Into this. Michelle kosinski and bob. Let me bring you both in. Were working this breaking news were getting from the white house. Michelle, ill begin with you. We now are learning that the u. S. Troop number has expanded up to 1,500 people in supportive positions in iraq and also as jim was reporting 5. 6 billion helping to fight to degrade isis. What more can you share . The obvious questions the white house keeps getting on this is Mission Creep. Elise labott brought that up. The u. S. Decides to get involved in Something Like this. The goal of course is success. If success proves to be trickier than expected, you want to still commit to it. The question is where do you draw the line. The line has been drawn clearly by the president. These troops would not be in a combat role. He sounded as if he was saying they would never be in a combat role. Theres been some back and forth on that. Many believe that that should never be ruled out. But thats the line thats been drawn up to this point. It did not rule out sending more troops and more resources and even if we do draw a line at a combat role, the expensive this operation is questioned and now we see that request for an additional 5. 5 billion. Its expanding and the white house has repeatedly said this is a longterm operation. Whenever theres been a setback, they say this is still early days. This is longterm. Every time theres a new milestone or new big challenge like kobani, the white house has said its not necessarily the end of the road. If this doesnt work out, this is a long fight. Obviously the government now is committing more resources. Well have to see just how big a step up this then makes the progress. Brooke . When we talk about progress, this u. S. Led coalition campaign, these air strikes, have made a dent. When you hear this, the troop number doubling in iraq specifically, how do you read this news . I think its recognition that air strikes alone arent going to do it. Theyre not that accurate. Theyve certainly blunted the offensive against kobani and syria. They havent turned back isis in Anbar Province specifically ramadi and fallujah. Were going to need a lot more equipment in that country. A lot more air support. A lot more advisers. The iraqi army failed in june when they lost mosul. They are also trying to create i just heard this, a sunni force which will be trained in jordan. The Prime Minister in baghdad is taking back officers that maliki, the previous Prime Minister had fired. Sunni officers. They are going to give some tribal support because they want this to be not just a shia offensive against the sunni provinces but a Central Government thats truly unified. The question is whether this will work and we wont know until this offensive starts, which is months off. Right. Stay with me, jim sciutto. Let me bring you back in. Youre getting new reporting. One key point to be made here. These are not combat troops. This is a train and advise mission but theyll be closer to combat. Baghdad and erbil have been insulated by the nature of the forces surrounding them. When these forces go out to areas such as anbar, though they will not be at the front lines, they will be closer to the front lines, which by any measure increases the risk they will be facing. That said, just as a caveat there, they will continue, our information is, to be at command headquarters as they have been so far rather than in tanks or humvees out in the battle. There will be at command headquarters back in the city but fact is theyll be closer to the dangerous parts of the country that are now controlled by isis and where isis has been operating successfully from those areas that it controls. Okay. Elise labott, we have news coming out of the white house. Is this something an authorization process that needs to happen before the troop numbers double and if and when he gets this 5. 6 billion . How does that work . You heard the president say yesterday he would seek a new authorization for the use of military force against isil. Right now the administration is relying on legal justifications for more than a decade ago, 2001, 2002, to go against al qaeda and to go against Saddam Hussein and president said for a while that those are outdated and now hes going to seek a new authorization. Mitch mcconnell, Incoming Senate majority leader said thats something he would welcome and there would be discussions about that. I think while president obama will send troops in the shortterm, republicans now that they are going to take control of the senate, will want much more of a say in development of this policy. I think if you look at the idea that theres always this perception that republicans are more hawkish and want a more robust strategy. I think they would like to see a more carefully laid out strategy by this president and then they would feel comfortable that the u. S. Is doing the right thing, brooke. Okay. In terms of doing the right thing, bob, you say clearly the air strikes are not enough and this need for troops on the ground not combat, supportive, but troops on the ground, at what point would that change . We heard the president say over and over and over they will not, they will never play a combat role. At what point would that, could that change . I grew up during the vietnam generation. I heard that in the 60s that were not going to get more deeply involved and we did exactly do that. The problem is these shia units, a lot of them are militias put in an iraqi uniforms and they havent fought well. You can count theyll have some real firepower in case these units collapse. And this is the real risk. The second risk is we do not want to appear to be supporting a sectarian government in baghdad. We do want to be aligned with sunnis in that part of the world. Its well understood in the white house. The question is executing it because baghdad is a shia government and the Prime Minister is a sectarian shia leader. Hes looked at that way by the sunnis not just isis but a lot of iraqis and we need to overcome that before we actually go after isis in a coherent and effective way. Speaking of isis, i know