9:00 am on the east coast, 6:00 am out west. marathon talks lead to a new debt deal. at least in theory. the president backs it. so do leaders of both parties. still, no reason to celebrate just yet. in syria, a violent crackdown on anti-government protests. more than 7 0 people killed and counting. and new this morning, a big change to health coverage. the federal government will require insurers who provide birth control without co-payments. now, in just a few hours, we could see the beginning of the end of the debt crisis. it's been the issue in washington for weeks. and you're probably tired of the finger pointing and doomsday predictions. today, that could all come to an end if the house and senate approve a compromised plan. the deal identifies about $1 trillion in spending cuts over ten years and raises the debt ceiling by about the same amount. bipartisan committee must find ways to trim another trillion a, a so-called deficit posse. the president and house speaker admit the plan isn't perfect, but it may be just good enough to avoid a disastrous default. we're covering all the angles of this story for you. ali velshi in new york, athena jones, and zain verjee from london, and brianna keilar at the white house. what do you expect to see with the opening bell? i guess it's less than 30 minutes from now. >> it's going to be strong. it's going to be strong. the belief is that there is a deal. strong asian markets overnight. things started to weaken earlier today in europe and our futures were much stronger earlier than they are now. they've tempered down a little bit for two reasons. this talk that it's not done until it's done and some people saying they're not going to support t the general betting is that this deal is going to get done. this isn't euphoria. we weren't supposed to have this debate ever. we weren't supposed to lose that 4% last week. some sense that we're not quite sure how this all benefits the economy. what we know is that we dodged a bullet and we should be happy about it. we're not quite sure what the effects r analysts and investors, poring through the details of it. bottom line for your 401(k) and your investments today, the investme markets will open higher. for people who didn't sell out friday, you got rewarded. >> ali, let's turn it over to athena now. the agreement means nothing if the rank and file members of congress don't approve it. what do you think? what's that vote going to look like? >> reporter: well, that's anybody's guess. we're going to watch the drama continue to unfold here on the hill. the hope is that both the senate and the house will vote on this bill today. we just don't know what those votes will bring. in a couple of more hours, leaders on both sides of the aisle and in both chambers will be meeting with their caucuses, talking about this deal. you can expect there to be some explains, some cajoling. everyone understands what's at stake and that we're down to the wire. tomorrow is the deadline. as far as the opponents, it's interesting. people on both sides, liberals and conservatives, who have problem with his this deal, which president obama and speaker boehner both said it's not the perfect deal. on the democratic side of the aisle, you have people who want to see tax increases included in this measure. they're not being included. they're disappointed with that. you have republican conservatives, tea party members, in particular on the house side, who don't want to see the debt ceiling raised at all. it will be interesting to see if they're able to cobble together enough votes. it will take people from both parties to come together on this, kyra. >> athena. brianna, this compromise a win for the president? what's the reaction there? >> reporter: certainly he gave a lot. the white house understands that. at the same time, there's still a lot of this deal that is to be determined. while the debt ceiling will be increased here in the short term, this committee, this bipartisan committee will determine exactly what, perhaps, comprehensive deficit reduction looks like. we don't know the end game on that. i think in several months we'll have a better sense of really who is the winner and who is the loser. the other thing is, i think it was obvious that democrats in the white house lost certainly a lot of leverage when republicans won over the house in november. and this is sort of the obvious result from that. another way to look at this in the game of politics as well, kyra, that president obama has been playing very much to independents, talking about compromise. so, certainly with a lot of these spending cuts, he is losing with his base for sure. in his play for independence, going into the november 2012 election, this is something that he has been trying to do as well, kyra. >> brianna, thanks. international reaction, of course, a lot of that going down right now in the debt deal. zain verjee has been monitor in that. we were losing a lot of street kred overseas when a lot of this bickers was going on, still going on. >> major street cred, kyra. let's take a look at the headlines immediately. this is "the independent." it says any reduction in america's credit rating will affect every person on the planet. it goes on to say u.s. government debt has become so substantial that there is now the small risk it will one day become unsustainable. a debt of these proportions threatens to overwhelm the economy's ability to service the debt. it's also overwhelming america's political