Good place. Here are the facts though. California and texas both saw record days of new cases on tuesday, in florida at least 56 icus are now at full capacity. There are fewer than 200 intensive care beds left in the entire state of arizona. Now fears that the spike is dangerously coming back into the midwest. Ohios governor mandating masks in what he calls seven red hot counties warning people they should be quote frightened. Lets begin in california with my colleague, rosa flores. Tell us more about what the hospitals are facing again this morning. Poppy, good morning. Theres a lot of concern from local leaders and experts here in Miamidade County and across this state quite frankly. 56 icu hospitals across the state in 25 different counties have zero capacity. That means they do not have more icu beds. That includes eight right here in Miamidade County where i am. Another 35 icu hospitals have bed availability of 10 or less. Heres the reality here in Miamidade County. The Positivity Rate was 27 . The number of hospitalizations has increased by 87 . The number of icu beds have increased by 91 and the number of ventilators have increased by 108 during the same time period. Now, yesterday during the press conference, Governor Desantis addressing the surge in cases. Take a listen. Well, we have no doubt seen a major increase in cases. The median age was in the 50s about a month and a half ago. Now thats dropped into the 30s. We have had days where the median age was 33. Obviously thats important as you know, because people healthy and under 40 the death rate of this thing is very close to zero. So thats significant. To address the increase in hospitalizations, the state has pledged to send 100 medical workers here to miamidade which is considered the epicenter and through a partnership through the state and pan american hospitals they plan to increase the number of beds for longterm care facilities of patients with covid19 by 150. Poppy, we are just learning this, remember we were reporting that the state was requiring schools to reopen in brick and mortar fashion starting in the fall. Well, despite that, Miamidade County could be exempt because according to the superintendent, Miamidade County is still in phase one and so long as it doesnt move to phase two theyre not required to open in brick and mortar fashion. I guess the question would be for other counties in the state, could they reverse course back to phase one to prevent the schools from being forced to reopen . You know, thats a very interesting question. The whats interesting to me too is that Governor Ron Desantis is the one that has been announcing and allowing counties to reopen. You remember, the three counties here in southeast florida were the last to reopen because of the surge in cases and because this area has been the hot spot and epicenter. I mean, 24 of the more than 200,000 cases in the state of florida are right here in the county where im standing. That is why we might see that schools and other places might not fully reopen because of that particular factor. So im not sure if palm beach and broward will follow suit, but it will be interesting to learn if thats a the case because again these counties didnt quite reopen in full force like the rest of the state. Rosa, thank you so much for that important reporting. Lets go to texas now which saw the highest single increase, once again more than 10,000 and ryan young is in houston. Good morning. Good morning, poppy. Think about that number, 10,000, what an astonishing number that is. We want to focus on how this is having the impact on Small Businesses. Were at the Farmers Market and this would be normally bustling. They have been impacted because sometimes people dont know whether or not they can come to these locations because of the 50 capacity requirements. But as you can see its all open in this direction. They have been open for business for more than a few hours and people are coming in to get the fresh produce. To try to stock the restaurants. We were talking to Small Business owners yesterday who say the cases have really put an impact and slowed down the business. All over houston, they want to start to slow it down in terms of the caseload theyre having. More than 1,000 new cases just yesterday and now you see what that impact has become. Because there are people who are scared to leave their homes and they have been having ongoing conversations. Of course about this, everyone that we have seen here for the most part had been wearing a mask. So that is getting out there. But in terms of the other people, as i have talked about yesterday, folks having to have arguments about making sure that people wear the masks as they come to locations like this. They shouldnt have to deal with that on top of everything else. The president with a sharp rebuke of his top doctor, while dr. Fauci says the United States is still knee deep in the coronavirus and the president said were in a good place with the pandemic. To elizabeth cohen. The president and dr. Fauci both at an impasse. We know what the polling says, but its a big problem when you dont have them on the same page with major health implications. Absolutely. We get to decide who well listen to. The president or someone with many decades of Infectious Disease experience. Lets take a listen to what President Trump said yesterday about dr. Fauci. I disagree with him. You know, dr. Fauci said dont wear a mask and now he says wear them. He said numerous things. Like many things that the president says theres a small grain of truth but overall it is just wrong. He didnt dr. Fauci didnt contradict himself on masks. Back in