fire danger it's hiring back dozens of seasonal firefighters around the state. 125 will be stationed here in the bay area. folk who's usually work only during summer season. cal fire will staff more engines and have equipment ready 24 hours per day to respond quickly to a fire. >> we're following breaking news out of southern california. a smoky brush fire burning above pacific coast highway near sant monica. flames have been burning on this hillside just yards from traffic. it started about an hour ago. so far it's burned two acres. firefighters say there is a minimal threat to homes on the hillside. >> spencer christian is here with a look at the red flag conditions out there >> you can see we have sunny skies. it's warm, dry. it's windy in the hills. those ingredients combine for a high fire risk. we have a red flag until thursday morning at 8:00 for north bay mountains and diablo range. winds out of the north-northeast gusting 30-40 miles per hour. humidity down to 5% to 10%. rapid fire growth is possible. here is a look at gusts, 24 miles per hour up in knoxville creek. over east bay, oakland hills, gusts 32 miles per hour now. nearly 40, 50, i should say miles per hour wound he died at the scene. police are asking anyone who might have information to please come forward. >> a former florida police officer is charged with killing a man in a movie theater over texting. he is being denied bond today. >> today florida authorities brought second degree murder charges against a 71-year-old curtis reeves. he is accused of shooting at this movie theater. police say before the matinee, the 43-year-old chad olsen and his wife, nicole were reportedly talking loudly and texting. >> he asked him a few times to turn off the phone. chad decided not to. >> according to this arrest warrant reeves stormed out of the theater to get the manager but came back alone. then, two men started arguing. olsen tried to explain he was texting his young daughter. then arcs cording to witnesses the retired officer pulled out a semi auto handgun. >> someone threw popcorn then bang, he was shot. >> a nurse couldn't revive the man. his wife was wounded apparently trying to shield her husband using her hand. >> so please don't rush to judgment. let's hear all of the evidence. mr. reeves is heart broken over the fact a life has been lost here. >> in a statement the theet burning on kim bell island you can see there are structures on fire here. the island is located near antioch by the contra costa and sacramento county borders the fire was first reported around 3:30, >> los angeles county sheriff deputies swarmed singer justin beiber's house today. he is accused of throwing eggs last thursday, damaging a neighbor's houchls before deputies left one person in beiber's home was arrested for drugs. >> reporter: justin beiber's southern california mansion was surrounded by law enforcement serving a felony search warrant tied to an egg vandalism incident at a neighbor's house. >> mr. beiber was present and was not arrested at this time. >> the 19-year-old sensation is accused of throwing eggs at the neighbor's home last thursday evening, which tmz said was is not one of the higher elevations. you do see smoke across the area that happens when you have a fire like. that more intense fire, more it can create gusts. official wind readings only 8 to 10 miles per hour. >> just hard to get to. >> it's true. >> you can see the brush fire sparked other parts of the island. >> fuels are are very dry there. this is why we have red flag warnings. >> it is. will affect a sense of smell of people nearby. this is the man made bird watching pond. >> that is the dust over there. at great risk now. it's very contagious to birds but not humidities we'll feel affects of the drainage in other ways. water level is receding. perhaps not fast enough. the south bay system authority hopes draining the pond will stop the epidemic. >> once drying out, bacteria what's happening in terms of the fire fight? >> the coast guard is there they don't have capabilities to fight the fire. >> lieutenant who is in charge of monitoring this? >> our station, the command center is the coordinating efforts to do the coast guard. >> it looks like it's wide spread. we've had people fighting from water and it's up and down the island. looking like it's spreading continuously. >> oh. coast guard is not involved in firefighting just there for safety and evacuation of the residents. >> so it's not a coast guard boat spraying water on flames? burning on kim bell island you can see there are structures on fire here. the island is located near antioch by the contra costa and sacramento county borders the fire was first reported around 3:30, what's happening in terms of the fire fight? >> the coast guard is there they don't have capabilities to fight the fire. >> lieutenant who is in charge of monitoring this? >> our station, the command center is the coordinating efforts to do the coast guard. >> it looks like it's wide spread. we've had people fighting from water and it's up and down the island. looking like it's spreading continuously. >> oh. coast guard is not involved in firefighting just there for safety and evacuation of the residents. >> so it's not a coast guard boat spraying water on flames?
