>> so an engineer has stabilized the dam for now. you heard them state their plan. claire stagers with us from the university of lynchburg. good to take to you, claire. >> good to talk to you. how are you doing today? >> shepard: good. might have been frightening when they said 125 houses could be under 17 feet of water. >> yes, sir. i'm not part of that but i'm close to it. it would turn my ten-minute commute to 30 minutes if i had to reroute. >> shepard: i guess three inches of rain in an hour, that's a lot for anybody, even your part of the world. >> yes, sir, a lot of water. came into our basement as well last night. >> shepard: thanks, claire. i know they've been trying to shore it up. they have taken a 3 x 3 foot area, a spillway, to relieve the pressure. the problem is there's rain on the way. let's get to rick reichmuth live
in the extreme weather center. how are they looking in lynchburg? >> we have one bad batch of storms but things get better. it's been weeks of heavy rain. the ground is saturated. add more rain, you can flood quickly. we had big storms moving through yesterday and now today, we've had a light stretch. that is that last line of storms that will go through the area. it's going to fall on this incredibly saturated ground. there you go. you can see lynchburg. so many people here, anywhere between 4 and 8 inches of rain the last few days. flood advisories across maine, the mid-atlantic. 7:00 p.m., lynchburg, one big storm moves through and then things dry out. >> shepard: thanks, rick. the news conference is underway. mostly giving local information about local closures and the rest. anything of note, we'll bring it to you right away.
new job numbers out today. analysts say they show solid gains but they're not as high as they expected. according to the laborder, the u.s. added around 157,000 jobs in july. that missed estimated of 190,000 and the new numbers are behind pace from earlier in the year. the unemployment rates fell this time from 4% to 3.9%. that is just a tenth of a point in a 18-year low that we hit in the month of may. john roberts is live on the north lawn. hi, john. >> good afternoon to you. larry kudlow was out here talking about the job numbers. the questions were how come you missed expectations? kudlow putting his best spin on the record that he could saying look, the numbers for may and june were revised upwards. so if you take the three-month running average, that puts job creation at 224,000 per month,
which is good in anyone's books. kudlow says the economy is looking good, the job numbers are strong and the forecast for economic growth in the future is looking good as well. listen to what he said. >> we're at a high plateau. manufacturing was strong. professional services, unemployment went down. very nice report. the atlanta fed, gdp model, preliminary, predicting 5% for q3. i would be happy with 3. they're predicting 5. we're off to a good start. >> the unemployment numbers dropped before 4% to 3.9%. that puts it .2 off of a 50 year low. back in 1969, the unemployment rate was 3.7%. we're close to that. republicans are complaining the white house isn't doing enough to sell the good economic numbers ahead of the mid-terms. >> shepard: john, china announced retaliatory tariffs on
tens of billions in goods. what sort of reaction there? >> $60 billion in american goods is what china is targeting with tariffs, anywhere between 5 and 25%. half of the $60 billion would be subject to a 25% tariff. this is in respond to the announcement earlier this week from the white house that the president's next tranche of tariffs against china, which would be against $200 billion of goods may increase from 10 to 25%, which really could sting in terms of china's manufacturing of the chinese economy. let's listen to what larry kudlow said about that this morning. >> china better take president trump's efforts to solve the unfair and illegal trade and their tariff problem, lack of reciprocity, technology
seriously. they better take president trump seriously. >> white house officials say the president trump is in a better position to weather a tit for tat trade position. kudlow said there's other things that china could do to give u.s. companies a hard time. shep, one of the things that china is doing is devaluing its currency, which takes a large part of the sting out of tariffs. so the sense i'm getting from talking to kudlow this morning, we talked at length, things are not going well in terms of trade talks. could be a bright future on the horizon. but at the moment, he's not seeing it. >> shepard: thanks, john. the florida republican senator marco rubio going after his colleagues on twitter. the beef? the senate passed a defense bill that weakens efforts to take on zte. supporters point out the bill increases pay for members of the
it's interesting, shep. rubio has taken a hard line on china and sanctions in the first place. he very much, a lot of republican senators don't, he very much backs up the idea of what he calls peace through strength. the way to get to an accommodation with china on trade is by threatening and hopefully not imposing but negotiating the way on unfair trade practices. but he really has moved away from the administration on this question of zte. he very much wants to keep the sanctions in place and the president as you pointed out made a deal with president xi at an earlier point in their negotiations to lift the sanctions against zte. >> shepard: did the security risk somehow go away or does it remain and we're not paying attention to it over overhyped? what is it? >> well, you know, all i know is what i hear. obviously there was a grave concern about the security risk.
