>> the three men arrested supplied money to shahzad. so far they are only charged with immigration violations. two over stayed their visa and the third was in the process of being deported. >> this guide used what is called a hawala. how does that work? >> we have not heard that word before. but it's basic in the way it works. it's like a western union without the computers in between. somebody brings cash to a broker in the united states and then pays a 5% fee to have it sent to somebody, let's say, in pakistan. somebody picks up the phone and then calls a contact in pakistan and then that money is delivers. this is pretty standard practice. it happens where there is not strong banking systems or means so they have to transfer money in this way. it is illegal. most transfers are harmless, but billions of dollars go through this type of system, robin. >> all by a phone call and nothing traceable? >> there was so much activity that we were seeing yesterday morning here on hln. were they ever to connect the dots? they are trying to figure out who the suspect, faisal shahzad, new, first of all, and where he travelled and then where he got his money. all of those different elements took him to seven different cities, massachusetts, new york and new jersey, and we are looking at the video come in live here. one new jersey man said they were questioned and then let go. >> maybe i have a common name, and that's why they are coming. >> so the fbi arrested two men in massachusetts, robin, and one in maine who they believe funneled money to shahzad. >> and still shahzad is the only person facing charges directly related to the bomb plot. is he still talking? >> yes, he is still talking to investigators robin. as we watch the progress, we understand shahzad has been in custody at an undisclosed location and charged with five counts but waived his right to his initial court appearance. according to court documents he admitted he went to pakistan for bomb-making training and tried to detonate the bomb in times square. companies responsible for oil spills like the one now in the gulf could be forced to give up a year's worth of their profits. the current cap on liability is $75 million. but under a new bill by senate republicans, bp would have to pay up to $20 billion. some oil-spill related cost may fall on the taxpayers and the white house wants $10 million for litigation costs. and they are nowhere near done yet. are you making plans for the weekend? lots of clouds coming out of the gulf of mexico, pooling through the mid-atlantic and the northeast. portland getting rain showers moving away. there's the cold front, that's going to be active not only this morning. refiring later this afternoon. look at the showers and thunderstorms out there. severe thunderstorm warning, especially when you get south of the warm front through new york and d.c. and philadelphia. stretching to nashville, memphis and picking back up around western texas and new mexico. the showers riding around the front. early-morning activity this was severe about half-hour ago with gusty winds, about 60 miles per hour. losing a little wind, but still rain behind it. showers approaching st. louis with thunderstorms down by springfield that gets back into areas like springfield, missouri and stretching through arkansas. oklahoma and texas. also brand-new severe thunderstorm watch. an area in yellow, watch it for big thunderstorms this morning and refiring later this afternoon. even around san antonio. you're getting some heavy rain right now. severe weather threat is also around the region. right around the tail end of the cold front with it becomes a stationary boundary today. that will refire with large hail, gusty winds. maybe a tornado. but i don't think it's a huge tornado day. that's the rough weather. you want to see something nice? >> authorities believe the three pakistani men in custody supplied money to faisal shahzad. but they're not sure if the men knew how that money would be spent. they were picked up in massachusetts yesterday and so far, they're own charged with immigration violations. police say twoover stayed their visa, robin. and the third was in the process of being depovertied. >> so the fbi also says that these menused what's called a hawallah to funnel money to shahzad. most of us have never heard that term. >> it's a term we haven't heard. but its a very common practice. basically it's a way to send money with no paper trail, you just pick up the phone. somebody brings cash to a broker in the united states. pays a 5% fee to have some money sent to someone. let's just say in pakistan. then that broker picks up the phone, calls his contact in pakistan. and then the money is delivered to that person in pakistan. and there is no paper trail. this is pretty common in countries without strong banking systems. for folks who may not be of great means, robin. so it's very common. immigrants often continue that right now, even though it's illegal in the united states. most transfers, though, are harmless. and you know, take a look at the numbers here, robin, talking about billions of dollars rfr i year. drug smugglers and terrorists also use hawalas because they don't require accounting or paper trail. >> no receipt. >> no. >> richard, thank you. now, how you pay for things, soon, could determine what you pay under a new proposed law. so jennifer westhoven is looking out for you. a lot of people see this in our country at gas stations right now. not everybody. but where there are different prices if you you pay cash or credit. well you may get offered a discount at the