We have circulated proposals for the evidence we intend to read and any proposals will be taken into account. Professional support is being made available for each witness who gives evidence as the enquiry fully recognises how difficult a task that is. There are Restriction Orders in place as you have said to protect identities, names, addresses, images of any complainant or any former Child Migrant witness. Some witnesses have specifically waived their right to anonymity. For the remainder the restrictions must apply so we asked they are referred to simply as a1, a2 etc. The material has been redacted where appropriate in accordance with the protocol on redaction. You, chair, have directed already that proceedings will be broadcast which is likely to be particularly significant for this case study given that many of those without direct interest in it are either elderly, infirm, or live abroad. For anonymous witnesses to whom Restriction Orders apply, court will be cleared and members of press and public will only be able to follow from the annex. This is a long overdue enquiry into Child Migration schemes operated and subsidised by the uk government in collaboration with voluntary agencies between 1946 and the early 19705. I agencies between 1946 and the early 1970s. I propose to offer some introductory remarks about the cmt, some context to the issues before this enquiry, and to highlight the evidence that will be given by the individual migrant witnesses. But first i would like to say that the enquiry will hear that the government confirms that it does not seek to defend Child Migration policy or to underplay the consequences for the children involved, or their consequences for the children involved, ortheirfamilies. Consequences for the children involved, or their families. It stands by the National Apology made, as youve heard, by Prime Minister gordon brown in 2010 when he said that former Child Migrants were let down and into many cases Vulnerable Children ensured the harshest conditions in the institutions that receive them. This apology was welcomed by former Child Migrants and by the cmt. What followed was increased funding for the cmt and a Family Restoration Fund was established to help reunite families. Yet it must be said that this National Apology came 23 years after doctor Margaret Humphreys of the cmt first raised the awareness of the horrors of Child Migration in 1987. The cmt has campaigned for a fulljudicial enquiry here in england into this shameful period in the uks recent history. This has been denied. But through the persistence of the cmt, the Child Migration scheme has been included in this enquiry because former Child Migrants were also sexually abused in the institutions either abroad or in the institutions either abroad or in the uk before they were sent. When the evidence of the former Child Migrants is heard it will become clear why the cmt has campaigned foran become clear why the cmt has campaigned for an enquiry that permits former Child Migrants, whether they allege sexual abuse or not, to tell their stories of appalling neglect and abuse, and to be heard here in england, in the country that deported them as small children, Vulnerable Children, overseas, so far from their families. The enquiry will hear that it remains of fundamental importance for those children, now adults, sent by Government Policy into experiences of abuse, loss of identity, loss of belonging, to have their voices heard and acknowledged in england. To have the British Public share their sense of sorrow and outrage. They need to have their questions answered so far as is now possible because there are still too many unanswered questions. We are where we are, as they say. Time is not on the side of former Child Migrants. One witness, a12, sadly died in december after preparing his evidence for this enquiry. And it appears that none of the institutions represented here are intending to downplay the experiences of the former Child Migrants. The cmt remains committed to this enquiry and will offer its expertise to enable it to achieve useful outcomes and a lasting memorial to the experiences of former Child Migrants and the governments responsibility. One of the main questions for this enquiry, we would submit, is a forward looking one. It is, how are we today to assist those abused to recover from their experiences . The a nswer to recover from their experiences . The answer to this question will flow from an examination of not only what happened many years ago to the individuals, the enquiry will hear it is now established by enquiries in australia and most recently Northern Ireland, but also what has happened since and how those responsible have responded on the road to these hearings. To understand britains responds to Child Migration policy, the work of the cmt is centre stage. Through participation in public enquiries and media work, the cmt has played the leading role in highlighting and raising awareness of the terrible experience of former Child Migrants since its foundation in 1987. This was acknowledged by the former Prime Minister in 2010 and by each enquiry into Child Migration in australia and elsewhere. It functions through and elsewhere. It functions through a small team of specialised social workers based in the uk and australia finding and reuniting families and assisting the delicate process of reclaiming the lost identities of former Child Migrants. The cmt has developed a unique expertise in this work which it is anxious to share with this enquiry. The cmt is the only specialist independent Social Work Agency to