and number two, why were assets not positioned around the globe to respond to north africa in time, and can we trust government in the explanation of aftermath? of those three is one more critical than the other and can we ultimately get answers to all of these? >> they're all three important, i think the big question is why did they change the narrative, what was the purpose in changing the narrative, but one biggest to me and how come with a seven hour lull between the first and second attack there were not dispatched military resources? 1061 miles away sits aviano airbase sits 5-11s that can go very west and they have weapons that can dispercent attacks and crowds, and if the administration tried to put assets in place and couldn't get there in time that is one thing and that's an issue but the fact it didn't even appear a response shows either level of incompetence as a military pilot that is especially offensive to me and i'm curious why the order was given bill: we heard you did not mow lou long the attack went on and how long did it last? why are costs rising? number un, because less healthy people are signing up, costs more to cover them, therefore we all have to pay a bit more, second, taxes are going up this year, there's a big new tax on all insurers and all plans, takes effect this year, got to be paid for, the coverage mandated by obama care people is more expensive, much broader, that too has to be paid for so to answer your question directly, other states, because they feel the same pressures, will also be going up next year, in terms of the premium costs martha, that is the premium and that count the deductible which is also likely to be much bigger martha: stuart, i remember the president saying and administration saying in early years of this program the costs might creep up a little bit but of that they will come down, so i will assume they will look at these numbers, an say this is what we predicted, the early years you will see some increases >> creeping up? >> first of all what he was criticizing an effort to raise awareness of, worldwide awareness of this horrible kidnapping of hundreds of girls in africa which has been effective in raising awareness, second of all, this is mike rogers himself of twitter following of almost 2000 people, he put out 1200 tweets, he tweeted about this and his seeming to belief in foreign policy leadership he is leaving congress to host a radio show, so that is not foreign policy i don't disagree there needs to be holistic approach to foreign policy and incredibly dangerous world and incredibly shifting world this administration is managing well and having to react to it on 24 hour basis martha: there is couple levels here and point is well-taken in reaching people a lot of people had not heard about this until this twitter campaign and we also know so much of what we saw happen across the middle east in terms of uprising was driven by twitter and driven by social media and having impact on global issues and request whether or not the administration is want to be led oar wagged what is on twitter or whether or not there is cohesive doctrine because mike rogers talks about the women in syria, my goodness, we never hear about syria from this administration, we never hear about the women and christians being abused and kidnapped and taken in iran, it is not a big issue before this >> social media is great vehicle to show awareness and show solidarity, that is not what the critique is, the congressman is pointing out two important issues the toughness of administration is questioned in where american power is never doubted, moscow with putin, that is because this president seemingly seems to following, whether it is france into libya or twitter into nigeria, he is the not one generally showing american leadership on these issues and number two, i think we all agree, comprehensive strategy going after terrorists since we killed bin laden i give the president credit for, nigerian incident, incidents in chad, somali, maghreb and africa and terrorism is alive and well and all the we heard about the administration it is over, it is done and they have won the narrative, that is false and you bring in benghazi martha: you said you would like to see a holistic approach, so you're not seeing that, you're admitting? >> no, when i'm saying is, look, this president came in with three promises on foreign policy, get us out of endanglements in iraq and afghanistan, and prosecute aing aggressively terrorism, and i think tony is wrong he killed bin laden and that is it, he has aggressively taken on al qaeda and taken out their leadership and their ability, the, u.s. by the way has been, there are power has been questioned in tehran and moscow for decades >> going back to jimmy carter >> by ronald reagan and eisenhower and everybody else, there was a cold war for 50 years, so look what i'm saying i would like to see this president in a very difficult situation in a very difficult world i would like to see him set markers down an stick with those markers more and look, but comparing him to republicans, all they do is take potshots from the sidelines >> that is not true >> wait a second if we listen to their advice we would be entanglements all over the world right now >> that absolutely are the no true if you want to go through the doctrine, obama, little doctrine, humanitarian intervention you would intervene where you have 12 million women in syria and women in iran and christians persecuted all over the world, the president picks and chooses, his incoherent doctrine in the middle east led to russia asserting geopolitical dominance there, that is martha: in the cone any situation much after the fact, so it does feel like sometimes these things that are sort of, you know trending on twitter, get more, get more attention from