. now from abc 7, live breaking news. >> and that breaking news is from sacramento where a deputy was shot in the face. late tonight, s.w.a.t. officers found the suspect after a tense standoff. >> the deputy has stabilized but is undergoing surgery right now. the 27-year-old suspect was arrested at nearby motel. >> this started at 6:00 when the deputy made contact with the suspect at a light rail station. there was a confrontation and the suspect shot the deputy in the face. the suspect was seen running to a nearby red roof inn. the officer began evacuating guests. >> i was looking out the window and s.w.a.t. team basically pointed at me, at the window and said the guy at the window and they had ak-47s and told me to get out of the room. >> the suspect was spotted by a police robot. the deputy was working overtime because security had been increased in several light rail stations. thousands of employees in san francisco are eagerly looking forward to this weekend when the minimum wage goes up to 14 dollars an our. >> but it's not enough to keep up with the cost of living in the bay area. here's. >> reporter: saturday can't come soon enough for a lot of minimum wage earners. right now it's $13 an hour which means many who work in restaurant kitchens, retail or as drivers work multiple jobs to afford life in the city. >> $14 is still not enough for many and many people still can't afford to live at $14 an hour. >> reporter: wage activists are fighting for more. in 2018, san francisco's minimum wage will jump to $15 an hour. >> i'm trepidatious about it. >> reporter: this store manager is nervous about the ramifications of the increased minimum wage. >> i think if you are a small business owner in san francisco it can be detrimental because you will have to cut your payroll to make up the difference, you know, people might work less hours now. >> reporter: it's a possibility that worries some who live and work in san francisco. >> it shows up on the paycheck. it does help but living here in downtown the prices are -- it's expensive, as it is. >> reporter: but for this man, any increase will help. he says he'll use the money for rent, to pay his cell phone, and to save for his family. in san francisco, lisa amin gulezian, abc 7 news. >> we were in the castro district where a muni bus and delivery truck collided. muni had to reroute service on castro street. no one was seriously hurt but both drivers and seven people on the bus were taken to the hospital. >> with a bus load of people, the weight of both vehicles it could have been very bad. but it's fortunate everything was minor injuries. >> investigators are checking video and talked to witnesses trying to determine what happened and who was at fault. a small brush fire served as a large warning of what could be ahead for marin county. the fire burned in acres so rough two trucks blew tires just getting there. it charred 40 acres. a concern is much of marin county has not burned in 50 to 60 years, leaving decades of dry fuel now surrounded by homes. a plan is in the works to clean a toxic algae in the oakland hills. warning signs have gone up. blue/green algae is releasing toxins in the water that can kill dogs. the same algae shut down the lake last summer. >> it's a problem. we have friends who used to swim every day after school and now they don't come at all. >> reporter: they plan to use a product similar to hydrogen peroxide. new at 11:00, the city of oakland has its eye on prized bay area real estate. >> reporter: drive near a highway underpass in oakland, you're sure to see homeless tents lined up. it's what shawn passes every day. >> sometimes i get here in the morning and i hear from some of the guys, somebody got hit by a car or they overdosed and it's -- you start to become part of their community. and we're all one community. >> reporter: a community with a serious housing crisis. given oakland's growing homeless population, city leaders are committing $14 million to purchase another similar to this one to provide transitional housing for the homeless. >> some may be single rooms. >> reporter: the city of oakland is receiving calls from hotel owners and realtors with potential properties. the transitional center would include job placement and drug rehabilitation. >> there is enough room and shelter for everyone. >> reporter: an bra structure bond us with approved by oakland taxpayers in november. >> we're going through a housing crisis and individuals are willing to pay more on their taxes to help. >> reporter: oakland city council has one final session to approve selling the bonds and purchasing an existing hotel could happen in the next several months. in oakland, lonnie rivera, abc 7 news. a form you uber contractor has pleaded no contest to stealing $2500 worth of ride. he worked at the san francisco office and used his password to give ride credits to himself and friends. police in walnut creek are looking for this man, christopher newton is expected of stealing a purse from a yoga studio and using the credit cards inside. anyone with information is asked to call police an they remind you to secure your valuables at a gym or exercise class. a victory for public health groups tonight. an ordinance was passed to ban n cigarettes in the city. the mayor will sign the bill into law. senate republicans decided to postpone a vote on a health care bill until after the july 4th recess. at least five republicans would oppose the plan as it stands now. it is projected 22 million more