>> crews were busy trimming trees in the bay area, that could knock down power lines during the storm. workers hired by pg&e chopped down three 70 foot monterrey pines that wrapped their branches around distribution lines. more than 200,000 customers were affected by blackouts during last month's storm. >> everybody's getting ready, what do we expect to see tonight? >> spencer christian is live with an accuweather update. >> it's on its way hours away here's live doppler 7 hd. you can see we have lots of clouds increasing in the area. the rain is yet to arrive, it's on its way, and will likely arrive tonight in the north bay and spread to the rest of the bay tomorrow. here's the abrooching storm, a different view bringing with it a high risk of urban flooding, meaning flooding of low lying areas and poor drainage areas. rock slides, wind damage. only a slight risk of river flooding, we expect up to 10 inches of rain from the storm. a flash flood watch is issued for the north bay. 10:00 tonight to 6:00 saturday morning. potential for rock slides, mudslides as i mentioned earlier, a wind advisory is in effect for the entire bay area. from 4:00 a.m. to 4:00 a.m. saturday. there's the potential for downed trees and power lines. here's our animation or at least a bit of it we'll see rain developing in the north bay, and spread ago cross the entire north bay overnight. not much of it will reach south of the golden gate, the storm may not have a significant effect on the morning commute for most of the bay area. except in the north bay the rest of the day will certainly be impacted by the storm. i'll give you a look at that in a few minutes. we have a look at the north bay, no rain yet, but a lot of cloud cover we'll keep an eye on it throughout the afternoon. residents, business owners and emergency operations agencies were busy preparing for possible flooding in the north bay. >> amy has the story. >> all we can really do is sandbag it. >> reporter: candace is doing what she can for the upcoming storm. customers want to make sure it's protected. >> i am getting older. this year, one of my customers went and got me the sandbags which is so nice. >> there's an art to sandbagging. >> mill valley firefighters have it down to a science. fill it up halfway and walk on them to flatten them. >> when you place your second layer, you want to make sure when you place the sandbag, you place it over the seam of the first layer and walk on it again. it's going to give you a much more effective barrier against water. >> this morning, firefighters and a representative from the emergency management team met to map out their plan for the storm. one concern is being able to communicate with residents. >> we have a telephone emergency notification system. >> they aren't expecting major flooding but do think shale see it in the typical areas. >> crews spent the day in marin county clearing out culverts and storm drains. they will have extra employees on hand to respond to calls for help. december storms served as a wakeup call for businesses throughout the region. some were caught offguard by the heavy rain and it affected their businesses. >> reporter: the store behind me has been closed ever since that storm. you can see it's boarded up. the rain caused a partial roof collapse. can you bet that many other businesses across the area have been checking for their own cracks not wanting a repeat of what happened here. >> i was amazed at the water that came in. >> employees at this pet shop in san jose were taken aback by last december's storm. >> it was running straight out of the roof into these big buckets and garbage cans. and it splattered, there were wet towels everywhere. >> this cell phone video shows some of the rain seeping through the roof. employees scrambled to move their pets. >> we want to keep them warm and dry, we don't want the product to get wet and lose money that way as well. >> this safeway store didn't fair so well. the damage parts of the roof caved in this store has been shut down ever since the storm, no word on the future. and nearby businesses are now feeling the pinch. >> this brings in walking crowd. >> managers say their roof is completely safe, they hope to see more customers in the coming weeks. >> after the folks at andy's downtown, a crowd surfing campaign raised $3,000 to patch up parts of their roof. >> it's a very old roof, it's been patched many many times, so it's definitely at the end of its useful life. >> a wait and see approach as they look ahead to the upcoming storm. >> it's not the rain but fungus that will doom this huge you can lip tuesday tree in berkeley. it stands watch over the pool entrance to martin luther king jr. middle school. it's on a family vacation to southern california. he was once the president of that little league. the investigation found him try to repay the embezzled money after coaches in the league found out. the check he wrote bounced. >> a san francisco public defender briefly arrested by police last month filed a formal complaint today after charges against