that there are fears that want to be jihadists are using these ferry passenger ships to then go to turkey to then ultimately join the isis fight. I want to stay on that. Bob, stay with me on that. Evan perez joins me now on this report. Evan . This is something from interpol which told the a. P. Yesterday that they have seen signs of people, jihadists, who wanted to join the fight with isis in syria trying to evade some of the security checks that have been built up in the last few months to try to stop the flow of fighters. Instead of going through by air through the airport at istanbul, they take ferry ships from neighboring countries to try to get to turkey and then to syria from the Northern Syria border. This is obviously a very big concern for american officials. Obviously they spent a lot of time trying to stop the flow by air and if they are trying to find ways around that, thats a very big problem. Obviously theres also a second problem. A lot of these passenger ferries are carrying american tourists and you never know when these guys might turn their attention from just using this for transportation and perhaps carrying out attacks against westerners and against western tourists on those same ships. Hang on, evan. Let me followup with this. We have the map. Keep the map up. Explain to me because i hear you on stopping the flow. We know turkey is locking down. If you are this want to be member of isis and you are flying in from london. Are you telling me they would get on these ferries and find a port in turkey and then cross over that porous turkey syrian border. Is that how this would work . Yes. There are a lot of ferries that are in the waters between cyprus and greece and that area in the Eastern Mediterranean into turkey and again this is a big concern. Interpol says they want to try to perhaps expand these watch lists and you know they have nofly lists for airplanes but they want to have a version of that that would work for passenger ships as well. The cruise lines that travel those waters are already very much on guard about this issue and right now we talk about these passenger ferries that go the same routes and would be very easy because theres a lot of them and they are very hard to watch. Passenger ferries . Does that surprise you . It makes sense. You look at it from espionage perspective and you go through be a airport, you get a lot of scrutiny whether its turkey or istanbul and they are looking for these people. Theres been so much political pressure on turkey they are turning them back. Someone coming in a large ferry in a small port, young, european, no beards, they get off for the day and disappear in turkey. You get over the iraqi border which i crossed over by foot, its easy. Same way with syrian border. They cant control it. A couple days and youre in syria and iraq and theres nothing the turks can do about it. If i were a jihadi trying to get into turkey, thats the way i would go also. Standby. Im getting jim sciutto standing by with a Significant Development from the pentagon. Jim . This is just more information from the pentagon on exactly where these additional u. S. Troops will be. This is a significant change. They say that u. S. Central command will establish two advise and assist centers outside of baghdad and erbil as we discussed a short time ago. To this point two places that have been discussed have been in on b Anbar Province. This is interesting as well. Central command will also establish several sites, they say, the pentagon says, across iraq that will accommodate training of 12 iraqi brigades and nine iraqi army and three peshmerga brigades. This is not only expanding the number of u. S. Troops in iraq, doubling from the 1400 or so there now to a total of 3,000, but also greatly expanding the locations where they will be located. To this point, theyve been in baghdad and erbil talking about establishing two Operation Command centers outside of baghdad and erbil. The likely locations discussed so far are in anbar but in addition to that, the pentagon saying in a statement that they will establish several other sites around iraq to continue the training of 12 iraqi brigades, nine of them iraqi and three kurdish. You are seeing not only a numerical expansion of the u. S. Military presence on the ground there but a geographical expansion of where those u. S. Advisers will be based. And again, this is iraq specific. Not syria. Its iraq as we get more information and you get information, well be watching for your reporting, jim sciutto on how and where and why. Their remains are found buried in shallow graves in a california desert and another year to the day the mystery may finally be solved. Authorities in San Bernardino, california, announce the arrest of the suspect in the murders of the mcstay family. Joseph and summer mcstay and their two little boys just three and four years old. Charles Chase Merritt was described as the suspect responsible for the deaths. Theres no information to suggest there were any other suspects involved in this crime. Chase merritt was a business associate of Joseph Mcstay. The cause of death was determined to be blunt force trauma. We followed the special circumstance of multiple murders which makes him eligible for the death penalty. I dont need to tell you that this is a cold murder of an entire family. And here is the suspect here. This is Chase Merritt being led to county lockup. San bernardino Sheriffs Department posted it online for all to see today. With me is randi kaye who did a documentary on this. You were the only journalist to have now interview the suspect in this case. When you were sitting with him for that hourlong interview, what was he loo ike . He was very calm, brooke. He was pretty quiet. Sort of softspoken. Very warm. Friendly to the crew. He came off a little bit shy and he lacked any real emotion. He looked me straight in the eye. He had been questioned. He had met with police early on. He was never named a person of interest. He did take a polygraph, a lie detector test. I asked you must have passed it if you were sitting here with me. He said