system. check out the international herald tribune. a tilt to the right leaves obama with a party rift. if says, however the debt limit showdown ends, one thing is clear. under pressure from congressional republicans, president barack obama has moved rightward on budget policy, deepening a rift within his party, heading into the next election. and the general view from the world, too, kyra, is that, yeah, the u.s. has avoided a market meltdown with this current situation but they haven't got a solution to the long-term debt problem. and that's what they're worried about still, too. >> yeah. back here in washington, candidates on the campaign trail talking about the debt deal as well. >> that's right, kyra. cann candidates, though, have been all over the place on this and have been reluctant to weigh in on the specific details of the framework as they kind of wait to see how the politics of this deal shakes out. they're appealing to the conservative base during the republican nomination fight. one candidate who has been taking a hard line against raising the debt ceiling from day one is michele bachmann. she also happens to be one of the leading candidates who actually has an actual say in the vote. michele bachmann will leave the campaign trail in iowa to come back and vote against this framework. she put out a statement. here is what she had to say. throughout this process, the president has failed to lead and failed to provide a plan. the deal he announced spends too much and doesn't cut enough. this isn't the deal the american people preferred either, mr. president. someone has to say no. i will. that's congresswoman michele bachmann, who is making an appeal to the tea party, grassroots conservatives as she seeks the republican nomination. one candidate we haven't heard from is the republican front-runner, mitt romney, who has evaded taking a position throughout this process. he came out in support of the cut, cap and balance plan that was voted on in the house. obviously, that went nowhere. the other candidates are taking shots at romney for not taking a position on this, including former utah governor. trying to position himself as an alternative to romney. here is what he had to say. a debt crisis like this is a time for leadership, not a time for waiting to see which way the political winds blow. he did not name romney in that statement, but the implication is clear who he is refer iring . kyra? take a listen. >> debt is a promise to collect a future tax. so, debt is a tax on children. what kind of person puts a tax on their children? >> we're about return to rule of law, live within our means. how simple is that? how can anybody say they're not for that? >> it's the job of people in congress to spend the money wisely. that's why they were put there, with a certain budget and they were supposed to stay within that budget. >> all right. those are some of the tea party representatives. they had a lot of supporters at that county fair in connecticut as well. here is their take. >> this debt has gotten so out of control in the past couple of years that our children and grandchildren are going to not have a quality of life anywhere near what i have. they have so much debt. >> we have enough of a deficit now. we don't need it to be more sky high. if it's not working now, what makes you think it will work when it's ten times more or 100 ti times more. handle what you have, handle the deficit and be done with it. >> you can see the emotion in that woman, kyra. we'll have votes later today, obviously, on that agreement in washington. it looks like those tea party members are not getting their way. one thing they must be happy about in all of this, kyra, there's no tax hikes. that's something we can't forget. tax hikes were on the table in a f few weeks ago, off the table now. kyra? she even said she would pay for it. >> she did, because his nose is so -- it's wonky, because it's been busted up so much, playing rugby. so when her daughter called her up and said, hey, guess what, i'm getting married, she said, can we please fix the groom's nose? we have more natural gas than saudi arabia has oil. so how come we're not using it even more? start a conversation about using more natural gas vehicles in your community. about using more natural gas vehicles we'll never stop sharing our or getting lost in a good book. we'll always cook dinner, and cheer for our favorite team. we'll still go to meetings, make home movies, and learn new things. but how we do all this, will never be the same. checking top stories. the debt deal expected to send stocks higher when wall street opens in a couple of minutes. both the senate and the house could vote on the debt deal today. new this morning, a big change to health coverage. the federal government will require insurers to provide birth control without co-payments. mexican police say a suspected drug leader ordered 1,500 kill anklings. he was captured over the weekend. after weeks of bitter debate, lawmakers on capitol hill may be hours away from passing a debt compromise and preventing the government from running out of money. here are some of the key points of the compromise. it calls for some $2.4 trillion in spending cuts over the next decade. the debt ceiling would be raised and extended through the next year. the senate could vote and if passed could move on to the house. both would have to pass it before it heads to the president's desk. the debt deal all but done, i guess. ali velshi