"17:33:38-17:33:48 "they sandbagged to a level to protect it, to 25 feet and f it goes over the levee, it will affect houses, behind the church, us an update on the status of everything later this morning around 10. we'll continue to monitor this situation in elkader and the surrounding towns and work to bring you those updates both on air and online at kcrg.com. in elkader, brea love, kcrg-tv9 news. governor branstad has issued a disaster proclamation in five northeast iowa counties. it's for fayette, howard and winneshiek counties. these counties can now use state money to help with flooding response and recovery efforts. governor branstad and lieutenant governor kim reynolds will tour flood damage in winneshiek county today. they will be in freeport around 9:15. they will then head to the inwood ballroom in spillville around 10:15. and will go to fort atkinson around 11 o'clock. we'll have complete coverage of the governor's visit to northeast iowa, as well as flood today. the coralville food pantry hopes its new location will help it serve more people in need. the new location is at 420 10th avenue, just blocks away from the food pantry's previous location. the new space is about twice as large. staffers say there's now room to simulate a grocery store experience for their clients. they say the pantry is also in an area of town that's easier for people see and access. and staff say it's also relatively easy to "51:07, the only qualification to receive food assistance here is you are a coralville resident and that's it " people can go to the pantry once a week for assistance. the pantry helps about 850 families a year. police say someone with a gun is robbing delivery drivers in coralville. police have responded to four armed robberies at apartment complexes in the last two weeks. they've all been in an area by police believe the robber is a black man, between 18 and 21 years old. they say he wears all black and sometimes has a bandana over his face. a crash near parkersburg has killed an aplington man. the grundy county sheriff's office identified him as daniel lacour. he was 29. the sheriff's office says his car crossed the center line and hit another vehicle head-on at highway 14 and 130th street. lacour died at the scene. the other driver had min inside a polk county home says she may have an idea of what could have caused his death. the bodies of raymond silbaugh, alicia arpy and a dog were found in a home between des moines and ankeny. raymond's sister, tabitha, asked police to check on her brother tuesday because she hadn't heard from him for several days. the cause of death is still under investigation, but she believes carbon monoxide from a generator that was found inside his home killed them. investigators say it could death. a task force is making its final recommendati ons toward raising the minimum wage in polk county. the task force recommends the county raise the wage to 8- dollars-75 cents next year... ...9-75 the following year and reach 10- dollars-75-cents an hour by 20-19. the task force also recommends a youth wage for workers between 14 and 17 to make 85-percent of the minimum wage. "you know we can mount campaigns to fill food banks, and food pantries, we do all of this, with great patting on the ba don't have to go to food pantries or food banks..." polk county supervisors are expected to get a draft of the new ordinance in october. iowa city's mayor wants to draw a clearer vision for the future of downtown development. mayor jim throgmorton recently them to consider changing guidelines on new downtown buildings. that's after the council voted to not provide financial support for a 14-story building at the site of the old van patton house, which burned down in a fire. that decision led some to think the council is no longer in favor of large scale projects in the downtown area. "we actually have a vision that is expressed in our comprehensive plan, it's the downtown portion of the comprehensive plan, so one of the things i sought to do in that memo is just draw people's attention to that plan, and say okay, now what? we need tools to achieve that vision. "it's totally different between college and military. the structure. cl it or you don't do it. no one is technically forcing you to do it. . "they've been able to establish that the amount of cheese that we currently have in stock is the highest level of surplus we've had in cheese in 30 years. so it stands to reason that we're looking at prices that need a little help. and it stands to reason that we need to provide some help and assistance." vilsack also announced the margin protection program for dairy signup iowa dairy farmer larry shover says will help out.. about as much as the cheese purchase.. shover says iowa will probably produce five million pounds of milk this year.. about five hundred and 80 thousand gallons.. and the lower prices means iowa dairy farmers will lose about 250 million dollars.. on his farm it's worse than average.. prices are 48 percent less.. in october of 2014.. he got about two dollars 23 cents a gallon.. by may of this year.. it was a dollar 17 a does to the bottom lines in the profit scenario, trying to pay the bills on these family dairy farms in iowa." in 2015.. there were 1330 dairy farms in iowa.. this year there's 1268.. shover says they lose 50 to a hundred farms a year.. a problem here is there's a shortage of processors to boost the prices.. he says those prices need to go up in a hurry. "some just want to talk and just share what their experience is, and what they're going through. so that's always a good able to encourage them. just to let them know that there's somebody else that cares about them."" the salvation army will be in the parking lot of the bank in spillville through the weekend. a waterloo man ran out onto his roof trying to escape police this morning. police surrounded a two story house at 303 locust inside the house. officials say he was wanted on several warrants. other charges are pending. we have an update on a story we reported last week. the city of coralville will not put down a dog that bit a woman. but the owner will not be getting the dog back. the dog, roman, is an 18 month old beauceron . the decision to let him live came after the owner, tom henson, agreed to micro-chipping and neutering the dog. then the dog will undergo training in north carolina. girl to uihc with serious injuries after cedar rapids police say a car hit her while she was walking to school. it happened on 42nd street northeast. the student goes to kennedy high school. this is the car that hit the girl yesterday morning around 7-30. the impact broke the windshield. the driver isn't facing any charges for the crash, but police did issue a ticket for an expired license plate. investigators believe the driver was going about 20 miles per hour, which is below the posted speed limit in put out an e- mail message to all kennedy families reminding everyone to use extreme caution on 42nd street and wenig road. he also urged all students to use the crosswalks instead of cutting across the streets. one woman says there were almost two accidents in the same spot yesterday morning. lucy jackson says she was driving through the same area when a different student walked in front of her car, not looking for traffic.