register at any store soon if you choose debit or cash compared to credit. you might get a discount. this is after the senate voted to limit some of the interchange fees. these are some of the behind-the-scenes fees that banks are charging stores whenever you swipe your card. and as you can imagine, stores hate them. banks love them. so banks do not like these limits. they are threatening that you may end paying more for credit cards, because of the fees. we'll see. this is all part of the financial reform bill that is winding its way through congress. meanwhile some of wall street's biggest banks, jp morgan, citi, morgan stanley. facing a preliminary criminal investigation. federal prosecutors, other regulate, looking into, according to reports, whether they might have misled investors when they were selling those mortgage bond deals. remember you hear about how all the mortgages in your neighborhood got packaged up, sliced and diced and sold around the world? that's what we're talking about, it played a huge role in the financial collapse. morgan stanley said it's done nothing wrong, but a situation that we'll keep our eye on as we try to figure out what happened and how do we make sure the financial crisis doesn't happen again. closer to your home, if you're hitting the road this morning, hey, bob, what's going on? sunshine. how are you doing? it's friday, so hope you're doing all that much better. a new terror scare for new yorkersers and in a small midwestern town. they too are getting a taste of it. how oil has been gushing into the gulf for more than three weeks and the spill could be a lot bigger than bp has been letting on. there's probably not a city in the country in more of a funk this morning than cleveland, ohio. the hopes of a sports title are gone again. we have two stark reminders this morning of just how on edge people are after the times square bombing attempt. one is in new york and the other is in wisconsin. in both cases, bomb squads were called when people got nervous about suspicious vehicles. now, in wisconsin, deputies chased a semi that was weavering and running red lights. they used stop strips to blow out the tires. it turns out that the driver may have been falling asleep at the wheel but took a while to sort things out because police got mixed signals from a bomb squad dog and the driver didn't speak english. >> what led us to believe it's explosives is we have a dog that is trained to detect explosives do a walkaround and did indicate that there are explosives there. and we also have an indication from the driver that confirms that. we just don't know to what extent. >> if it didn't require it, we wouldn't -- >> okay. that was a bomb squad robot blowing out a car's windows in new york where there was another scare. someone called police after they saw gas cans in the back of the car. they later said it belonged to a man who does lawn work. the new arrests in the times square investigation. authorities say three pakistani men funneled money to bomb suspect faisal shahzad and how it's moved is very tricky stuff. rick will break it down in a few minutes. bp is trying something new to contain the massive oil spill in the gulf. now it looks like it may have been giving the wrong answer about how big this oil spill is. bp says it's about 5,000 barrels a day, but one researcher says, no, it's closer to 70,000. that is nearly 3 million gallons every single day. now, bp says it's sticking by its estimate. and right now the oil company has robots on the ocean floor trying to put a tube into a pipe that is gushing the oil. if that works, later today bp could surround the tube with a stopper and that would stop the leak. if it fails bp will try the so-called top hat containment dome. if that fails, that's when they'll try to plug the hole. new allegations about the night that hayley cummings disappeared. she was being watched by her father's then girlfriend misty cross lin. her brother says she died at home but denies he and misty was involved in it. instead he's accusing their cousin joe overstreet. tommy's attorney spoke to hln's nancy grace. >> he told me that it did occur in the trailer and that he and misty were not participants but were scared to death of joe's behavior. they grew up with this guy. they say even though he doesn't have a criminal record, he did have a very violent past and they were afraid of him. and there was a weapon of intimidation there. >> now investigators have questioned joe overstreet but we need to make it clear they are not calling him or anyone a suspect. overstreet and his cousins repeatedly denied any involvement in hayley's disappearance. there are a couple of really close calls in northern illinois last night. a culvert washed away and two cars went right into the huge hole in the darkness. both drivers were able to climb out unhurt. that's amazing that they were able >> one of the key things is how did he get the money to pay for what he did. authorities believe the three pakistani men in custody supplied money to faisal shahzad but they're not sure if the men knew how that money would be spent. they were picked up in raids in massachusetts and maine yesterday. so far they're only charged with immigration violations. police say that two overstayed their visa and that the third was in the process of being deported. >> the fbi says they used what's called a hawala to funnel money to this guy. how does a hawala work? >> very uncommon word but common practice. basically a way of sending money across the world with no paper trail. the way it works is someone basically brings money to