have pioneered professional services for all former british Child Migrants, a unique group of people. It has reunited well over 1000 former Child Migrants with their families. Doctor Margaret Humphreys who will give evidence on behalf of the cmt in this part of the enquiries is its founder and director. She has been much applauded and honoured for her work both in australia and in britain. The cmt established the International Association of former Child Migrants and theirfamilies. The association has provided evidence to this enquiry which will be heard in the second pa rt which will be heard in the second part and pursues goals of recognition, justice and reparation for all former Child Migrants. In setting the context of this enquiry we say there are four key points to make. The enquiry will hear there is good evidence that the uk government and agencies knew in the 1940s and 50s of the poor standards of care in australian institutions and in some Insta Nces Australian institutions and in some instances about sexual assaults or so. Secondly that the uk government failed to respond to stop Child Migration until it fizzled out in 1970. Third, that it took 50 years before this shameful history was scrutinised by Parliamentary Committee in 1998. And now this public enquiry commencing nearly 70 yea rs public enquiry commencing nearly 70 years later. Fourth, the fact of sexual abuse and the deplorable and abusive conditions these children lived in is now well established. Many british Boys And Girls were sent overseas by voluntary agencies. It is not controversial to state, madam chair, that only healthy white children were regarded as suitable children were regarded as suitable Child Migrants to populate the empire. Migration was subsidised by taxpayers in the uk and australia, and the evidence will show voluntary agencies stood to gain financially and gain cheap labour into the bargain. This was not about truly volu nta ry bargain. This was not about truly voluntary migration but forced or coerced deportation. The enquiry will hear that local authorities we re will hear that local authorities were not enthusiastic, and sent far fewer children overseas than volu nta ry fewer children overseas than voluntary agencies. There was a two tier system of childcare depending on whether a child was in local Authority Care or not, with Better Standards Being Legislated for care in the uk. It is important to note that even in the early post war period between 1916 and 1956, Child Migration was not without its critics or controversy. Migration to canada had more or less ceased by this time. The enquiry will hear that there is clear evidence that the intention of following the curtis report in 19116 was that the standard of care for deported children should be the same as that for children in care in the uk under the children act, 19118. Contemporary reports presented to the home office show, however, that this was not the case. Deported children endured deplorable conditions that fell far short of acceptable standards, even at that time, and many were sexually abused. There can be no valid argument that their treatment reflected the standards of the time. In1946, reflected the standards of the time. In 1946, the reflected the standards of the time. In 1916, the ross Fact Finding Mission by the uk government was highly critical of the institutional character of many of the homes to which children were sent and produced a confidential list of those that should be blacklisted. Yet the enquiry will hear that the uk government failed to legislate or issue regulations to protect children sent by voluntary agencies to substandard institutions in australia until 1982, a decade after the schemes had ended. In failing to do so there is evidence of the enquiry will hear, that the home office and the Commonwealth Relations Office bowed to political pressure exerted by prestigious and powerful sending institutions, for example, fairbridge, with royal patronage, and by the australian commonwealth government, with a mission to boost the post war population of australia with good, white, british stock. The enquiry will hear that it was this lack of accountability and difference of approach together with a lack of monitoring and after care once the children were deported that allowed Volu Nta Ry Children were deported that allowed voluntary agencies to drastically change the lives of thousands of childrens families in unintended ways. It was not until 1998, 42 yea rs ways. It was not until 1998, 42 years after the ross report, that this matter was investigated by the Health Select committee of the uk parliament. He said it was about the deported nation, in effect, thousands of honourable children and young people from our ca re system. Children and young people from our care system. Our country washing its hands of responsibility for its citizens who, in many instances, had appalling experiences as a direct consequence. But as you have heard, it was not until 2010, another 12 yea rs it was not until 2010, another 12 years later, that Prime Minister gordon brown made a formal apology on behalf of the government. Mr hinchcliffe made two important points. He emphasised that this was not ancient history. Indeed that the last children were deported in 1970, which is within the lifetime of most mps, darei which is within the lifetime of most mps, dare i say it the enquiry panel, and most of those present today. Andy cole that a shameful secret because until 1987 and the cmt, nobody spoke of this scheme or enquired into its effects. Even so today migration, Child Migration