will join us from new york, but richard quest with quest means business is live in washington this morning. all kinds of reaction from folks there. i'm curious. let's get your reaction from oversea s to here and the impac on what you think it's going to do here in the u.s. hurt us, help us? what's your take? >> reporter: all right. my thought is this. the reaction this morning is -- you know, it's an inch thick and a mile wide in terms of celebration. people are delighted that a deal has been done. so, you're seeing markets up from asia, tokyo, hong kong, london, frankfurt. i suspect you'll get that same reaction when the new york opens in a few moments from now. but it is only an inch thick. there is nothing sustaining that enthusiasm other than the general bon amie of people who are so grateful that this bus didn't go over the cliff. what happens in the weeks ahead will be far more telling. i'm sure that some of your viewers will down me and they're going to say, why am i being such a pessimist? because the fact is the deal is still not done on the house side by any means, where it will be like herding cats, trying to get them to come to an agreement to pass this thing. you then have got this super committee, which is an entire box of -- or nest of frogs in its own right. finally, if all that's done and dusted, you've got cuts which will be imposed by default. in that scenario, you tell me what there is to be that cheerful about this morning. >> ali velshi, help me out. is richard being too much of a pessimist? >> no. i'll tell you why. i never miss an opportunity to take a piece out of richard. i'll tell you why he's not. the reality is that this debt ceiling crisis was a little bit manufactured. the reality, you didn't need to be a rating agency or anybody. once in a while read a newspaper to know that the u.s. has a lot of indebtedness. that problem hasn't changed substantially, except we have a deal to make some cuts. how the u.s. employs those cuts will be very interesting. richard is talking from experience. in great britain, they impose these austerity matters. it's playing out. remember, we watched those people rioting in the streets of london? they had specific numbers. we don't have numbers, because we're not sure what gets cut, who suffers. until we have those specifics, then the markets and the world will react properly. >> we saw it in greece, in london. could we ever see that here in the u.s.? richard quest, i'm sure, will weigh in on that. >> i hesitate to go down that road. you're talking about $2 or $3 trillion. it sounds like a vast amount of money. it is a lot of money. put in relation to the $11, $12 trillion u.s. economy. you start to see that it's not that much. you also start to see that at the moment the deficit is by secretary geithner's own numbers -- so making cuts, purely on that, without revenue raises, at the same time not making seriously deep cuts, you're just putting off the inevitable. once again, i feel i'm being -- >> there's the opening bell. we're going to see how it will impact the markets right now. go ahead, finish your thought, richard. i wanted to draw attention to the opening bell. >> reporter: well, my thought is this. it's a brilliant start. it shows work can be done. anybody who thinks that this is game over really needs to go and lie down in a darkened room. >> there we go, ali. first shot at the new york stock exchange and the numbers -- look at that. it's heading up. >> i wouldn't be surprised if we get up 200 points right at the beginning. it's quite possible that we'll see that kind of gain right now. it's a sigh of relief. as richard said, this is not a reward. look how much we lost in the markets in the last six, seven days. this will not make up the losses we've seen. richard is right. i get in such trouble that my twitter board goes nuts when i say this. there is no way to make the math work on balancing the u.s. budget or even coming close to it, without both spending cuts and tax increases. there are a couple of ways to do t you would have to have much better growth like india or china's. >> inflation. >> or very low unemployment. not going to happen. >> final thought. you were saying inflation. richard? >> reporter: because if you get -- if the u.s. economy started to grow anything like india or china -- i should be so lucky, you shall be so lucky to have the uk grow, we would end up with the worst inflation than they've got. let celebrate today's victory of common sense for not going over the cliff. do remember, the gains you're seeing -- i can't see the numbers. >> up 125 now. >> reporter: yeah. and the heat is still to come on this deal. >> richard quest, ali velshi, thanks so much. once again, ali was calling it. almost there at 200. up 126 points rooity now, dow industrials. because this deal is still a work in progress, here is what we're going to do to follow it throughout the day. the house convenes. we could see the first votes in the house about noon today. about 2:00, the senate is supposed to end debate on the bill. all that could lead up to a vote to pass this bill this evening. we'll have it, obviously, hour by hour for you all throughout the day here on cnn. how worried are you about reaching a debt deal? in 15 minutes we'll go live to a cash-strapped orange, new jersey. both the city and the older population are worried about this deal. minnesota school strict tells teachers to hold their opinions on homosexuality. now it seems to be backfiring. we'll