But that clearly is no longer the case here. The bbc has literally shut them all down. I know im not the only person who found this programme both entertaining and informative. Does the bbc really think its such a terrible waste of Licence Payers money . How much have they actually saved by taking it off the air . We asked bbc news to respond to those points and were told whenever theres big political news, as there has been this week, there is a particular focus on whether the bbc reported objectively, fairly and impartially and there will always be those who detect bias in One Direction or another. Impartiality has also proved a hard concept to apply in areas as diverse as gender and sexuality, racism, Climate Change and the middle east and its regularly the subject of complaints from viewers such as gary edwards this week. Meanwhile, Allan Hailstone wondered and tracy taylor had this definition well, a year ago following a critical report into how the bbc handled its 1995 Panorama Interview with princess diana, the corporations Director General tim davie set out a plan to improve impartiality and as a senior bbc executive peterjohnston to head up its delivery. Hejoins me now. Thank you for coming on newswatch. What is impartiality when it comes to the bbc . Its a difficult concept, as youve illustrated through those quotes from your viewers. But its about not taking sides, its about applying principles of impartiality that are set in our guidelines so that were seen not to take sides and in issues of controversy and that we challenge all sides equally, that we provide a platform for the greatest possible diversity of views within due context. Its a multifaceted thing that we make sure we bring the facts to the fore. So, its made up of a number of elements to it, and sometimes audiences do find it hard to grasp what is it really mean in practice and actually, your illustration of those comments show that different people do tend to see differently. And part of myjob is to make sure we understand and apply it effectively across the organisation. Tim davie actually has set up compulsory impartiality Awareness Training for bbc news presenters. I did that course myself. Does bbc have a problem with impartiality . Actually, whats behind some of this is weve been measuring our audiences response to impartiality for 10 years. Consequently, when tim because Director General, he foregrounded it as one of his Top Priorities because he understands how important it is to the audience. We did a survey in february that looked at how the audience see this. They said 90 of those people said it was more important to have news that was impartial rather than reflecting your particular pointed at you. And that was very important for society in this current world of social media and fake news its about appreciate the audience and how they view it. After the Martin Bashir scandal, it is clear there was a cover up about his unethical methods. Viewers might be wondering, how can they be sure that such malpractice would not happen again under bbc editors . Sure. The plan would put in place is also called the ten point plan, actually about four different actions or commitments within it. One of the big pieces of recommendation from nick serota was the whistle blowing policy, which enables staff contributors, ask staff without any Fear Confidentially and with confidence raise any issues as they see them. Ex staff. So quite a bit of our work at the start of this project was developing that policy and it was put in place on the 1st ofjuly this year. Along with quite a number of the other actions. That you are thinking it should not happen l thinking it should not happen again . This is the problem, some era, as we can all understand. You can never legislate in such a Large Organisation so much output for one person breaking the rules. We hope with the stuff we put in places that we will spot those things more easily, we will allow lots of staff and contributors and others to help us spot these things and raise these things and weve also put in place of the mechanisms for following up more effectively. Because part of the challenge in that case you are talking about is how it was responded to afterwards. Quite a lot of the work is around those things as well. There are a series of rolling reviews going on and country file and breakfast are getting Content Review and others, what you hope to get out of that . These Content Reviews are intended to be a developmental exercise where we learn and share best practices. Its for an opportunity for teams in the belatedly output to step back. Day to day delivery. What we do in those Programme Reviews is we get senior editorial people from outside the direct line who come and work with the teams, watch ut what theyre doing in a week or output or whatever the appropriate time frame and we commissioned bespoke Audience Research to see what audiences think of the output. Thats really valuable to the teams involved, and were encouraging the teams to participate and listen and think about whats working well and not a learned from that. A lot of bbcjournalist has been very concerned about gary lineker� s comments on twitter. He only very recently been reprimanded by the bbc for a comment about the conservative party. Is there a lack of consistency in how presenters are treated . I think, ithink, well, in i think, well, in that case, what the acu, who set up the finding you are referring to. The rules are applied most strongly to journalist like yourself. And in that Social Media Guidance also has a section about others who are very high profile within the bbc and their responsibility. The rules do apply a bit differently but we actually choose in the bbc to imply up impartiality across all genres. Friday brought heavy rain forsome, and in areas where we are desperate for it. The heaviest of the rain moving up through dorset across the midlands and, in fact, there was over an inch of rainfall in parts of oxfordshire throughout the day, so some pretty muddy fields starting to develop now. However, eastern england, lots of blue sky and sunshine and temperatures peaked at 20 degrees. It was a beautiful opportunity for getting out and enjoying some of the gorgeous autumn colour that we have. The start of the weekend quite promising with this little bump of High Pressure but the second half of the weekend sees this low developing, moving in and bringing further outbreaks of rain. Once again, the winds will become a feature but we keep the Wind Direction from a southerly, so that milder flow stays with us. Those temperatures are widely going to sit in the mid to high teens over the next few days. So on saturday, well have some outbreaks of showery rain through northern ireland, pushing out of Northern England into Southern Scotland and weakening just a touch. At the same time, well start to see showers, some of them heavy and thundery, gathering into the south west. But sandwiched in between the two, thats where the best of the sunshine is likely to be, and temperatures again peaking at 18 19 degrees with that sunshine. Itll feel very pleasant. Into sunday. Heres that low, then, starting to bring some heavy, thundery downpours up across the country. A spell of wet weather through the morning which will pretty much start to grind to a halt across Central Scotland into the afternoon. Brightening up with sharper showers behind and still pretty warm with it, so a day of contrasts, i suspect, once again into sunday afternoon. Now, as we move into the beginning of the week, that Frontal System will start to push through the far north of scotland but were still going to keep the threat of further fronts moving in from the west as we go through the week ahead. So on monday, weve got some wet weather clearing scotland. Sunny spells and scattered showers behind. Still the risk that some of those showers could be thundery, chiefly out to the west. The best of the drier weather once again remains for eastern england. And again, were going to see those temperatures into the high teens above where they should be for this time of year.
