good morning. welcome to "early start." it is thursday, february 15th. i'm christine romans in new york. >> good morning, christine. i'm dave briggs. it is 5:00 a.m. in parkland, florida. known as one of the safest cities in america. waking up to a recurring nightma nightmare. helpless to stop the gun violence plaguing the country. 17 people killed at marjory stoneman douglas high school. five patients are in life threatening condition and ten others hospitalized with non-life threatening injuries. so far, 12 victims of the h rampage have been identified. here are the moments of terror. we want to warn you the video is disturbing. >> holy -- [ gunshots ] >> oh, my god! >> terrifying. imagine getting that out of your mind. officials say that is the sound of an ar-15 being fired from former student nikolas cruz. senator bill nelson of florida told cnn how the attack began. >> the shooter wore a gas mask and he had smoke grenades. he went and setoff the fire alarm so the kids would come pouring out of the classrooms into the hall and there the carnage began. >> worst possible scenario. the gunfire sent students running for cover. desperate to escape. >> i started hearing six out for themselves because they are processing this extensive scene you see behind me. according to the sheriff that tells us the shooting actually started outside of the school. investigators found one body on the street and as they got closer to the school, they found two bodies outside the building and of course 12 bodies inside. these investigators now have to go through the crime scene inch by inch collecting evidence and trying to connect the dots. trying to figure out why this gunman did this. also, trying to gather evidence that corroborates witness accounts. again, the goal is to figure out exactly what happened here. we are learning more about this suspected gunman. nikolas cruz, 19 years of age, a former student of this high school. expelled because of discipline issues. we learned he purchased an ar-15 style rifle in the past year. he passed the background check. according to the sheriff, he had countless magazines. that's why we keep on hearing that the carnage here could have been worse because of the amount of ammunition he had here. the trail of evidence includes a lot of belongings from the students who had to run for their lives. cell phones, notebooks, bags. as they were trying to hide from the gunman because a lot of the students we talked to say they could hear the gunshots. the teachers locking the classrooms to make sure students were safe and students hiding underneath desks to try to stay alive and try to stay safe. we are learning a little more about the suspect and his personal life. we know that his mother actually died back in november. his father died 13 years ago. a family took him in in november. we are learning from that family that they he are coare complete broken. take a listen. >> nothing to indicate anything like this was pending. showed no harm or malice toward anyone at the high school. never mentioned anyone that he had problems with anyone there. they don't know where this came from. >> reporter: the suspected gunman is expected to face a judge later this morning. dave, we don't know what time that will happen. we do know it is a bond hearing that is scheduled for later today. dave. >> rosa, thanks. no school today or tomorrow. you may imagine returning to the school behind me will be an emotional and difficult experience for the kids and their teachers. many of the worst mass shootings in recent years have something in common. the very same weapon. ar-15 rifle used in all of these. the sutherland springs church. las vegas country music concert. pulse nightclub a few hours from here in orlando. san bernardino office shooting. of course the sandy hook elementary school shooting and aurora, colorado movie theater. the ar-15 is a civilian version of the military's m-16. the national rifle association calls it adaptable and reliable and accurate. the nra says the ar-15 is the most popular rifle owned by more than 8 million people in the country. let's discuss this with charles ramsey. law enforcement analyst and former police chief of washington, d.c. and philadelphia. good morning, charles. let's start with that ar-15 rifle. less than five years ago it was legalized for 18-year-olds to buy the weapon. should it be legal for anyone let alone for 18-year-old kids? >> in my opinion, the answer is no. i'm not anti-second amendment or anti-firea anti-firearm. i think the civilian use of the firearms like this type, is not right. we need to make it difficult for people suffering from any mental illness or too young to understand what they are doing to own such a weapon. >> there are reports that the shooter had mental health treatment in recent years. the law enforcement community. what would you like to see done in congress? >> it is not. people don't know how this happened. who this person is or what motivated them or how did they get a hold of the weapon they ued for the attack. it is important to know all of that before you jump to conclusions there is some law we could have passed to prevent it. of mass atrocity that happens in this country with zero parallel. as a parent, it scares me to death this body doesn't take seriously the safety of my children. >> tal, will they ever take it seriously and demand lawmakers doing so do something? >> christine, it is hard to imagine they will after all the of the attacks. after sandy hook where it was devastating and the victims were young children. i think a lot of people felt if that didn't move people to action and move lawmakers or voters to action, it is hard to imagine what will. it is unfortunate that every time this happens it feels like the script writes itself. we see the partisan division beginning to form and let's be clear. there are tragedies that each party wants to talk about right away and some tragedies where it is too soon. the pattern repeats itself over and over and we just see the fight emerge and nothing gets done. maybe you mentioned the electorate. maybe it is up to the voters to demand more be done. at this point, we don't see any of that demand resonating in the halls of congress. >> much like immigration, which we will get to in a moment, tal, you need the