hear from our columnists. ? >> they backed off a little bit since the start of the opening bell. it's only been six minutes. we saw the dow go as high as 10. it's up to 87. it's a good start after the week we had last week. this follows in the footsteps of what we've seen in the overseas markets overnight. in the asian, european indices are up across the board. even the vics, that measures fear here on wall street. that's calming down now, down 9%. we took the negative off the table and wall street is focusing on the positive. kyra? >> that's what we want to do, focus on the positive. after a weekend of air, ground and water searches, no sign of a missing 11-year-old new hampshire girl. celina cass hasn't been seen since last tuesday night. she says celina is not the type to run away. he does fear that she has been kidnapped. a teenager is dead and three other people wounded after a shooting near george clinton concert in cleveland. police say it started as a fist fight and quickly got out of hand. they don't think it was related, in any way, to the show. and this -- >> you may now share your vows with one another. >> a bit of an unusual wedding in houston. the happy couple is married by computer. the groom, who is a web developer, created the program as a stand-in for their minister friend, who couldn't be there. so, they did still have to get a justice of the peace to foremanally sign off, by the way. don't teach, don't tell. minnesota school district has developed a policy that essentially bars teachers from taking a position on homosexuality in the classroom. here is what parents are saying. >> this idea of check your identity at the door shall would you tolerate that? we are not advocating that we teach homosexuality, that we teach anything other than tolerance. >> they don't need to be promoting a particular point of view on that. parents have a right to raise their children the way they want to and the school district doesn't need to be sitting there, telling kids, your parents are wrong. >> so, what's your take? i'm joined by cnn's contributors. lz, let's start with you. what do you think of the policy? >> i think it's a good start. i agree. i think a policy in which we're telling teachers not to inject their opinion in the conversation of the glpt is -- but it's not giving the children the education that they need. >> what does that mean, neutral? it appears to be unclear to the teachers. does that mean showing both sides of the issue, does neutral mean being factual or being silent? those are not all the same. that's why this policy falls short. >> how would you define that, l.z.? >> absolutely. >> for you, what does that mean? if a young boy comes to their teacher or a young girl and says this is how i feel. i think i'm gay. i'm attracted to the same sex. how do you remain neutral in that conversation when a young male or female is being so blunt about their feelings? >> well, i think my interpretation is that when you're teaching in the classroom and you're, for instance, talking about civil rights and you find a way to not talk about the crickets of harvey milk, i think that is wrong. his contributions to the overall conversation of civil rights is very important. now, if you have an individual student that comes to you and wants to discuss their sexuality, sexual orientation, that's probably something that should be directed to the counselor and teachers should not be injecting their personal opinions about. i do agree with that. >> will, what do you do, knowing how kids nowadays have been bullied. we have followed the suicides that have taken place because kids haven't been able to express themselves with regard to their sexuality. the reason why, apparently, the head of the gay straight alliance there in minnesota say, look, on a daily basis i'm getting text messages and face book postings from kids saying i don't know who to turn to and i'm think about taking my life. >> that's a bad situation all around. i don't know in that neutrality policy plays a part in all of that. this wasn't an easy topic for me. i started out with i've got a 3-year-old son. do i want a teacher addressing this topic with him? the more i subjected my opinion to rigorous thought, it gets easier. yeah, when it gets to sex ed education. what about history in fourth grade, talking about the civil rights movement? are you going to leave out the gay rights movement? the bottom line is it's about education. education is about open discussion and thinking. you have to be able to address these topics to encourage that. >> absolutely. >> will brought up his son. l.z., you are openly gay, also raising a child. what do you want for your child to experience in school? >> i would want him to experience tolerance and understanding exactly what that means. i don't want the teacher to tell my son whether or not ho homosexuality is right or wrong. that's up to me. i want my son to have as much information about the facts and being in an environment whoever he want to be and encourage other students to do just that as well. >> final thought, will. >> what's the risk? what's the risk to facts, that the teacher's advocating for it, influencing it? look, i'm straight. i like girls. l.z. couldn't wink charmingly enough to win me over. the point is, you are what you are and you can withstand the facts. >> with a six-pack, will, i can get just about anybody. >> oh, boy. this is a whole other debate. stay tuned offline. thank you, gentlemen. how do i segue from