Thats right the r word in a weakening American Economy has rattled wall street. Youll see the markets are up this morning. Theyve been up as high as 150, down as low a 200. Now theyre back up again. But these concerns over the last few days, very, very real. China issuing a new threat to retaliate this morning. This all comes after the dow plummeted more than 800 points yesterday. It was the worst day of the year. Stock futures are ticking up as john says slightly this morning after walmart reported its better than expected earnings. But of course we have no idea whats in store for the rest of the day. What are you feeling and seeing down there . Reporter well, walmart giving investors some opmism at the consumer of the u. S. Which has been the backbone of the economy is still strong. But make no mistake about it, yesterday investors sent a clear message to the donald trump, get your act together because it does not look like the chinese are caving and this morning as john alluded to, those fears were realized with the chinese essentially saying they would launch Counter Measures because the u. S. Violated the consensus that trump and xi reached at g20, so hurt feelings on both sides. Look, to a certain extent the selling yesterday told us that investors knew where this was heading, that trump was losing leverage and that the chinese were going to hit back because he blinked. And he didnt help himself yesterday by attacking the fed in a series of tweets that just smacked of desperation according to the investors i spoke to in. Listen, i cant tell you where we go from here in the trade war, and that is precisely why businesses large and small cannot plan going forward. That is causing real unease in this market, so we may get a little bit of a relief rally today, but longterm the sentiment here is sell, sell, sell because businesses cant plan with this huge question mark over them. In fact, wall street analysts came out today and said Third Quarter earnings, really the backbone of the stock market when it comes to corporate, projected to be lower. So we have a real issue here, invests like i said we might see some positive momentum today. But longterm theres a real question mark over the economy. Joining us now cnn political analyst maggie haberman, a White House Correspondent for the new york times. Maggie, can we start quickly on the economy. Whats the white house view and also the Trump Campaign view as they see these clear jitters in the markets, and they start to hear analysts use the r word, the possibility of a recession looming . As always theres a difference between how the president sees it and his advisers see it. So the president has repeatedly seen the stock market take a dive and then rebound, and he has now come to believe thats how its going to happen. Thats how he was feeling yesterday according to a number of people. The white house is a little more cleareyed about whats going on and concerned about it and recognizes theres not a whole lot of tools left to try to course correct and even if they were, this is not a white house that has a sort of clear plan what it wants to do in terms of the economy and how it wants to handle things. Look, the president s actions and the white house policy, its not the only thing contributing to what is taking place cloebly but it is certainly clear there is no coherent cohesive plan coming out of the white house in terms of trade, in terms of the economy and you do see the effects of that just in terms of volatility. Im so struck and you know this as well as anyone, by the president using his favorite style, his only style i guess in the white house. Something that worked for him in building his own empire which is will the ultimatum guy be willing to walk away, the risktaker . In some ways his style has been his strategy and it has worked for him in his own life. But of course the economy is more complicated than the trump organization. So i see him doing this again, but other people, other players arent responding as say other real estate people used to in new york. Its not working as well this time around. Even when it did work, right, it worked out personally for him. It didnt necessarily work well for his lingers when he had bankruptcies. But, yes, he was running basically a mom and pop business. This was not some massively publicly traded company. This was his own Real Estate Firm and licensing business. To your point Global Markets just dont work that way and i think youre seeing some of the effects of it. But, again, because he exists in these short increments of time, hes going to say see nothing really that bad happened and take it as validation. Look, i think the delay on the tariffs until december was the biggest acknowledgment from this white house that there is something problematic in how they had been approaching this. It was a huge concession. A concession china doesnt think in ten minute increments. We know that. Look, the president is used to trying to force other people down in these zerosum negotiations and china is too powerful to do that and i think the president is discovering that. Where exactly is the white house is, and there was a lot new in this story this morning to me. One of them is that the Trump Campaign is polling on this. Theyre polling on what the president should do on guns. And number two Mitch Mcconnell is basically saying mr. President , if you want to go get republicans onbird, youve got to get republicans on board. The president has publicly come out and said mcconnell is for this, and its a bit more nuanced than that. I think thats where youre seeing the distingz. The polling, yes, were looking to see if were talking about markets, right, what the president s base is going to support. The president has been pretty clear. Yes and no, it depends on how you puts it, right . And i think theyre going to see what will be supported. The president im told by all people involved is actually sincere and serious when he says he wants to get something done, but he was sincere and serious after parkland and then he changed his mind under pressure from the nra. And hes been warned by some of his advisers it might seem that way to you theyre struggling, theyre still going to be a powerful force heading into next year. It doesnt seem to be it should be that