the administration than, for example, the syrian refugees and unbelievably horrible situation unfolding in syria, do you think it is not curious we don't hear the president coming out and talking about this, steven? >> well, he's right. michael's got it dead on, and putin is just the most visible part of those who are playing obama like a drum. you know, somewhere along this administration, martha, they're going to figure out that foreign policy takes more than selfies, holding signs, "bring back our girls." i grant you that's very visible in social media, but at this very minute the people of ukraine are paying a terrible price for america's leadership deficit disorder all because of this administration. the europeans are never going to go and act on sanctions against putin without american leadership. putin knows that the o team, as i call it, is afraid of russian reprisals like, for example, nasa launches or the afghan transit rights we've negotiated back in the bush administration. we could impose unilateral sanctions that would work against the russians. you could, for example, say no company -- and we've done this before, particularly with south africa decades ago -- no business that does business russian military or military defense or any of those can do business in the united states. that means, for example, siemens could do no business in the united states. we could do it but we won't because of that fear that they have in this administration. martha: you know, i want to read to you also in michael goodwin's piece this morning he quotes the president who received an award in hollywood from steven spielberg about, and the award was for fighting genocide. and, you know, goodwin say that is the presidentç passed up an opportunity perhaps to talk about american power in the world and the good that american power is capable of, but here's a quote from what president obama said at that. he said, i have this remarkable title right now, president of the united states, and yet every day i wake up, i think about young girls in nigeria or children in syria, and there are times in which i want to reach out and save those kids and having to think about what levers, what power do we have? i think what we can do to drop by drop wear down those forces that are so destructive. what do you think about his take on that? >> that's more of the incompetence we've seen. look, he has this utopian idea that somehow we can unilaterally disarm ourselves to peace and that our allies and enemies will follow suit. but think of this: our country is no longer trusted by our allies or respected or certainly feared by america's adversaries. and we do have real adversaries. think about what that means to heads of state in israel, jordan, riyadh, south korea, the philippines, the baltic states, all of which are threatened by real u.s. adversaries; north korea, china, russia, iran, and, of course, radical islam which we've now seen with boko haram in nigeria. al-qaeda is on the rise, so we have a total credibility problem, and putin knows it. it's he's aggressive today not just in ukraine, he's also moving to support iran, syria, cuba, venezuela, nicaragua and arming them in an effort to distract us. martha: colonel north, you know what the other side would say to you. they would say what do you want us to do? do you want us to put boots on the ground and rescue those girls? do you want them to go into syria and help the people who wo are struggling there against a brutal, brutal dictator? what do you want him to do? >> it's a pagan ritual that's not only historically -- they've existed for hundreds of years, but not only is a satan call, demonic, pagan ritual, but also traditionally an anti-catholic activity. bill: specifically anti-catholic or anti-christian also? >> well, both. catholics are christians. but specifically catholic because they take the host that would be consecrated in normal or mass, and it's a mockery of the most sacred element which is the eucharist. bill: so they do this black mass, and they do it to honor satan. and it's been going on for hundreds of years. >> i think in this case what they're doing is prove candidating, and that's -- prove candidating, and that's very different than free expression, okay? in this case they've advertised, they have signs for this black mass. this is not just down in some dungeon in some black forest someplace doing it quietly because these people are on the fringe. no, they're doing something in order to provoke. and anytime you absolutize a rite, like, for example, the freedom of expression, you're going to get it wrong. harvard should be able to recognize that. bill: to this point, i guess they're doing it at a campus bar. >> on campus. bill: that's right. so the harvard extension school says this: it does not endorse the views or activities of any independent organization, but we do support the rights of our student and faculty to speak and assemble freely. why would harvard allow this? >> well, it's a great question. here we're saying we don't agree with what every club does. clubs have to get approved, and their activities count. and that a university can pull the membership as a student organization from them. harvard is being weak on this. what would they do if a quran were being burnt as an expression of whatever? they would get in big trouble. they would never do it. and that doesn't mean, well, you know, therefore, they shouldn't -- no. but the fact is respect is part of a civil society, and harvard should be not only protecting that, but they should be teaching it to their students. bill: well, apparently they're not, because it's going to go on as scheduled, may 12th. today. >> you know what the christians are going to do? they're going to have at the same time not protests and angry fighting, they're going to have a