her were dropped. police arrested and cuffed jamie when she tried to stop the detective who wanted to interview her clients. and a codefendant outside a san francisco courtroom. both men were facing misdemeanor theft charges. >> the deputy public defender says the officer who tried to question her clients has a history of violating rights of african-american men. eric holder is in the bay area today he took part in a roundtable discussion in oakland on how to build trust between authorities and people of color. this is part of the obama administration's effort to address concerns following the high profile deaths of eric garner and michael brown. once again, attorney general will push for police departments to equip their officers with body cameras. from sky 7 hd, you were looking at the sequences of a major work slowdown that's heyward. >> this is a surveillance image of that suspect. vic lee is live in heyward today with the latest. vic? >> that briefing by the alameda county sheriff's spokesman j.d. nelson just ended moments ago and i'm going to refer to my notes as i tell you what he said. the arrest was made yesterday, last night to be exact. his name is carlisle villizon. he is a repeat sex offender, wearing a tracking device one of those ankle bracelets when he was arrested. this is how it went down. officer nelson said that an oakland police sergeant helped with the investigation. he went through the state database, which keeps track of sex offenders, and he found this man's name and he had a repeat incident in 2010 and he put 2-2 together basically, very good police work. he figured out who the suspect might be and basically, they tracked him down and made an arrest at his place of employment. here's what j.d. nelson told us about this repeat offender. >> he's a registered sex offender, on megan's law, his case in 2010 is nearly identical to this case, with the exception of, he wasn't tackled by a good samaritan going out of the store. everything else is the same. >> just to recap what happened sunday afternoon the 8-year-old girl was in the toy aisle when this man came up to her and touched her inappropriately, her mother was at another aisle and she did not see the incident obviously, the man then casually walked out of the store, stills that the sheriff's department released to the media showed the man walking out of the store, and so basically in 2010 this man was at another store, and he did exactly the same thing, he fondled another young girl, and then he walked out of the store. he was caught tackled as you heard, j.d. nelson say, he was tackled outside the store by a good smarten that's why he went to prison that's why he had the ankle bracelet good police work by the oakland police department sergeant who found him on the state database, and that tracking device incidentally put him at the 99 cent store on sunday afternoon around the same time. that's how the arrest was made. back to you, vic lee abc 7 news. >> lawmakers are considering a plan to patch up california's roads at taxpayer expense. a new proposal would charge drivers $52 a year likely through insurance policies with the dmv. assembly speaker said that would raise $2 billion annually, to repair roads, bridges and highways. the state is facing a $59 billion backlog in infrastructure repairs. >> i feel like we pay enough in taxes, if they would use the money more wisely i think they could maintain the roads. >> we should pay more. >> have the test -- the gas is more reasonable. >> gas tax revenues have fallen in recent years with more fuel efficient cars hitting the roads, and the roads continue to age and deteriorate, hybrid and electric car drivers would not escape this fee, because they won't be charged at the pump. california driver's licenses may soon go digital. a state law passed in 2012 let's drivers show proof of insurance on their phones. now a state lawmaker wants to do the same thing with licenses. if approved the dmv would create a mobile app that would allow californians to access a digital form of their license or identification card. the organization will use a grant to jump start their plan for the next 20 years. >> a million dollars provides us an opportunity to set up our first ever endowment even though we're part of uc berkeley, we really raise our own funds to do this work. to have a million dollars to help lay the foundation for the future is a big thing for us. cal is one of nine nonprofit groups around the world to win the endowment. after a dry month, the atmospheric river is upon us. >> and we're so excited. spencer christian is here with the timing of it all. >> it's about to end, it's going to begin ending tonight. here's live doppler 7 hd. clouds over the bay area right now, rain the first rain which will allow the north bay, just hours away, here's a live view from our emeriville camera giving you a look the cloudy western skies. these are our forecast features. we'll see heavy rain and gusty winds in all areas tomorrow, and on the weekend we'll see periods of rain and showers. the wet weather won't really end until early next week. we have temperature readings in the low 60s in most locations. freemont and livermore. only 59 in los gatos and petaluma. the storms will start to push in the north bay tomorrow night followed by storm number two on sunday. there will be a little bit of an easing up in the action between the two storms not exactly a dry break, just a little bit of a lowering of intensity on saturday. 