Despite the fact that the annual deficit has been coming down, the accumulated debts remain high. We need to reduce that and we need to pay some of it back. If Interest Rates go up, if there is a slowdown in the economy, if there is a financial crisis in the world, britain could be in a very awkward position. I know it is annoying, but this is still the aftermath of a crisis that happened ten years ago. But it was an unprecedented crisis, and the shadow of it is still with us. Given those scales of debt and the continuing deficits, can the government really afford to ease off on the pay cap . Im joined by this Conservative Mp. Can you relax the pay cap . I think the important thing is to look at the different pay bodies will say in terms of where we are today, yes, clearly lots of Public Sector workers have not seen in real terms any increase since 2009, when we had the financial crisis and we came into office in 2010, tried to buy darts tighten our belts to get through this. It is important we listen to the experts, but also signal that in the autumn at budget time this will be a priority for us, because those people now, when inflation is running at a much higher rate than the 1 , are feeling the pinch. The banister needs to be listening and reacting accordingly. The chancellor of course will have options available. This is a beginner, need, dynamic, and is a strong economy, if you look at the last budget, the chancellor did say there will be contingencies for brexit, for example, so there are choices to be made. So you do not think it would have to be paid for by tax rises . would like to think that it does not have to be. I think it is important we remaina have to be. I think it is important we remain a party you can bear down on taxes. It is not always raising taxes that raises more money. If you look at the Corporation Tax rate, when we brought it down from 28 to 19 heading towards 17, it generated more income for the exchequer to pay for, more policing, Counterterrorism Budget that we delivered, nurses, doctors and so on, it showed we should be obsessed about politicians is not tax rate. Which we do not need a competition. But tax take, how can we make operations and people pay their fair share of tax because they feel that this government is on their side. You have been critical of the labour party for the so called magic money tree. Here we have the iss saying ending the cap could cost 6 billion. We know you lost to billy knew were hoping to gain from national insurance. There was 1 hoping to gain from national insurance. There was1 billion hoping to gain from national insurance. The nursing and Midwifery Council says working conditions, workload and poor pay are among the reasons given by staff. Sara smith reports. For years, the numbers registering to work as nurses and midwives have been going in One Direction up. And, with increasing demands on our health service, that has been crucial. These latest figures showing more staff leaving than joining should, according to the Healthcare Union unison, Ring Alarm Bells with the government, and could signal a staffing crisis. Between last march and this, the numbers on the register dropped by more than 1700. Over the following two months, there was a more dramatic move, the number going down again by more than 3000. It is only a small proportion of the total number of nurses registered, but it is the significance of the downward trend which is causing concern. There is great demand for the right standards of care to be delivered across the uk. If the numbers continue to fall, then clearly some action needs to be taken to reverse that trend. In a survey of staff who had left, for those not retiring the biggest factors were working conditions and disillusionment with the quality of care provided to patients. Low pay was also mentioned. The highest proportion of leavers were british nurses. Of eu nurses surveyed, a third quoted brexit as a reason for going. In a statement, the Department Of Health said it has launched a National Programme to ensure nurses have the support they need to continue their vital work. I think what many of your viewers may be surprised about is trusts up and down the country are telling us that the workforce is as big an issue for them as the financial pressures. We are seeing this survey and figures from the. Theyre showing us what we already know. It is notjust nursing and midwifery, it is a cross the professions in the nhs that we are seeing the rates in number of staff that are continuing to work in the nhs. I knew already seeing an impact on the level of care that can be delivered as a result . on the level of care that can be delivered as a result . I think what we see is a real impact on the level of satisfaction in roles that nurses and midwives and others are gaining from their roles. They are experiencing real pressure day in and day out. If renters and selves, if if there are not enough staff, thatis if if there are not enough staff, that is a huge pressure for any member of staff, and i think we need to remember that when we see this level of pressure, the Winter Crisis we saw in a e earlier this year, a e departments only kept going because of the heroic efforts of staff. We cannot continue with this discretionary effort from nhs staff. We absolutely have to focus on how we can make working conditions more agreeable, how we can make a terms and conditions there so that nhs staff feel the Job Satisfaction that they need. Would any easing of the pay gap we have been discussing today, would that help . Absolutely. I think nhs providers, earlier this year we with the first to call for the end of the pay freeze of 1 for nhs staff. We know it is going to cost around £500 million the year. Were working with government to see how this might work, we have seen the evidence, but it is fundamental we see an end to the pay freeze of a. The Department Of Health says there is a National Programme to improve there is a National Programme to im prove staff there is a National Programme to improve staff