remains largely unknown to the British Public. Of course the enquiry will hear that there is overwhelming evidence that has been accepted widely enquiries, by the Health Select committee and most recently Northern Ireland, of abuse and assault including sexual assault. She is the enquiry chair. But of course there have been three resignations before her, all adding to the difficulties, the difficult birth that this enquiry has had. Its thought changes to the rules on who qualifies for the personal independence payment could affect around 160,000 people. This follows on from two Court Rulings which in effect massively expand the number of people who can claim personal Independence Payments. In effect to many people who suffer from Mental Health issues, maybe dementia, schizophrenia, suffering the aftermath of a stroke, and find it difficult to go about their daily business. At the moment the only people who can really get the Mobility Element of the personal Independence Payments are people who are blind or suffering from visual impairment. The court has ruled it should go to people with Mental Health problems, because they can suffer many difficulties in just getting out of the house and managing outdoors. The government have reacted with horror because inevitably it means an awful lot more money. They project that by 2022 it could mean the government having to spend an extra £3. 7 billion more on personal Independence Payments. So they have rewritten the rules, or attempted to rewrite the rules to overturn those caught changes. However the chances are that well still have to be voted on in the House Of Commons and the House Of Lords and trouble seems to be looming on the tory backbenches. And that they wanted to focus pip on people who were really disabled, not those who were really disabled, not those who need to take pills to deal with anxiety. Allan collins is with me here, a solicitor with long experience of representing survivors of child abuse. There has been a lot of child abuse. There has been a lot of criticism on the sheer scale and scope of the enquiry, how important is today if we . Extremely important. For all of the survivors and their families. At long last the enquiry is beginning to examine what i suspect is going to be a very painful chapter in our social history. Migrants who travelled overseas we re history. Migrants who travelled overseas were terrible things happening and we are having to confront that as a country. The issue of migrants is what the focus will be in the next couple of weeks. We know in the months and years to come huge institutions are going to be salmond, private and public institutions, so much more besides individual soft notes. That he will know has been a criticism that there is so much to be taken into account, is so much to be taken into account, is that inevitable . It has to be and it is inevitable because child abuse, whether we like it or not, is no respect in geography or any part of society. It exists in all strata of society. It exists in all strata of human life and all parts of society so the enquiry does have to look at migrants and institutions, it has to look at the whole gamut. Otherwise well be missing an opportunity, we have to look at these areas. Through your work you have dealt with people who have suffered appalling injustices and abuse, what sense do you get from people you have spoken to the sheer importance, even if someones case is not going to be considered here, is not going to be considered here, is there still importance that we are discussing this as a nation . Very much so because time and time againi very much so because time and time again i hear from survivors that they do not want future generations to experience what they did. They do not want history to be repeated and we are hearing history is repeating itself. Children in all parts of society are being abused, the abuse goes on and on so survivors understandably are saying here is an opportunity for the subject to be examined and four lessons to be learned and it would be incumbent upon us as a society to make sure we do learn those lessons to ensure children and young people are protected. At the end of the process this is an organisation that makes recommendations but it is not here to find and assess any level of criminal responsibility. Can still be useful to your mind . Extremely because this is a one off opportunity to understand what has happened in the past and to ensure that we do learn lessons and that we do have as far as possible the best Child Protection policies in the country and we know from what is happening today and all of the terrible stories that to hear about social media being misused, the use of the internet and so on, child abuse will not stand still or go away. Not unless we confront it as a major issue. This provides us with a window or an opportunity to start thinking really seriously about how isa thinking really seriously about how is a country we would deal with these very challenging issues. It isnt based purely on money, personal Independence Payments are one part of a sophisticated broad welfare package, there are other supports full people but we are trying to do is create as much of a tailored support for individuals as possible. I still have a lot of growing and learning and work to do. And this guy is a really beautiful symbol to continue on thatjourney, and i am so grateful for that. For the star of la la land, emma stone, it was a hollywood ending, named best actress for her role on one of the most nominated films in oscars history. Thatjust left the big award