february and early march he said, look, there arent enough masks out there for people who are health care workers, for people who are truly ill. That is a problem so were asking others not to wear a mask and then he said as time went on, he will look at this. The outbreak got much worse, the supply of masks got much better and now hes saying, yes, wear a mask. So hes really twisting dr. Faucis words when he said when he implies that he contradicts himself. Before you go, the World Health Organization overnight is confirming theres emerging evidence of airborne transmission of covid. Can you talk about how thats different from what we knew before and what that means in terms of, you know, staying six feet apart from people . Are we less protected by that now than then . Well, first, i want to say the World Health Organization is a little bit behind on this. Back in early april, more than three months ago, the National Academy of sciences in the u. S. A Prestigious Panel said, yes, there is evidence that possibly this can exist in the air and sort of float around. So in other words, it kind of floats and you walk into it. So this has been clear for months now that there appears to be evidence of this. Its unclear why the w. H. O. Has taken so long to sort of say it out loud and why it took the pressure of scientists bringing to them. What the cdc has focused on, it spreads from coughs or sneezes. When you cough or sneeze, you can see them, you get the wet droplets, they can hit someone, infect them. But theyre so heavy they drop to the ground. Well, what were talking about now with airborne transmission is lighter particles. Particles that float in the air and you dont need to sneeze or cough to generate these particles. You just generate them by breathing. So you breathe, they linger in the air and then someone can walk by a period of time later and run into the particles. There has been evidence theres a this is a possible route of transmission for many months now and there are two different things. One of the droplets you get from sneezing and coughing and the other is the particles you get from breathing. Very helpful, elizabeth, thank you. Lets talk about this and much more with dr. Can you address the droplets in the air, does any of this information from that Organization Change how people need to be acting day to day in terms of distancing, et cetera . Poppy, absolutely no change, because the main way this virus is transmitted from person to person is through that close, intimate contact within three to six feet. Yes, you can sometimes get transmission because the virus goes a longer distance. But we think that that is playing a minor role. Lets not get distracted. Wear the mask. Six foot distancing. Avoid large groups. Thats what we have to focus on and that will help reduce the spread of this virus. Lets listen to what dr. Fauci said yesterday about his real concern about false complacency. Here he was. Its a false narrative to take comfort in a lower rate of death. Theres so many other things that are very dangerous and bad about this virus. Dont get yourself into false complacency. What is the virus response, doctor, to false complacency . I see it all over the place. Yes, the virus response is i want to keep spreading. Sure, once you get sick, were doing a better job in getting you better. Remember benjamin franklin, an ounce of prevention is worth a pound of cure. Im glad that we can treat the patients better, get them out of the intensive care unit and reduce the death rate, but wouldnt it be better if they didnt have to enter the intensive care unit . We are concerned about if widespread spread of the virus. Your reporters from the field thats a very sobering series of reports. My optimism is very concerned. I think this virus is out running way ahead of us still in this country. Given that people still can broadly travel, you know, between states as much as they want, yes, theres the 14day quarantine for the tristate here in the north, but would a National Mask mandate make the most sense right now . Hallelujah. Absolutely. We need a National Program led by the cdc along with dr. Fauci. And we need one standard for the entire country. Because at the moment, we have a crazy quilt of recommendations and guidelines. No wonder the population is confused. Yeah. I wouldnt well, i dont know if well get that. I think theres so much politics tied up in it right now, but the numbers certainly seem to indicate it would be helpful. One thing i wanted to ask you about, when you look at what er doctors are saying in texas and in arizona, that many have just lost hope and part of what was supposed to help control this was Contact Tracing. Do you agree with doctors that now say we are at the point where this is spread so much, especially among young people that Contact Tracing wont even be effective at this point to mitigate . Were trying to do two things at the same time at the local level. One is confinement. Contact tracing. And thats still going on and has a utility. But in addition, we have to do mitigation. The president overnight saying that he will pressure governors to reopen schools even as the nation sees Record Numbers of coronavirus cases. 