>> lawrence: long recovery and it changes the way they run after that. >> steve: we will know more later today. carley, thank you very much. >> brian: you are free to go, carley. >> carley: thanks, brian. >> brian: as the ongoing crime crisis continues to torment communities across the country, one state is making moves to allow suspected criminals to return to the streets. >> lawrence: todd piro joins us now with the details on that new no cash bail law. more on that, todd. >> todd: good morning to all four of you. illinois the first state in our country to eliminate cash bail. under the new system suspect also only be held if a judge agrees that they pose a risk to the community. advocates for the safe-t act say freedom should not have a price tag but some prosecutors and law enforcement officials predict the end of cash bail will put more criminals back on the streets. this new policy comes as cities across the u.s. struggle with rising crime rates and violent incidents like this one. on friday, a woman working at a seattle area gas station was assaulted and robbed by a group of young men. the victim says they were laughing as they punched her repeatedly. >> i don't know if it's just kids don't seem to fear anything anymore. they don't -- there is like no repercussions for them the way there used to be. they were laughing. they had no disregard for anything. they don't care anymore. >> stores are also seeing a rise in flash robs, specifically in california. a bay area chanel store was robbed over the weekend. these types of multiple offender crimes make it increasingly difficult for law enforcement to catch the criminals and they are expected to cost the golden state $19 billion this year alone. in connecticut in west port which is a beautiful and predominantly safe area, video shows carjackers stealing an as stolen martin from a home garage while the owner was in the car. car owner suffered minor injuries trying to defend himself before the suspects got away. philly so, bad a popular cheese steak restaurant had to reopen with assault riferl carrying security guards in tow. wild, guys, back to you. >> brian: you don't have enough cops. you don't enforce the law. thanks, todd, that's what you have to do. if i want to keep my business open. i have to tractor in now armed security. >> steve: they do. as detailed at this place and we have seen violence through the years at some of these philly cheese steak place us business so good. line is out the door and around the corner. people who are standing on the street took the fancy car. pulling up to your house. the way they did it the guy pulls up to his house. opens the garage door, pulls in. the bad guys run in after him. and then drag him out of the car. >> ainsley: it's a big thing, especially in the northeast i two people who have had their cars taken. joe concha talks about it on air. didn't he have his car taken in new jersey? i know a person who lives in west port in connecticut where this aston martin cass pane. her car was taken out of her. >> lawrence: beautiful area. taxes are through the roof there. >> steve: that's inside the guy's house e just opens the garage door to his house and they come into his house and steal the car. >> lawrence: that goes to the larger problem. this used to be just isolated to certain areas where there was crime prevalent like chicago. but now because of the policies of d.n.a. is not prosecuting. it's really starting to spread out throughout the state. you know, i traveled before they passed this law all over illinois to see if there was anyone supporting this. the community wasn't supporting this. this was the liberal elites that wanted this to happen. >> what is their mindset? these liberal leaders? they just don't want to put -- they are more compassionate to the criminals? >> lawrence: their attack is on the bail system itself because they are saying these people are innocent, which is true at the time. they haven't been proven guilty. the problem is a lot of these folks are repeat offenders and they are allowing them -- they have track record of doing this crime. >> ainsley: if he are repeat offenders keep them behind bars. >> steve: the difference between the illinois no cash bail and like the new york situation is in new york, for the most part, judges really didn't have any discretion over whether or not to keep somebody in jail like oh, sorry, that carjacking it's on a list. i have got to let you out. in illinois, as part of this -- and it's called the pre-trial fairness act. as part of that judges actually have discretion. they can go well, this person is violent i'm going to keep him in jail. >> that's actually better here is what the premise of it is. if a person a commits the same crime as person b. but person a has money, they get out. and that's got to stop. so, the way they are addressing it is ridiculous, it's as backwards. everyone gets out unless one judge decides in certain states or cities that that person is not a danger. maybe the person staring at the guy who is hitting a woman in the face, is he violent? he was two crimes ago but not this crime. how do you know? then you have to have somebody report this guy is not violent. that person is violent. so, this becomes it's murder situation, gotcha. blood all over his hands. he stays in jail. there are so many other gray areas that need investigation so you can't put the public in jeopardy while you investigate. and the time frame is so short to get that investigation together it. makes it impossible. and a lot of times guys go i don't need this headache. can you go. then you don't have enough cops even to follow up on the crime because they are not backed up. it's a big ripple effect. this will not end good in illinois. >> steve: started yesterday so let's see. >> lawrence: buckle up. >> steve: buckle up indeed. coming up on this tuesday, americans are least likely to care about their kids having good manners when compared to parents in two dozen other countries. what parents actually prioritize over manners instead coming up. >> lawrence: plus, dash cam video shows a driver going airborne after slamming into a police car all caught on camera. this is crazy. >> ainsley: and republicans try to delay a government shutdown until halloween. but could there concessions to democrats be even more frightening?