a broker. that broker then charges a 5% fee to that person who gave him the money. they then pick up the phone and they call the representative in let's just say pakistan where they want to send that money. the broker then calls his contact there to get it done and the money is then followed on finally to the person they wanted to sends the money to. this is a very common practice in countries without strong banking systems where people are not of great means. this is a way they can get money there. immigrants often continue that practice here in the united states even though it is illegal. most transfers are harmless and give you a sense how much is done we're talking about billions of dollars every year. unfortunately though drug smugglers and terrorists also use these hawalas because they don't require a bank account as i mentioned earlier to track that information. >> there is no receipt basically. >> none. >> richard, thank you. newly released video shows a rugby player stopping an apparent robbery. you can see a man with what looks like a gun at this betting shop in england. now, the cash yard gave the guy some money but the rugby player hit him with a chair and held him to the ground until the police came. wow! how you pay for things could soon determine how much you pay under a proposed new law. jen is looking out for you. good morning. >> good morning. depending on where you live, you might see this at the gas station now where you get a little discount if you pay with debit or with cash. what if you started to see that at the store right at the register where they said they'd give you a discount if you chose debit or cash instead of playing with your credit card. you could see that. the senate voted to limit some interchange fees. these are behind the scenes fees so that every time you swipe, you don't even know necessarily that the banks are charging the stores. and as you can imagine, stores hate those fees. banks love those fees. so they really don't like these new limits. they are threatening that you may have to pay more for credit cards because of them. but this could be part of the financial reform bill that is making its way through congress. that's one of the many ways it could affect you. we'll talk about them as we learn more about the package. meanwhile some of wall street's biggest names -- jpmorgan, citi, morgan stanley -- are facing what's called a preliminary investigation. basically federal prosecutors want to know if the banks may have lied or misrepresented things when they were out selling those mortgage bond deals, cdos. you don't need to know all about those, but you may remember those are the things where they took millions of mortgages, packaged them up, sliced, diced, sold them all around the world so that everybody was holding on to these when they nearly collapsed. that's why the financial system nearly collapsed. most of the banks has had no comment. morgan stanley said it has done nothing wrong but the government is continuing to ask questions about what happened, what caused the financial crisis and if there's some accountability. >> accountability and let's not go there again, right? is he still talking? >> yeah, that's the case. he's still talking as they try to extract more information. shahzad has been in custody at an undisclosed location as they do do that. this happened may 3rd when first arrested. charged with five counts so far but has waived his right to an initial court appearance at the moment. that's expected to happen, though, that court appearance, as soon as he is done talking to investigators. and according to some of the court documents i've been able to take a look at, he admitted to them that he went to pakistan for bomb-making training and that he tried to detonate that bomb in times square. >> all right, richard. thank you very much. appreciate it. california police say that a missing woman who turned up alive may have made up the whole story. nancy salas went missing on a wednesday. her parents thought that she was a student at ucla. but the school said she wasn't even enrolled there. then she walked into a store 2 60 miles from home and said that she had been abducted. >> i could tell she had been crying and she looked distraught. so she just said can you call 911? i said yeah. i brought her over to my desk and dialed the number, gave her the phone. and i didn't know if someone was chasing her. and she kind of just mentioned there's a scary man -- >> glendale police now say that salas has admitted to lying about the abduction story. they say that she dropped out of school in 2008 and was afraid to tell her parents. search teams and volunteers have been looking for her and now she could be charged for filing a false report. companies responsible for the oil spills like the one right now in the gulf could be forced to give up a year's worth of their profits. the current cap on liability is $75 million. but under a new bill by senate republicans, bp would have to pay up to $20 billion. now, some oil spill related costs might still fall to the taxpayers. the white house also wants $10 million for litigation costs. this next story ought to really inspire kids. a high school senior in california has never missed a day of school in her life. it's been larissa garcia's goal since she even went to kindergarten. >> education is so important to me. i mean, why would i want to miss out on a free education? >> i really have closure. i really do. yeah. and it's 15 months today and i can sleep at night. you know. so i can move forward. >> gardner also attacked and killed 17-year-old chelsea