24 states including connecticut are rolling back some of their plans or pausing on them i should say for reopening further. Well get to what youre doing on reopening in a moment but its notable that the state of connecticut in the last 24 hours has seen no covid deaths for first time in the period of time for months. Why is that, what has made that possible . Thats extraordinary news for us. As you know, we were hit hard going back a few months ago. This is the first time in well over three months we had zero fatalities. I think that reflects the fact that our infection rate is down below 1 , below 1 now over a week. So, you know, were part of a region thats containing the virus for now. But we have to be very cautious. Especially when you look at whats going on around the rest of the country. For sure. This is a health crisis, no doubt. Its an economic crisis and there are so many people out there in your state that are feeling an economic pain that i dont know, im not living. That you dont know, that youre not living. But their question to you why are you slowing down the reopening of your state given what you just said . Right . Why not not increase capacity at restaurants inside, why keep bars closed . Lets redo this. Youre right now telling the sector of the industry they cant open, they cant get business back on their feet. There has to be a way to do it safely. What do you say to the Restaurant Association . I would say, poppy, you want to stop an economy dead in its tracks, look whats going on in florida, texas, parts of california where they have to roll things back and shut them down a second time. That would be a body blow to our economy. We wont let that happen. We have had a phased reopening over time. Our Outdoor Dining is going full throttle. Thats been very safe over the last six or seven weeks now. Indoor dining, more limited capacity. But the riskiest thing in the world would be to have another flareup. Whats very hard at the end of july, these, you know, increased unemployment benefits, an extra 600 a week are going to end and evictions are going to ramp up. This is the economic reality of what many people are facing. Lets talk about schools. In florida, you have the education commissioner saying theyll open brick and mortar schools, they have to attend five days a week. Theres a lot of blow back from the teachers. Your latest plan says that schools are going to fully reopen in the fall, mandated masks, deep cleaning, social distancing, et cetera. Is that still the plan in connecticut for schools . Thats still the plan. Were working very closely with our teachers and local superintendents, getting the Normal School day going. You know, on time, on schedule. Thats key to the economy. More importantly, thats key for our kids and we can do it safely, but again, look at the cdc metrics that they set out. You have to have declining infections, lower hospitalization. We have got that here in connecticut. And other parts of the country they do not have that. So its a little surprising to me that the president is mand e mandating that they open in the middle of a 30 infection rate. Well, heres what shelly davis a teacher in hartford, connecticut said, the safety and the health should be the thing that comes first. I dont know why were going back to school. Theres no plan. I dont have the confidence in going back. She says one of her questions s is, why dont we test all the students and all the staff like they have done in other countries and she says she has not gotten an answer to that. What do you say to her . I say two things. One, that is not the cdc guidance at all. But more importantly, we have a 50page plan out there. Its very detailed. It really is in and around the fact that youll keep your class intact if you dont feel comfortable going in. You can, you know, learn from home. Well set you up with the i. T. And such and cohorting is so important. Dont let your fifth grade class hang out with everybody else in school. So if there was an infection we can limit that. Thats important. So students and their parents have a choice to opt for athome online education. But governor, do teachers have a choice . What if they dont feel comfortable or safe coming in, will they lose their jobs . Look, if youre over a certain age, if you have a preexisting condition, if the doctor has said you should not be going in, theyll be the ones taking the lead when it comes to, you know, online education. But the rest of the teachers are essential workers just like our nurses are. You know, we couldnt have everybody saying i dont feel comfortable going into the hospital when we were at the height of the pandemic. Right. Well be able to do this safely. The teachers are going to be safe. Kids will be wearing masks. Well have Testing Available as needed. So they but theyll lose their job if theyre taking care of an elderly parent at home, they could be risking their parents life if they go in to teach every day. The option is take care of the parent, risk them or lose their job . No, were still working that out with the teachers. We had nurses, we had day care folks who were working, they all had risks and we took care of them in the safest way we could. But we had to take care of these essential services as well. The president said he may cut off federal funding to schools if theyre not open. Whats your response . Thats incredibly heavy handed. But i think Health Officials are saying we should not be surprised because people just simply did not follow all of the guidelines, wearing the masks, not getting too close to each other and so this is a thing that everybody had feared that once you start to reopen and people start to relax, and they start doing things like they did before coronavirus hit, youre now seeing this explosion. We are talking about 6,000 people who have been hospitalized, that is a jump of more than 3 of people who have tested positive for covid19. Who are in hospitals. An alarming jump. Theres an alarming jump in the Positivity Rate. Here in l. A. County the most populous part of the state 11 of the people who test are