that into continuing coverage of debt crisis? i'm going to try to. let's take a closer look at how wall street is reacting to today's impending votes. more ahead in the newsroom. the military crackdown in syria. reports now, people helping the wounded that are being shot, allegedly, by the military. activists say that the syrian military opened fire on its own people. arwa damon is live from beirut. pretty symbolic attack as the holy month of ramadan begins. >> reporter: that's right, kyra. most certainly was. and this latest military operation, according to activists, began early sunday morning. they're saying the tanks tried to enter into hama. they allegedly opened fire, indiscriminately shelling areas. hundreds of people poured into the streets, seeking shelter, some setting up makeshift barricades. whatever they could find to stop the tanks and troops from advancing. it does seem as if some point overnight the southeastern military did withdraw. activists began shelling and hearing gunfire again this morning. according to one doctor we spoke to in hama alone, at least 115 people have been killed. there have been varying casualty reports. especially according to the activists, it would be seen as a very direct sign from the government. activists had been planning large scale friday-style demonstrations to happen every single day during ramadan, to take place after they break their fast. this, it would seem, is the government's warning to those activists, telling them to stay off the streets or face the consequences. kyra? >> it may depend on the money to get through their day to day living. if they were not to receive at all or significant delay due to what's happening to the national debt ceiling, you can have dire consequences. i would hope this legislation would move forward so we can avert the crisis we are faced with, but when they get to the super committee and make the decisions about what it going to get cut, they do what is necessary for those that are most vulnerable. seniors worked a lifetime under the promise of social security and there is medicare and medicaid and they need that. >> how would this municipality be affected if you didn't get the grants in the future? >> we were looking better at the opening bell. we saw the dow surge in the first couple of minutes and it's off a bit. the dow up 50 and the nasdaq better by 11. wall street thinks the deal will get done and it puts it behind. now the focus is on the broader economy and economic growth and job growth which is also anemic. we are getting the jobs report and what you are seeing is wall street taking a step back and saying let's take a look forward in what's going to happen. right now it is pretty. you are not seeing as much optimism and that's why the rally fizzled out a bit. >> we will keep talking. it dominated the headline for a weeks. this argument over the nation's debt is nothing new. we have heard the arguments before. >> will there be compromise something absolutely. i think there will be. there has to be. >> the next time one of the folks gets up and complains about the deficit, they better have a smile on their face. >> but the deficit, the big spending deficit is a dark cloud over the future of these kids. >> you have to get the debt down or the interest payments eat your life. >> interest payments cost more than the defense department so you will pay more taxes just to pay interest on the debt than to defend the country. >> the president asked to raise the limit by $1 trillion. they don't want a debt limit. they want unlimited debt. >> we will maintain discipline and keep our commitment to cutting the deficit in half over five years. >> the bush plan would take our record high $4.3 trillion debt and put us another $2 trillion in the red. it's am on the east coast. here are the stories that have us talking in washington. marathon talks lead to a new debt deal in theory. the president backs it along with leaders of both parties, but there is not a reason to celebrate yet. more than 70 people killed in syria after protests. a big change to health coverage. federal government requires insurers to provide birth control without copayments. >> in a few hours, we could see the beginning of the end. you are probably tired of the finger-pointing and dooms day predictions. that could come to an end. in the house and senate if a compromise is approved. the deal identifies about $1 trillion in spending cuts over 10 years and raises the debt ceiling by about the same amount. they must find ways to trim a trillion and change from the deficit later this year. a deficit posse. both chambers of congress must vote on adding a balanced budget amendment to the constitution. the president and house speaker admit it's not perfect, but it may be good enough to avoid a disastrous default. we are covering all the angles. at the new york stock exchange and wolf blitzer and the international reaction from london and richard quest sampling public opinion on the washington mall. let's start with you. how big of a test is this for president obama and the leaders who backed the deal. >> they will have enough votes to pass it probably overwhelmingly, more than the 60 that will be needed. it won't simply be a majority and lead more than 60. they will get somewhere between 70 and 75 votes in the united states senate. the real test will be in the house of representative. 216 votes and there few vacancies. 