king while she was running in a park. police found gardner's dna on her clothes and arrested him. he then led police to amber dubois' body. gardner also pleaded guilty to attempting to rape another jogger in the same park. bret michaels may be back on stage in two weeks. that's what "people" magazine reports. he's been recovering from a brain hemorrhage since last month. sources say that he's really ramping up his physical therapy and he plans to resume a tour with his band by the end of the month. tmz reports it will be at the hard rock casino in biloxi, mississippi. a man who survived the nashville floods had to escape from his car when the thing started floating down the interstate. he and other drivers were forced to fight the floodwaters to climb over a barrier wall. >> i've been in a pool before but never in water that's pushing you faster than you can walk. >> well, he then walked several miles down the side of the interstate and his wife made it through the flood to find him. how would you like to punch in your atm number and instead of money out pops gold? [ dog barking ] [ sniffing ] [ male announcer ] missing something? like 2 pairs of glasses for $99.99 at sears optical, with bifocal lenses for just $25 more per pair. hurry in to sears optical today and don't miss a thing. and at holiday inn, you always can. holiday inn. stay you. and stay rewarded with the hit it big promotion-- hey. you're up bright and early today. and it's friday. hope that's a spoon full of sugar to make the medicine go down. i'm robin meade. a new terrorist scare for new yorkers and in a small american town they too are getting a taste of it. also, oil has now been gushing into the gulf for more than three weeks. and the spill could be a lot bigger than bp is letting on. also, if you sell it, they will come. the most famous farm in iowa is now for sale. but, honey, it ain't cheap. first, two stark reminders this morning of how on edge people are after the times square bombing attempt. one reminder is in new york, the other is in wisconsin. in both of these cases, the bomb squads were called when people got nervous about suspicious vehicles. in new york, the suspicious vehicle was spotted in lower manhattan. you know what, there is tape i wanted to show you of a bomb squad robot in new york blowing out that car's windows. here you go. and there it was. somebody called police after seeing gas cans in the back of the car. well, police later said the gas cans belonged to a guy who does lawn work. and it was another scare, deputies chased a semi weaving and running red lights. they used stop strips to blow out the tires and it turns out the driver may have just been falling asleep at the wheel. it took a while to sort things out because police got mixed signals from a bomb squad dog and the driver doesn't speak english. >> led us to believe that explosives is we have a dog that is trained to detect explosives, do a walk-around and did indicate that there are explosives there. and we also had an indication from the driver that confirms that, we just don't know to what extent. >> let's get you the latest on those new arrests in the times square investigation. police say three pakistani men funneled money to bomb suspect faisal shahzad and how they say the money is moved, it is tricky stuff. richard lui has that in a few minutes here. bp is trying something new this morning to contain the massive oil spill in the gulf of mexico. right now it has robots on the ocean floor trying to put a tube into a pipe that is gushing the oil. now, if it works, later in the day bp could surround the tube with a stopper and that would stop the leak. but if that plan fails, bp is going to try the so-called top hat containment dome. if that fails, that's when they're going to try to plug up the hole. and that hole may be bigger than bp has been letting on because the oil company says that it is leaking about 5,000 barrels a day. but a researcher at purdue university spent two hours analyzing the video of the spill, and he says it is closer to something like 70,000. that would be nearly 3 million gallons every day. we have new allegations about the night that haleigh cummings disappeared. it gets complicated. do you remember that haleigh was being watched by misty croslin. he's accusing their cousin, joe overstreet. tommy croslin's attorney spoke with hln's nancy grace. >> he told me it did curl in the trailer and that he and misty were not participants, but were scared to death of joe's behavior. they grew up with this guy. they say even though he doesn't have a criminal record, he had a violent past and they were afraid of him. and there was a weapon of intimidation there. >> well, now investigators have questioned joe overstreet but we need to make it clear that they are not calling him or anybody a suspect. overstreet and his cousins have repeatedly denied any involvement in haleigh's disappearance. there say lot more to that interview you just heard and nancy has it for you tonight. that's at 8:00 p.m. eastern right here on hln. the space shuttle "atlantis" is soon going to be in a museum, but not before it launches for its final mission today. >> as you know, robin, one of the key points you're looking for is how did he get the money to pay for what he did. authorities believe the three pakistani men in custody supplied money to faisal shahzad. they're not sure if the men knew how that money would be spent. they were picked up in raids in massachusetts and maine yesterday. so far they're only charged with immigration violations. police saying that two overstayed their visa