hard. If the president really feels he can do something about gun violence and the polls well, all the polls suggest americans want something done about gun violence, what are we waiting for . I do think theyre waiting to see what theyre going to be able to accomplish and waiting to see what they will be able to nudge senators for is understandable. I think actually going about it on the one hand we criticize them for not being thoughtful. I think we have to wait and see how that happens. Look, i think whit was a warning sign about where this was going to go is that mcconnell was not canceling the august recess. So everyone is talking about being concerned about this. I think in fairness to President Trump lots of president s have tried accomplishing something on gun control. It is fraught and hard to get a coalition together on it, and i think theyre looking not to lose. These things involve two things. Its arm twisting of two other republicans and a public selling job. He will have to do the arm twisting that hes not always proven that adept at legislation and well see where that goes. And support for background checks more theoretical not support for background checks. Support for doing something. Its a theoretical discussion. Theyre discussing should we do red flag laws, other background checks. These are the discussions. Cory lewandowski, the president on twitter this morning has been putting out polls to suggest Cory Lewandowski would be a viable senate candidate. I think what the president wants gets sort of misstated on these things over time. I think the president likes Cory Lewandowski a lot and its going to be a question of whether the president actually endorses him or says nice things about mim. Were not going to know it until we get to that moment. That moment might come tonight because the president is going to come with him and ride in a motorcade with him and be there. I dont think the president s aides are certain yet exactly what hell say in front of the stage. And other republicans do not want Cory Lewandowski to run for senate. That is true. Because hes a controversial and complicated candidate that it might not go well. But again if he gets the president s endorsement it might go well for him. This is going to be a competitive primary. There is a candidate who had been recruited by republicans but hes a first time candidate. Hes not been tested. These primaries actually tend to be helpful to candidates in terms of vetting them and getting them ready for the general election. Cory lewandowski would face an uphill battle. I think the president is going to have to decide if having Cory Lewandowski on the ticket would help him or hurt him. And how the president views it is not exactly how some of his political advisers view it. Thank you for all the great reporting. Now to that dramatic and violent standoff in philadelphia. A suspect is in custody this morning. He only surrendered after midnight, and of course he was police there in philadelphia were just trying to serve a drug warrant when all this happened. Six officers were shot during this eight hour standoff. Cnns athena jones has been following all this. Shes live in philadelphia with the latest. Oh, my gosh, those eight hours were so tense. Good morning, tense, dramatic, scary to watch and listen to. Police will tell you serving a warrant is one of the most dangerous aspects of their job. And we saw that yesterday as a gunman targeted Police Officers for hours and america watched the whole thing play out on live tv. A tense standoff coming to an end in philadelphia overnight. Shots fired. Reporter six Police Officers were shot on wednesday afternoon. It all started around 4 30 p. M. When officers tried to serve a drug warrant. They had already entered the premises and gone towards the rear and kitchen area when gunfire erupted. It was like a hundred shots. Reporter the gunman targeting Police Officers as more of them arrived at the scene. The shooter fired multiple rounds. Officers returned fire, many of whom who had to escape through windows and doors to get from a barrage of bullets. Reporter residents looking on as police swarmed the streets some wearing tactical gear. Watch Police Taking cover after bullets ricochet. You can see an officer helping another from the ground, taking cover from the bullets behind a car. S. W. A. T. Team and Armored Vehicles called in to help the area under siege. While two other officers who were serving the warrant were trapped inside the home. S. W. A. T. Ozable to successfully extract the two Police Officers trapped upstairs as well as two prisoners. Reporter all of the officers who are shot were treated at local hospitals and released. They were struck throughout their body. One officer sustained a gunshot a graze wound to his head. Thankfully thats all it was. Even though six officers got shot, it could have been one of the kids. A stray bullet could have went in there. No telling what would have happened. Reporter philadelphias mayor expressing his frustration about gun violence. Our officers need help with gun control, keeping these weapons out of these peoples hands. Our officers deserve to be protected and dont deserve to be shot at for hours for an unlimited supply of weapons and unlimited supply of bullets. Its been going great so far, and were ready this time. You said it doesnt reflect the values of this district. Elaine godfrey in the atlantic wept out to your district and wrote a story about your bid for reelection once again and she has a quote from the spall newspaper there, saying wed elect atilla the hundred if he was prolife and had republican behind his name. When you say it doesnt reflect the sentiment of the district, are you sure . 