216 in the votes to pass it and it will be a closer vote in the house. you have on the conservative side, tea party backer who is and on the liberal side, we have the progressive caucus. you have to find those in the middle. republicans and democrats working together. in the end i suspect they will get enough in the house. there is going to be drama in the house of representatives. >> let's lay out who stands to gain the most and the least. >> the country stands to gape a huge amount. the united states for the first time in history is not going go into default. this is going to be a deal that will stay in effect throughout all of next year into 2013. if the commercial committee that swarmed, if they can't reach an agreement, there is triggered spending cuts. painful for conservative republicans. the pressure will be to accept the recommendations of the super committee. in the short-term, the u.s. can continue. you see the markets worldwide reacting favorably. it's by no means a done deal. all the economic problems. >> could it fall apart? >> i can only fall apart if the house rejects it. if the house accepts it, the senate will accept it and the president signs it into law tonight or tomorrow or whatever. it will go forward. there will be a respite of sorts until thanksgiving when the super committee is supposed to come up with a recommendation. we will have a few months to see what they can do. we will get over this hump. this doesn't necessarily guarantee that the credit rating agencies and moody's and standard and poor's will not downgra downgrade. i suspect they won't do anything, but this doesn't guarantee that the aaa credity rating stays put. they suggested they would like to see $4 trillion in cuts over 10 years. this deal they have is $2.5 trillion. it potentially sets the stage for reduction. >> i know you are staying with us. we will talk more. the agreement then between the president and congressional leaders means nothing if the rank and file don't approve it. what are you hearing? >> i'm hearing that it's to say that no vote this controversial is ever easy or girl an teed. we should be learning more where the members stand after they come out of the party meetings going on in the house and the senate for each party. those will be happening in a few hours. you should be able to get more of a temperature where people stand. democrats in the house and the senate will get a visitor. we found out from the white house, they released new guidance saying joe biden will come over to join the party meetings for democrats in the house and the senate. he will be talking about why we need to push it through and get it passed before august 2nd. it's not clear at the moment whether the house or the senate will be voting on the deal first. that seems to be be worked out. if everyone cooperates, which is a tall order around here, they could have it passed by the end of the day. as we know and as we have been talking about, there seems to be something for everyone to dislike. that is the art of compromise. there is just enough for them to get that through. that is threading that needle if they can pull it off today. >> okay. the uncertainty helped the marks lose about 4% of value last week. we saw the numbers pick up as soon as the opening bell rang, but we are in negative numbers. >> the manufacturing report put us back in the red. it is getting close to a level that shows no growth in manufacturing. that's what's got investors running for the exits. you talk about the debt deal. many traders and analysts think the u.s. is heading for a downgrade of the aaa credit rating and the deal doesn't make a dent. you are seeing more caution in the air. that bump that we got was short-term and the focus is shifting to the harsh realities of the economy. we are in the middle of very, very slow growth. you look at last friday and it showed that economic growth is anemic. there is not enough growth happening to create jobs. that has everybody bracing for the jobs report this friday and this manufacturing report that came out worse than expected definitely not helping things here on wall street. you have been tracking that for us. >> yeah, i have. the u.s. took a big hit in the reputation around the world over all this wrangling and major question marks. let's take a look at the newspapers and see what the guardian is saying. the headline said debt crisis: obama's sharp right turn. the deal on raising the debt ceiling that emerged is not a triumph of compromise and reason. it will avert a disaster, but one that was fabricated by the tea party themselves, raising the debt seely suggest at any other time a matter of interest and not through congress without anyone much noticing. look at the tribune. a tilt to the right leaves obama with a party rift. it goes on to say however the debt limit showdown ends, one thing is clear under pressure from republicans, president barack obama has moved right ward on budget policy, deepening a rift within his party heading into the next election. many around the world saying the u.s. avoided a market melt down, but none of this on the table really addresses the long-term debt issues that need to be addressed. >> thanks. you are tired of the talk and want congress to take action. you are not alone. richard has been talking to a lost fed up fellow citizens and joins us from the washington mall. what kind of flack are you getting? >> the first thing you learn as a tourist in washington is don't start early. if you look this way, you can see pretty much no tourists anywhere as