moderate republicans to come on board. you check the twitter accounts of jeff flake and moderates like susan collins. they are in the thoughts and prayers camp. do you expect democrats in addition to immigration to campaign on this issue as we approach 2018? >> that is an interesting question, dave. it is hard to know exactly what they will campaign on. you know, you talk about running campaigns on kitchen table issues. traditionally it is the economy and health care. you know, if it starts to feel like america is demanding their lawmakers tell them what they want to do on gun violence and shootings, then perhaps lawmakers will respond. at this point, i don't see a lot of democratic lawmakers making this a signature campaign issue outside of the ones that have had such a tragedy in their districts. that is why chris murphy has become an outspoken advocate on this issue after it happened so close to home for him. >> let's talk about the president about 3:50 in the afternoon. he tweeted his response to the event. my prayers and condolences of the families of the florida shooting. no child or parent or teacher should feel unsafe. that is a tweet. not an on-camera statement. that sends a different message when the president makes that statement. the florida newspaper said this, yes, thoughts are prayers are welcome to anyone in mournings and need. with this tragedy repeated across the country, we know thoughts and prayers alone are a grossly inadequate response to our country's self inflicted cancer of gun violence. you know, i'm not the first person to use this analogy. when there is a bridge collapse, all parts of the government and the community get together to figure out what went wrong and how to fix it. when any other consumer product causes harm to someone, you figure out how to fix it. with gun violence, we don't try to figure out how gun violence affects the communities in which it happens. even on that very micro level as a society, we don't do anything, tal. >> you talk about the president's reaction. we have an indelible image in tal? >> well, dave, when you are talking about congress, you always have to start with long shot odds. that seems to be the case for any piece of legislation. this debate was supposed to kickoff in grand fashion monday. here it is thursday morning and there hasn't been a single vote of substance of legislation. there is a lot happening behind the scenes. there was a significant development yesterday. bipartisan group which was meeting and everyone's hope is the best shot of finding 60 votes. did release their proposal. it is a fair amount narrower than the white house. it is a substantial border security and daca piece with a little piece of limiting the ability of those recipients to sponsor their parents for citizenship. we don't know if it has 60 votes. we e may find out today. it still may be short. if that doesn't get it, nothing will pass the senate. >> tal kopan. thank you. we have a lot to talk about this morning. the president did not say anything publicly about the shooting, but after a week of silence, he did speak up about domestic violence. >> i am totally opposed to domestic violence of any kind. everyone knows that. >> now cnn has learned that rob port porter, the former aide to the president, was one of many operating without a permanent security clearance. all we have to do is listen. download audible to start listening. mikboth served in the navy.s, i do outrank my husband, not just being in the military, but at home. she thinks she's the boss. she only had me by one grade. we bought our first home together in 2010. his family had used another insurance product but i was like well i've had usaa for a while, why don't we call and check the rates? >> the message is it can happen anywhere. it is not safe anywhere from gun violence. it is just like the opioid epidemic. it is not just confined to certain areas or urban areas. everyone is affected and impacted by it. that is the message. >> 18 school shootings this year and 13 states. no one is safe. let's turn to the investigation and to this attack. there was a report that he pulled the fire alarm. was armed with smoke bombs. a fire drill earlier in the day unrelated may have played into the reaction of the students and kids. how much advanced planning went into the attack? >> you would think he thought this through. how can i draw as many people out into the open as possible. pulling a fire alarm would do that. he knew what he was going to do. so there was some planning. for how long? who knows. that is all part of the investigation. and interrogation to find out how much planning and if there was someone else involved. >> the law enforcement community has a busy task ahead. you talk about the law enforcement community and changes you would like to see across the country. congressional action is doubtful at this point. we talked about sandy hook when nothing happened. the congressional shooting and steve scalise and nothing happened. what would you like to see? what would law enforcement community like to see done in the united states? >> i'm not anti-second amendment or anti-firearm. we have to make it difficult for people to get their hands on weapons. if they are not responsible and not law abiding people that will use them properly. if you have some form of mental illness. if you are on the no fly list, you can go out and buy a gun. that is crazy. there have to be steps to take if we sit down and think it through and do what we hahave t do. if we don't care about ourselves as adults, at least think about the kids. think of the trauma. their lives have changed forever. >> everyone in this town, their lives have changed. school is canceled thursday and friday. but coming back to this school will be emotional and painful and difficult for all of these kids. talk about the ar-15 rifle. they made it easier to acquire for 18-year-olds. just about five years ago, the attorney general joined with 21 other states and nra. should something be done about that weapon? >> it is my understanding some 8 million people own them. to think we will totally get rid of them is not practical. can we make it more difficult for people to purchase that kind of weapon? instead of looking at it as all firearms. look at the different types of firearms. assault