prayer service at 8:00 p.m. in churches all over boston and campus in response. bill: good to know. thank you, father jonathan. martha, what's next? martha: more trouble for the secret service. why agents assigned to protect the white house were pulled from their posts for a personal matter that we are now learning about. plus, remember this? ♪ ♪ bill: yeah, free to be healthy, but it's not exactly free. in fact, it's a half billion dollars that went to four states for exchanges that do not work. what now? "the washington post" says that back in 2011 some agents were diverted to protect the director's assistant during a dispute with a neighbor. the allegations raising concerns of increased security risks to the white house compound and to the president. peter doocy's live on this in washington. what exactly happened here? >> reporter: martha, two families in the maryland suburbs of d.c. that shared a driveway had been having some problems, then one morning in 2011 one party -- then-secret service director mark sullivan's assistant -- was allegedly chased by her neighbor. he was on an atv, she was in a ford expedition. she called the cops, and later that afternoon her boss sent agents from a unit called prowler over to scope things out. the way the neighbor on the atv tells it, unmarked cars remained on the block all summer long, speeding away when he tried to ask who was inside. he told "the washington post" this, quote: there was all these cars down there for months. they parked everywhere. it actually scared us. i wasn't sure if it was police or what. that neighbor later pled guilty to a misdemeanor assault charge for the episode that got the prowler unit involved in the first place. he reportedly said that he was innocent, but he pled because the evidence was stacked against him. martha: how does the secret service explain this surveillance, peter? >> reporter: the secret service tells me that, for example, during a marine one takeoff or landing, nobody's ever wondering where the prowler unit is, it's not part of any protective detail, and a spokesman also says this, quote: welfare checks occurred during the fourth of july weekend in 2011 because of concerns for the physical safety of an employee. these checks were conducted over a holiday weekend and ended once the employee was able to contact the local court once it reopened. the new secret service director, julia pearson, says now that the homeland security department's inspector general is looking into what happened and that the secret service is going to make any appropriate changes based on that investigation. martha: all right. thanks, peter. ♪ ♪ bill: so your taxpayer dollars now, for nearly half a billion and counting to build four state-run exchanges for obamacare that have turned out to be huge disasters. and now the states are considering how to dig themselves out of a giant financial hole. should they ask washington for more money, or should they just scrap the thing? >> massachusetts hired cgi, the federal government fired them because they didn't do a good job. look, they're hiring companies that are government computer experts. they're not people you find out in silicon valley. these are not the pros. bill: so you're saying the reason they failed is because they went out and grabbed people who are just average in talent. >> that's pretty much what i'm saying. bill: is that what you found out? >> absolutely. if you want this to work right, you need somebody like oracle, somebody who does this for a living, for a profit and has to survive. you find the best contractors, but then you also have to cut them loose to do things the way they do them as opposed to having -- bill: so why would a government do that? why does it not have the flexibility? >> i think it's, you know, crony politics as usual. it's hard to explain. >> they just do it for the government. and the standards are totally different. bill: you ready for this? oregon, okay, put it on the screen. $248 million spent, 68,000 residents signed up. first in the nation to drop its state exchange. massachusetts spent 57 million, maryland spent 118 million, nevada spent about 51 million and on and on. >> that's our money. bill: you're right. >> that's all of our money. that's taxpayer dollars down the drain. anyone i talk to says you can't fix a site once it's built and broken, you really have to start over with the right people from scratch. so any money that they're now going to spend trying to fix this is good money after bad down the drain. >> what i have to say is if anybody should have done it right, it should have been massachusetts. they had romneycare, and it was online. this should have worked, and it didn't. the fact they've already spent 57 million on it and they're still sucking wind is what's so shocking about all this. bill: away tried to figure out -- we tried to figure out what does it cost to set up a web site. the comparisons we found are not apples to apples, so we can't say, but you guys cover this every day on fox business. >> i think it's all custom. bill: i mean, what should it have cost? do you have a number on that? >> no. i think that it costs what it costs to make it work, and this doesn't work, so it's a moot point anyway, you know? they've got to start over with somebody who can do this for a living. i bet it costs less if you go to someone who's a professional out of silicon valley, but it doesn't matter if the money you're spending isn't making it work. >> and let's remember the obamacare web site, the back end still isn't fixed. i mean, think about it, none of these it raitions about the idea to sell health care insurance online have worked. they've all had problems. bill: but, ladies, it's may. >> right. eight months later. bill: it's may! shouldn't this have been worked out by now? >> absolutely. and when