of the night, best film. La la land again, perhaps, or maybe not. Warren beatty seemed confused. And the academy award. For best picture. Yourre awful. Come on. La la land. La la lands three producers were busy with their acceptance speeches, but look at the man with headphones on at the back, frantically trying to clear the stage and take the best picture oscar away from la la land and give it to those whose film had actually won, the producers of moonlight. Moonlight, the arthouse underdog, the drama of a gay black man growing up in miami was dwarfed by la la land in terms of nominations, but it ended triumphant in the most extraordinary of circumstances. Very clearly, very clearly, even in my dreams this could not be true. But to hell with dreams, im done with it, because this is true. Oh my goodness. Academy awards organisers are still trying to work out exactly what went wrong on a night like no other at the oscars. I blame myself for this. David willis, bbc news, hollywood. And poor old la la land. Yes, i hadnt even thought of that, i was only thinking of it from our perspective, but yes, you are right, poor la la land, that is not a nice thing to have happened. Our reporter spoke to the Moonlight Team about their win. Things happen, you make a movie, a boom drifts into shot, its a human error. Whatever happened, i still dont know what happened then it happened, but the result is the same. Do you not have any idea of what went on or does it not matter . Definitely the latter, doesnt matter. We have all hugged it out, the two camps, and we are good, and well wake up tomorrow, well, we wont go to sleep but tomorrow we will figure out what happened. Incredible. I mean, we won best picture. I think we had accepted that la la land had won. We went into the awards season being blessed to be nominated. Well heres how the actor David Oyelowo reacted to the mixup between moonlinght and la la land. What on earth did you make of the end . I simply dont know what happened. Jimmy kimmel had been roasting matt damon all night. So the guy who came on with the correct envelope looked a bit like matt damon, i thought it was part of the bit until it clearly wasnt. What a tough way for la la land to found out they lost, and what a tough way for moonlight to find out they won, they couldnt enjoy the moment as well as they might. I have to say, la la land were so classy about it. What do you think about moonlight as a winner, we should really be talking about that, a deserving best picture . No one is going to forget who won best picture at the 2017 academy awards. For a film made for 1. 5 million, about a very Marginalised Group, and the film Made By A Film Maker who had not Made By A Film Maker who had not made a film for 12 years, it is a cylinder of a story, really. Cinderella story. He is right, we will neverforget. We can speak to the Associate Editor of the Film Magazine Empire joining us now. We will never forget it, will we . Just an extraordinary moment. And probably wont ever tire of watching it again and again. Absolutely. It is one of the all time great oscar moments for me. I know there is controversy and it should never have happened but i think they turned a sows ear into a silk purse. The grace and dignity of the la la land team in recognising that a mistake had been made and just stepping away and letting the Moonlight Team take the limelight, i thought that was a wonderful touch. And just the reaction of the Moonlight Team as well, who 30 seconds earlier thought they had lost best picture, suddenly realised they won, that is a glorious moment. Something we could talk about for a long time. And bless Warren Beatty for his explanation as well, what was going through his head when he realised something was wrong and he couldnt quite put his finger on what. In terms of the fact Moonlight Won, was that the right wing in the end . All of the buzz was behind la la land but it was moonlight that took best picture. Moonlight is a fantastic film. It and la la land are equally deserving, they should share the award on a time share basis. La la land has it for six months and moonlight can take it for six months after. It is a fantastic film that breaks down barriers and boundaries. It is about a very Marginalised Group. Not just boundaries. It is about a very Marginalised Group. Notjust about african americans, it is about gay african americans, it is about gay african americans, something you never see on the big screen. Soak it is giving a Marginalised Group a real voice and it is a beautiful, beautiful film. I love real voice and it is a beautiful, beautifulfilm. I love la la land, still humming the tunes. But it won plenty of awards, good to see them getting shed around. Indeed, i cant getting shed around. Indeed, i cant get the songs out of my head. Brilliant raft of movies. Lion, moonlight, manchester by the sea, la la land, do you think this year s oscar winning movies have been an especially good bunch . oscar winning movies have been an especially good bunch . I think this isa especially good bunch . I think this is a very good year at the oscars. In previous years youve had a best picture winner orfilm in previous years youve had a best picture winner or film that has done particularly well, and maybe five or six years after that you are a bit embarrassed, you cant quite remember who won. Crash is something you would like to sweep under the carpet and forget it ever happened, but this is a good crop of films. Manchester by the sea is a film i love, and im glad to see it in two big awards. Just as good a contender as moonlight and la