positive for coronavirus. That is very stark and at the same time in Sacramento County that has the states capital, they are closing down five Community Testing sites because they say they simply cant get the reagent. They cant get the testing supplies that they need to be able to test folks in areas where there are where theyre seeing spikes in cases. Thats disturbing there because its hard to figure out how to slow down the spread of the virus if you dont know who has it because the tests arent available. The Lieutenant Governor of california was on new day this morning and she talked about overall testing in the state saying it has been actually pretty good. Testing in california has been actually very big success. We test about 100,000 people every day. There is an issue with some of the labs in sacramento that didnt have reagents, didnt have enough of those supplies. But other testing sites do have plenty. So she was talking about Sacramento County. I want to jump to riverside county. They say that their hundreds of contact tracers they have, trying to trace people with covid, that people who have covid19 and are called are not giving the information. They are failing to cooperate when they call and try to figure out who they have come into contact with. That could be a real problem there. You could see a larger spread of the virus. Some doctors there keep saying, evan, theyre losing hope that they can get a handle on this. Well, poppy, the situation really is pretty dire in arizona. Lets start off with a couple of graphics. This shows that arizona still is leading the country in the average per capita of new cases per day. If you look over the last seven days, thats more than 3,600 new cases reported yesterday in the latest figures. You can see that as well. The hospitalization numbers are rising. They show a Record Number of coronavirus related deaths and that was a daily number. And a Record Number of icu beds in use. There are only 167 icu beds left in all of arizona. And in pima county, tucson is the largest city, that number is as low as six. Still, its not hard to find people in arizona who are strongly resistant to all of the social distancing measures and the mask requirements, all the other conversations that public Health Officials are trying to have. In fact, every day i have been here, i have run into more than one arizonian who thinks that a lot of this stuff is just basically ridiculous. I asked the Pima County Health director yesterday in an interview, just what is going on in arizona when it comes to this resistance . Well, were historically about 25 years ago i worked with the american indians, alaska natives, a wonderful older cherokee woman said to me, when i said, the patients wont do what i say. Well, its your job to figure out how to educate people enough so that they will change their behavior. So as you heard from that quote, public Health Officials are trying to figure out how to meet arizonians where they are to get a lot of them fired up and accepting of what a crisis this is. Now, some localities have mask requirements. Some dont. Theres no statewide rule about masks and theres no statewide requirement that Indoor Dining is closed which the mayor of phoenix who i talked to yesterday she would like to close the Indoor Dining. We have also learned something really significant overnight that the chief Justice John Roberts was hospitalized a few weeks ago after a fall, but why didnt the public know about it after it happened . Lets go to our Supreme Court analyst, joan biskupic, who i say wrote the book on the chief justice. You know, why didnt we know when this happened . Its surprising to find out weeks later. It is, poppy, and its troubling. The Supreme Court says that the fall was not the result of a seizure, that it was more that he was out walking, got dehydrated and fell. Now, its concerning though that he was hospitalized overnight in this era of covid19 where people are trying to get out of the hospital quickly and also because he has this history of seizures. We know that he had one in 1993. We know he had one in 2007. And so it raises more questions and concern. Heres somebody who plays a very significant role on the Supreme Court. He is the swing vote, not just the chief. Hes at the ideological center of this court. What he says is usually the law of the land. We saw that most recently, poppy, in abortion rights cases and in the case involving undocumented immigrants. So the health and wellbeing of all nine justices matters and it really matters with the chief justice. Yeah. It certainly it certainly, certainly does. Joan, thank you very much for that. The movement for black lives an organization of 150 different groups is now pushing a sweeping legislative proposal to reform policing. This as major cities see an uptick in violence. In louisville, recent shootings on track to break the record there. Louisville is in the National Spotlight ever since 26yearold emt Breonna Taylor was killed in march. Three officers entered with a noknock warrant. After months of unrest, one of the officers involved in her killing has been fired. The other two have not and no charges have been filed. With me now is the mayor of louisville, mayor greg fischer. Mayor, thank you for the time. Good morning, poppy. Lets begin with where this city is right now on all of this. The Police Department there in louisville has demanded your resignation. And others have called for your resignation. There are three petitions circulating for you to resign, but you say im staying and i can change things. Tell me why. How can you affect change when neither side seems to trust you. Well, what