you think about it, you make an error, you think about filing a claim for yourself, god forbid you make the smallest error, they end up denying your claim. you wonder about the lawsuits and the fallout for years to come. bill: okay. so if you put minnesota and hawaii in this mix, you know, the number's going to go higher. they have a decision to make. do they scrap it, or do they put more money into it? >> well, i think they scrap all of obamacare, that's always my first choice, that's job number one. but the easiest thing to do would be to move them over to the federal site, stop the spending, stop the bleeding. you know, as we were coming into this segment you said, oh, it's just money, what does it matter? it's our money, it's taxpayer money, and people are outraged. bill: i said that with sarcasm. >> yeah. you were being facetious, we could tell. bill: what do they do? >> i think you need to scrap it. i don't talk to anyone who doesn't think that's the right solution, however, i fear they won't do that because they're politicians trying to save face, so they're not worried, i'm afraid, about the long-term resolution. they want to in the short term save face until their next election. bill: just a quick point here, if they go to the federal exchange, that's all run out of washington, right? so the states have even less maneuverability and less flexibility. >> well, that's absolutely true, and i think that's one of the big frustrations with the law, right? all the requirements are set in washington, it's all federally driven, and they can't get the state exchange sites to work. >> not good. bill: add it up. >> yeah, right. bill: see ya, money. >> 2 p.m., fox business. bill: willis, where are you going to show up? [laughter] but i really, i really do. i think he brings a lot. i do think, though, that he's got a tough battle to get the nomination. he stepped out in a leadership role on immigration. there are certainly elements in his party that disagreed with him. the same thing happened to jeb bush on that issue, and i agree with ed, they do take from each other sort of the voters that might move for either one of them, they're going to submit a little bit. so it remains to be seen, but i think he'd be an excellent candidate. candidate. >> the only difference is bush would be more formidable in the sense that he has a longer organization, and the fundraisers who have supported him -- meaning rubio -- pretty much were bush supporters and, would be with him first. martha: i would imagine if jeb bush decides not to run, that will be an important day in the life of marco rubio. >> i think that is absolutely true. martha: let's talk a little bit about hillary clinton. here is marco rubio if he is asked for a potential run. >> sure she will brag about her time in the state department. she's also going to have to be held accountable for the failures, whether it's the failed reset with russia or the failure in benghazi. >> what grade do you give her as secretary of state? >> i don't think she has a passing grade. if you look at the diplomacy that was pursued in her time in the state d., it has failed everywhere in the world. martha: so, ed, you know, you listen to what he's talking about, she had a very rough week last week. she had benghazi, monica lewinsky, for goodness sakes, to deal with as well. we're going to show polls in a minute, she's out in front in all these polls, but it's not without obstacles. >> well, i think she got a little warning shot last week about what life will be like if she does run. i think she's very formidable. i think she's got, certainly, all the qualifications that any democrat has to be the nominee. but i think at the same time, she has to pay a price for both her own past service and the past service of her husband. she doesn't get to run free, and she doesn't get to put too much distance between her and obama which will be the most important thing for any democrat, i think. obviously we're way out here. paul ryan and marco rubio, 9 and 8%. this puts them up against hillary clinton. she beats everybody in the top three and they are tied in terms of how they would fair against her. jo, what do you make of these numbers at this point in the game? >> she is formidable, look, she will not get a free ride. nobody does when you run for president. tough, tough office to run for. but she is clearly ahead of where most people would be right now if she decide to go. there will be issues of benghazi, ukraine, and things that people are pointing out to. they're out there right now and she is still running in some polls even better than these numbers. so, she is going to get attacked. she knows that, but in the end, i think she, given a lot of things that we're seeing on republican side, this big field, they will have a fight, someone will, going to come out the other side pretty beaten up, with their nomination. she doesn't look like if she goes she will have that problem on the democratic side, at least this time so far. so, she has got advantages that she is, she will be able to take into november of 2016 no doubt. martha: got to be a tough decision for her, joe. she got hammered last time around. it was exhaustive race everybody thought, would appear thought was hers. so to go back in here and, ed, really gave her a taste of what she might be up against. >> clintons know what tough politics are all b they have been practicing it for 40 years now, starting in arkansas on the national level. i think the key thing she can learn a lot from her last campaign which was terribly-run campaign against a young, dynamic, well-run campaign on other side. but i think at this point a time i'm not sure a republican can peter easily. she can beat herself though. the key thing, can she put a team together coherent, that has multiple layers she had last time?