la land. Been a good year. Despite the fact la la land had 14 nominations, the spread of the awards in the end covered the movies pretty well, didnt it . Is supporting actress was fences, best actress la la land, best actor, manchester by the sea, they all got pretty good recognition in the end. Afair pretty good recognition in the end. A fair split, and some of the tactical categories, with a rival, Hacksaw Ridge Getting Awards as well. And suicide squad, the Superhero Movie from last year perhaps not critically lauded but it has an oscar and you cant really argue with that. We have to enjoy this because they will never make a mistake like that again, will they . The independent inquiry into child sexual abuse is hold its first public hearings this morning, more than two and a half years after it was set up by the government. Its beginning by examining the mistreatment of british children who were in care orfrom poor families, who were sent to australia in the years after the second world war. Henrietta hill qc said claims of systematic abuse in institutions and work environments would be heard. Lets Ta Ke Work Environments would be heard. Lets take a look at the background to todays hearing and how we got here. In october 2012 Tv Investigation on Abuse Investigations into jimmy investigation on Abuse Investigations intojimmy sample was broadcast. In the following days, police said they were pursuing up to 120 leads. Ten days later, the met launched a formal Criminal Investigation into alleged sexual abuse by the late Sirjimmy Savile and others. As the full scale of historical abuse became known, the then Home Secretary theresa may announced a wide ranging, hillsborough style inquiry into historic child sex abuse claims. Today is the first public hearing which will look a Child Migration programme that sent children in care to commonwealth countries between 1940 and the 1970s. The process is expected to take about five years, with a report containing recommendations being published at the end. This process covers england and wales only. A separate inquiry for scotland has been set up by the scottish government. Live to the inquiry in Central London, and jane hill. Yes, and the long gestation of this enquiry that you alluded to their reminds us againjust enquiry that you alluded to their reminds us again just how incredibly important today really is. The start, finally, of that process. Its a long one, as youve been outlining. Its not about finding criminal responsibility. But it is about attempting to understand what went on, why some people werent believed, to talk about institutions, to talk about individuals and at the end of it all to produce a series of recommendations. Weve been hearing, of course, from professor alexis jay, the woman leading this enquiry. She led the enquiry into systematic child abuse in rotherham, you will remember. She is the fourth chairwoman of this enquiry. Weve had three resignations simply to get to this point. Again reminding us what a long and conjugated process this is. But finally here at this Office Building in Central London, finally everything getting underway in the last few hours. She made her opening remarks. To the former Child Migrants who will give evidence before the enquiry during those hearings and to those who have given written testimony, we are grateful for your courage in coming forward to bea for your courage in coming forward to be a witness. We also need to look at why it has taken 30 years to bring about this enquiry into the horrific abuse of hundreds, if not thousands of young children. The enquiry rejects suggestions that it is reaching too far back in history. Many of the migrants are still alive. Getting to the bottom of what happened to them and why, it says, is still relevant. The documents, sent between gps and hospitals over a period of five years, did not reach their recipients because they were mistakenly stored in a Warehouse By Private Company nhs shared business services. I spoke with our Health Editor who explained how the health files went missing. Its an intriguing story. Between 2011 and 2016 there were these 500,000 items of correspondent in england, usually being sent from hospital to a gp, just updating them on the progress of the patient, treatment, maybe recommending further courses of action. They were sent but didnt arrive, maybe the patient had moved to a different gp or it was the wrong address. An outsourced company had thejob of address. An outsourced company had the job of trying to find the right place to send it. It turns out these 500,000 items were stored in a warehouse. The situation was discovered last year. Nhs england are saying, of the 500,000, a lot we re are saying, of the 500,000, a lot were fairly routine pieces of correspondence that did not necessarily add up to a great deal. They have all been found and got to the right place now but there are 2500 patients where they are actively reviewing what happens. In other words there could have been an element of treatment that did not Ta Ke Element Of Treatment that did not take place because these letters had gone missing at the time so they are reviewing where they have got to. At the moment they say there is no evidence of any harm coming to these 2500 patients but they continue to investigate. The Patient Association saying this is very alarming for those patients. And obviously that is absolutely key to this, to know whether harm was caused as a result, and also, could it happen again, actually . Well, on the element of harm, nhs england say there is no evidence yet. The other way of