youre reporting, poppy, is not being reported here locally. So it sounds like you know more than i do. But when you take an oath of office for this, you stick through with it difficult times and times that are not so easy as well. But the important thing regardless of what the time is is that truth comes out in these issues and thats what i have been requiring and insist on with breonnas tragedy thats taken place in our city. And i do want to correct what you said there at the beginning. Breonnas death was a tragedy, but she was not killed in her bed. Theres been a massive amount of misreporting on this case but i do not want to minimize the tragedy of this situation, but correct reporting is important. This is a major time for transformation in our country, when you put together the pandemic, the recession, the Racial Injustice taking place and louisville is one of the cities where it will take place. She was killed when those undercover officers with a noknock warrant came in to her apartment, where her boyfriend was as well. Thought they were intruders, gun fire was exchanged and this was at night, correct, mayor . Yes. Theres a dispute on whether or not the police announced themselves, that kenneth walker, breonnas boyfriend said we heard somebody at the door. They came through the door and kenneth shot at the Police Officers, one of the Police Officers went down, returned fire and tragically brianna was dead at the end of the hallway. So the lawsuit from her parents said there was no cause for the raid as you know and they point to and argue that the Louisville Police called off a warrant, a search warrant, for the apartment after the drug suspect was located elsewhere. They mentioned that she lived for another five or six minutes after she was shot, but an ambulance was not on the scene. What is your reaction to those claims from her family as they seek justice . They are claims and first off, when we talk about any of this, i want to say this is a tragedy for the city and the country. But the five or six minutes thats been cleared up by the coroner already. That was reported the other day. So thats not the case. But what happened was a tragedy and what took place is something that we cant get back. The problem with this is that theres no body camera evidence. The undercover officers are not required to have those but i changed that with the passing of the breonna laws which requires the use of body cameras on anybody executing a warrant, so we know whats going on. The case right now per kentucky state law is with the attorney general, daniel cameron. So he can indicate on whether or not any criminal charges will be filed. One of the officers involved has already been terminated. One of the officers has been terminated. The others havent and there are no charges yet. In an interview last week, you said theres a lot that you cant say about this case pointing to a long kentucky krs 67c. That you say precludes you from commenting further on the officers actions but reading the law, mayor, correct me if im wrong here, but reading it a few times heres what the law i think youre referring to actually says. Quote, when a Police Officer has been charged with a violation of department rules or regulations, no Public Statement shall be made concerning the alleged violation by any person or persons of the consolidated local government. Is that what youre referring to because that is only if officers have been charged and these officers have not been charged. Yeah, that pertains to officer hankson who has been charged. I have asked the fbi, the attorney general, the u. S. Attorney to get involved so that we know what the facts are. Everybody should agree that they want the facts to come out. They might disagree on what the outcomes are, but we should all agree on what the facts are. But that law is something that you would like to see go away, is that correct . Absolutely. Yes. I mean, the frustration and you see this all around the country is the amount of time that it takes for people to get justice. The lack of ability to oftentimes talk about cases while theyre in process, while the attorney on the other side has free rein to do so. So these are things that cause immense frustration for people and the inability to often times have swift justice. You know, not only is your role leading louisville so important especially in this moment, but you have recently been named the head of the u. S. Conference of mayors and you said something that was striking to me about a week ago. You said sanctity of life, deescalation, Building Trust are three of the biggest things that need to be addressed when it comes to Police Reform. How do you teach an officer sanctity of life . Well, first, its the Selection Process of who becomes an officer. Then its obviously training and then its the culture of a department, its also then reinforced by other people in the department for you have the duty to intervene, for instance, when you see the george floyd tragedy, for instance, that not taking place. So it has to become the culture of the department where peacemaking is the goal and the guide and thats why the u. S. Conference of mayors with our Police Reform and Racial Justice work group thats led by mayor lightfoot of chicago, the mayor of cincinnati has that one to build force to build on the task force of president obamas to bring it up to speed with more best practices. Let me ask you about the movement for black lives. As you know, over the last day they have released a really sweeping proposal, proposed legislative changes on the National Level to missing reform in america. Im going to list some of them.