and, robin, that the third was in the process of being deported. >> the fbi says that these men used what's called a hawala to funnel money to this guy. how does a hawala work? >> very uncommon word, but a very common practice. it is basically a way of sending money across the world with no paper trail. the way it works is someone basically brings money to a broker. that broker then charges a 5% fee to that person who gave him the money. they then pick up the phone, and they call the representative and let's just say, pakistan, where they want to send that money. the broke then calls his contact there to get that done and the money is then follunneled on finally to the person they wanted to send the money to. this say common practice in countries without strong banking systems. this is the way they get money there. immigrants often continue that practice here in the united states, even though it is illegal. most transfers are harmless and to give you a sense of how much is done, we're talking about billions of dollars every year. unfortunately, though, drug smugglers, terrorists, they also use these hawalas because they don't require a bank account as i was mentioning earlier to track that information. >> there is no receipt, basically. >> none. >> richard, thank you. >> yes. here is something scary that you could be dealing with very distracted doctors if you have to go to the emergency room. a study in australia found not only were er doctors interrupted all the time, but the interruptions can occasionally cause a doctor to forget what they are doing. one example included a doctor being asked a question while trying to write a prescription. well, bless you. all right. you can hear her sneeze, right? >> i really have closure. i really do. yeah. and it is 15 months today and i can sleep at night. you know, so, i can move forward. >> gardner also attacked and killed 17-year-old chelsea king while she was running in a park. police found gardner's dna on her clothes and arrested him. he then led police to amber's body. gardner also pleaded guilty to attempting to rape another jogger in the same park. city employees in austin will not go to arizona on business anymore. the austin city council voted to boycott the state over its new immigration law. now, austin, by the way, wasn't currently doing business there. the law requires cops to question someone's immigration status if they think they're there illegally when they stop them for a crime. now the law supporters say it could help fight illegal immigration. producers, why don't you tell me which story is next. okay. bret michaels, we're getting word from "people" magazine, i think it is, that he could be back on stage within two weeks. that would be a huge and a fast recovery for him after he suffered what kind of amounts to a brain hemorrhage. not even that long ago. he's been recovering from that since last month. he's ramping up his physical therapy, the magazine says, and plans to resume a tour with his band by the end of the month. now tmz reports it will be at the hard ross casick casino in mississippi. a man had to escape from his car when it started floating down the interstate. he and other driver were forced to fight the floodwaters to climb over a barrier wall. >> i've been in a pool before, but never in water that's pushing you faster than you can walk. >> he then walked several miles down the side of the interstate and his wife made it through the flood to find him. poor man. you're still, after all this time, getting incredible video out of nashville of those few days and hours as the floods hit. let's find out who has a weekend maybe to, well, let's hope not anymore rain. who has a nice weekend, bobby. >> you know who will have a decent weekend, the start of it, the upper midwest. finally a dryout for you guys. unfortunately more rain is blossoming now out of the mid-mississippi valley. see right around here, that stretches to kentucky and tennessee later today in the form of severe thundershowers. so, yeah, more rain in store for you for nashville, memphis, louisville, you'll get some thunderstorms too. the severe weather at least this morning has been relegated with that watch box in eastern parts of new mexico and western texas. what about later this afternoon, though, as that cold front slides eastward. daytime heating, a lot of moisture in the atmosphere, and warm temperatures. this spot will erupt with severe weather. we're talking about areas like new york city, philadelphia, d.c., stretching through kentucky and west virginia, parts of the carolinas, virginia. stretching into northern parts of maybe georgia, all the way back to mississippi and alabama too and arkansas as well. look at this big batch of thunderstorms that arrived early this morning around cleveland. through the northern part of pennsylvania, now to north jersey and the hudson valley. that will affect you around new york city metro. in half an hour to an hour or so. and then the rain extends from st. louis down to springfield where this rain is real heavy. remember yesterday morning, we had tonight warnings for the springfield, missouri, area, now just a batch of solid rain and thundershowers out there too. down to the south, though, things will be better for you. remember the space shuttle "atlantis," that gets off at about 2:20 today. it will be okay. about a 30% chance of not going up because of the low clouds. satellite picture, the clouds are firmly in place, but mostly inland. let's hope that for their sake they can light that puppy up and get it up there this afternoon. what about after the west?