7:00 this evening, we'll see light rain developing in the north bay, during the later hours of the evening, we'll see spotty light showers pushing down perhaps below the golden gate, most of the activity noticed in the nighttime hours and early morning will remain in the north bay. the north bay is going to get a soaking before the rain begins to move in a significant way. southward and eastward. later in the day tomorrow we'll see strong gusty winds and heavy rain pushing across the entire bay area. tomorrow's evening commute is likely to be a slow and complicated one, bear that in mind the rain goes on tomorrow night into early saturday. then it starts to taper off we get that little bit of a break or at least easing up of the temps today. by 11:00 saturday morning expect rainfall totals to be 10 inches. 3 to 6 across the north bay. 1 to 2 inches in the south bay and up to five inches in the santa cruz mountains. the wind gusts will start to intensify overnight as well. the time line, by 7:00 tomorrow morning, gusts on the coast from 41 to 55 miles per hour. 41 miles per hour gust also at oakland tomorrow morning through the day, strong powerful gusts all day tomorrow into saturday evening actually see the winds tapering off a little on saturday. it will be a windy day. snowfall in the sierra, maybe snowfall above 8,000 feet. overnight, the low temperatures in the mid-50s mainly tomorrow's highs in the low to mid-60s mainly, in the accuweather 7-day forecast shows this wet pattern wednesday into next week to get some drying out. and i'm sure we'll welcome this pattern of stormy weather. >> thank you sir. in honor of black reporter amy holly field is on storm watch. she tweeted the storm is coming, people are preparing. sandbags are out in the north bay, crews are clearing out storm drains. in san francisco's mission district, crews spent the day removing debris from sewer lines, a sewer pipe at 16th and harrison. the rain may not reach san francisco until tomorrow morning and this storm shouldn't be as bad as last month. but no one is taking any chances. >> eric holder is in the bay area today for the last in a series of meetings around the country about the relationship between police and the community. vic lee was there, and tweeted holder pushing for all police departments to issue body cams in wake of ferguson shooting. developing now tens of millions of blue cross/blue shield customers are at risk after hackers targeted the major insurance company. karen traverse is in washington with the story. >> the nation's second largest health insurer, and it's suffered a security breach. it was a very sophisticated external cyber attack. >> some of the hackers now are so good, it's almost impossible, in reality, to keep them out. and on top of that you don't know that they're in. >> the personal information of tens of millions of customers and employees, even the ceo compromised. that includes birthdays social security numbers. home addresses, and employment information. all things that can be used for identity theft. >> the company said there was no evidence that any medical or credit card information was compromised, but the damage may be done. >> the data that was stolen is really all the elements you need to create credit. >> law enforcement sources tell abc news that hackers often sell information to people on the black market. >> our information has a street value. >> president obama is pushing to pass information that promotes better information sharing between private companies and the government. >> we want the businesses to be able to share information not only with the intelligence community who can protect them but also with other businesses. so they will not be attacked also. >> anthem will work with its affected customers to provide free credit the jordanian pilot. rallies took place throughout jordan today in support of the slain pilot. jordan executed two al qaeda prisoners, including one they had hoped to swap for their pilot's safe release. a philadelphia man is suing the tsa over what he claims was a wrongful arrest two years ago. the tsa stopped roger at the philadelphia international airport, when an agent spotted a possible bomb in his carry-on. this surveillance video shows him in the orange hat patiently waiting until he was led back to a private screening area. he waited 30 minutes while agents checked and rechecked his bag. finding nothing. the 57-year-old eventually asked to file a complaint. he said moments later, he was arrested and taken to jail, where he spent 23 hours. >> i was terrified, i had fallen off the face of the earth and i hadn't had the opportunity