i never knew the results because they never came back. He was the last person to see Joseph Mcstay that day. They had lunch. He would have been considered a person that they wanted to talk to. We asked him about that. We asked him about the last time that he saw Joseph Mcstay during our interview and this is what he told us. You were questioned by detectives. What did they ask you . The standard questions. You know, just do i know anything about them disappearing. Did i have anything to do with it . Just the standard questions. As far as you know, you were the last person or at least one of the last people to see him, right . Yeah. Yeah. When he left, nobody else i think somebody another person or two that he talked to. Im not sure. You were the last person he saw. Im definitely the last person he saw. And its really strange because the authorities know that this family left their house in quite a hurry that night. They left food on the counter. Rotting eggs when authorities got in there. Popcorn bowls on the sofa. There were coffee grinds all over the counter and they left their two dogs who were treated like members of the family still tied up outside. All of these years, what did police think had happened . Initially the investigation was held by san diego and not San Bernardino who made this charge against Chase Merritt. When san diego was handling it, they thought this family had gone off to mexico. A few reasons why. Their truck which a neighbors Security Camera had seen leaving the home that night was found parked within walking distance of the mexican border. There was a search for paperwork and passports needed to get into mexico and they found this surveillance camera video from the border which shows a family of four that authorities thought resembled the mcstays crossing the border. They pretty much said they left on their own will but the family, Joseph Mcstays father and brother, you see the Security Camera video there, the brother and the father said we didnt think this was them ever. It didnt match. Joey had a distinct walk. It didnt match his walk. They never thought they just walked into mexico and had no reason to do so. How bizarre. You sat with this now suspect for an hour. Also breaking today on this friday, president obama getting ready to announce his choice for attorney general and his selection, a woman who has a history of dealing with Police Brutality cases and he says hes the one that fired a shot that killed Osama Bin Laden. Do we have any idea as far as a time line when this will be official from the white house . The president has a trip that hes leaving for for asia on sunday so it looks like it will wait until the president comes back in another week. Loretta lynch is not well known around the country. Shes not even well known in new york as jeff has pointed out. Shes very popular inside of the department and will have an easier time getting through a Republican Congress than some of the other people that president obama was looking at, brooke. She has done a lot of corruption cases. Shes done some Police Brutality cases, one in particular in the late 90s involving cops who brutalized a haitian immigrant and was part of the trial team that prosecuted that case. Thats going to be important obviously given the fact that were waiting for ferguson, missouri, and the Michael Brown case to come down the pike and thats something that she was probably going to have to handle once she gets in. She may not be incredibly well known. I hear shes a prosecutors prosecu prosecutor and in 1990, you two had offices just down the hall from one another. Tell me about her. We started together. We were both very junior prosecutors in the u. S. Attorneys office. The same one she now runs. And we were learning how to be prosecutors. We were doing mostly what were known as mule cases. Cases where people were caught smuggling drugs into kennedy airport, which is part of the Eastern District of new york. Loretta has been in that office basically her entire career, almost continuously. Whats unusual about her career is she was u. S. Attorney, lawyer in charge, in the Clinton Administration and then named again to run the office by president obama. Shes a very experienced prosecutor. Not very well known. Its not as high profile an office as the u. S. Attorneys office in manhattan, but shes highly respected. Shes not controversial. I expect shell be confirmed easily. If shes confirmed, not only the first africanamerican female, she would be the first to go straight from u. S. Attorney to ag since 1817. Theres a factoid. Let me stay brooke, that was before i was in the u. S. Attorneys office. Thank you for clarifying. 1990 was a minute ago. I digress. Let me stay with you, toobin. Evan brought up the case that was this national case. 1997. Police brutality involving this haitian immigrant and given that ferguson is in the blood stream and is about to potentially percolate, how might that help her, hurt her, if she is confirmed . Well, i dont think it will have much affect on her confirmation. Afterwards. It may lead to a tough call after becoming attorney general and does the Justice Department go ahead with a case against officer wilson if the state of missouri decides not to. Thats going to be a tough call. Police brutality is in the air these days as an important subject. Another subject to keep an eye on as she takes over assuming shes nominated and confirmed is the issue of prosecuting people for minor drug offenses. Eric holder said he wants to do less of it and wants people released from prison earlier before sentences expire. Thats something that its not clear where Loretta Lynch will stand on that because she comes from an office that does a lot of narcotics cases. Will she take up eric holders roll in trying to lower inca incarceration rates for minority young men. Jeff toobin, thank you very much. Evan perez, thank you for coming back on. How many shots did he tell you he took . He told us about three so the head shot, which is the one that very obviously killed bin laden and was fairly graphic and gory, there were at least two