americans would be uninsured over the next decade. >> this is not a bill of paper and pencil. this is not just abstract numbers. these are real people. >> majority leader mitch mcconnell plans to make changes and bring the bill back after the holiday recess. a controversial proposal to raise the cost of parking in one peninsula city was approved tonight. >> it will affect hundreds of people who work in downtown palo alto. >> reporter: the meeting here at city hall wrapped up an hour ago. and city leaders hope that by increasing prices it will discourage people from driving their cars to, who. parking in downtown palo alto is a problem. the economy is booming, it's getting congested and city leaders want more people to take mass transit. the price for an annual parking permit would increase to $365, a 145% increase. annual parking permits for downtown would go up to $730. a 57% increase. >> what we're hoping to do is incentivize people and provide tools for them to take other ways than driving their cars. >> reporter: the finance committee said that the city has been undercharging people. the money would go to a new non-profit that offers businesses discounted transit passes for employees. >> it's different ways to get to work. >> reporter: you can park for free for two hours on california avenue. to park longer you need a daily or annual permit. >> there is a one-year waiting list. and there's like 200 people on the waiting list. so we're going to be waiting a while. >> reporter: it's yet to be seen if higher prices will get more people to use transit or car poolg. the morning commute didn't go as planned for hundreds of subway passengers. the trouble that had them making a dangerous trek on the tracks. tonight computer experts say everyday people are also at risk. this reunion. a tortoise is back with her family tonight. a day ago she turned up in the neighbor's yard. jonathan bloom met her owners who have learned something new about their pet. >> reporter: if a tortoise could smile this one would be grinning from here to ear. >> once she saw the backyard she was really happy to be home. >> reporter: we know her name is torty and she belongs to a family just up the street. >> it's giant. >> reporter: she became the talk of the town. >> she has been here the whole time but didn't make a peep. >> i guess they don't bark or make noise. >> reporter: she slipped out of the yard. the family thought she was hiding. >> her favorite hiding spot. >> reporter: she dug that? >> all by herself in a day. >> reporter: but she trstrolled right out the gate. >> they knew enough to kind of herd her into a safe area. >> reporter: she got a ride to the animal shelter. >> would she have been able to survive in the wild? >> it's unlikely. she's basically a domestic pet. >> reporter: having a locked gate is a necessity when you live with a tortoise but it's there's one thing that her family will never need, a lawnmower. she and i have something in common. >> you took the whole thing in one bite. >> the way to her heard is through the stomach. >> reporter: grandma learned that long ago. >> my goodness. >> reporter: the tortoise they always thought was a boy is actually a girl. and she's almost 80 years old. >> it's like a sister. >> reporter: kayla gained a sister and new friends. she just met all of the neighbors. jonathan bloom, abc 7 start in the upper 50s and end up in the low 60s by the time the game is over. a good idea to dress in layers if you are going to the game. it's not going to be terribly hot. i want to show you jose and livermore tonight. so tomorrow morning, you know it's not going the start out clear. as you look at live doppler 7 right now, a push of the marine air into the north bay as well. temperatures in the 50s and 60s. good sleeping weather tonight. definitely seeing overcast skies and this could impact flights if you are traveling tomorrow morning due to the low ceilings. gray morning with patchy drizzle. and we are looking at a wide range of temperatures for the upcoming weekend. if you are driving tomorrow morning, use caution. there will be spotty drizzle. choppy on the ferry ride and a gray sky if you are walking. school start, look good. here's a look at the temperatures, low to mid-50s. dress in layers. and the hour-by-hour-forecast will show you what is going to happen. tomorrow morning, spotty drizzle during the 5:00 to 8:00 a.m. hours. some clouds will cling to the coast into the afternoon. what's not so typical is the cooler than average conditions. tomorrow the game-winning double play. oakland wins 6-4. at at&t park, with a run in their half. and then this rbi single. they are in the 13th inning, still tied 3-3. at the college world series in omaha. florida had a chance to win the national title tonight. this gator's fan was proud to show uh iohis colors. what a catch. the gators would make it 2-0 in the second. driving home a run. lsu had a chance to tie it up in the seventh but this ends the inning. the "n" the eighth, a two-run bases loaded single. florida wins 6-1 and wins its first ever college world series title 2-0. the american flag football league made its debut tonight. michael vick finds dennis dixon for a 60-yard touchdown. terrelle owens team would come back to tie. he catches this pass to make it 26-26. in the fourth quarter, vick finds evan rodriguez, the former chicago bear scored four times as team vick onwins the league hopes to launch a full slate of games next summer. don't know if that league's going to