retention. The government has also responded by saying there are now 13,000 more nurses in england than in 2010. However, in that time, has the ratio of staff to work load, had that become romantic, has the workload gone up for the staff at other . think they workload has gone up. We have got to remember that we are seeing absolutely year on year increases in demand for all services, whether they are outpatient, inpatient, in the community, ambulance, Mental Health trusts, everywhere. In particular services, we are seeing an attrition in the number of staff, it is not nursing and midwifery. Rendell health stuff in particular, we need to focus on specific areas. Demand is going through the roof and we need to find a way to tackle Demand Anomie can make jobs need to find a way to tackle Demand Anomie can makejobs more manageable. It is notjust an isolated focus on workforce we have to look at all the pressures that are facing the nhs. One final thought. The nursing and Midwifery Council says the trend for those leaving the profession is most pronounced among british nurses. Do you have any concern about what you might call a Brexit Effect could also have an impact on Staffing Numbers as well if non british nurses leave the profession . Absolutely. I think the two things in terms of the level of pressure, that we are likely to see in the workforce, the survey shows that many are leaving, but we know that brexit is having an impact. It might not be the only reason, but it is a reason and we have to do but all of these together. That is the important thing to remember. It is not talking about one issue. There isa not talking about one issue. There is a whole host of issues that we need to tackle is so we can actually get a safe workload and a safe workforce that can deliver the quality of care that the nhs needs. Thank you very much. Up to 18 people are feared dead after a tour bus crashed and burst into flames in Southern Germany. The bus collided with a lorry on a motorway close to the bavarian town of stammbach. Police say 31 people were injured, but 17 people are unaccounted for. There were 48 people on board this bus, 46 passengers, two drivers, as you say, a group of adult germans thought to have been on a tour from the state of saxony. 13 people are injured, some severely, and a further 18 are still unaccounted for. A Police Spokesman, whilst no one has been confirmed as dead yet, has said it is expected that a number of those missing people will have died, and when you look at the pictures from the scene, rescuers have sealed off the motorway in both directions, you can see how difficult it might have been for some of those people to get off the bus. At the moment, the reports are suggesting that police think that it is possible that the 18 people may be dead. The french Power Company edf, which is building the controversial new Nuclear Power station at Hinkley Point in somerset, says the estimated costs of the project have risen by £ 1. 5 billion. This is an incident that is very worrying for british pilots, but we are seeing more and more incidents of near misses with drones and manned aircraft and we are seeing more disruption from drones. We are in no way against address, they have huge Potential Recreationally and commercially, but their obstruction in the airspace commercially, but their obstruction in the air space has to be safe and sensible. I think the first thing we need to do is educate people. They need to do is educate people. They need to do is educate people. They need to realise that if you fly your drone in an irresponsible manner, you put lives at risk. Last night aircraft work diverted, is huge cost is huge inconvenience, but that joan, if it hit an aircraft, the lights can be put in danger. You say measures need to be put in place to identify and locate drone flyers in an irresponsible way, what are those measures . We think there has to be some form or process in place where when people buy a drone they cannot fly it until they have been exposed to the rules. We would like to see a compulsory registration scheme, so before you can registration scheme, so before you ca n fly registration scheme, so before you can fly your drone, you have to go online, you have to be exposed to the rules, it tested on those, and then you get an unlock code and then you can fly your drone. That is the first thing we need to do, get people exposed to the rules and that will hopefully stop people flying into trouble accidentally. As he mentioned before, there are a lot of people out there who do not care about the rules. There are professionals out there who fly perfectly safely and sensibly and we not worried about those. But there area large not worried about those. But there are a large amount of people flying irresponsibly. There are other measures we have to take, so we want to stop these things in the first place, so the technological solution to this, there is something that some drones have which has a database of some drones have which has a data base of places some drones have which has a database of places where the drone should not be flown such as airports. If it tries to fly into that area, it will not, it will just blind. Unfortunately that is not mandatory and not winds spread. Thank you very much for your time. That was a plea accepted by the prosecution here at Leeds Crown Court and the judge of the last few moments that he thinks its the right thing to do to accept that plea from the 16 Year Old Girl. Im not surely thats what you can conclude from our short research, what we did was e mail out to thousands of nurses and midwives who left in the last 12 months, and ask them to tell them why that was. About 4. 