other shots that he made but he said other s. E. A. L. S burst into the home and several took additional shots at bin laden as he was down to make sure he was dead. The author of this book, man hunt tenyear search for bin laden, peter bergen say two sources deny that version. Bergen says the point man remains unanimous is the one who fired the shot that winged bin laden bringing him down and sources say it was two more s. E. A. L. S who fired into bin laden as he lay on the ground. Bergen sources also say one of the two s. E. A. L. S was in fact rob oneill. And certainly while praised by the public, oneill was criticized by speaking out. He sacrificed a lot in doing this. Whether he is the real shooter or not, hes put a bulls eye on his back that is bigger in a lot of ways than the bulls eye that Osama Bin Laden had on his. You talk about an actual bulls eye from jihadists. His family, himself, hes on the speaking lecture circuit, anybody that goes to see this guy now is a target when theyre in a room with him. I talked to the reporter from the Washington Post who talked to him and said it was a struggle to come out and say heres what actually happened. As a s. E. A. L. , he did break that central tenant. Hes speaking. Would you be speaking . Well, im kind of looking at the things that motivated him to reveal himself and he shared a couple of things really at rock bottom what he cares about is the truth. This is a lesson in that old saying theres nothing thats concealed that wont ultimately be revealed and what hes shared is that he was in a room with some of the grieving family members of those that had victims in 9 11 and theres people around there that are trying to popularize this idea that Osama Bin Laden was never really killed. They dumped him in the ocean. What happened to him . Thats a thorn in the side of those family members. How great is it that he could look them in the eye and assure them that justice was made and that bin laden was killed. He was one of those that took him out. On top of that, another thing that i see, hes revealed the fact that hes kind of concerned that his name is already out there. Theres other s. E. A. L. S obviously that know who he is. Congressmen know his name. And he was saying even some News Agencies know his name. The revelation of his name being released was imminent. Far better it be on his own terms rather than be caught off guard by surprise. Do you think i dont know how many other s. E. A. L. S youve spoken with in the wake of his coming forward, would most of the s. E. A. L. Community agree with you and support him coming out and speaking about this . I cant really speak for the rest of the guys. If you think about it, he never really compromised the s. E. A. L. Teams. What we know about the Osama Bin Laden raid. We know that s. E. A. L. Team 6 took out Osama Bin Laden but how do we know that . We know that because Vice President joe biden and barack obama who revealed that. Whats new coming to the table here . Only thing is theres nothing about s. E. A. L. Team 6 but something about an individual. So hes obviously taken the risk of revealing himself but he believes that the ends justify the means here. The only one thats been compromised, s. E. A. L. Team 6 was thrown out into the arena by the president. The only one compromised here is him but he weighed out the costs. The ends justify the means. You heard the other s. E. A. L. Saying he would be worried about rob oneill having this bulls eye on his back for jihadists. How strong of a concern, how valid of a concern is that for him . Its heart racing. Im obviously very concerned for him as well. But this is something that his name was going to be released. If hes convinced of that that its imminent, far better for it to be on his terms than somebody elses terms. Im sure this he has taken whatever precautions he can to safeguard himself after the fact that his name has been released out there. President obama planning to nearly double americas footprint in iraq. Specifically we know that today hes authorized the deployment of up to 1,500 noncombat advisers in the fight against isis. What we are hearing from the white house is advisers are likely to operate closer to the action because the president is opting to lift a restriction that confines them now to baghdad or erbil both of which are relatively safe areas. I want you to watch out for Anbar Province. Thats west of baghdad. It has been largely overrun by isis. So to jake tap we are per we go chief washington correspondent. We talk about doubling the troops, noncombat troops according to the white house, does this sound like Mission Creep to you . Thats a good question. Yes, it does. It sounds like Mission Creep. Not in the sense that the mission is changing but just in the sense that the presentation of what this would be is changing. First, we start off with just a few hundred troops and then its 1,000. I dont think that changes the mission per se but i think theres a reason that this is being announced on a friday afternoon three days after a Midterm Election and not at another time before a Midterm Election. This is certainly something that americans are concerned about even though they also are concerned about the threat from isis. If i may, brooke, what you said is very significant. We cant underline this enough. Its not just that these troops are doubling in size, these u. S. Troops. It is that they are no longer going to be according to what the president has authorized just in baghdad or erbil, which are relatively safe for the region. Closer to the combat. Yes. It means they will be embedded with iraqi troops and embedded with Peshmerga Kurdish troops and other groups potentially. Yesterday i interviewed the commander of central command, centcom, general lloyd austin. Hes a good soldier. He certainly didnt express publicly any disagreement with what he had been given and whether or not he could do the job with what he had been given, if you went back and listened to it carefully, you could hear he was clearly frustrated that he did not have enough troops to provide human intelligence.