two aspects, first of all, the links between zte and the chinese government and the way that they could be stealing information and the fact that their phones could be used for surveillance here in america. in addition, they violated u.s. sanction against trade with iran and north korea. as i said, president trump and -- he got a lot of push back in his own administration and republican senators when he lifted the sanctions. but this defense bill just passed continues to lift those sanctions. rubio wanted to reimpose them. >> shepard: we'll see what he has to say about this. what else is happening this weekend? >> well, we're going to be talking and get another answer maybe to your first question about has the security threat gone away from john bolton. we'll have an exclusive interview with him as well. we'll talk to bolton about china, more importantly, i

the big farm, not far from the house where molly was staying. the fbi showed up to the man's property and asked to search and he allowed them. he tells fox news he handed over his cell phone because he has nothing to hide. we'd like to bring you new video that shows the youth and vitality. there's a growing desperation. police have been tight-lipped. they have not released any new information about this case since the day she went missing. family is pleading, give us a lead or description of a suspect. maybe we can help you. police acknowledging the frustration and saying they're with us. we don't want to release information that might end in the wrong hands. police say they're constantly assessing whether or not to release any new information in this case. so far they basically have not. here's one of the lead investigators explaining the status of this investigation. >> frustrating for everybody.
it's frustrating for the investigative team, frustrating for us and particularly frustrating for the family and friends of molly. so obviously nobody wants to find molly more than these folks here and we're included in that crew. >> wedding is supposed to be at a wedding in the dominican republic. instead, her face is plasted all over the region. >> shepard: thanks, matt. fox urgent. 12-year-old girl reported missing from reagan national airport in d.c. has been found safe. the airport thanked the groups looking for her. somebody law saw her at the airport at national there outside d.c. yesterday morning. investigators say she somehow
got separated from her group while they were getting their passports and said she had to go to the bathroom. this image from surveillance shows the woman that they think took the little girl. police say it appears the girl left without any force. a mother charged with murder after crews say they found her 4-year-old daughter in a river. cops say witnesses saw the whole thing and one of them apparently got a photo. that's next.

more than 140 miles an hour. police in florida charging a mother with murder. they say she dropped her 4-year-old daughter into a river. cops say the mother store the car she used to drive to the river. a judge today denied her bail. phil keating has more. >> in an update tonight, tampa's police chief says motive is a mystery. witnesses describe on thursday a mom acting erratically and soaking wet after taking her young daughter into the hillsborough river and drowning her. the little girl was found by divers 30 minutes later and rushed to a hospital. she was pronounced dead. neighbors say they saw the little girl playing outside walking around alone and bare foot. one witness gave this photograph taken from her balcony to police moments after the child
disappeared and police are trying to determine if that is the suspect. tampa's police chief calls the story tragic, crazy and unbelievable. >> witnesses report the child was screaming. one time both the child and the mother were screaming. witnesses say the mother grabbed the girl and pulled her close to her chest as she waded deeper into the water. >> this case recalls a similar child death in 2015 in the tampa bay region on the bridge leading to st. peterberg iconic skyway bridge where a man threw his daughter over the rail and 60 feet down into tampa bay in front of police. he had been committed by his family 27 times. his murder trial is set for september, shep. >> shepard: in this case, phil, the mom, were there warning signs? was there a history? >> as far as criminal history, minimal.
