge of high pressure giving us the peak of our warmth tomorrow. it won't last long. the cool change is coming on sunday with this approaching storm system. speaking of storms we have a hurricane, hurricane andreas, maximum sustained winds, 75 miles per hour 800 miles southwest from the southern tip of baja, california. it's moving away from land areas. and over the next few days we'll see it weaken in the pacific waters to tropical storm strength, moving away from inhabited areas. overnight we'll see fog increasing at the coast. low clouds pushing locally inland and low temperatures will be mainly in the lower to mid-50s. then tomorrow, look for mainly sunny skies in the south bay. high temperatures from the upper 70s to low 80s. foggy on the coast. 61 in half moon bay. up at the north bay mostly sunny, highs in the mid to upper 70s. over on the east bay highs of 69, the inland east bay in the mid-80s. back to highways throughout the state. rescue teams continue to look for several people missing for almost a week now. more rain and flooding are in the forecast for tonight. klay thompson of the warriors has been diagnosed with a concussion after he got kneed in the head in the victory against the houston rockets wednesday night. doctors will evaluate him every day. he can't return to the court until he's cleared. today is day one of napa's third annual bottle rock festival which runs through sunday. wayne freedman tweeted this photo you see here of the festival producer dave graham who was putting out about 15 fires before the first act. we'll have a full report at 5:00. in the south bay, this is a popular weekend for dunk tanks starting the summer but it's controversial because of the drought. we are live where one take disappeared quickly after he started asking about it. >> reporter: quickly is right. water wasters are everywhere and they're looking for water waeg. one of them contacted us about the dunk tank at the santa clara marriott. it takes 12 and a half bathtubs to fill one. the dunk tank was ready to go when we showed up at the hotel. resting on the lip was a garden hose that we tracked back to a regular faucet. the marriott was sponsoring a charity fundraiser, associates will be able to donate $1 for the chance to dunk a leader the money raised going to the children's miracle network. we found the video on the website. these tanks have a capacity of 500 gallons but are usually filled to 450. hotel sales manager danny williams said a non-profit arranged this, not from several domestic violence incidents. >> the man is barricaded inside an apartment with an infant. >> reporter: we just arrived here, so we have limited information, but this is what we know. these negotiations with this man have been going on for quite a while. this started right after 9:00 this morning. now yes, the suspect is inside with his baby. the child, we are told, has not been harmed. that's a good thing. the negotiators are trying that's the newark police by the way. the negotiators are trying to peacefully resolve this situation. but it's been a while. at one point we heard from someone that apparently, he was going to give himself up but, again, something happened, and that all changed. and now they're back to square one. so he inside that apartment with his child. we don't know if the mother's inside. we don't know who else is inside that apartment. but, as you pointed out, the suspect, he has been involved in several domestic violence incidents. now around here police have told, oh, and by the way, i want to add that the s.w.a.t. teams have also been on the scene so this is a big situation here. neighbors have been told to shelter in place. i'm told one apartment building was evacuated. others have not been at home. but, as you can see behind me, people are arriving. and being stopped right here and told that they cannot go past this perimeter. so they're a little frustrated as well but, again very concerned about this situation, and they want police here this situation to be resolved quickly and peacefully. live in newark, lyanne you're using this year. but you may need to call your water company and/or bureau from your city, state, county whoever's giving you your water, and ask them what the cut back is. what do they expect out of you, and make sure you understand that. because there are some real fees and fines and i think it's going to get uglier by the time the summer goes. >> i just got a notice. the meter reader thinking about, you know, the problem itself. i was thinking how cool it's going to be to see her, the impact on her. >> that is fantastic. the project took four months and while grace was able to work with one arm her mom says the new arms will greatly improve her life. you've probably heard gloom and doom pro jebss of food prices rising. but some central valley experts are much more optimistic. our sister station in fresno tells us why. >> reporter: the drought could result in higher food prices. an arizona state study projected lettuce prices to spike 34%. broccoli 22%. grapes would go up 21%. and tomatoes would increase 19%. but fresno county farm bureau executive director ryan jacobson doesn't believe you'll get hit as hard in the checkout line as the predictioning indicate. >> i don't think it's something that consumers are going to see a massive increase on. >> reporter: barry bed well says you'll see more stable prices in the permanent crops, tree fruit nutting and grapevines however, it is possible row crops like lettuce and tomatoes could see a price hike. >> if the annual row crops where people have to make decisions due to the lack of water and not plant them, that could result in a shorter supply. >> reporter: bedwell says food prices have gone up in recent years, but he doesn't believe that was due to the drought. >> from our perspective, we've seen most price increases look to be due to demand rather than any reduction in supply. >> reporter: any crop shortages in california would likely be filled by foreign growers. >> i don't know how significant it's going to be. >> reporter: jacobson adds farmers from other states have been calling him to see which plants they should plant to help fill a void. and thanks for joining us four surgeon who once treated olympic athletes and happens to be a big warriors fan says concussions are complicated but quick recoveries are not impossible. the warriors hit the hardwood for practice today, but klay thompson wasn't there. >> he didn't practice today obviously, and we'll just follow the doctor's advice. >> reporter: doctors diagnosed him with a concussion after he was kneed to the head. the blow caused his right ear to bleed. the team has no timetable for his return to the court. >> thankfully we have a week off in between games for him to fully recover. took a nice little blow to the head. >> reporter: steph curry took this fall in monday's game with no injury. the concussion policy says the player must be symptom-free before returning to the court. >> if you saw the knee hit his head, it was with such force. >> reporter: dr. james betz watched the injury on tv. he's a trauma surgeon at oakland's children's hospital. every concussion is unique and so is recovery. >> it may take hours or weeks or days. but that's where sequential re-examination by experts and believe me all of these professional teams have experts, will then determine whether or not someone is ready.