5 thousand responded and what came out as the issue that concerns the most was working condition. We can imagine what that means, but there are a complex series of reasons as to why someone would leave the profession. You are concerned that its not necessarily nurses and midwives who are approaching Retirement Age but younger members of staff who are choosing to leave as well . What kind of impact does that have or is going to have . If we see nurses and midwives leave the profession from a range of age groups, then that indicates that something is going on which is creating the satisfaction. Iam sure which is creating the satisfaction. I am sure that the government and others who creating dissatisfaction. Im sure that the government and other groups will wa nt to government and other groups will want to understand the reason for the data and have plans to respond. It is difficult to be precise, sure, wine nurses and midwives leave the profession. What is paramount as we share that information and look at ways at reversing the trend. The trend may continue this year but it is important to understand why. An earlier nhs guest said it was important to ensure staff have safe workloads. Have any of the people who have left the profession responding to your questionnaire said that they felt their workload was not safe and manageable . said that they felt their workload was not safe and manageable . What is included in working conditions can be a whole host of reasons. So i dont think we can say conclusively why they have left. Katie rough, and innocent, sweet, much loved schoolgirl, killed in an attack close to her home. Her life was taken by another child will stop it was a School Day Afternoon and just getting dark when katie rough was found fatally injured at the end of an alleyway on the edge ofa the end of an alleyway on the edge of a Playing Field here in york. The seven year old died a short time later in hospital. It then emerged that a 15 Year Old Girl had attacked her with a knife. Katies parents we re her with a knife. I cradled her. I saw her injuries, i knew she was gone. I dont know. It is impossible to describe. Wed is held each other. Today, the teenage girl who killed katie admitted what she had done here. Shes too young to be publicly identified and has been in custody ever since. What happened to katie so ever since. What happened to katie so many people in this city. Things like that dont happen in york, such a safer city, such a safe place, such a lovely beautiful place. People come here from All Around The World to see york, so for this to happen here was just unbelievable. The full reasons why this seven year old was killed cannot be told because of lees local reasons. Because of legal reasons. She remembered as a kind and thoughtful child whose life was taken away in dreadful circumstances. What has been said in court today . The video link came up about 11 oclock this morning and the accused who is now 16 years old, she was 15 at the time of the attack, she appeared with a solicitor appearing next to her. She was wearing a dark do. The charges were finally put to her, she needed not guilty to a charge of murder but guilty to manslaughter on the grounds of diminished responsibility and it was that immediately from the prosecution that they were willing to a Cce Pt Prosecution that they were willing to accept that the. But we usually comes about because of Mental Health problems involving these sorts of cases and we heard a little bit of detail about the history of self harming and suicidal thoughts that the teenager had had in the months and years running up to this attack. Whether we get to sentencing today is not clear, but it is said that katie rough died of his fix the asian. She had been strangled. Although she had received sta b strangled. Yes, the chancellor could decide to borrow more, whether this would be the first thing he would decide to borrow more to do, whether he wanted to reverse of the benefit cuts are increase spending elsewhere, i do not know, but he could borrow more partly because the fiscal target he set himself to get Budget Balance in the mid 20 20s, that could be ten yea rs the mid 20 20s, that could be ten years away, could leave him sometime to give him the dig at ravages minting his. How long untilwe balance the books . Were now going up balance the books . Were now going up to 2025. If he was to it on the chin and ease Public Sector pay, when all the deficit be paid off . We do not know when we will end up with a zero deficit. What i would like to see is the chancellor may be in the Autumn Budget Set out some priorities. Say he is willing to spend and borrow a bit more and this is why the priorities are for public pay year and Something Else over there. His worries the pressure is coming here there and everywhere. In terms of Public Sector versus the private sector, is it correct that Public Sector, is it correct that Public Sector wages sector, is it correct that Public Sector wages are on average sector, is it correct that Public Sector wages are on average higher than those in the private sector and would that make the case for not easing off on the Public Sector pay cap. These comparisons are hard to make. Public sector pay is higher than that in the Public Sector because the Public Sector employs a lot of graduates are now much more likely to be earning more on average. What is best to make the comparison is is word is Public Sector relative to private sector pay six now compared with Pre Crisis Backin pay six now compared with pre crisis back in 2008. The answer is it is about the same place. The Public Sector has not done worse than the private sector over the last eight or nine years, the truth is everyone has done very badly in terms of pay. The reason apart from the politics that the pressure is now rising on Public Sector pay is that if you continue with this 1 pay increase in the Public Sector while the private sector are getting a bit more, then the Public Sector falls rather further behind, so the politics and economic cell pushing at the same time. Asking 0fgem on that point. Is there any evidence that when more consumers are protected from price rises that bills go up for the rest of us. He said he saw no evidence of that. What is your response . We originally started with the notion that 70 million households are being ripped off. We are on these standard variables