the beach for a good 20 minutes with her alone. and i saw no military or medical staff. it is only in recent reports that i found out police fainted and hid. and waited. you know, that is unforgivable. they need to be accountable for that. just three months earlier, foreign tourists were targeted in an attack by islamic extremists, leaving 20 dead, in tunis. but the foreign office did not change their overall travel advice. the colour—coded map for travel advice remained green for the coastal areas, so tourists could still go, even though the foreign office was warning of a high risk of foreign terrorism. a senior official told the inquest here that the criteria had not been met to stop tourists from travelling to coastal resorts in tunisia. several survivors gave testimony was a smart man and became completely neglected. pauline believes that neglect, in particular when he was given the wrong medication, contributed to his death. just over half the councils in the uk contacted by the bbc answered a freedom of information request which found there had been 23,500 allegations of abuse against home carers over the past three years. the police were involved in almost 700 cases and there were 15 prosecutions. we do not know how many of the total complaints were valid but the local government ombudsman for england has seen a significant rise in cases. we have seen a 25% increase in complaints about home—care over the last 12 months. when we investigated the complaints what we found is that 65% of the time our investigation shows that there was fault in the services. that is far higher than we find in any other part of the work we do. it is a concern. the government says it has introduced tougher inspections in england and given councils dedicated funding. but with an ageing population and tight budgets the theory is that complaints will continue to rise. britain‘s most senior child protection police officer has said paedophiles who pose no physical threat to children should not be prosecuted. simon bailey said the system had reached "saturation point" because of the increased reporting of sexual abuse. he suggests that what he calls "low—risk" paedophiles should be given counselling. the home office says it is a terrible crime and should be treated as such. two women are to be charged with the murder of the half brother of the back and could see people had gone down screaming and ijust could not hide. there was a lot of gunfire reverberating off the walls, a lot of people seriously injured lying around. one 0nei one i dragged —— i could hear rapid gunfire, screaming, bullets flying overhead. iran i ran towards the gunfire and as i am running towards its i can now see bodies on the beach. i hit the deck and asi could reduce the numbers of people killed there is an open question. what about the foreign office advice to people? wasn‘t strong enough, making it clear enough what dangers they were in tunisia? the foreign office's advice reflected what was no one at the time and it was unclear if it was an attack in isolation or it would injure beyond. clearly in this case there was a second attack soap in hindsight there should have been stronger advice but at the time the advice was quite strong. what about the accusation that the tour operators, how much responsibility do they have fought loose —— for the safety of their customers? they do have a duty of care to those using the facilities and hotels and with a global terrorist threat where islamic state are specifically targeting places like hotels and open spaces, it is incumbent on this industry to take on board the nature of the spirit and put in place mitigation measures, such as training, and undertake risk assessments so they can do from time to time and the checking their boots and asking for the the driver‘s id. the authorities here want to send a message that tunisia is being vigilant and it is safe for tourists to come here. we are at the riu imperial marhaba, this was the scene of the attack. it was here at this 5—star hotel that the tourists were gunned down. the place has been closed since but that is a lot of renovation work going on. they are upgrading of the garden and of course they are upgrading the security, and we are told this time it will be at the maximum level. this is part of the upgrade, waiting to be unpacked. it is x—ray equipment. luggage will be scanned on the way in and guests will pass through metal detectors. but now inside it is eerily empty, the furniture is still covered in plastic. the gunman was able to make his way from the beach in to the hotel, hunting for more victims. there will now be increased security on the beach, but on the day of the attack they were armed guards present who could have intervened and did not. other police units nearby deliberately delayed their arrival, according to a tunisian judge. almost two years on, the authorities have many unlawfully killed by the gunman. he also talked about the failure of the local tunisian police to stop the gunman before he killed so many victims. he said the response had been unjustifiably and their response had been at best shambolic and at worst cowardly. the inquest heard one team of police officers who were in the vicinity in a patrol carand who were in the vicinity in a patrol car and were armed with assault rifles, instead of going straight to the scene they went to a nearby police station to find more weapons. that delayed them and the gunman was then able to kill more victims. will be ok. while i was on the phone somebody behind me screamed, they are inside, and then chaos ensued. bullets flying everywhere, people running everywhere. we ran to the front of the hotel, not looking back, and got gestured by a hotel worker and stayed with four other british people and a couple of germans for two hours until we found out the gunman had been killed. long time. you were not prepared to come out before that? we got told half an hour in he was killed but we did not move for a good while. having survived such an attack you must feel very lucky to be alive. having survived been through enough. one thing the coroner did say was the response from the tunisian security forces had been, in his words, shambolic or maybe even cowardly, because they delayed so long in getting to be seen. do you think they could have made a difference? yes. it is the most disgusting thing i have ever heard, aside from the obvious. i find out late last night some of the details and the rest families have been saying there was to complacency by tui and they to check the hotel, failed to check whether the hotel had proper cctv security cameras, failed to check whether it had proper guards in and around the hotel, failed to make sure the gates to the beach from the hotel while locked and also field, they said, to draw the attention of they said, to draw the attention of the customers to advise that there had been terror attacks, on the foreign office website. these are all the failures the families have pointed to. the coroner said he could not rule there have been neglected. let‘s travel agent should let customers know of foreign office advice and that is changing all the time soi advice and that is changing all the time so i do not think travel agents themselves can specifically give that advice but what they should do is draw attention to the advise around particular destinations and thatis around particular destinations and that is what the coroner has highlighted. what has changed in terms of how travel companies now operate in this country and spooking customers to places where there has been terrorist attacks in the past —— booking customers, what has changed since tunisia? the key thing in terms of determining an individual‘s risk around the destination, we level with global terror threat, including destination, we level with global methods of killing, pipe bombs, how to stab someone and if it was as easy to sta b someone and if it was as easy to stab someone in real life as it is in movies. and on the 20th of september he waited outside the matalan store in the centre of cardiff, one of the busiest shrieks in the centre for both of them to come to work. zoe morgan was working and lee simmons was escorting her to work and andrew saunders repeatedly stabbed lee simmons outside the matalan store and then chased zoe morgan down the street and ended her life as well. she was sentenced to 23 years and four months in prison.