to call anybody. i hadn't had the opportunity to use e-mail. and no one who i knew really knew where i was. >> he stood trial but was acquitted after surveillance video contradicted the tsa agent's claim that he was acting aggressively. his lawsuit targets the tsa the agent and the city of philadelphia. the only all male catholic prep school in san francisco is dealing with a scandal right now. the abc 7 news i-team has interviewed teachers who say the principal showed them pictures of naked women and other images not appropriate for a school environment. >> how does it come up? >> let me show you this. look at this, what do you think about this one? that's how it comes up casually, like it's no big deal. >> even more sensitive, two to 10 inches in the mountains of the north bay, across the 48 contiguous states tomorrow a calm day comparatively speaking. heavy rain in the northern half of the state including the bay area tomorrow. strong gusty winds as well. rather dry and mild in the southern part of the state. here in the bay area after rain that will linger in the north bay overnight, we'll see heavy rain and strong gusty potentially damaging winds spreading across the entire bay area tomorrow. the morning commute may not be so bad. the afternoon and evening commute will be a slow and potentially hazardous button and this button on your phone, you have a screen grab and it's forever. >> 300 million users facebook. sky's the limit on how widely it could spread. to fight this oversharing, snap chat notifies users when a screen grab has been taken. savvy teens have found new ways to circumvent this. >> you take a screen grab without sending a notification back to the person that sent you the photo. >> some people on line altered eded photo, even putting devil horns on her head. >> you can't see -- we'll have an opinion. >> that was becky morally reporting. the information stolen from the anthem database is the most potentially damaging to customers. >> if you're among the 80 million victims you should take immediate steps to protect yourself. >> i've been talking to privacy advocates all day. keep in mind the bad guys got customer numbers, address, birthdays and social security numbers. they hardly ever get all that together in one place. that's all they need, by the way, to potentially cause a nightmare of identity theft. the information could be used to open bank accounts create a fake i.d. and impersonate victims. be wear of your e-mails. >> what we'll see after this breach is many e-mails purporting to be anthem, trying to get more information from you, or to install malware. just be careful. >> place a fraud alert on your credit report with the three major students from a san francisco continuation high school move to the john o'connell high school campus. there was some concern. now there's been an incident involving a student with a gun on campus and that concern has grown even more. leann ma len dez joins us with more. >> parents will be briefed here about an incident that occurred as john o'connell high school. now, both the district and the patients want to take a proactive approach. let me explain there are two schools here, using the same facilities students from ida b wells high school begin in january. the student with the weapon had been attending ida b. wells. on january 21st both o'connell and wells were on lockdown because of that incident. a few students told the resource officer about the gun and police detained the student for possession of a deadly weapon with the intent to assault. o'connell high has been a model school and many parents are obsessed they made the decision to put the two schools in the same building. >> they never had any problems you know. and once they moved police have been in that school every week. >> really the parents want an opportunity to galvanize around school safety and take their voice and present some recommendations to the school district on what they believe is best for their students. and we completely support that very much honor that. >> ida b. wells will be at this south bay. we begin with sandia to see what's going on right now. >> this is going to be a welcomed site. clouds behind me take a look at live doppler 7 hd no measurable rain across the bay area. it is well to our north and it's coming, as you'll notice there up around eureka, they are getting some rain. let's take a look at what risk the first storm brings, that is going to be a high likelihood of urban flooding. moderate urban flooding. up to ten inches of rain expected in the north bay mountains, that's why a flash flood watch starts tonight at 10:00, runs until saturday at 6:00 a.m. the creeks and streams will quickly rise, drainage in poor drainage areas there's potential of mud and rock slides. the winds are going up, trees and power lines could go down. wind advisory starts at 4:00 a.m. tomorrow. gusts 50 to 60 miles an hour when you take a look at really the time line, just some light rain this evening spreading across and then for the start of the morning commute, we get