tariffs, they are the rip off tariffs, and if we protect only 3 million out of the 17, that still leaves many millions of households that are not getting that protection. Based on what has been happening, their bills have been going up pretty badly and have been much higher than other kinds of bills for people who do switch and leaf we leave them unprotected, we have got to assume that kind of behaviour is going to carry on, that is what has been happening for yea rs. Is what has been happening for years. I do not see why it would change if 0fgem is not willing to extend the protection to the other 14 million. You Say Parliament needs to step in and legislate on this, so you feel 0fgem does not have enough power to push the of reforms he would like . No one knows exactly how much 0fgem has got in this area, but if 0fgem have got the power, then they should use it and explain why they should use it and explain why they are not willing to apply it to they are not willing to apply it to the other 14 million who are equally deserving who are getting ripped off just as much as the 3 million who they are going to buy the power to. At the not the power, they should be upfront and then it should fall to parliament, to take a lead and put the problem right. But you would like the regulators ideally to deal with this rather than making extra legislation necessary . Absolutely. The french Power Company edf, which is building the controversial new Nuclear Power station at Hinkley Point in somerset, says the estimated costs of the project have risen by £1. 5 billion. Hinkley point c would be the uks first new Nuclear Plant for decades, but has been beset with budget problems. An edf review found the project could also be delayed by up to 15 months. However, the firm said it still hoped to finish the first phase by the end of 2025 as planned. With me is our Business News reporter theo leggett. Why the increasing cost . Do we know the detail . We have not got the details, but what they are saying is that it relates to the cost of adapting the design of the proposed reaction to meet with the requirements of british regulators. This is a design, the reactor that is being built in Northern France and other models being built in finland, there have lots of beans plums and it seems that meeting the concerns of uk regulators have upped the cost of that. There also seems to be concerned about the magnitude of the work required to get it set up. If eds absorbing this additional cost or will it mean that consumers here had to pay more ultimately . Thank you very much. A Public Inquiry into child abuse in jersey will publish its report later today. More than 600 witnesses have given evidence about abuse at childrens homes and in foster care on the island. A Police Investigation recorded more than 500 alleged offences, most of which were said to have been committed at the Haute De La Garenne childrens home. From jersey, robert hall reports. For the past two years, the story ofjerseys Abuse Victims has finally been told. Their cries of anguish had been stifled, ignored or dismissed. But in 2008, a secret Police Investigation brought the islands hidden past to worldwide attention. Alarmed by claims that children had died at the Haute De La Garenne home, Police Brought in specialist search dogs. In the ensuing months, forensic teams recovered fragments of bone, and dozens of childrens teeth. None could be linked to a specific crime or timeframe, but the images of Haute De La Garenne being torn apart prompted accounts of abuse at homes across the island. There were examples of where those in authority misused the power that they had. Yet decisions were made not to deal with those complaints in a way that they ought to have been done. When Inquiry Chair Frances Oldham reveals their findings today, victims will be looking for one clear message. I want them to say that jersey failed catastrophically in looking after the children under their care, and that the government are going to promise that its never going to happen again. And also to look at what the authorities knew, whether they knew children were being abused and did not take action, whether there was a cover up of the scale of this abuse. Those are the key things that the victims of child abuse and everyone interested in this enquiry are looking for. It has been a mammoth undertaking. This has been going on for three years, cost £23 million and as head from more than 600 witnesses. They spent many years writing the report which will be revealed here this afternoon, their key finding is widely anticipated. The bus collided with a lorry on a motorway close to the bavarian town of stammbach. Police say 31 people were injured. A Police Spokesman, whilst no one has been confirmed as dead yet, has said it is expected that a number of those missing people will have died, and when you look at the pictures from the scene, rescuers have sealed off the motorway in both directions, you can see how difficult it might have been for some of those people to get off the bus. At the moment, the reports here are suggesting that police think that it is possible that those 18 missing people may be dead. There was a suggestion, a Police Spokesman earlier said that perhaps some of them managed to get off the bus and ran away from the scene in shock, but in the last few minutes, a spokesman from The Fire Brigade said that is unlikely because along the motorway there are fences which are in place to stop deer and so on getting onto the motorway from the forest on either side, so it would be very difficult for anybody to get off of the motorway at that point. Pretty grim news here im afraid. As i say, no one has confirmed fatalities yet, but police are telling us to expect them. For the first time in nearly a decade, more nurses and midwives are leaving the profession in the uk thanjoining it. The nursing and Midwifery Council says working conditions, workload and poor pay are among the reasons given by staff. Sara smith reports. For years, the numbers registering to work as