she had some theft arrests. she was arrested for driving with a suspended driver's license. on thursday, she's accused of stealing this nissan sedan from a car lot and immediately driving home, getting her daughter, forcibly putting the girl in the back seat according to witnesses and drive to the river. we learned that child protective investigators visited the home after allegations by the neighborhood of a neglectful mother. shep? >> shepard: thanks, phil. president trump's former campaign chair in court yet again today. an update on the trial of paul manafort coming up. the state department is reacting to reports that a suspected russian spy infiltrated the u.s. embassy in moscow for years. first, folks in california rushing to a car in flames to save a stranger. we'll have the rescue as we approach the bottom of the hour and the top of the news.

>> shepard: the special counsel, robert mueller's prosecutor, today described president trump's former campaign chairman, paul manafort, as a man living a financial double life. a lucrative international consultant that lied and lied about millions of dollars that he kept in foreign bank accounts. manafort's accountant that filed the tax returns for him for many years said manafort never reported a single overseas bank account. the former trump campaign chairman has pleaded not guilty to more than a dozen charges. this is the first trial in the special counsel's investigation. peter doocy live at the courthouse. peter? >> for the first time, we heard from another of paul manafort's accountants. she testified inside just now
that while she was helping paul manafort file his concerns. she had some concerns that the funds overseas were not leg legitimate and she filed the taxes anyway. paul manafort had hidden accounts overseas and listed them as loans and not income because you don't have to pay taxes right away on a loan. the mueller team just reminded the accountant that if she does not testify accurately, then she still can be charged with perjury, shep. >> shepard: what did the judge say about the fed's evidence today, peter? >> with the junior out of the room, the judge told the mueller team and the manafort defense team that enough is enough and he's seen enough of one kind of evidence. it was after hours and hours of these slides of power points showing tax returns from
different years. the judge said yeah, the given has proven that paul manafort had foreign accounts and it was his signature on tax returns that said he didn't. the judge said it's not the government's job to prove that it's manafort signature on a 2010 or 2011 return, their job is to prove that he knew there was a law on willingly lying on tax returns and he willingly broke the law. he said they made a mistake on taxes. taxes are complicated. normally if someone checks the wrong box, they get audited, they don't wind up in front of a jury because the special counsel cracked down on them, shep. >> shepard: okay, peter. thank you. there's word a suspected russian spy worked at the american embassy in moscow for more than a decade. that's according to the
guardian. this woman had access to confidential material, including schedules for the president and the vice president. a senior state department official said that person didn't have access to classified information. at any rate, a russian spy in the embassy. rich edson with more. >> a senior state department official is describing this as the system working, that the u.s. managed to discover that a russian citizen working in the u.s. embassy had contacts between the russian government and herself. there are a number of foreign nationals, people that are not u.s. citizens working in u.s. embassies around the world. a senior and former state department officials is those folks are subject to background checks and not given access to classified information but they can have access to sensitive information. in this case, the secret service said she was never in a position
to obtain national security information but there's concern about, this it's unclear what she could have passed along to any type of russian government or security service in that country. there's those on capitol hill that are asking for a briefing on this to figure it out. >> shepard: rich, it looks like russia is letting north korea slide on sanctions. is that right? >> the treasury department revealed sanctions for a russian bank for doing business with north korea and now reporting that russia is allowing north korean laborers into russia. that is something that would violate the u.n. security council resolutions that russia supported to that, nikki haley says until we see final fully verified denuclearization of north korea, there can be no easing of sanctions. talk is cheap. russia can no support the sanctions only to violate them with actions. mike pompeo is in singapore at an international summit there.