saying there is no evidence someone wasnt harmed. Labour making the point this could potentially happen again and they want to know why jeremy hunt, the health secretary, last summer, actually said in the House Of Commons that there was a problem and it was being investigated and yet the scale of it was not unveiled at all until this story emerged this morning. Others have made the point, well, thisjust illustrates the difficulties the nhs has with correspondence if it is all paper and faxed riven, this sort of thing will happen, why can they not be more electronic correspondence between hospitals and gps . It raises a huge number of questions and labour are certainly trying to pursue this and get more answers from the health secretary, possibly in the House Of Commons later today. Head teachers and School Governors are calling on the chancellor to make schools a priority in the budget. The National Association of Head Teachers and the National Association of governors have written an open letter to Philip Hammond to say that theyre being forced to make impossible choices to save money. People who are now an adult hood talk about the impact of what they have insured. Ditties and it is really important to understand that although the physical abuse stopped, the mental abuse continues to haunt people. The invalidation, the hertz, the shame that david just spoke about, people talk about that for years. It cannot be easy for anyone involved in this but how much of the difference could this make . Personally people can get real validation from being able to speak out against something they have kept silent about for so long. It is also important to recognise that speaking out is seldom the end of the journey and after that people need and off a lot of support. People have spoken out in respect to this enquiry and will want to know a systemwide change will come from this. We all have a bit of understanding after what has come out of the absolute courage it takes to speak out, so much so because people were victims in different environments and in so many years because they felt they couldnt and when they do it takes enormous bravery . It is huge bravery. Its not just that people felt they couldnt speak out, its when they we re couldnt speak out, its when they were spoken to iraq dismissed when they did and abuse further so real bravery is needed to come forward. And actually when people come Forward Together there is strength ina Forward Together there is strength in a collective action because it is recognising that people are not on the home and it is not individual her turn shame, it is the systematic abuse of people who are vulnerable and who need protection and who dont get it. What do you think the impact of these hearings could be, we are at the start of the five the process that will look at allegations of abuse across the piece in different environments . What it can do is help us think about what we need in terms of how we organise our institutions in ways that are child friendly than child protective and we have been bad at this over the years. The fact we are having conversations about it is to the good. One of the strength of this enquiry is the scope although there have been criticisms about the vastness of it in the past. If something good can happen from this in terms of across the piece being able to develop a greater understanding and how we might support the development, in terms of support the development, in terms of support that would be a good thing. And also in terms of helping those individuals who have come forward to make real changes in their life and to go forward now, not in silence but in the light in the understanding that they are not alone and it is not their fault. In terms of shining a light on how people can be intimidated into silence and making others around potentially to see a change in somebodys behaviour or whatever it is actually recognise what might be going on . This is right. Sexual abuse is something that happens and people hired an plain sight. There isa people hired an plain sight. There is a lot of control as well and we dont want to see it. The government have spoken repeatedly about the esteem that mental and physical health should be regarded as equal, this was an opportunity to make good on that and im sad to see that it has been passed on. Mental illness is a Rule Condition and if you have a condition such as schizophrenia for example, that does amount to the same thing when it comes to trying to the independent and the Public Domain as is something similar so it is disappointed the government have taken this opportunity to do this. What do you think about the comments that Disability Benefit should go to really disabled people and not those taking pills at home who suffer from anxiety . He recently apologised for those and he was right to do so because Mental Illness is disability and the problem is that comments like that really do hurt. They make people think is the government on my side, if i have a serious condition andi side, if i have a serious condition and i want to be independent and i wa nt to and i want to be independent and i want to get out there, is the government on my side . I think it is important that the minister apologise on this issue because of the difference that can make to people. This is to change the government wants to make up the budget is coming up, there is no guarantee that the governments werent good and the path that is indicated in and that the mental will be treated differently in the system . Will be treated differently in the system . I hope it does.