nurses and midwives have been going in One Direction up. And, with increasing demands on our health service, that has been crucial. These latest figures showing more staff leaving than joining should, according to the Healthcare Union unison, Ring Alarm Bells with the government, and could signal a staffing crisis. Between last march and this, the numbers on the register dropped by more than 1700. Over the following two months, there was a more dramatic move, the number going down again by more than 3000. It is only a small proportion of the total number of nurses registered, but it is the significance of the downward trend which is causing concern. There is great demand for the right standards of care to be delivered across the uk. If the numbers continue to fall, then clearly some action needs to be taken to reverse that trend. In a survey of staff who had left, for those not retiring the biggest factors were working conditions and disillusionment with the quality of care provided to patients. Low pay was also mentioned. The highest proportion of leavers were british nurses. Of eu nurses surveyed, a third quoted brexit as a reason for going. In a statement, the Department Of Health said it has launched a National Programme to ensure nurses have the support they need to continue their vital work. Jackie smith, the Chief Executive and registrar of the nursing and Midwifery Council explained how the research had been conducted we e mailed to 20,000 nurses and midwives who had less the register in the last 12 months and asked us to tell us why that was. The trend may reverse as we go through the year, but it is important to understand the reasons why. A haul of firearms has been seized in france from a car heading to the uk. 79 viable weapons were recovered from the cars trailer when it was stopped by uk Border Force Officers at coquelles near the Channel Tunnel Terminal on saturday. Several flights into Gatwick Airport were diverted last night after reports of a drone flying close to the runway. We are in now way against drones, they are having potential commercially and recreationally. But in the essbase, it must be done sensibly. The first thing to do is educate people. If you fly putting lives fly your drying, in essbase, you are putting lives at risk. If that is not enough, you are in danger in aircraft if you dont hit it. You can go to prison for five years. This is a really bad thing and we need to educate people. You say measures should be put in place to identify people flying drones irresponsibly . People can buy a drone and fly it. Wed think people should buy a drone, and not be able to fly it until they are exposed to the wills. We want to see compulsory registration screens. Before you buy the drone, you have to go online, being exposed to the rules, understand the rules, and then get an unlock code. That is what we need to do. And hopefully that will stop people flying into trouble accidentally. As you mentioned before, there are a lot of people out there who dont care about the rules. There are people out there who fly safely, but there area large out there who fly safely, but there are a large amount of people flying irresponsibly. Iin our visual, virtual world, there is an increasing pressure on teenagers to look the part. But how far will girls now go . Ive come to meet one of the countrys leading adolescent gynaecologists, whos concerned about the number of young girls wanting cosmetic surgery on the genitals. Girls will sometimes come out with comments like, well, ijust hate it. Ijust want it removed, i want it treated. Typically they will be 14, 15, 16, but i have seen girls who are younger. The youngest girl i have seen as a girl of nine. The surgery is called labiaplasty, it is where the lips of the vagina are shortened and reshaped. It can be done for cosmetic reasons or if they are causing a woman pain. Paquita has been a gp for 30 years and has only recently started seeing patients with these concerns. I remember the Girl Pointing at her genitalia, and her nose sort of wrinkling in disgust. And saying, whats this . There seems to be this very narrow spectrum of what is acceptable. That the inner lips, if you like, should be invisible. A bit like a barbie doll, you dont see anything. The nhs says it wont carry out this surgery for cosmetic reasons and that it shouldnt be performed on girls under 18. But last year more than 150 girls and the age of 15 had labiaplasty on the nhs. I find it very hard to believe that there were 156 girls under the age of 15 who had a medical abnormality with the labia that meant they needed to have surgery. I think that is extraordinary. And as a paediatric and adolescent gynaecologist i have never seen a girl under the age of 15 who has needed to have an operation on her labia. There is a lot of pressure, especially on social media, its all pictures of working out looking a certain way. And you look at yourself and think, oh, i dont look like that at all do you ever worry about the appearance of that part of your body . There was one thing on snapchat a few weeks ago. It was like, there are four different types of vaginas. So it was like, what if it doesnt fit into that . People just dont know what they should look like. They are not being taught so they go online and see these artificial pictures, and then they think, oh my god, maybe i am not quite normal. Teaching young girls what their bodies look like is crucial but naomi says some of the responsibility must live with the professionals. I dont think it should be performed. Certainly on girls under the age of 18. Over the age of 18 it should be seen for what it is, which is a cosmetic procedure which people may choose to buy. President trump has been accused of inciting violence against journalists, after he tweeted a Spoof Wrestling Video showing him assaulting a man with a cnn logo Super Imposed on his head. In the footage, hes shown punching the cnn character repeatedly. The president regularly accuses cnn and other Media Outlets of broadcasting what he calls fake news.