100 because hes still extreme on this issue. There are prolife people in this district but at the same time the majority of the people in this district believe in a legal abortion. And thats what weve seen by going out there talking to people. Its the same thing weve seen in our polling. When you get out there to the people and really have that discussion with folks, this issue is theres a lot of this and many other issues theres common ground. We can all agree upon as iowans we dont believe in this tree extremism that king represents, and its so divisive. Our Campaign Goes out there and thats what we do. We dont write anybody off. And i actually had three women that worked on our campaign at some time, they were prolife last time. And so to say that king reflects our district, its just not true. I guess another way of putting it is why is this offensive statement from steve king different from any other offensive statement from steve king . This is a man who questioned why white nationalists is offensive language. He said all cultures not all cultures contributed equally to society. He questioned what minorities had contributed to civilization. So if all of that wasnt enough to get him defeated last time around, why would this be . Well, theres commonality of violence in all of those in which we absolutely reject. But the issue is if were going to talk about reproduction of health, theres 30 obgyn units that have closed. And especially in iowa falls, they lost their ob gyn unit. So if youre trying to raise a young family and youre trying to do everything right, you have to go to waterloo or ames which is an hour each way. When we have 55,000 farmers with their backs against the wall right now, its so frustrating to have a congressman who talks about these controversies nonstop, but at the same time our farmers need someone in washington to be a leader. And he got stripped of all his committees and shows theres a lack of leadership right there. President trump won your district by what . 30 points. You wont talk about him quite as much on the campaign trail. Whats your view on the rhetoric he has used because a lot of people have been talking about that recently. Well, i dont talk about him because im not running against him. Im running against steve king and im running for this district. And we had a town hall in all 39 counties this time. At these town halls i barely even mentioned kings name and i never mention trump because because im fighting and this campaigns about what were standing for and not just what were against. And i think thats one of the narratives that really people are drawn to, in not wrieding anybody off, going to places that havent seen anybody including king for a long time. And theyre very appreciative of that and were going to continue to do that in this campaign. The iowa state fair, you had a chance to vote for one of the democrats running for president right now in that poll there. But you put i will 100 get behind a democratic candidate. What we can do in 2019 is prepare states to fight back and by the time we get to 2020 and have a nominee for the democratic party, well have in place Voter Protection teams in all 20 of the battleground states. Thats for the senate and races where state legislative initiatives will change who draws the maps in 2021. Fair fight, thats the initiative youre working on. Other possibility, do you want to be Vice President . Well, fair fight 2020 is essential for every single thing that we want to accomplish in 2020. Its about making sure that we have a level Playing Field and that we are not fighting Voter Suppression one singlehandedly. But what i do want to say is my focus is making sure we use the primary to build the general. If a nominee decides they want to include me on the ticket i would be open to that. But my mission is we have in place the kind of robust response but also anticipatory defense to make sure the right to vote is sack rusanct in every one of those Battle Ground states. Back to the vicepresidency for a second, have candidates asked you . Ive not been asked to run for Vice President because everyone whos running for president right now is focused on getting that nomination. And i think we all know its deeply presumpious to assume anything is known yet. We saw just this year in texas, tennessee, arizona and nra, ste florida steps taken we have to focus on whats happening now and right now the Republican National committee has a new Carte Blanche to engage in behavior thats been forbidden since 1981. We know states across the country are further putting in place obstacles for the right to vote. We also know we have an engaging enthusiastic populace that wants your voices to be heard. Its to ensure they are fighting for georgia as a battleground state, that theyre fighting against Voter Suppression. But no one has asked me to serve as their Vice President. I dont think anyone is ready to make those conversations happen just yet. But if joe biden asked, you would say yes . If any of the nominees offered me the opportunity to run with them as their Vice President after they have been selected as a nominee, of course id be honored to consider that. But i feed to watch and see what happens in this election. But more importantly i need to do the work to make certain no matter who the nominee is and no matter who the Vice President is that democrats areied tee win the elections at the president ial level, the senate level and down ballot for state races. So nearly three dozen people in illinois, minnesota, and wisconsin have been hospitalized recently after vaping. Some of those patients have been diagnosed with severe lung disease. Its interesting these mainly young patients showing up at these hospitals and they got these symptoms of shortness of breath, of cough. You can take a look at the various things they come in with. Fever, very much looks like a bad pneumonia or something and the patients are getting treated for that oftentimes with antibiotics and what happens is theyre not getting any better. Doctors start to look further in this and what they find is all the patients had a history of vaping recently. So this is the association that the medical teams in these places are fixated on. Take a look at the map where this is happening and the geography is a little important here. The number of cases four in minnesota, 12 in wisconsin, 6 in illinois. The map shows you where these are. And if you dig a little deeper in that you find its actually clustered in somewhat a geographicical area, more than the map indicates there. So this is an investigation now. What exactly were they vaping, is this related to these lung injuries . Thats what the investigators are focused on. Sanjay whats counter intuitive for people who think vaping is safer than smoking, why is this happening with vaping and not with cigarettes . You know, so far its an