he did acknowledge that it could take some time for this entire process to finish using the words "a ways to go" in the process of getting north korea to finally get rid of its nuclear weapons. pompeo and state department officials said they were making the case if countries don't fully apply the pressure, this process will take even longer. shep? >> shepard: thanks, rich. we're getting a look at some of the items that north korea included with what officials there say are the remains of u.s. troops killed in the korean war. pentagon officials said yesterday from what they've seen, the remains are consistent with being americans. it could take months or years to identify them all. vice president mike pence received the caskets wednesday in hawaii. dan springer was also there. he's back in the pacific northwest newsroom this afternoon. hi, dan. >> hi, shep. it's a long scientific process.
making a positive identification of remains where the shooting ended 65 years ago is a giant puzzle. the agency involved does have some important clues and we got to see some of them yesterday. the defense pow/mia accounting agency showed us the artifacts in the transport cases from north korea along with a lot of human bones. there is one dog tag, which will be given to the two sons of the fallen soldier next week. they' they'll need further testing to determine if the man's bones are in the boxes. there's helmets and clothes and part of a weapon, a bayonet. north korea showed where the remains were found. that will be helpful in identifying the 7,600 missing war dead. north korea has gone good faith.
>> it was apparent that they treated our remains with respect. they packaged them in a more caring manner. it was apparent that they took care in the remains. >> a solemn ceremony receiving the remains on u.s. soil was held at a military base in honolulu wednesday. u.s. officials are hopeful there will be more cooperation from north korea in the near future. they would like to get people and their team in there. a big would be if north korea would let teams from the u.s. back in the country to search for more remains. the last time that was done, 2005. there's still 7,600 north korea war dead missing. whatever dna that they find from the bones will be critical because what that will tell them is more in the identifying information that they can make those positive ids. >> shepard: thanks, dan. the search is over for the man

doctor indicated signs of a troubled mind. but no troubling behavior that would trigger a call to law enforcement. without a manifesto or notes, we can only make an educated guess to the motives of stephen paddock. >> shepard: no certainty. case closed. 58 people died in october when the gunman opened fire from a hotel room above the festival. police say they lawyer found him dead in the room. the report marks the end of a ten-month investigation in what happened. the man suspected of killing the former president george w. bush's former doctor is now also dead. that's according to the police chief in houston. this comes after a two-week man hunt. back on july 20, investigators say joseph pappas shot dr. mark hausknecht three times while he
was riding his bike to work. a former friend of the suspect told the local station that he may have had a hit list and that the cardiologist was number 1 on it. the police talked about this hit list. jonathan hunt has the rest of the details. john? >> shep, good afternoon. there's been a statewide alert for the suspect for two weeks. an employee with houston parks spotted joseph james pappas and called 911. police moved in and after a short chase, they had pappas cornered. he was wearing body armor and was armed. a second police cruiser arrived. pappas apparently shot himself in the head. that brought to an end the man hunt that began with the murder of dr. mark hausknecht on july 20th. take a look at this security camera footage from a houston bus on that day. it show it's police tailing
pappas. he rode past the doctor, shot him in the head and torso. dr. hausknecht was described by friends as a how many bell and generous man. adored by his patients. among them, george h.w. bush. in a statement after the murder called the doctor a fantastic cardiologist and a good man. >> shepard: this was all and revenge. >> yeah, indeed. revenge that was more than 20 years in the making. in april 1997, pappas' mother died on dr. hausknecht's operating table. over time, pappas had put together what the houston police chief called a detailed intelligence file on the doctor. >> he knew everything that you can possibly find on this man. i'm not going further in the details just to say it was extensive. >> while they don't describe it
as a hit list, pappas had information open around two dozen other doctors and employees of texas medical center. those employees will be relieved to know the threat is over even as they continue top mourn the loss of their colleague, dr. hausknecht. shep? >> shepard: thanks, jonathan. lawyers for harvey weinstein are asking the judge to drop the sexual assault charges against him. they say the grand jury that indicted him didn't get to see relevant e-mails from one of the accusers. they say the evidence includes messages from a woman who says weinstein raped her. less than a month after the alleged attack, she wrote to him to tell him that she appreciated all he did for her, a few days later, he said it would be great to see you again. no comment from weinstein's lawyers. weinstein pleaded guilty to all