weapons being one. more thorough background check. something that would make it a little more difficult or a lot more difficult for someone like that to get their hands on it. what is an 18-year-old or 19-year-old need with an assault rifle? >> it is difficult to imagine what they need that weapon for today. is this a call to action for parents and students and teachers and administrators and parents of kids to look at social media and take a role and take action? >> it is that. it is all americans need to step up and say enough is enough. what's going happen? we have a short attention span in this country. a few days will pass and we will not talk about this. we will talk about the latest tweet from the president or something like that. this is a serious issue that needs to be addressed. this is not the last school shooting. there will be others. guaranteed. the question is where and when. unless we do something, it will not change. >> it has been one every three days. you can see brand new investigators arriving here at the scene behind us. a heavy law enforcement presence as you would imagine. charles, thank you for joining us this morning. >> thank you. >> christine, back to you in new york. dave, thank you. gun rights advocates have been silent and two of florida's republicans are taking a fallback position. including senator marco rubio. >> some of your colleagues in the senate from washington, d.c. have already been trying to make this about policy and about gun control. is this the appropriate time to be doing that? >> it is not only because people don't know how this happened. who this person is and who motivated them and how did they get a hold of the weapon they used in the attack. it is important to know that before you jump to conclusions there is a law to pass to prevent it. >> there is a time to have the conversations through law enforcement and mental illness funding to make sure people are safe. >> let's bring in political reporter tal kopan live in washington. it is such a sad story. for those kids and teachers and survivors, this is something that will mark the rest of their life. to see it played out every three days, dave said, there is a school shooting. five years after sandy hook, no legislative action. congress doesn't do anything. clearly on this matter. you heard chief ramsey say law enforcement, leaders in law enforcement may have to take a stabb stand. these are people pro gun rights and leadership. they want public safety. the electorate may have to move on this. is there any indication that voters that this is important and these events resonate? >> look, christine, this is an issue which seems silly in some way s that congress cannot come together. the polling is pretty strong on some moderate middle of the road provisions that the electorate wants to see. i feel every time we have one of these tragedies and again it is so unfortunate that we have to say a sentence like that. anytime we have one of these tragedies because they happen so often. there is a clamor for a reasonable proposal. let's remember after the las vegas shooting last year there seemed to be all of the momentum for finally doing something small and regulating bump stocks which was a way to make a semiautomatic fire more quickly. that fizzled. it has been left to the administration through regulation which is murky. until lawmakers feel it is what they hear at town halls and what americans are discussing at the kitchen table and what americans will vote on them primarily at the polling station. it is unclear if that message will hit home how popular an issue. >> the president tweeting yesterday afternoon. not a public on-camera statement. tweeting my prayers and condolences to the families of the victims of the florida shooting. no child, teacher or anyone else should ever feel unsafe in an american school. i can tell you waking up as a parent this morning, i feel unsafe about american schools. the florida sun sentinel says tlo thoughts and prayers are needed, but we know thoughts and prayers alone are grossly inadequate to the country's self inflicted cancer on gun violence. that word cancer got my attention. tal, we spend a lot of money and time fighting cancer. we don't spend anything fighting gun violence. >> that's right. you know, keep in mind you can compare the administration's reactions to different tragedies. this reaction is different from the reaction to recent terrorist attacks. especially when they are committed by someone who was not born in this country. so you have to sort of compare that reaction when you look at the administration and see in those instances and terrorist attacks and apparatus of government springs to the action to get to the bottom of it and there is a conversation of what could have been done to prevent it and perhaps per the earlier conversation, it is up to the voters to demand the same in this case. you are right, it is not like cancer. it is not like a number of other issues. this is one that sometitymys congress. the partisan line has been graug -- has been drawn. we see this pattern repeat over and over. it is unfortunate there has to be such a pattern. there seems to be nothing at this point. no tragedy so atrociotrocious i shakes us out of the pattern. >> and they say democrats don't play politics with the sane apa suffering of these people. you replay the tape. let's talk about immigration. you cover immigration for us here at cnn. there is a move, a narrow move, to get some sort of deal. can they get 60? >> right now, christine, we do not know if they have 60 votes. they are very close. the bill came out with about eight republicans in support. if every democrat votes for it, which at this point is not a given, they need 11 republicans. they are right on the precipice of possibly being there. it is not clear at all whether they will get there. right now, what has been proposed as this came out of the group of bipartisan senators who have been meeting for weeks. it is the most likely chance of of finding something to pass. it is a much narrower version than the white house asked for to date. it is a daca piece and $25 billion for border security. it is a small provision limiting the ability of those to become citizens to sponsor this parents. >> the diversity lottery is not in it?