Association Although a pretty strong one. Theres still a couple of things to point out. First of all with vaping itself theres these liquids called eliquids which are liquids that are heated up. And theres been some concern for some time those liquids could in fact could cause injury, could cause injury to the lungs. I think theres another point here and thats when you start to talk about vaping people start to put other substances into these vapors as well. When you put marijuana in it thats called dabbing and its an indicator people could be vaping all kinds of different things. The question is if they prove this association to be correct, was it the vaping itself, the vaporizer itself, the eliquid or Something Different entirely placed in the vaporizer . Thank you for your work on this. This is story were staying on top of here on new day. Now to this important story. A ninth new York City Police officer has died by suicide this year. Its the second suicide this week and the seventh since june. The 56yearold officer served on the force for 24 years. The nypd he be working on a plan to help troubled officers. The commissioner says some 800 Staff Members will be retrained with experts on mental health, stress and suicide with a goal of eventually training the entire department. What a tragedy. Theyve got to figure out whats causing these streak and how to stop it. And you can tell this is something very, very, very concerned about. The u. S. This morning beto orourke returns to the campaign trail nearly two weeks after he went back to el paso, his hometown, following the massacre there. So orourke will kick off his return with a major speech just a few minutes from now. And cnns leyla santiago live in el paso with more. We expect beto orourke to be here in el paso talking about what he sees as the problem, what he says is white supremacy, racism and guns. Sources are telling me we should expect for him to have some pretty bold policy announcements coming up very soon. But, you know, this shooting which left 22 people dead here in el paso and now the city has el paso strong signs everywhere, you know, it really, really changed his focus and emboldened his rhetoric against President Trump that we expect to hear more of that in this speech again. But a big question will be, you know, hes saying this is going to be bold, this is going to be possibly a turning point. What will this do for his campaign . Will it actually be the turning point that he needs in his running for presidency . Remember there are people here who have actually called for him to step out of the race and run for senate. The campaign remains very adamant in saying thats not going to happen. He will continue to move forward on his quest for the white house, and they believe the way to do that right now is through bold gun reform. He has said before he wants a ban on assault weapons, he wants to close the loopholes and so we should expect to hear more on that today. We expect after that for him to hit the campaign trail again and head to mississippi which of course has been in the news because of immigration and i. C. E. Raids. Therell be a lot of people who look at this and say the most significant thing is hes getting back into the president ial race because some of the worlds most preeminent political experts have been looking at this and saying beto orourke should be running for senate in texas. His campaign argues hes been making this argument throughout this campaign against trump and trumpism and the president ial campaign they see is the best place for him to contine to do that. As you just heard leyla report there, they saw also in this period of him being back home in el paso dealing with the grief of his community and trying to provide strength in his community, that that also allowed him day in and day out to sort of be posting up against President Trump since the president s rhetoric was central in so many ways to what went on in el paso, the aftermath and the conversation that took place after the tragedy there. And so the president ial race is one that orourke and his team around him says he remains committed to. And the senate race is not up for consideration at this moment. Ill note, john, the filing deadline in texas for the senate race is not until december. Okay, so he is staying put as far as we know, and then theres John Hickenlooper who we believe today is getting out of the president ial race to do what, david . This goes back to that very same conversation about the senate. Chuck schumer, the democratic minority leader has been actively recruiting hickenlooper into the senate race there. They see cory gardener, a top target. What i think is interesting, you know, i dont think were going to spend much time debating where himmen loopers or less than 1 support goes into this race. He wasnt a kabd dt that had much time and factor in this race. But he was an ideological counter weight to the standard liberal progressive wing. He made a big deal in his campaign about not arguing against the party, putting forth a nominee that identifies with some sort of socialism or really left wing agenda items, medicare for all. He got no traction with that message. And today we expect him in a video to bow out of the president ial race. But hell have a decision to make about the senate race. I imagine hes more open to that that orourke. I asked him about that and he said he was not interested in running for the senate because there are too many other good people doing it, he doesnt need to run for it. Back to hickenlooper in the race for president , its interesting. John hickenlooper was a serious candidate or was for president. A two term governor from what once was a swing state. And the idea someone like that cant get traction is very interesting and tells you something about the democratic party. It does. And also says something about the size of the field. When you have 24 candidates getting traction is a different equation than it is to appeal to 6 or 7 candidates. But i think youre right. Joe biden is occupying a lot of that more centrist moderate space. And hes so wellknown if you are really looking for somebody to be a counter balance to a left ward push of the party, you may just go with the guy democrats believe has the best chance of defeating trump.