far as the eye can see. however we managed to find one person who will talk to me. how are you? >> fine, how are you? >> what do you make of the deal that was done yesterday? >> it doesn't matter what the deal is. they have it get it done just like the nfl. it doesn't matter if the owner or players get more money. got to get it done. >> why though? to the extent that it's a complicated deal, you raised the debt ceiling and yes there will be some spending cuts, but is it a good deal do you think? >> it doesn't matter what the deal is. my opinion is it doesn't matter. we voted for the people to do their jobs to come up with a settlement and get something done. >> how annoyed were you as an ordinary american the way in which they took so long and went to the edge and nearly drove the bus over the cliff? >> it's horrible. these guys are just pointing guns at each other and it's the american people who are affected. it's awful. >> long-term, even to ask the question the third time, long-term, how much do you think the deal long-term puts in place the u.s. economy so you are more comfortable? >> yeah, i know. this report came out in the daily mirror which is a tabloid here. what they are saying is that amy winehouse was in the process of adopting a 10-year-old girl from the island of st. lu cia. she went become and forth and hit it off with her. her name is danica. she booked tickets to go there and visit. according to the report, the kid's grandma said the lawyers were hired and the adoption was going to move forward. she said that danica's mother said she would be okay with having her daughter adopted because she was poor and couldn't support her. even the father was okay. danica is devastated ask already started calling her mom. over the situation, it's unclear. the family said that's not the case and cnn can't confirm the report. that is out there and there may be a 10-year-old girl who had her heartbroken and life devastated. >> in london this morning, thanks. remember pat boone? could is dismantle? >> i suspect it won't. it will be close and a lot closer in the senate. probably in the 70s. at least my informal count. it looks like he will do well in the senate. the house needs 216 votes to pass it. it will be a close vote in the house and a lot of liberal democrats don't like it. a lot of conservative republicans don't like it. it will be basically a coalition of cent rifts, democrats and republicans. moderate republicans and modicate democrats. the speaker of the house is on board. nancy pelosi's position remains america murky. she hasn't come out with an endorsement. she wants to consult with her democratic caucus. it will be interesting to see how she votes. the minority lead er with nancy pelosi in the house, he is out there and speaking robustly in favor of the deal and she is not speaking right now. i wouldn't be surprised if in the end, the lawyer votes with the president with boehner in favor of this deal. nancy pelosi on the other hand votes against it. it may not happen. we will see what happens in the coarse of today. it wouldn't be the first time that nancy pelosi voted against what the president wants. as the president sought in terms of reductions and continueing it through the end of 2014 for all practical purposes. it's a little bit murky on the house democratic side right now. >> if it passes, americans stand to gain so much. >> if it passes, they avert default. that's a huge step forward. on the other hand, it doesn't necessarily guarantee that the credit rating agencies at moody's say they would maintain america's aaa credit rating. it's probably going to be maintained for the time being. they wanted $4 trillion in guaranteed spending cuts. they are not going to get it. they have less than $2.5 trillion if it all works out as planned right now. that's a big if. you never know what the rating agencies are going to do. at least for now the u.s. stays aaa a few weeks from now. >> you are watching for us all morning and all afternoon. for your show, we appreciate it. your rapid fire look at the hot topics of the day. 20 seconds on the clock. sirius xm talk show host and. they got a deal done. still waiting for the vote, but who will pay the real price politically? democrats or republicans? maria? >> definitely the republicans, especially the tea party caucus because americans believe they have been the ones who have been crybabies on the playground willing to basically take their ball home if they don't get everything. the my way or the highway attitude and president obama and the democrats have been willing to put sacred programs on the table for the sake of the economy. >> i find that hysterical because democrats didn't produce a budget and the plan. that's the facts and the unfortunate matter of it. republicans were the ones who put forth proposal after proposal. both parties will take a hit. majority of the americans wanted limiting spending. if the super committees decide to do what i think they will do, both will take a massive hit. >> ladies. i think the problem here is that people are concerned about who wins and loses politically. we can make arguments and speculate. who really loses? in the end the american people who are looking for jobs. 16 or 20 million people are looking for jobs. this deficit in the cutting plan does nothing to help them find jobs. go back to work. >> the house speaker not the president's go to gal and she is slow to endorse the final version. what kind of message is that sending?
